Gallantt Metal Limited (GML) is a large scale existing industrial unit which is situated at
Survey No. 175/1, Village - Samkhaiyali, Tehsil- Bhachau, District - Kutch, Gujarat. The
proposed expansion is for manufacturing-

The proposed expansion is coming up within existing plant area 116.0 Acres (4, 73,325Sq.m).
No additional land is required for the proposed expansion. The expected capital investment
for the proposed expansion will be Rs. 216.0 Crore and the total project cost will be 596.0
Crore.
The proposed expansion is categorized A" under schedule 3(a) Metallurgical industries
(ferrous & nonferrous) of Gazette Notification dated 14thSeptember, 2006 and its subsequent
amendment.

The observation based on the perusal of the results is summarized below:-
PM10: The maximum value for PM10 observed at Samyakhli Village - 80.40 µg/m3 and
minimum value for PM10 observed at Ramapar Village- 63.20µg/m3. The 24 hours applicable
limit for industrial, Residential Rural and Other Areas is 100 µg/m3.
PM2.5: The maximum value for PM2.5 observed at Samyakhli Village -43.70 µg/m3 and
minimum value for PM2.5 observed at Lakhpat Village – 32.20 µg/m3. The 24 hours
applicable limit for industrial, Residential Rural and Other Areas is 60 µg/m3.
SO2: The maximum value for SO2 observed at Viapsar Village- 15.70 µg/m3 and minimum
value for SO2 observed at Gorasar Village – 7.20 µg/m3. The 24 hours applicable limit for
industrial, Residential Rural and Other Areas is 80 µg/m3.
NO2: The maximum value for NO2 observed at Project site- 23.40µg/m3 and minimum value
for NO2 observed at Vondh R.S.- 14.0 µg/m3. The 24 hours applicable limit for industrial,
Residential Rural and Other Areas is 80 µg/m3.
CO: The maximum value for CO observed at Project Site - 430 µg/m3 and minimum value for
CO observed at Vondh R.S. 132 µg/m3. The 8 hours applicable limit for Industrial,
Residential Rural and other areas is 2000 µg/m3.

Conclusion
The results of the monitored data indicate that the ambient air quality of the region in
general is in conformity with respect to norms of National Ambient Air Quality standards of
CPCB, at all locations monitored.
4.5 WATER MONITORING
Eight ground water samples and six surface water samples were collected as grab samples
and were analyzed for various parameters as per the procedures specified in “Standard
Methods for the Examination of Water and Wastewater” published by American Public
Health Association (APHA).
Surface Water
It is recommended that the acceptable limit is to be implemented. Values in excess of those
mentioned under :acceptable” render the water not suitable, but still may be tolerated in
the absence of an alternative source but up to the limit indicated under ‘permissible limit in
the absence of alternate source’ in Colum permissible, above which the source will have to
be rejected. If E.coli or Total Coliform are detected immediate treatment is require as per IS:
10500-1991 (Reaffirmed 2012).

Ground Water
The analysis results indicate that pH of the groundwater was found to be in range of 6.56 –
7.14. The TDS were found to be in the range of 210 – 3860mg/l. Other parameters like
Calcium, Magnesium, Chlorides, Sulphates and Nitrates were found out of the prescribed
limits. The physico – chemical analysis for the other parameters were also within the
permissible limits as per the standards as per IS: 10500.

5.0 IDENTIFICATION OF HAZARDS AND MITIGATION MEASURES
The main hazard potentials in the proposed expansion project Facility are categorized as
below:-
Hazardous Materials to be handled Material hazards: High Speed Diesel (HSD) as storage fuel oil for DG set. Process hazards due to loss of containment during handling of hazardous materials or
processes resulting in fire, explosion, etc Mechanical hazards due to "mechanical" operations such as welding, maintenance,
falling objects etc. - basically those NOT connected to hazardous materials. Electrical hazards: electrocution, high voltage levels, short circuit, etc. Out of these, the
material and process hazards are the one with a much wider damage potential as
compared to the mechanical and electrical hazards, which are by and large limited to

6.0 AFFORESTATION PROGRAMME
The total area of the proposed expansion project is about 116.0Acre, out of which 28.08Acre
(i.e. 33 % of the total area) is being/ will be developed as green belt/ plantation.
7.0 ENVIRONMENTAL MANAGEMENT PLAN

Air Environment
During Construction
Phase
• Dust pollution can be minimized at the source by water spraying and maintenance of
road.
• Construction material will be stored in temporary storage yard.
• There will be no basement; hence quantity of the soil excavation will be comparatively
less. However, soil will be kept moist to reduce dust emission during excavation for
piling.
• The excavated materials will be place only on the designated disposal areas.
• The heights, from which materials will be dropped, will be the minimum practical
height to limit fugitive dust generation.
• The construction area will be shielded with the help of tarpaulin from all the four sides
to contain the air emissions within the premises.
• Dust or dusty material will not be swept without effectively treating it with water or
other substances in order to minimize its dust emission.
• Suitable covered skips and enclosed chats or other suitable measures will be provided
in order to minimize dust emission to the atmosphere when materials & waste will be
removed from the premises.
• Rapid cleanup of project related track out or material spills on paved road.
• Natural topography will be maintained to the greatest extent possible.
• Parking lot and paved road will be constructed first.
• Upwind portion of the project will be constructed first.
• During high wind condition, construction activities will be restricted, so that minimum
flow of dust particle takes place.
• The first and most important step towards emission control for the large in-use fleet of
vehicles is the formulation of an inspection and maintenance system. It is possible to
reduce 30-40% pollution loads generated by vehicles through proper periodical
inspections and maintenance of vehicles
• All transportation vehicles will be suitably covered with tarpaulin & overloading of the
vehicles will be avoided.
• PUC certified vehicles will be used to avoid the exhaust emission.
During Operation • The unit will take all possible measures to control the emissions from all sources.

Phase • Bag house are /will be installed to control emissions from the process
• Adequate stack height as per CPCB emission regulations of 30 m for furnace for proper
dispersion of pollutants into the atmosphere.
• Green belt development will be done to attenuate the pollution. Only local species will be
planted. It will cover 33% area of the proposed plant.
• Ambient air quality and stack emissions should be regularly monitored (as per
CPCB/SPCB) to ensure that ambient air quality standards and suggested limits of the stack
emission loads are met honestly all the time. And also to check the efficiency of Air
Pollution Control Equipments.
• All the internal roads will be black topped to prevent fugitive emissions.
• PUC certified vehicles shall be used for transportation of raw material/products.
• To check the functioning of pollution control equipment the unit will prepare environment
monitoring schedule during operation. In case of value found above the statuary limit the
plant will be shut down immediately and the environment cell of the unit will be informed
for further action.
• Raw material will be kept in storage yard and base of storage yard will have impermeable
base surfaces, usually constituted from the material being stored. Other raw materials will
be stored under cover sheds.
• Local exhaust ventilation will be provided to vent out the emissions to suitable arrestment
plant to meet the emission limit.
• Dust and fumes will be minimized by discharging slag from the induction furnace into slag
pots, rather than on to the ground.
• Indore air monitoring will be done to check the exposure level of the worker for periodical
basis. (at least once in six months)
Water Environment
During Construction
Phase
• Measures will be implemented to prevent seepage of liquid materials into ground where
it could contaminate groundwater;
• Ensure prompt cleaning up of accidental spillages
• Measures will be followed to prevent the contamination of hydrological features by
diesel, grease, oil, etc. derived from the working area.
• The machinery / equipment will be maintained in a good operating condition;
• Specially designated areas will be created for vehicle maintenance;
• Accidental spillages will be cleaned up promptly.
• Curing water will be sprayed and after liberal curing, all concrete structures will be
covered with gunny bags this will conserves water
• Provisions will be made to ensure the construction vehicles stick to the access track to
prevent mud & dirt being deposited on roads
• Fence will be constructed around the site to trap sediments whilst allowing the water to

• Careful design, planning and good site management would minimize waste of materials
such as concrete, mortars and cement grouts. The contractor will make inventory of all
types of solid waste that are expected during the construction activity before starting the
work.
• Complete excavated material from the earthworks will be re-used on site as structural
fill or for landscaping purposes by balancing with cut & fill operations.
• Construction waste generated will be disposed off according to the nature of the waste.
• Proper litter disposal and collection points will be established around the all
construction work sites.
• The transportation of construction spoil will be allowed only to designated dumpsites
after obtaining permission of.
• No solid waste will be kept in open spaces.

• The slag collected from the bottom will be again re-charged in the furnace. The cycle will
continue till the end waste is formed. Slag accumulated inside the furnace, will be
continuously removed and will be sent to cement manufacturing units. Iron will be
separated from slag with the help of magnate and will be reused for manufacturing of
mild steel as a raw material.
• Slag obtained will be properly staged on a platform above ground level and shall be
suitable covered with tarpaulin sheets.

Noise Pollution
During Construction
Phase
• Complete construction work especially heavy work will be done during day time.
• Vehicular movement carrying raw materials will be avoided during night time.
• The vehicles will be regularly maintained and optimum use of the same will be made.
• Adequate PPE’s (ear plugs, ear muffs, helmet, mask etc) will be provided to the workers.
• PUC certified vehicles will be used.
Noise Pollution
During Operation
Phase
• All equipments will be procured meeting the permissible noise standards.
• The insulation provided for prevention and loss of heat and PPE shall also act as noise
reducer.
• Foundations and structures will be designed to minimize vibrations and noise.
• Regular equipment maintenance and better work habits will be adopted.
• D.G. set is proposed to be housed in an inbuilt acoustic enclosure. The acoustic enclosure
will be designed for minimum 25dB (A) insertion loss for meeting the ambient noise
standards, whichever is on the higher side.
• Necessary safety and personal protective equipment such as ear plugs, ear muffs, helmet
etc will be provided to the workers.
• Noise levels generated will be maintained to comply with the Factories Act & Rules and
will not exceed 75 dB (A) at 1 m distance.
• Implementation of green belt within the premises of plant will absorb the noise. Thus will
help to control the noise pollution.
• Proper lubrication and housekeeping will be usually done to avoid excessive noise
generation.
• Supervisor will be responsible to control the noise by maintaining conditions of
machineries and silencers.
• 33% of the total plot area is under greenbelt.
Socio - Economy • Periodic training to local villagers in the premises and recruitment of local workers from
the study area.

• Rest rooms/recovery rooms will be provided to local workers to avoid tiresome
commuting to their houses.
• The enroute will be restricted to the major roads State and National highways.
• Periodic maintenance and emission check of vehicles shall be ensured to restrict air
pollution.
• The proposed project will promote neither selective, nor relative, but universal respect
through contribution in various festivities, equal observance and protection among
employees and societies at large in all CSR activities
8.0 ENVIRONMENTAL ACTION PROGRAMME
A provision has been made of Rs. 40 Lacs for Environmental Action Plan as a recurring cost.

9.0 CONCLUSION
As discussed, it is safe to say that the project is not likely to cause any significant impact on
the ecology of the area, as adequate preventive measures will be adopted to contain the
various pollutants with in permissible limits. Green belt development around the area
would also be taken up as an effective pollution mitigation technique, as well as to control
the pollutants released from the premises of Gallantt Metal Ltd.
This will also generate much needed employment to the local people. Economy of the area
will get a boost and there will overall be growth of the region in terms of education, health,
training, transport, automobile, industry etc. The standard of living accordingly will also get
an up-liftment on the positive side. Thus, the project is contributing to the social benefit.
