Curtailment Program Goals
Protect public health by keeping PM2.5 values below the standard
Call as few curtailments as possible and still protect the public health
Encourage replacement of un-certified stoves by use of 2 levels of curtailment
Conclusions
A two stage curtailment program could work with trigger values of 20 & 30
Not all values above 20 will trigger a curtailment
5 to 9 curtailments a season, 2 to 5 days long
Next Steps
Draft regulation will go out for Public Comment.
Back for Board in September for adoption before the start of the heating season.
Next Two Heating Seasons
Track effectiveness of the curtailments Track ability to forecast and call
curtailmentsMake improvements as necessary.
Determine the feasibility of continuing a two stage curtailment program
