Method Statement

1 Introduction

This report has been prepared on behalf of our client:

Mr Noel Richards, C/o Coed Moelon, Pontyberem, Llanelli, SA15 5AN.

The report supports a planning application for an approximately 1.4 hectare extension to

an existing sandstone quarry at Coed Moelon and provides the method statement for the project

together with the details of surface water management.

2 Background and Brief Description of the Project

Coed Moelon is situated on southerly facing slopes on the outskirts of Pontyberem in the

Gwendraeth Valley (see Figure 1 and General Location Plan, drawing no. BC/MB/04.18.01.01).

A modest quarrying operation has been operating on the farm since 2003; from the quarry two

products have been recovered; a thinly bedded shaley sandstone and a very hard, quartzitic

sandstone locally known as the Cwm Berem Sandstone (see Figure 2). The shaley sandstone

served local markets for general fill in construction operations. The Cwm Berem Sandstone is of

a similar nature to Pennant Sandstone and is much sought after for road construction. The

nearest suppliers of similar sandstone are in the Cardiff area. The current quarry is situated

immediately north of the farm house; the proposed extension to the quarry will be westwards

from the existing quarry then southwards and finally south-westwards; the quarry developing in

a phased programme. It is planned to recover approximately 70,000 tonnes of sandstone at an

average rate of 10,000 tonnes per year, giving the quarry extension a 7 year lifespan.

3 Geology of the Area

The Site is situated just beyond the north-western margins of the former South Wales

Coalfield and is underlain at shallow depths by strata assigned to the Lower Coal Measures, a

sub-division of the Upper Carboniferous Period. The most recently published geological sheets

at the 1:10,560 scale (SN 41 SE and SN 51 SW) shows the inferred outcrop of the Pumpquart

Seam to be present approximately 700m south-east of the Site such that the Seam does not

underlie Coed Moelon (see Geology Plan, drawing no. BC/MB/04.18.01.02). The Pumpquart

Seam is the lowest coal seam in the area that is thick enough to have supported underground

mining operations (see Figure 3, Part of the Stratigraphic Column), consequently, there are no

stability issues with the proposed quarrying operations as a result of past coal mining operations.

The coal measures of the South Wales Coalfield have been affected by large faults. In

the Pontyberem area these large faults have a slightly sinuous trace at the surface and average

trends towards the north-north-west. The published geological sheet indicates that the nearest

such fault to the proposed quarry extension lies to the west of the Site and the fault plane dips

westwards away from the Site. Consequently, there are no stability issues with the proposed

quarrying operations as a result of these normal faults.

The published geological sheet shows the coal measures to be overlain with deposits of

Boulder Clay.

4 Phasing of the Quarrying Operations

The current quarry excavation will first be extended westwards into the adjacent

agricultural enclosure (see Figure 4), which is currently under grass. Before extracting stone the

area to be quarried will first be stripped of its topsoil, which will be stored ready for restoration

purposes. The soil storage mound will be located at the northern end of Phase 1, where it will

form a screening bund that will help to minimise views into the operations (see Phasing

Overview Plan, drawing no. BC/MB/04.18.01.04).

Having removed the soils a new access road will be formed into the farm, linking it to the

public highway. The new access road will improve the current access, which is no longer

suitable for traffic levels accessing the farm. The new access road will also permit heavy goods

vehicles (HGVs) serving the farm and the quarry to enter and turn in a one-way system, reducing

the risk of accidental collisions. The current western wall of the quarry will then be quarried

westwards into the Phase 1 area of the extension. Quarrying will take place into the northern

part of Phase 1 and the operations will first develop westwards and then southwards (see Plan of

Phase 1, drawing no. BC/MB/04.18.01.05). This phasing will result in the quarrying taking

place within a hollow north of the southern wall of the quarry such that the views into the quarry

from the south will be limited, including from Pontyberem. This method will also serve to baffle

quarry noises, preventing them from radiating southwards towards the village.

As Phase 1 advances into Phase 2 the current access road will be grubbed up, having

been replaced by the new access road along the northern edge of the Phase 1 area.

Having completed Phase 1 the quarrying operations will develop eastwards to create a

level area where a replacement barn is to be constructed (see Plan of Phase 2, drawing no.

BC/MB/04.18.01.06). The barn will replace the existing feedstock barn, which will be

demolished within Phase 2 and will conveniently locate the storage barn adjacent to the

feedstock preparation area. This will negate the current need to constantly track farm machinery

across the farmyard to collect feedstock and transport it to the preparation area. This will

improve the efficiency of the farming operation, reduce the risk of collision and reduce the

carbon footprint of the operations. The quarrying will then extend southwards from an eastern

position to recover the stone remaining in the existing quarry area behind the farm house.

Subsequently, quarrying will develop southwards from a central position, quarrying through the

current access road that serves the farm, through storage barns and through the abandoned slurry

bays (see Figures 5, 6 and 7).

The storage barns and concrete surfaces and structures will be removed before quarrying

takes place. The steel in the storage barns will be recycled or re-used and the concrete and the

block structures will be stored in the quarry area to be crushed at the next crushing operation and

the material either used on the farm as general purpose fill or else sold locally as general purpose

fill for small construction projects. Any useful soil making material identified beneath the

concrete surfaces will be stored in a stockpile ready for use during the restoration of the area.

Following completion of Phase 2 the quarrying operations will develop westwards into

Phase 3 (see Plan of Phase 3, drawing no. BC/MB/04.18.01.07). The Phase 3 area is a southerly

sloping field that is currently under grass (see Figure 8). Before quarrying takes place, the

topsoil will be excavated and place in the storage/screening bunds at the southern boundary of

the scheme. Quarrying will extend into the northern part of the area from the concurrent Phase 2

excavation, developing westwards within the quarry excavation that will be screened from

outside views from the south by the southern quarry face. Quarrying will then develop

southwards, taking maximum advantage of screening provided by the southern wall of the quarry

and the baffle effect of the quarry face.

5 Methodology

The farm operates with a small fleet of mobile plant that has also been successfully

utilised in the existing quarry operations. It is proposed to operate the proposed quarry extension

operations that have been carried out without nuisance or complaint. The mobile plant to be

used is comprised of,

Loading shovels (x3) 30 tonne excavator Tractor and trailer Mobile crusher (contract) Water bowser.

The loading shovels will be used to load the stone and will also be used to recover the

topsoil, which will be transported to the storage bund using the tractor and trailer unit.

The 30 tonne excavator has been used to quarry the stone in the current operations and

has successfully ripped out the blocky Cwm Berem Sandstone (see Figure 2). There has been no

requirement for blasting. It is proposed to use the same quarrying techniques in the extension

areas with the stone being quarried by ripping; there are no proposals for blasting.

The two types of sandstone will be quarried and processed separately. The shaley

sandstone requires no treatment and will be quarried using the front loaders and/or the 30 tonne

excavator, transported to a storage area using the tractor and trailer unit and subsequently loaded

onto HGVs or smaller lorries and trailers using a front loader.

The Cwm Berem Sandstone will be quarried using the 30 tonne excavator and

transported to a stocking area using the tractor and trailer unit. A contract, mobile crushing unit

will be brought to the quarry approximately once every three months. Front loading shovels will

be used to load the sandstone into the crusher, to stockpile the separate products and load HGVs

at the point of sale. The crusher will be located in the existing quarry void where it will be

screened from outside views and where the quarry will militate against the outward spread of

noise energy and will also help to control dust (see Plan of Phase 1, drawing no.

BC/MB/04.18.01.05). The crusher will be fitted with appropriate dust suppression sprays.

The tractor and water bowser will be used to damp down dust on internal haul roads

during all periods of dry weather and at any time when dust is seen to be being raised by mobile

plant.

During the restoration phase the soils stored in the bunds will be lifted using front loaders

and transported around the farm using the tractor and trailer unit.

6 Landfilling

It is proposed to return the majority of the quarried areas to agriculture following the

completion of the quarrying operations. To achieve suitable land profiles the quarried areas

being restored to agriculture will be backfilled with inert waste. The importation of inert waste

will commence during the Phase 2 quarrying operations. A waste reception area will be

constructed within the Phase 2 area (see Plan of Phase 2, drawing no. BC/MB/04.18.01.06). The

waste reception will be constructed of a concrete standing, bunded around its edges. Each load

of waste will be inspected before it is tipped off on the concrete standing. If it is apparent that

the waste is not entirely comprised of inert waste the entire load will be rejected. If, when a load

is tipped off onto the concrete standing, it becomes apparent that the load is not comprised of

only inert waste then it will be reloaded onto the delivery vehicle and rejected in its entirety. To

avoid harm from liquid spillages a spillage kit will be kept at the waste reception area at all

times. A used spill kit will be disposed of through the services of an approved waste carrier.

Infilling of the quarry will commence at the western end of the Phase 1 area and advance

eastwards and then southwards into the Phase 2 and Phase 3 areas, following the quarrying

operation. The infilling will all take place within the quarry excavation where it will be screened

from outside views and where the quarry walls will tend to contain noise energy.

7 Surface Water Management

At the commencement of operations new settlement lagoons will be established centrally

at the southern edge of the project area. A new cut-off ditch will intersect the surface run-off in

the existing quarry area and will direct the water into the excavation. The existing settlement

lagoons will effectively become redundant except for minor run-off from the small area north of

the farm house and east of the new cut-off ditch. The current discharge from the existing

settlement lagoons will be extended and directed into the new settlement lagoons. A 45

litre/second (or similar) pump will be situated in the concurrent excavation area and will pump to

the new settlement lagoons. The quarry will be excavating sandstone with the result that

sediment carried by surface run-off will be primarily of sand size. However, the new settlement

lagoons have been sized on the basis that fine silt will be transported in which case a settlement

area of 150m2 will be required in total, i.e. three settlement ponds of 50m2 each. On restoration

the new settlement ponds are to be converted into a permanent wetland area, to facilitate this, the

settlement ponds have been sized at 180m2 each, providing significant overcapacity for the

relatively small quarry scheme. Maintaining a length to width ratio of 5:1 each settlement

lagoon will be 30m x 6m and 2.5m deep. The discharge from the new settlement lagoons will be

directed into the same land-drain that receives the discharge from the existing settlement

lagoons.

The total surface area of the scheme is approximately 33,000m2. A 10-year 24-hour

storm will result in approximately 3,000m3 of rain falling on the area; the rainfall will be

collected in the excavation area. The whole of the 33,000m2 will not be hard surface at any point

in the scheme; even when quarrying will be taking place in Phase 3, landfilling will already be

taking place in Phase 1. Consequently, the 3,000m3 volume for rainfall is more than the

maximum that will fall on the site within the defined storm period. The pump in the excavation

will be capable of removing the volume of water within an 18-hour period. In practice rain may

continue beyond the 24 hour storm period, extending the time that it will take to pump out the

excavation area. However, the quarrying operation will be of relatively small scale and it will be

possible to continue quarrying whilst the water is pumped out of the lowest point in the

excavation area.

Settlement Lagoon Design

The side slopes of the settlement lagoons will all be constructed with 1 in 2 slopes unless

an assessment of the soils demonstrates that a different slope is required. Inflow into the lagoons

will be by means of open trenches that will make maintenance easier to carry out; the exception

will be the pipe from the concurrent excavation area. Discharge from the lagoons will be by

means of a mid-depth dip pipe or similar that will serve to trap any oils that may enter the

lagoons whilst avoiding picking up settled out sediment. The settlement lagoons will be a

minimum of 5m apart, to allow for the passage of plant to service and clean them. The discharge

from each settlement lagoon will be by means of a dip-pipe arrangement that will take water

from the lower reaches of the lagoon, minimising the risk of oils being transported through the

system and into the environment.

8 Dust Suppression

The new quarrying operations will be of the same scale as those presently taking place at

the farm and so will generate no new sources of dust. Dust suppression including the use of a

water bowser on internal haul roads and sprays on the crusher will continue. Silencers on plant

and equipment will all be upward facing. Dust levels will be monitored continually and if dust is

seen to be a nuisance during dry weather then quarrying operations will be stopped until

conditions improve. The scale of the operations within the quarry will be small, approximately

10,000 tonnes per annum, with the result that temporarily suspending quarrying if dust becomes

a nuisance will be manageable. The importation of inert waste to restore the quarry to

agriculture will result in an additional source of dust as a result of the movement of HGV’s, the

tipping off of the waste and its internal transportation and deposition within the quarry.

These operations will be subject to the same dust suppression techniques and management.

9 Noise Abatement

The new quarrying operations will be of the same scale as those presently taking place at

the farm and so will generate no new sources of noise. Noise resulting from the operations will

be minimised by,

• Having modern silencers fitted to all plant and equipment,• Operation plant with minimum throttle levels,• Turning off plant and machinery when it is not in use.

The ability of noise energy to escape from the quarry will be minimised by virtue of the

fact that the operations will take place within a void. In addition, the phasing of the operations

results in the situation where the quarry high wall will act as a baffle between the operations and

the village. The importation of inert waste to restore the quarry to agriculture will result in an

additional source of noise as a result of the movement of HGV’s, the tipping off of the waste and

its internal transportation and deposition within the quarry. These operations will be subject to

the same noise abatement techniques and management.

10 Restoration and Aftercare

The details of the restoration scheme are not required at this stage but in general terms,

any equipment solely for quarrying purposes will be removed from the surface area and ditches

will be made safe or filled in as appropriate. The existing settlement ponds will be filled in and

the new settlement ponds will be converted into a wetland area in order to diversify the local

habitats. In the process the settlement ponds will be made shallower, resulting in a safer feature

less likely to present a risk of drowning.

The restored land will be sown with a grass mixture suitable for dairy grazing with the

following components:

35% Late Perennial Ryegrass lolium perenne 20% Intermediate Perennial Ryegrass lolium perenne 20% Intermediate Perennial Ryegrass (T) lolium perenne 15% Timothy phleum pratense 7% Medium Leaf White Clover trifolium repens 3% Small Leaf White Clover trifolium repens.

The mixture will be sown at a rate of 14 kilogrammes per acre. The seeding will take

place in calm weather during the spring or early autumn and the area lightly harrowed or raked.

When the grass is 70mm high, all debris, litter and large clods or stones will be removed and the

grass cut to 25mm high in June and again in September. Arisings will be pulverised and left.

At the end of the life of the quarry all plant and machinery will be removed and the area

made safe. The settlement lagoons will be modified and retained to increase local biodiversity

and the area seeded.
