Curtailment Program Goals

Protect public health by keeping PM2.5 values below the standard

Call as few curtailments as possible and still protect the public health

Encourage replacement of un-certified stoves by use of 2 levels of curtailment

Conclusions

A two stage curtailment program could work with trigger values of 20 & 30

Not all values above 20 will trigger a curtailment

5 to 9 curtailments a season, 2 to 5 days long

Draft regulation will go out for Public Comment.

Back for Board in September for adoption before the start of the heating season.
