She suggests the new housing will be unaffordable for local people and will simply provide more second homes in the area. Apparently, the Leader of the District Council, Cllr Gary Suttle, will be pleased to receive correspondence from interested residents.Mr and Mrs Gadd spoke to the Council about their continuing worries regarding the Purbeck Folk Festival which is to be held in fields neighbouring their home. They have many reservations about the new noise management plan and how it will work in practice. The festival is to be monitored by representatives of the District Council but previous complaints have not always been recorded by that Council. Cllr Dragon, District and Parish Councillor, said he has been looking into the complaints procedure and thinks there is a problem that needs addressing.The Parish Council was addressed by Mr Trevor Badley from Dorset County Council about the new proposals for an extension of Swanworth Quarry that the owners, Suttles, are pursuing. The Meeting was attended by around 30 residents with a majority from Kingston and surrounding areas. Mr Badley said the plans for future mineral production would be adopted in December 2017 with the important pre-submission draft occurring in February 2017 when there would be six weeks of consultation. He showed the crushed rock output in 2014 for Dorset as 280,000 tonnes with almost half coming from Swanworth. Dorset County Council has to legally hold a ‘land bank’ of

ten years requirement of crushed rock and this is currently mostly in Portland. Portland crushed rock is removed from about 15 to 20m down by blasting. It is not clear how much they have although the current minimum projection is 48 years. The next closest alternative for crushed rock is the Mendips in Somerset which could be made available locally in Dorset by using the railway in to Coombe and Hamworthy depots. He viewed the current situation as one of the County minerals interest versus the environmental protection of the Area of Outstanding Natural Beauty. Apparently, the protection can be overridden in exceptional circumstances. A report is to go into the pros and cons of the situation based on the 2015 consultation. He suggested there would be no intensification of lorry movements. There would be visual landscape impact but the new proposals would minimise the impact. Tourism might be affected and any concerns regarding the water supply would be determined by the Environment Agency with a hydrology survey. He warned residents that Suttles can go straight to the Secretary of State even if the County Council don’t support the proposals.Mr Colin Nunn of Worth Matravers asked Mr Badley if the increase in the inert landfill material which is to form part of the revised Waste Plan would produce more lorry movements above the 75 daily movements allowed that he had just quoted. Mr Badley did not have any figures with him. Also, Mr Nunn was concerned that the lorries have been getting bigger and are now 20 tonne capacity. That the figure in 1994 was 150,000 tonnes of inert material but that there is to be a big change now. The original restoration date was 1988.Mr John Suttle, the operations manager, confirmed no fresh stone is going into Swanworth but could be going to Swanage or for concrete. Restoration of the quarry required more construction or demolition waste. Some lorries come in empty due to a limit on the inert fill. This is a separate matter from the extension plan.Concern was expressed that more truck movements would make Kingston Hill dangerous. Mr Suttle said there had been no incidents.Another resident said one of their truck drivers had just taken out part of the wall to their property on the Hill and this had been reported to the Police.Mrs Jacque Barker, Kingston asked if they intended to increase the amount of lorries. Mr Simon Clabburn said current lorry movements were currently 60 per day but their planning permission allowed 75 movements per day. No other access to the highway would be provided so all vehicles from the proposed extension would have to go through the existing quarry access.Cllr Spicer-Short suggested there were many unmarked lorries going into the quarry. Mr Suttle said the total provided to Dorset County Council included marked plus hired lorries from firms such as ‘Andrews’. They were all counted.Mrs Sally Feben-Smith suggested the bridge part of the proposal was much the same. The National Trust were unaware of this project which aims to double the size of the quarry from 17 acres to 35 acres. She wondered if it would it double in size again in the future. Mr Clabburn said their proposed quarry area was one quarter of the size of 1986 plan by Tarmac that was turned down.Mr Peter Boyce of Kingston suggested the boundary line drawn on the map that was projected on to the screeen by Mr Badley was in the wrong place and is actually closer to the road. Mr Badley agreed. Mr Clabburn also agreed but said that area would be used for soil storage. Comments were made about the potential for noise and pollution blowing towards Kingston.

Mrs Jacque Barker was also concerned about potential access from the extension on to the Kingston road and asked about the shape. Mr Clabburn said the dog leg shape was for screening purposes only and not access. Mrs Jacque Barker said any attempted access from the northern point would be on to a dangerous corner of the road. She said the proposals mention screening through planting but she had serious doubts about this as it had taken her 20 years to grow a hedge to the point where it needed cutting. Mr Clabburn suggested the 6m of overburden would be seeded and levelled down to the actual stone.Mrs Jacque Barker said the water supply had only recently had a ‘boil the water’ notice. She suggested a geologist study should be earlier in the process and the Encombe Estate should be speaking to the geologist.Mr Gaggero of Encombe House suggested he was also concerned about the water supply for the population of the Kingston area. There are four farmers – Fry, Strong, Overable and Hole. The Scott Arms and Purbeck Ice Cream businesses. The water capacity is something he is worried about and he thinks the quarry could strain the system. There were two main problems – water quantity swings and the antiquated system. He had made upgrades to the system in order to get a better quality supply. However, they still detect pollution coming through the water system at times. The water comes down coombe tunnels and reservoirs. Mr Gaggero had spent £200,000 on a borehole to augment the original system but they have had problems bringing it on line. It was to provide a surplus to the existing system and not to be the only system. He said inert fill to the quarry would have a high concentration of pollutants in the mix. Jobs were important but the proposals are a major threat to the water supply for 80 families.Mr Badley said a detailed assessment of the hydrology was not feasible until the planning application stage.A lady resident suggested the water quality has got worse over time and wondered if it was farming pollution.Mr Suttle said there had been a hydrology survey done by Tarmac for their four times larger proposals that had not identified any potential issues. He didn’t think the new proposal could affect the water.Mr Gaggero asked if the hydrology survey cost have to be borne by the community. Mr Badley confirmed the cost would be borne by Suttles at the appropriate stage.Mr Badley said there was currently 48 years of crushed rock reserves but only 5 years currently stored in Purbeck which the proposals would bring up to 20 years supply.Another lady resident asked if the crushed rock was not an inferior product. Mr Badley said their role was not to evaluate the quality of the stone.A different lady resident asked about the dimensions of the bridge across the Coombe. Mr Clabburn said the bridge had a 15 metre span, 6 metre clearance and was wide enough for a single lorry to cross (approximately 3 metres wide). There would be gabion type support structures either side. The stream and footpath would not be affected.Mr Badley explained the extension area would require a cut through the land on the new side which would be backfilled to form a tunnel nearer the bridge as the land was higher than the original quarry area.Cllr Clarke asked further questions about lorry movements, both with inert waste in and out with crushed stone. Mr Clabburn replied that the maximum was 75 movements a

day. There was a weight limit on the lorries. One planning permission only for the total number of lorry movements. Their working day was from 6.30am to 4.30pm with a 5.30pm finish.A resident said there should be no lorry movements in convoy as it had been shown at the previous hearings that this produced much greater shaking of adjacent buildings. Mr Suttle said he would make sure the drivers knew that information.Cllr Bond asked what would happen if the permission was refused. Mr Clabburn said the quarry would finish in 2025 and the business would go somewhere else. Local jobs would go. Mr Suttle said all the employees live in Dorset, approximately 30 to 40 in Purbeck, the rest in Poole and Bournemouth.Cllr Morrison-Wells said he had observed the reinstatement of the quarry by both Tarmac and Suttles and it seemed to him that the reinstatement was small compared to the amount of waste brought in. He was concerned that the cost of reinstatement would be great and how would this be guaranteed without increasing the number of lorries. Mr Clabburn replied the continuation of the existing permission would allow an increase for infilling purposes. Cllr Morrison-Wells suggested there were no figures shown that might convince people that either the existing or new holes would be filled in. Mr Clabburn said that for 150,000 tonnes of crushed rock removed, it only requires 60,000 tonnes of inert waste as it is not so dense. He agreed some recycling material does go off site but it was only around one or two thousand tonnes.There was a comment that the hole was worth a lot of money.The Chairman brought the discussion to a close and advised the Meeting that the Parish Council would continue to monitor the situation and that anyone concerned should get involved again in early 2017.

4. COUNTY COUNCILLORS REPORTCounty Councillor, Mr Mike Lovell, suggested the responsibility for the bins in Station Road is not with County but with Purbeck District Council. Cllr Dragon is investigating the matter too. No change with the proposals for a Unitary Authority in Dorset. He will look into the costs of keeping Registration offices in Swanage and Wareham and send the results to the Clerk.

5. DISTRICT COUNCILLORS REPORTDistrict Councillor, Mr Nigel Dragon, reported as follows. He suggested the proposals for a unitary authority in Dorset were part of a scheme to set up a new south coast city which would be likely to come under Conservative control. However, it now appears Purbeck District Council will not be joining any such scheme as it is financially secure for at least the next two years. It seems likely other local authorities will follow this lead.The presentation at the last Council Meeting by the National Park team raised a lot of questions for Purbeck District Council. The proposal for a National Park is to be evaluated by the Council. He was concerned it would mostly be run by unelected officers. The timing of the presentation has partly been brought about by the proposal for a unitary authority and the consequent reorganisation of local authorities in Dorset.He has been made privy to a list of planning enforcement cases which include four large properties.Members of the public demanded a referendum at the last Council Meeting over the Partial Review. He suggested there was no need for a referendum until the results were received from the consultation.The Station Road bins have been emptied for the last eight years according to a retired bin operative he spoke to. Dorset Waste Partnership accept they should empty them but the bins are in poor condition and there is no proposal to replace them along with many other bins that are in a similar condition in the village.A resolution to make fly tipping an offence that incurs a £400 fine was passed.The illegal sign for the Water Park was removed but there is a new one in the tree nearby which is still illegal. (The original signs on the Norden roundabout were removed by a member of the public.)He is dealing with a complaint by a member of the public in respect of a procedural problem. There are two cases relating to out of hours complaints that were not passed to customer services. Cllr Dragon suggests all such complaints are copied to him and make a note of the name of anyone you speak to at the District Council.

6. NATIONAL TRUST REPORT

There is to be a meeting on the Norden Park and Ride on the 20th July.

The joint proposal for a shuttle service to the village is not happening because of resources at PDC and DCC. So the National Trust intend to try and come up with their own solution but there is only three weeks before the peak period.

Phil Stuckey is chasing the tenant over the clearance of the metalwork in the Halves. The Trust will do the work if it doesn’t happen soon.

Uvedale works – The open day to be on the 2nd August between 10am and 1pm. They have advertised three tenancies on Right Move. The landscaping will be finished off after everything else is done at the back of the property. Cllr Dragon asked why Boar Mill had been let on a holiday tenancy. It is because there are flooding issues during the winter at present.

Phil Stuckey to come to the September Meeting in order to do a presentation on Countryside Management.

Monitoring of the quality of the water upstream and downstream of the new Waterpark has commenced.

The ecology project at Studland will now include a study of the Castle Mound.

They have a meeting with the Chamber of Trade and the Festivities Committee soon. The Castle to be lit up from the 3rd to the 10th December and then to intergrate with the Festivities schedule. The Summer Encampment will be earlier to spread the load of the events.

Cllr Dragon asked about the situation regarding the removal of the invasive species in the pond adjacent the Kingston Hill road. Mr Eustace did not know the specifics.

Mr Eustace was asked how they are dealing with the cycling problem on the footpath known as Oli Vyes Lane that goes up to the Square. The DCC website shows the National Trust dealing with the problem. He did not know anything about it but would be speaking to Phil Stuckey.

7. MATTERS ARISING7.1 Re June Item 7.1

(1) Parking, Road Safety and Other Highway Issues

Items (a) and (b) below require action from Dorset County Council (DCC). All problems registered on Highways or RoW reports as updates from the officers are rare with the exception of Stephen Mepham.Highways: Jenny Penney is dealing with area 8 which appears to encompass the Isle of Purbeck, Wareham and Sandford and the team leader for Team South (Areas 5,6,7 & 8) is Stephen Mepham. RoW: Katie Black at Durleston. The Network Regulation team carry out the necessary consultation/legal work to introduce Traffic Regulation Orders.(a) General parking issues arising around both villages – The problem with cars and

other vehicles parking on the road below Sandy Hill Lane raised at the May 2015 meeting and reported to DCC as a request for double yellow lines to a single length between Sandy Hill Lane and the driveway to 1 East Street.  Reported on DCC:1047448. Current status : Closed. Sent to TRO team for prioritisation. Some of the Police cones (3 or 4) have been removed but the rest are still in place. The matter to be reported to PCSO Iain Leslie.

The issue of the lack of parking/ bad parking/ need for overflow parking in the village is covered at (c) below.

(b) Rights of Way1) The cycling problem on Footpath 1 which is known as Oli Vyes Lane and

connects the Church Knowle Road with the Square in Corfe Castle – MNT33380. Current status : Resolved. The screen says it has been passed on to the National Trust. Raised with Mr Eustace (see above).

2) Footpaths 75 & 76 – Footpath 76 is no longer on the definitive line so that it connects with FP75 in the wrong place. We were waiting for DCC to check out the land ownership before writing to all the landowners involved – MNT33281. Current status : Under Investigation (still).

3) Proposed diversion of Footpath 34 around the school playing field. The Council objected to the proposal on the 31st March and suggested the following : ‘There has been considerable precipitation in recent weeks and this has made it obvious that the proposal goes straight through a very soggy patch of ground at J. The Council suggests any revision to FP34 should go from A to E to F and then join up with the unaffected definitive footpath labelled FP 35 on the east side of the hard court.  The Council thinks this route would make the best use of the topography without making matters inconvenient or unpleasant for either walkers or the school.’ Still no response.

(c) Dorset County Council Public Transport Strategy – Another meeting with DCC is planned for the 20th July.

(d) Mass Cycling and other organised events – see (2) Other Matters below.

(e) Pavement and Road Surface – the stone surfaced areas in East Street (and the road surface near the crossing ?). DCC report 1052995 closed on the 21st April. Mr Stephen Mepham and his boss Michael Westwood met the Chairman and Cllr Spinney on Wednesday 6th April. Adam Frost of DCC provides a quotation for the reconstruction of base and slabbed surface at the vehicle access point between 28 & 30 East St. for the purposes of discussing joint funding options at that time. The cost to take up 23m2 of natural stone paving and relay on a new concrete screed bed

would be £ 5,825.07 only and would include the following items of work :-1. Provide traffic management and control for the duration of work.(includes diverting pedestrian's as we will require full width of the footway).2. Take up in small areas 23m2 of natural stone paving including & store.3. Excavate sub-base up to 100mm depth and remove spoil to a licensed tip.4. Clean down 23m2 of natural stone paving for vehicle crossing and relay in smaller areas on an concrete bed @ 100mm depth. (includes the supply of replacement paving maximum of 2m2)5. Repoint mortar joints.6. Supply & lay 2.8m of pcc edging across vehicle entrance and reinstate bituminous material.Mr Frost says: I believe the above specification of work for laying natural stone paving slabs should be adequate for a vehicle crossing although I would not guarantee the works due to the size and type of paving slabs. I would normally advise to use a bituminous material construction for a vehicle crossing rather than paving slabs as there is a high chance they would move when trafficked but fully understand the ascetic effect bitumen would have at this location. I have included a new pre-cast concrete edger along the boundary line and bitumen reinstatement to help retain the paving slabs. We would require consent from the property owner to install these edge kerbs along the boundary line.

Councillors discussed the above and decided to request Stephen Mepham and Mike Lovell find out how much Dorset County Council would pay towards the repair.

Cllr Grinsted had emailed the following – A resident of West Street has approached me with regards to two repairs made to the Pavement with Tarmac instead of repairing the Stone.  One is outside No6 six the other is very small and opposite Springwell Close. They did not know who was responsible for the repairs. They are concerned about conservation of the Stone Pavement. Councillors did not know who had done the repairs and would investigate.

(f) Salt for gritting – The Council has 3 tonne bags of salt at New Line Farm where Phil Stuckey, National Trust Warden, will use it to alleviate freezing road conditions in both villages. Distribution by the National Trust is still under investigation by Mr Eustace.

(g) Movement of the Post Box – This was a decision by Royal Mail and not instigated by Post Office Ltd who dealt with the movement of the Post Office. Corfe Castle Parish Council wants the box returned to the Square. Councillors decided to request more clarification from the Post Office about their legal responsibility to follow a protocol.

(h) Byle Brook & Corfe River – Nothing new.

(j) Land in the Halves which currently harbours cars, trailers and other metal rubbish. Phil Stuckey (NT ranger) is involved in trying to persuade the tenant to remove the rubbish. See National Trust report above.

(l) Flooding Land in the Halves - Problem referred to Danny Allen and Jenny Penney of DCC back in January 2016. Work was done by DCC (Danny Allen) to improve East Street surface drains where they go across to Springwell Close in West Street.  However, since then during high rainfall, it would appear the new drainage pipe is causing water to flow from a hole in the field and a manhole in the area where people park just inside the gate to Springwell Close (this has become very soft and muddy). The water travels across the Halves towards the Youth Shelter and the Electricity Sub Station. This was reported on the DCC system as 1055216 on the 10th April, Status : Under Investigation. No update since June 2016.

(m) Rubbish – The upsetting of bins in Station Road. See County Council and District Council reports.

(2) Other Matters

7.2 Re June Item 7.2 – Playground Matters

(1) RoSPA and Weekly Inspections – The RoSPA inspection for this year (2016) authorised by the Clerk at the same fee as last year. Cllr Grinsted re-attached the plastic table components on behalf of the Council for the third table as well. (No cost of fixings?) Councillors discussed correspondence item 203 – NBB to get a testimonial from Cllr Grinsted.

(2) Fencing / Gate – The fence between the normal playground and the fitness equipment to be replaced. Bill Johnson at Purbeck Hedging & Fencing has replaced the division fence. Invoice for payment in Financial Matters.

7.3 Re June Item 7.3 – Youth Club

Donna Davis and Gill Sellen attended the APM in April 2016. The Council Meeting (same night) resolved to provide funding to a maximum of £4,000 to pay workers to run the Youth Club.

Cllr Spinney made a report on progress regarding the replacement service from a team based in Wareham that includes Donna Davis. It appears the original suggested cost would only provide a partial year service. A full year would cost £4,160. Councillors resolved to pay the extra up to a maximum of £4,250. They thought this should be on a monthly in advance basis.

7.4 Re June Item 7.4 – A Local National Park

It was agreed that the Dorset & E Devon National Park Team in the persons of Sandra and Richard Brown of the Dorset and East Devon National Park Team should give a presentation to the Council at the August Meeting. Councillors noted correspondence item 211 for the business case.

7.5 Re June Item 7.5 – AED at Corfe CastleSwanage Railway considering the installation of a defibrillator at Corfe Castle station. No update from Swanage Railway.Mrs Deirdre Selwin has contacted the Council to inform them that the Harmans Cross Horse Show will be donating profits towards a defibrillator for either the Railway Station or Clealls as appropriate. No update.Councillors discussed the above and it was suggested the installation of a defibrillator doesn’t require any permission to be installed on a Listed building so somewhere like Clealls could be considered. Cllr Dragon to contact the British Heart Foundation to find out more.

At the meeting of the Group on 09.06.16 it was decided to make representations to Purbeck District Council at their meeting on Tuesday the 14th of June at 1900pm at PDC offices. It was also agreed that a leaflet would be produced to object to the numbers and locations of the houses stated in the consultation on the Partial Review of the Local Plan.The leaflet will urge all residents to respond to the consultation and to reject the imposition of the housing numbers and their identified locations. Furthermore it was agreed to develop a charter for Purbeck to state clearly what residents wanted to see for the Purbeck area rather than what will be imposed by central government and implemented by Purbeck District Council. The "Group" has adopted the name of "Pan Purbeck Action Council". Attached is my statement that I propose to make in the time for public participation at the meeting on the 14th of June. Can you please do your best to attend and even speak in support of my statement. Major changes to the ways DCC Highways delivers its services are to be presented at DAPTC area meetings in July. It will give Parish and Town Council representatives a unique opportunity to hear about changes that will directly affect their communities with effect from 1 April 2017. Head of Highways Andrew Martin and his team will be explaining options for Parish and Town Councils to consider and prioritise when setting their budgets for 2017/18. Essential information on the future of minor maintenance such as sign cleaning, gully emptying and tidying footpath verges will be presented. PDC – E/2015/0025 - Valley Road (Purbeck Valley Farm), Corfe Castle, BH20 5HU – letter sent to all people who have written in with regard to this site.Alleged Breach: Erection of detached two storey building, use of site for wedding venue, parking of caravans, folk festival and other events and erection of advertisement. You have previously contacted the Council with regard to the above mentioned site. I write toupdate you of the current situation. The Council has identified two breaches of planning control on the site. Firstly, the two storey garage/outbuilding which has been erected is different in terms of its size and design to the building which was granted planning permission under reference 6/2008/0083. The building which has been erected is currently unauthorised and officers have invited the landowners to submit an application to regularise this breach. I have requested that the application is submitted by Wednesday 13th July 2016. I will write to you when it is received, enabling you to make any comments. The other breach is related to the use of land and buildings at Purbeck Valley Farm. As you may be aware, planning laws give landowners limited rights to use land for temporary purposes without applying for planning permission from the Council. These ‘permitted development rights' and the right to use land for a temporary purpose is limited to 28 days in any calendar year. Planning permission is not needed for any moveable structures that are used in association with the temporary activity. However the regulations are clear that buildings cannot be used for these temporary uses and the land cannot be used for a caravan site. Existing buildings at Purbeck Valley Farm are currently used for a number of the events which are held on the land including the Purbeck Folk Festival. Also, caravans are brought onto the land by people for many of the temporary events which are held. Using the land in this way is not permitted development. Following a meeting held with the landowner, and in an attempt to regularise matters and bring activities on the site into the control of the Council I have requested that a planning application for the existing non agricultural related activities is submitted by Wednesday 10th August 2016. Cllr Bond – PDC Local Plan – I went to the consultation yesterday.  It took the form of a display on boards with members of the Planning staff available to answer questions and discuss points arising. The only thing I could find directly relating to Corfe Castle was a suggestion that the area on the Studland Road  your left just beyond the railway bridge should be allocated to industrial development.  Most of it is liable to flooding and road access is not easy so it is not easy to see what sort of business might want to settle there. There was very little about Swanage, beyond a possible proposal to build houses on Herston Fields.  I think this is the area on your left beyond the Swanage School as you approach Swanage.  At the moment there is an enquiry as to whether it is or should be a “Public Open Space” ( I think that is the correct term), i.e. a sort of village green.  There is  a stream through the middle of Herston Fields in winter and it is  very boggy. We were invited to leave comments on “Post it” notes.  I made the point about heavy traffic through Corfe associated with any human activity in or around Swanage.

DCC – County Council's Regulatory Committee, Site Visit to Wytch Farm Oilfield, Thursday 30 June – The County Councils Regulatory Committee are making a site visit to Wytch Farm Oilfield on Thursday 30 June 2016 in connection with consideration of  a series of planning applications - 6/2012/0571-0609 - by Perenco UK Limited to enable the extension of the operational life of the Wytch Farm, Wareham and Kimmeridge Oilfields through the variation of conditions attached to existing permissions. The reason for the site visit is to consider the applications outlined above, which were considered by the Planning Committee on 6 September 2013. Members resolved to approve the applications subject to a number of conditions and arrangements being secured to provide funds for the decommissioning, restoration and aftercare of the Wytch Farm, Wareham and Kimmeridge Oilfield. On this occasion, it is considered appropriate that a representative from your Parish Council is invited to attend this site visit in an independent and observer capacity, who can hear everything that is said and witness the site visit protocol being adhered to.  This is consistent with maintaining the transparency and public perception of the process. 192. Re: New Highway Signage for Norden Park and Ride – Sorry for my late response but I have been away all last week. I'd like the relevant people on the Railway to have an opportunity to look at what you propose if that is ok with you.  Norden is the significant gateway for  the majority of our customers, and whilst the removal on the ambiguity created by the current signage is to be welcomed, I suspect the new signs will be there for some time and we need to get them as good as possible. I'll get feedback to you by the end of this week.

193. DAPTC – FW: Fly the flag for the Commonwealth in 2017 – Monday 13th March 2017 will mark the Fly the Flag for Commonwealth day. NALC is urging all local councils to get involved in these important celebrations. Monday 14th March this year marked Commonwealth Day 2016. Over 900 Commonwealth Flags were raised together at 10am that morning by local authorities (including over 200 parish and town councils) and a small number of others, throughout the United Kingdom, Channel Islands, Isle of Man, UK Overseas Territories. This was the largest, single, raising of the Commonwealth flag in the history of the Commonwealth which bodes well for the future, especially as this event is to become an annual occasion growing in size and stature over the next few years, involving the countries and communities of all the other 52 Commonwealth countries on Commonwealth Day each year, (which always falls on the second Monday in March). 198. Swanage Railway – Re: New Highway Signage for Norden Park and Ride – we have now considered theses signs and ask that two specific amendments are made:1. Ensure that at the advance sign near Stoborough it is clear that trains to Swanage and Corfe can be taken from Norden; and2. Add to the advance and junction signs at Norden an industrial museum symbol.I don't think I have seen the graphic for the advance sign at Stoborough so this alteration may already be adequately dealt with. 206. DCC – Mobile library Service outcomes from Cabinet meeting – Following on from previous communication about proposed changes to the mobile library service, the County Council’s Cabinet meeting yesterday, it was agreed to:

1.       note the consultation responses about the proposed changes to the mobile library service;

2.       maintain the mobile library service provided by the County Council to residential homes and sheltered accommodation units; and

3.       approve the closure of the public mobile library service by end of December 2016 (earliest) and by end of March 2017 (latest) and the development of alternative access to library services where required within the resources available.The reasons for the timescale is to ensure that alternative service provision for those users who cannot travel to a library is put in place before the withdrawal of the mobile library service.  We will also ensure that mobile library users are kept informed about the changes to service provision.Not relevant to Corfe Castle Parish.

Pan Purbeck Action Council – meeting Wed 29 June and letter of support for Gary Suttle – The key point for me from last evening's meeting of PPAC was that Councillor Gary Suttle, together with Councillors Laura Miller and Peter Wharf, and Chief Executive Steve Mackenzie, are meeting with the Rt Hon Greg Clark, Secretary of State for Communities and Local Government, and Brandon Lewis MP, Minister of State for Housing and Planning on Wednesday 6 July 2016 at Westminster. They are requesting that the number of 3080 extra homes for Purbeck be reviewed, particularly in the light of recent events. Cllr Suttle encouraged us to continue our opposition to that number for Purbeck. Apparently Richard Drax MP is on our side. To this end I have prepared a letter which you can print, complete and send to Cllr Suttle before the meeting this coming Wednesday. 208. Cllr Haywood – West Street - traffic turning – I met Angela Reed yesterday who said that a lorry had tried to turn around in the gap by her drive and the entrance to Merrifields. It got stuck - stuck for 3 hours - and eventually, after it had unloaded its pallets, it had to be bounced to get it to budge! This is not ideal as, apart from the question of emergency vehicles, a lady who was driving to Blashenwell ended up abandoning her car and walking. Mrs Reed explained that this area is often used as a turning circle rather than the one provided further up West Street by the Common. Would it be a good idea to put up some signage alerting drivers to the fact that there is a turning circle at the end of West Street or even a sign saying 'Blashenwell only’? The sign needs to be seen before drivers go passed the exit road from the car park. I am assuming that this topic has been discussed before.Cllrs wondered if a sign would be a good idea. 209. Cllr Haywood – Meeting of the Trustees of Gods Acre: Monday 4th July 2016 – The trustees met on site and inspected the cemetery. The walls are starting to erode in places and this will be watched over the coming months. It was also noted that a lot of unsightly weeds were now growing along the wall outside the cemetery along the Lane. Otherwise there was nothing else to report as the cemetery was looking immaculate.

Louise Haywood, Secretary to the PCC of St Edward King & Martyr – Commonwealth Flag flying on St Edward's tower Mon 13 Mar 2017 – The majority of the PCC were in favour of flying the Commonwealth flag at the top of St Edward’s tower on March 13th 2017 on the condition that the Parish Council purchased the flag. It was also requested that further information was provided about the flag so something could be pinned up on the noticeboard when it’s flying.

Mary Sparks for Pan Purbeck Action Council – Re: PDC Partial Review of the Local Plan Consultation, 9th June – 12th August 2016 – You are no doubt aware of PDC’s ongoing formal consultation on planned changes in Purbeck for the next twenty years. The proposals include a total of 5,600 new houses, which represent perhaps the biggest challenge to our area in our lifetime. Although these plans may not directly affect your parish, they will have a huge impact in Purbeck as a whole, adding c. 280 new dwellings per year to the landscape and overloading already fragile infrastructure. You may also be aware that local Councillors and other interested parties met at Studland on 25th May to discuss shared concerns and consider ways to fight the scale and methodology behind PDC’s proposed future

The housing figures (SHMA) are based on a Government-imposed formula which is seriously flawed and must be challenged in order to provide the amount of affordable housing which is required, where local people want to see it built, rather than large quantities of developer-led market housing which will not meet local housing need. This group is now the Pan Purbeck Action Council (PPAC) under its Chairman, Peter Bowyer. It is composed of Councillors and others from across the district, and we hope to include formal representation from all Parish Meetings and Parish and Town Councils in Purbeck, so that we can present a united front to PDC in objecting to the proposals in the Partial Review. We are therefore asking as a matter of urgency that your Council or Meeting makes a formal response to the consultation before 12th August, if you have not already done so.  We also ask that you reply to this message indicating your Council’s support for PPAC in challenging key PDC proposals in the Partial Review, and indicating which Councillor or Councillors would be happy to attend PPAC meetings as their Council’s representative. We can then present a strong united front both to PDC and Central Government. We look forward to hearing from you. A united Purbeck will show that though PDC may not understand the impact which their policies might have on our area, we certainly do. Forwarded to all Cllrs.

215. Clr Dru Drury – Site visit to Wytch Oil Farm with DCC Regulatory Committee – I visited Wytch Oil Farm with the DCC regulatory committee on 30th June. The purpose of the visit was a site visit for the regulatory committee to familiarise themselves with the oil farm and in particular the issues involved in putting the site back to a natural condition after production ceases in 2037. The regulatory committee is the body which will make the final decision about the extension. The planning committee has already recommended approval, but with changes to the S106 conditions. The regulatory committee now has to approve those changes. In brief the changes include the change of ownership of the site and who will pay for the restoration following BP indicating it will not be them.We visited the following sites:Furzebrook – we looked at work already done to return part of the Furzebrook site to wet heathland.Gathering Station – we viewed the gathering station from outside.Well sites – we visited 2 well sites, one with a nodding donkey and one without.Goathorn Peninsular site – we viewed the drilling site at Goathorn.The committee indicated they were happy with the visit and that a final decision would be taken towards the end of this year or early next year. 216. Cllr Clarke – Re: Registration Service Public Consultation – I am not sure how the new system works for notifying items. Am I too late in proposing that the PCC opposes the changes to births deaths and marriage registration and marriage rooms. I believe Swanage TC is opposing the change. I understand that it is already difficult to get an appointment at Swanage to register births and deaths as the service is only Tues and Thurs. Closing the service in Swanage will mean that in practice most people will have to drive to Wareham through Corfe Castle to make a registration. It is far better for services to go to where people are than expect far more people to travel. The consultation document does not state how much would be saved but I guess it is minuscule as the registration room is at Swanage TC. The loss of service

We don’t want a pattern to emerge whereby DCC expects Swanage residents to use Wareham as their public sector base as it makes Swanage less viable and adds to traffic on the A352. 9. AGENDA ITEM 9: NEIGHBOURHOOD PLANCllrs Bond and Clarke did some research on the background. Councillors were aware that other Parish Councils have not completed their Plans for various reasons including the compulsory consultation – Arne, Bere Regis, Studland. As there is no large development planned for this Parish it seems somewhat irrelevant. Some councillors suggested another Parish Plan would be more useful. The cost was seen as being around £17,000 and it was not clear if all the funding is still available. The time implication and will to do one were also in doubt. Councillors decided not to pursue the idea at the moment.
