BACKGROUND

Malnutrition affects all countries and one in three people across the world. Nearly half of all

countries face multiple serious burdens of malnutrition such as poor child growth,

micronutrient deficiency, and adult overweight. It holds back human development and

economic growth. As a consequence, eliminating malnutrition is core to the Sustainable

Development Goals (SDG 2) and particularly in high population countries such as India, the

poorest and most marginalized are worst affected. Micronutrient malnutrition is prevalent in all

age and socio- economic groups. According to round 4 of the National Family Health Survey

(NFHS-4) in India, about 38% and 36% respectively of children under age 5 years are stunted and

underweight, further 58% of preschool children, and 53% and 23% of women and men

respectively aged 15 to 49 years, suffer from anemia.

Micronutrient malnutrition is linked to poorer educational attainment, higher susceptibility to

disease, reduced work productivity, and a higher health care burden from preventable

nutrition- related ailments. The solutions to tackle micronutrient deficiencies are known, and

food fortification is a proven complementary strategy to reduce micronutrient deficiencies.

According to the Copenhagen Consensus (2012), food fortification programs are among the

best development investments, given their high return for a limited investment.

The Indian Institute of Health Management Research (IIHMR), Jaipur has successfully

implemented a food fortification project, titled Integrated Program Strategy in Rajasthan,

during 2011-15, with technical and financial support from GAIN. Since 2015, a team at IIHMR,

Jaipur is working as Technical Support Unit for Food Fortification to the State Government of

Rajasthan and Food Industries of the State.

Building on the legacy of this effort, IIHMR Jaipur has been identified by GAIN as an executive

agency to implement the project titled “Promoting and Strengthening Edible Oil Fortification in

Rajasthan, Haryana, and Punjab”.

PROJECT OBJECTIVES

• To assess the competency of oil millers and other oil channel partners to fortify and provide

fortified edible oils.

• To build technical capacity of stakeholders in the government and oil channel partners on oil

fortification.

• To advocate for fortification of edible oils with Vitamin A and D.

• To support the government and edible oil industry in creating awareness on Vitamin A and D

deficiencies and edible oil fortification.

• To provide technical support to the edible

oil industry for production of high quality

fortified edible oils, as per notified

standards.

• To provide support for the edible oil

fortification process and enhancing quality

assurance.

• To work closely with State Governments for

use of fortified edible oils in public safety net

programs such as the Public Distribution

System, Mid-Day Meal program and the

Integrated Child Development Services’

Supplementary Nutrition Program. �

TECHNICAL SUPPORT UNIT

The Technical Support Unit (TSU) has been set

up at IIHMR, Jaipur to provide technical

assistance to the State Governments of

Rajasthan, Haryana, and Punjab, as well as

edible oil industry partners regarding the food

fortification. The TSU comprises of full-time

professionals with rich experience in project

management and public health nutrition with

strong networking with industry partners.

distribution capacity.

• Organize sensitization and advocacy

workshops for key stakeholders including

State Governments and industry partners.

• Identify training needs for oil channel

partners.

assurance and quality control.

• Engage in advocacy and promotional efforts

for food fortification.

the UN in 2002 to tackle the human suffering caused by malnutrition.

GAIN is a global, Swiss-based foundation that mobilizes public-private

partnerships and provides financial and technical support to deliver nutritious foods to those

people most at risk of malnutrition. In India GAIN offers high quality know-how to make food

systems improve the consumption of nutritious and safe food for all people, especially those

most vulnerable to malnutrition. GAIN aims to support and advise the Government of India,

state governments, businesses and development partners as they build and mobilize food and

nutrition plans to advance nutrition outcomes.

TATA TRUSTS: It is amongst India’s oldest, non-sectarian

philanthropic organizations. The Tata Trusts is a public charitable

trust having one of its primary objectives to impact the quality of life of the community in the

fields of healthcare, nutrition, education, livelihoods, Media & Arts among others for

betterment of society. In Nutrition, the Tata Trusts has adopted a multi sectoral approach to

address the issue of malnutrition effectively and at scale.
