Proposal Development

Thissectionexplainshowtocreate,maintain,routeandsubmitProposalDevelopmentdocuments.ProposalDevelopmentdocumentsaree-DocsthatarepartoftheKCProposalDevelopmentmoduleandarelinkedtoBudgetdocumentsinthesystem.

AProposalinKCcanbedevelopedbyanindividualoragroup.Itprovidesdetailedtechnicalandbusinessinformationpertainingtoaproposedprojectthatispresentedtopotentialoutsidesponsororganizations,eitherunsolicitedorinresponsetoaspecificfundingannouncement.Ideasforpossibleprojectsaresubmittedtosponsoragenciesfortheirreviewandconsideration.Iftheideasproposedtothesponsorarefavorabletobothpartiesinvolved,thesuccessfuloutcomeoftheproposalsubmissionisanawardagreementtotheinstitutionthatgivestheresearcheradesignateddollaramountforuseintheiroutlinedscopeofwork.

Overview TheProposalDevelopmentdocumente-Docscreeniscomprisedofadocumentheader,twelvetabs,withactionbuttonsappearingatthebottom(someofwhichareuniquetoindividualtabs).Thetwelvetabsenabletheusertocreateanelectronicversionoftheproposal.ForGrants.govproposals,theProposalDevelopmentdocumentwillaccommodatealltheinformationrequiredbythesponsorandtheinstitutionforaSystem-to-Systemsubmission.

WhenarevieweropenstheirActionList,theyhaveuptofouroptionsafterreviewingtheproposal.Theusermay:

1. Approve–indicatesthereviewerapprovesthecontentsoftheproposalandisinfavorofitssubmissiontothesponsorforfunding.

2. Reject–indicatesthereviewerwouldlikesomethingchangedintheproposalbeforeitissubmittedtothesponsor.ThereviewermustincludeanexplanationoftherejectionintheassociatedcommentsboxsothePIand/oradministratorunderstandswhytheproposalwasrejected.Thisactionremovesallthelocksontheproposalsoitmaybecorrectedbeforere-routingforinstitutionalapprovals.Theinitiatoroftheproposalwillreceiveanactionlistitemwitharoutestatusof“Approve.”

3. Disapprove–indicatestheapproverdoesnotthinkthisproposalshouldbesubmittedtothesponsorinanyform.ThisactionremovestheproposalfromtheroutingpathandreturnsittothePI,buttheproposalremainslocked.Nofurthereditingisallowedinthisproposal.AnyuserswhohavepreviouslyapprovedtheproposalwillalsobenotifiedofthedisapprovalviaanActionListitemwitharoutestatusof“Disapproved.”DisapproveddocumentscannotbecopiedintonewProposalDevelopmentdocuments.

Medusaisatermusedtorefertoagraphicrepresentationoftherelationshipbetweenoneormoreelectronicdocumentsthroughtheuseofanexpandable/collapsibletreeview(theMedusaHierarchyTree).

TheMedusataboftheProposalDevelopmentdocumentdisplaystheMedusapanel,whichhastwosections:
