This proposal includes our qualifications to provide professional services to support the above contract outlined in the Request for Proposal (RFP). We offer the following benefits to support our selection for this contract:

• Experienced Local Team - HDR has extensive local staff, including five project managers, and resources available to deliver a successful project. The size and varied experience of our staff allow us to assign professionals who specialize in your project’s specific issues. Our strategy is not “one-size fits all.” We understand the benefit of having the right team built for each specific project.

• Knowledge of NDOR Standards - The team is familiar with NDOR’s unique procedures and guidelines and has extensive knowledge of NDOR standards. As the consultant developer of the Categorical Exclusion Smart Form, we have a thorough understanding of the intent and value of the form. This results in minimal time that NDOR spends on reviewing and requesting changes.

• Well-established relationships with NDOR and Regulatory Staff - Our priority is not only to provide top quality, technically excellent deliverables, but to communicate continuously to understand and meet your needs. Our responsiveness can be evidenced by the early and often coordination with NDOR staff that HDR used to complete the Hebron South NEPA approval just 2.5 months after Notice to Proceed.

• Performance Record - Our team has been providing on-call environmental services to NDOR since 2009 - during that time, we have continually met or exceeded NDOR’s schedule expectations while delivering contracts under budget. IntroductionHDR is the largest and most professionally diverse consulting firm in Nebraska. With over 30 professionals in National Environmental Policy Act (NEPA)-related science disciplines actively working on environmental documents, permitting and environmental inspection projects in Nebraska, no other team brings this depth of resources and expertise to support the Nebraska Department of Roads (NDOR) in this effort. We have been preparing environmental documents for NDOR for over two decades and will provide NDOR with an unmatched team of experienced project managers and technical staff with a wide variety of expertise. HDR has a thorough understanding of all aspects of environmental analysis and documentation, permit requirements and Federal Highway Administration (FHWA) regulations.

In addition to the staff from our Omaha and Lincoln offices, HDR has the ability to draw upon skilled environmental professionals in our Denver, Sioux Falls, Kansas City and Minneapolis offices to assist with individual projects based on their location and the need for specialized expertise. Lisa Richardson, PEContract Manager, Project Manager, Principal AuthorLisa has over 20 years of experience in the areas of NEPA compliance, public involvement, traffic operations, transportation planning and roadway design. Lisa is the Environmental Sciences Section Manager in our Omaha office and will coordinate organization of the project teams assisting NDOR with environmental documents. She has also served as Project Manager or primary task manager for numerous transportation corridor studies, including the Plattsmouth Bridge Environmental Impact Statement (EIS), N-36 Corridor Study and Environmental Assessment (EA), and Council Bluffs Interstate System Improvements Project.

Quinn Damgaard, ENV SPQA/QC, Project Manager, Principal AuthorQuinn has over 13 years of experience involving a wide range of environmental services and a focus on transportation clients. As both project manager and technical expert, Quinn has enjoyed working with NDOR on some of the most complex highway improvement projects in Nebraska. Quinn’s experience includes wetland delineation and mitigation design, CWA Section 404 permitting, NEPA analysis and document production, environmental/stormwater compliance monitoring, public involvement, and guidance document composition.

Brian GossQA/QC, Project Manager, Principal AuthorBrian has over 28 years of technical and management experience in environmental analysis and document preparation. He has managed approximately 60 EAs and 10 EISs for federal agencies such as the Departments of Transportation, Interior, Defense, Energy, and Agriculture. Brian’s experience includes leadership and management in a wide range of multi-disciplinary planning and environmental studies for individual and programmatic projects. He has extensive agency coordination and public involvement experience, including briefings and conducting agency and public meetings. He has worked on numerous NEPA projects that follow NDOR and FHWA Nebraska requirements.

Bill SiglerQA/QCBill has 39 years of experience as an environmental scientist, including hazardous waste investigation and assessments, wetland delineation, threatened and endangered species mitigation and environmental assessment associated with the NEPA process. Bill manages all aspects of 404 permitting and wetland mitigation design and has acted as a critical asset in developing NDOR’s Oreapolis, Sargent, and Ashland Wetland Mitigation Banks. Currently, Bill is heavily involved in the environmental compliance efforts of the Omaha Combined Sewer Overflow program.

Project Manager and Key Team MembersOur identified Project Managers are supported by over 30 environmental professionals in the Omaha office and nearly 300 environmental scientists and NEPA professionals across the country. HDR will assign project managers and develop teams specific to the complexity of the issues and level of documentation/coordination required for each individual project. This extensive network of expertise allows us to put together a team of professionals to meet the unique needs of any project on which NDOR may require assistance. Our resource experts are primarily located in Omaha and can support the work efforts anticipated under this contract. The proposed team understands the key elements associated with all types of potential projects and has the ability to provide the staff resources necessary to support any project assigned to HDR. Providing the highest level of responsiveness and service to NDOR is a priority to HDR. We would not allow any future projects to impact the ability of this team to provide the level of service that you have come to expect from HDR.

The NEPA process can be lengthy and include a variety of work efforts to result in a constructed project. HDR has the staff to provide support at every stage of the process and the flexibility to adjust our role as the project evolves over time. NDOR can count on HDR project managers to see projects to completion and involve the appropriate resources at the right stage of the project.

The Contract Manager, Lisa Richardson, will monitor the progress and schedule of each project assigned to HDR so that work is progressing, schedules are being met and NDOR is getting the support that they need. She has the staff resources to assign project teams that best meet the requirements of each request. She will continue to monitor the team and make adjustments as needed throughout the project so that all projects meet NDOR’s expectations.

Alex FischerWetlands, Threatened & Endangered Species, Hazardous MaterialsAs an environmental scientist in HDR’s Omaha office, Alex is experienced in several aspects of NDOR environmental services including GIS analysis, NEPA document preparation, threatened and endangered species evaluations, wetland delineation and CWA Section 404 permitting, environmental compliance inspections, and hazardous materials reviews. As a NDOR-defined Qualified Scientist with 40-Hour HAZWOPER training, Alex is uniquely qualified to lead wetland delineations and hazardous material reviews in a single site visit.

NDOR | Environmental On-Call

Project UnderstandingHDR has an experienced team of Nebraska-based NEPA practitioners who have been assisting NDOR and local public agencies for years. Through this experience, HDR has gained a unique understanding of NDOR/FHWA processes and has developed trusting, professional relationships with both NDOR staff and Nebraska resource agencies. HDR will utilize its knowledge and relationships in continuing to provide exceptional environmental services to NDOR.

Recently, four HDR professionals attended the FHWA /NDOR Programmatic Agreement/Categorical Exclusion Training. Recognizing that the value of training content extends beyond the four attendees, attending staff organized and presented separate internal trainings to both remaining environmental staff and transportation design staff. Through this knowledge transfer, all HDR environmental and design professionals commonly assigned to NDOR projects are current on the processes to be executed during the term of this On-Call assignment.

Even more recently, HDR has worked closely with NDOR in developing the CE Smart Form. To do this, HDR combined its local CE content and application knowledge with national programming expertise. In this capacity HDR has gained unique

insights and opportunities that position us to provide immediate and effective Smart Form utilization. More specifically, the HDR environmental staff that would be completing future CEs have already acted as beta testers during Smart Form development and are already experienced with its application, pre-launch.

Behind every approved NEPA document is a multitude of resource-specific technical analysis and documentation. HDR has staff experienced in all technical specialties, including those administered by NDOR’s Environmental Permits Unit. With 12 Qualified Scientists, and additional support staff, HDR has a long history of providing successful wetland services to NDOR. Through wetland delineation, CWA Section 404 permitting, wetland mitigation design, mitigation monitoring, and procedure manual development, HDR has gained valued relationships with EPU staff and the USACE Nebraska Regulatory Office.

The HDR Team has a proven approach to preparing environmental documents that will be used when assisting NDOR. Highlights of this approach include:

• Communication – HDR project managers will work with NDOR at the outset of each project to identify potentially notable resource impacts, the level of public involvement needed and the appropriate level of documentation.

• Consistency – The HDR team communicates FHWA/NDOR guidance and procedures as they are developed and has prepared additional internal guidance for staff preparing NDOR NEPA documentation. HDR’s process ensures that NDOR review time is minimized and that HDR documents are consistent no matter who completes them.

• Independent Quality Control Reviews – Every NEPA and technical resource document prepared by HDR, is reviewed by an independent quality control reviewer who provides an objective evaluation. Our QC team includes Lisa Richardson and Brian Goss for NEPA documents and Bill Sigler and Quinn Damgaard for wetland deliverables. All HDR QC staff are highly qualified and intimately familiar with NDOR procedures and expectations.

Proven PerformanceThrough our long-standing relationships with NDOR and local public agencies, the HDR team has experience preparing all documents and analysis required of this contract:

• Categorical Exclusion Documents and NEPA Reevaluations – HDR has completed CEs for over 40 NDOR and local public agency projects in the past 3 years. Included in most of these efforts were hazardous material reviews and wetland delineations. HDR has also prepared multiple reevaluations of NDOR and local public agency NEPA documents: most recently was the Bennington Papio Bridge and Trail Project.

• Section 4(f) Determinations – HDR is familiar with NDOR’s new Section 4(f) guidance and procedures, including the new Initial Assessment and Exception forms. HDR has already provided Initial Assessment forms on several projects. Beyond these 4(f) tools, HDR prepared de minimis findings for the City of Lincoln Van Dorn and City of Omaha 132nd Street projects. HDR also prepared programmatic Section 4(f) documentation for N-133, N-36 Omaha North and Blair South project and the Scottsbluff Monument Valley Pathway.

• Public Involvement – HDR’s Omaha staff includes dedicated public involvement and strategic communications specialists that are skilled in message construction, graphic design, audience analysis, and group facilitation. As evidenced by our involvement in the US-30 Schuyler to Fremont Expressway, N-12 Niobrara East and West, and other public information meetings, our professionals implement public involvement plans that promote stakeholder and public engagement and ensure transparency.

• Threatened and Endangered Species – HDR has prepared numerous threatened and endangered species evaluations for NDOR projects. HDR staff have also acted as embedded T&E species review staff and prepared training materials for NDOR’s 2015 Biological Assessment Training. Additionally, HDR staff has performed detailed analysis for T&E species: For the N-13 to Osmond

project, HDR compiled historical data on small white lady’s slipper populations, created a boundary and determined impacts; for the Pawnee City Southeast project, HDR performed surveys for massasauga rattle snakes.

• Air and Noise – HDR offers a full complement of Air Quality and Noise analytical services in support of transportation-related NEPA evaluations. Amongst other tools, HDR utilizes CALINEA and CAL3QHC/CAL3QHCR for air emissions and TNM for noise analyses of transportation projects nationwide. HDR has provided air quality and noise analyses of multiple NDOR projects including the Plattsmouth US 34 Bridge, Yankton Bridge EIS, US 75 Reevaluation of US 75 from Plattsmouth to Bellevue, and West Center Road Reconstruction from 148th Street to US 275.

• GIS Application – We have four GIS-dedicated professionals in the Omaha office. Additionally, several other Omaha-based, HDR environmental scientists are adept with GIS and capable of applying advanced GIS analysis. These professionals have prepared countless figures for NDOR deliverables. They utilize GIS to determine resource impacts, integrate feature attributes to distinguish data, and populate NDOR’s preferred geodatabase delivery format.

HDR has been a trusted environmental partner of NDOR for over 20 years, preparing numerous complex environmental documents and providing support with environmental services. In addition, we have completed numerous projects for

Resources and PerformanceHDR’s long list of approved NEPA documents demonstrates our ability to work with NDOR staff to successfully navigate regulations and work with the public to keep projects moving. HDR has a history of successfully working with NDOR on some of the most challenging, complex environmental projects undertaken in the state, such as the Yankton Bridge EIS, the Plattsmouth Bridge and Bellevue Bridge EISs, the Niobrara East and West USACE Third Party EIS, and the US-30 Schuyler to Fremont 404 Permit Application and Environmental Document.

Our experienced project team cooperates with NDOR staff to resolve complex issues and provides successful environmental documents. We understand the importance of maintaining project schedule and budget, and in producing work products that meet or exceed the expectations of NDOR staff. We approach all of our work with this focus. Performance RecordHDR’s local team has completed over 70 Categorical Exclusions under the on-call environmental services contract since 2009 – during that time, we have continually met or exceeded NDOR’s schedule expectations while delivering contracts under budget.

Hebron South Emergency Relief Thayer County, NEIn support of Thayer County and NDOR’s emergency relief effort to replace the failed 1st Street Bridge crossing of Spring Creek, located just south of Hebron,

Kimball Underpass Renovation City of Kimball, NEWith assistance from HRG, HDR performed general NEPA, historic property, and public/stakeholder involvement services in support of the City’s renovation of a National Register-eligible roadway underpass of UPRR. As part of the project, the HDR/HRG team prepared an eligibility determination for the historic underpass, developed multiple conceptual design options that maintained the structure’s historic integrity, coordinated public and NHPA Section 106 consulting party meetings, and received consensus of a preferred alternative that resulted in No Adverse Effect to the historic underpass.

US-30 Schuyler to Fremont ExpresswayNDORWorking in close coordination with USACE, HDR assisted NDOR in preparing the Environmental Document to support USACE’s permit-associated NEPA decision on planned US-30 expressway improvements between Schuyler and Fremont. The document was prepared in accordance with the CWA Section 404(b)(1) Guidelines. In addition to analyzing aquatic resource impacts, public interest, and cumulative impacts, the Environmental Document detailed the exhaustive alternatives analysis applied prior to final alignment selection, including those alternative considerations resulting from the HDR-assisted and USACE-attended public informational meeting.

Ithaca to Ashland NDORIn association with NDOR’s 13 mile improvement project along N-66 and the FHWA-approved Categorical Exclusion, HDR performed cumulative impact analysis involving NDOR’s contiguous Furnas Street to Silver Street Project in Ashland. Both projects were to be constructed in 2015 and both involved detours or single lane closures. These considerations resulted in scheduling/phasing special provisions intended to minimize cumulative traffic interruptions during construction. HDR also assisted NDOR in the design and permitting of approximately 8 acres of on-site wetland mitigation. More specifically, HDR developed detailed construction plans, specifications, and quantities for the wetland mitigation site, along with a 12-Point Mitigation Narrative and Pre-Construction Notification that facilitated ultimate permit authorization.

Scottsbluff Valley Pathway North City of Scottsbluff, NEHDR performed environmental and public involvement services in support of the City’s 5.6 mile trail and pedestrian bridge crossing of Highway 26. The project was the largest transportation enhancement project ever undertaken by NDOR. As part of the project and in addition to Categorical Exclusion documentation and approval, the City and NDOR coordinated with a local irrigation district on the project-associated tiling of over 1,000 feet of existing irrigation canal.

5th Street, West O to East A City of Ogallala, NEHDR performed NEPA analysis for the City’s 5th Street resurfacing project. Our efforts included extensive coordination with USEPA regarding subsurface contamination sampling and removal associated with a known Superfund Site/plume beneath 5th Street. HDR coordinated and advertised a joint NDOR/USEPA public information meeting that was attended by both agencies and which addressed public inquiries on both planned roadway improvements and contamination removal. Ultimately, HDR prepared a Categorical Exclusion that specified how NDOR and USEPA would coordinate subsurface contamination removal following roadway demolition, and prior to resurfacing.

Relevant and Comparable Projects

HDR completed accelerated NEPA, wetland, and public outreach services that facilitated FHWA approval of a Level 3 CE just 2.5 months from HDR’s notice to proceed. The effort included development and distribution of over 100 targeted mailers, close coordination with USACE regarding 404 permit considerations, and effective collaboration with in-house design engineers.

In order to accommodate this activity, HDR led extensive coordination with USACE and ultimately received CWA Section 404 Nationwide Permit authorization with no mitigation requirement. Hebron South Emergency Relief

In association with NDOR’s 13 mile improvement project along N-66 and the FHWA-approved Categorical Exclusion, HDR performed cumulative impact analysis involving NDOR’s contiguous Furnas Street to Silver Street Project in Ashland. These considerations resulted in scheduling/phasing special provisions intended to minimize cumulative traffic interruptions during construction. Scottsbluff Valley Pathway North

HDR performed environmental and public involvement services in support of the City’s 5.6 mile trail and pedestrian bridge crossing of Highway 26. The project was the largest transportation enhancement project ever undertaken by NDOR. As part of the project and in addition to Categorical Exclusion documentation and approval, the City and NDOR coordinated with a local irrigation district on the project-associated tiling of over 1,000 feet of existing irrigation canal. In order to accommodate this activity, HDR led extensive coordination with USACE and ultimately received CWA Section 404 Nationwide Permit authorization with no mitigation requirement. Additionally, HDR coordinated and advertised a public informational meeting and documented an exception from DOT Section 4(f) requirements

HDR performed NEPA analysis for the City’s 5th Street resurfacing project. Our efforts included extensive coordination with USEPA regarding subsurface contamination sampling and removal associated with a known Superfund Site/plume beneath 5th Street. HDR coordinated and advertised a joint NDOR/USEPA public information meeting that was attended by both agencies and which addressed public inquiries on both planned roadway improvements and contamination removal. Ultimately, HDR prepared a Categorical Exclusion that specified how NDOR and USEPA would coordinate subsurface contamination removal following roadway demolition, and prior to resurfacing.

Kimball Underpass Renovation

With assistance from HRG, HDR performed general NEPA, historic property, and public/stakeholder involvement services in support of the City’s renovation of a National Register-eligible roadway underpass of UPRR. As part of the project, the HDR/HRG team prepared an eligibility determination for the historic underpass, developed multiple conceptual design options that maintained the structure’s historic integrity, coordinated public and NHPA Section 106 consulting party meetings, and received consensus of a preferred alternative that resulted in No Adverse Effect to the historic underpass.
