Meaning...
Atrocity means an extremely cruel, violent
Woman means the female human being
Protection means being kept from harm
Human Rights
The human rights framework, so eloquently
given shape by the Universal Declaration of
Human Rights, marks a milestone in humanity's
collective efforts to build a more just and
peaceful world.
Rights of the Women
▪ Equality of Women and Men :
“The world of humanity has two wings—one is
women and the other men, Should one wing
remain weak, flight is impossible”
▪ The equality of Women and Men is not a condition
whose effects will be limited to half of the world’s
population.
▪ Its operationalisation will revolutionalized all facets
of human society .
Women Equality
In India 48.16 % of the total population is
women.
This figure is enough to state that women
forms a vital human infrastructure in the
country’s Development and their
empowerment would definitely accelerate the
pace of Development.
Status of Women in India
The historical background of Indian society reveals that
in Vedic times a woman was given a high status. It is an
old saying, “Where women are honoured, Gods reside
there.”
Status of Women - present scenario
However during the course of history women lost their
honoured place due to social, economic and political factors.
Evil customs like sati, Purdah, child marriage, enforced
widowhood, dowry system, crept in the society and this led to
decline in women’s status inside and outside the home.
During the last few years, sexual harassment at work place,
eve teasing, abduction and female foeticide has given an
inclination of the horrible behaviour patterns prevailing in the
society. Majority of women live a life of dependency that does
not possess any self-identity. Struggle for equality, justice and
parity between women and men continues with more and
more literature appearing on the subject on empowerment of
women
Women in India need power
The power not to fall victim to any physical or
sexual assault
Power to make use of their rights
Power to make them stand independently
Protection of Women from Atrocities
The WHO, categorized violence against women
as occurring through five stages of life cycle
1. Pre birth
2. Infancy
3. Girlhood
4. Adolescence and adulthood
5. Elderly
Female Foeticide
The gender based Discrimination is deep
roots here.
Laws and Policies have been made, but these
are not enough, definitely things are not going
to go away in a few years, its needs time and
most important- “A true attempt to work on it”
Violence against Women can fit in to
several broad categories
Rape
Domestic violence
Sexual harassment
Coercive use of contraceptives
Female infanticide
Pre natal sex selection
Obstetric violence
Mob violence
Honor killings
Dowry violence
Female genital mutilation
Forced marriage, marriage by
abduction
Some forms of violence are perpetrated or
condoned by the state such as:
War rape, sexual violence and sexual slavery
during conflict, forced sterilization, forced abortion,
violence by the police and authoritative personal,
stoning and flogging, many forms of violence
against women such as trafficking in women and
forced prostitution are often perpetrated by
organized criminal networks.
Acid throwing, breast ironing, bride burning, dating
abuse, dowry death, eve teasing and prosecution
of gender targeted crimes.
Who has to be blamed?
Inadequate Law enforcement ?
Men perpetrating the crime ?
Cultural up bringing ?
It is really hard to decide the real cause,
at one thing is pretty clear,
“who ever you feel is responsible, ultimately
it is the women who have to bear the brunt
of it.
Prevention of Sexual Harassment of the
Women at Work Places
As per the guidelines issued by the Hon’ble Supreme
Court of India, Govt. of AP has issued orders vide
GOMS No 27, Dt.21-4-1999 for constitution of complaint
committees in each Government Dept to prevent Sexual
Harassment of Working Women.
If the employer fails to constitute the committee and
abets contravention of other provisions of this Act or any
rules shall be punished with fine which may Extended to
Rs:50,000/-.
Relief to victims of atrocities
Vide GOMS No 28, Dept of WD&CW has been
providing financial relief to the victims of
atrocities, i.e.
Gang Rape - Rs.1,00,000/-
Rape Case - Rs.50,000/-
Dowry Death - Rs.50,000/-
Trafficking - Rs.20,000/-
Kidnap - Rs.20,000/-
Acid Attacks - Rs.3,00,000/-
Hacked or Throat Slit - Rs.50,000/-
Measures taken to address trafficking of
women and girls for sexual exploitation
Prevention
Rescue
Rehabilitation and Reintegration
Welfare Homes for Women and Children
Service Homes: Meant for rehabilitation of socially and
economically deprived categories of women in the age
group of 18-35 yrs. Nellur, Ananthapur and West
Godavari Districts have the Homes.
State Homes: These homes meant for women in
discharged from Correctional Institutions and women
who are unable to protect themselves.
Srikakulam and Rajahmundry have the homes.
Swadhara and Ujjwala Homes for available at District
Level to Rehabilitate the Victims.
Government institutions and services
Homes for Aged: These homes provide peaceful and comfortable
living for the old destitute women of above 60 yrs of age. At Chittore is
available.
Homes for Collegiate girls: 15 to 25 yrs of girls who are passed 10th
class, to pursue higher studies and they are allowed to stay for
maximum period of 5 yrs.
Working Women’s Hostels: These Hostels provide for middle class
working women with payment of minimum charges.
Children Homes: Meant for 6-16 yrs girl orphans, semi orphans,
children of disabled parents and ex- servicemen.
Women Help line - 181 : Being maintain by Women Development &
Child Welfare Department with GOI funds.

Property Right for Women

Micro credit – Self help Groups
National Mission for Empowerment of Women :
Vide Go.Ms.No.32 Dt.09.11.2012 Govt. have issued
notification constituting ‘State Mission Authority” under the
chairmanship of Chief Minister.
Establishment of State Resource Center for Women to
take up the activities for Socio economic empowerment.
AP State Women commission: AP Women’s
commission has commenced functioning from June 1999,
in Navyandhra the commission constituted in 2016. The
commission also recommends new legislation and take up
legal literacy and Legal Awareness for women in the
State.

Implementation of Dowry Prohibition Act – 1961
As per the provisions under central Act , govt of
AP vide GOMS No 72, dt. 17-11-1998 have
framed Rules for implementing of Dowry
Prohibition Act .
RDOs/Sub Collectors appointed as Dowry
Prohibition Officers.
Implementation of DV Act – 2005
The GOI has enacted the Protection of
Women from Domestic Violence Act-2005
with effect from 26-10-2006 which offers
various reliefs to victims of DV like Protection
Orders, Residence Order, Maintenance Order
and Custody of Children.
Teasing:
Whoever, intending to insult the modesty of any
women, by utters any word or gesture then shall
be punished with simple imprisonment for a term
which may extend to three years, and also with
fine. It means section 509 of IPC amended and
enhances the punishment.

Prevention should start early in life, by educating and
working with young boys and girls promoting respectful
relationships and gender equality.
Beti bachao beti Padhao : This year Jan 2015 will witness
the change in lives of countless girl child and women. The
pet project launched by Prime Minister Shri Narender Modi
“Beti bachao beti Padhao” (BBBP) Yojana (save daughter,
educate daughter) to save and empower the girl child is
making waves all over the nation.
Swachh Bharath Mission
Working with men and boys helps accelerate progress in
preventing and ending violence against women and girls.
They can begin to challenge the deeply
rooted in equalities and social norms that
perpetrate men’s control and power over
women reinforce tolerance for violence
against women and girls.
