Public VotesAs promised, we have created a new way for your Reps to cast a clear vote on all SRC events and ideas, especially everything related to the Treasury and spending. This allows your Rep to stay accountable to you when they vote for your class. Since all of these votes are recorded and published on a public website, it provides transparency and lets you see exactly what we’re doing.

The Financial Responsibility ActAs promised, we have introduced a rule that commits the Treasury to strict rules when it comes to spending your money. Passed by the full SRC through a public vote, the Financial Responsibility Act prevents Officers from spending large amounts of your money without full permission from the Reps on a vote.

Begun and held at Christian Alliance International School on Friday, the third day of September, two thousand and ten

An ActEntitled The Financial Responsibility Act.

To regulate Treasury expenditures and commit the Council to full financial responsibility.

Introduced by the Treasurer.

! Be it enacted by the Student Representative Council, that

SECTION 1. Financial Responsibility.

(a) No expenditures above $400.00 per every period of thirty (30) days be authorized without the consent of a majority of the members of the Student Representative Council, to be given through a mandatory recorded vote,

(b) No expenditures be authorized for any reason other than the creation or promotion of Council events under an Authorization Act,

(c) All spending and the objective of such expenditures must be reported in a Treasurer's Report of the month in which the expenditure was made, and,

(d) The Treasury be obliged to provide the monetary amounts spent and saved by the Council to any member of the student body within one (1) week of notice and request.

Monthly Spending ReportsAs promised, Budget Reports have been publicly posted every calendar month. We have compiled both how much we’ve spent and saved every thirty days and provided them in a single report every month, on time. All students can view and observe the SRC’s spending through our website. We have also included the specific legislation from the Reps that authorizes each item of spending.

Prudent SpendingAs promised, we used only the money essential to SRC events, cutting all unnecessary spending. Compared with previous Councils, the 15th SRC has maintained spending at extremely low levels, reserving your money for future student activities.

Despite the deepest economic recession in 80 years, you have provided us with more funds through SRC sales and we have kept spending lower than ever. This combination has given the us a chance to work in the interest of every student.

And it is thanks to your collective effort that we have been able to deliver the highest surplus recorded in the history of the SRC. We hope that this trend will continue so that we can save more for the future.

The Budgeting ProcessAs promised, we have opened up the decision-making process that organizes how money is spent in the SRC. This year, we have sought to create a clear cut system of proposal, consultation, and consideration. Every decision involved all the Officers, Reps, and Advisors in a full meeting. Furthermore, your Representative was instructed to consult your class so that we could get a fuller picture of what the students truly wanted. While previous councils used a system of consensus and bargaining, we actually sought division and opinionated voting, so that the Reps could tell us what their class truly wanted. While controversial, it has forced each of us to be more accountable through argument and debate, not silence and blind agreement.

An Open ForumAs promised, we have provided a variety of tools and networks where students can voice their own concerns & opinions. Through the web, you can comment on our performance and suggest new ideas of your own. We believe that the use of newer technologies beats out the physical suggestion box every time, because of the simplicity, availability, and speed of the modern Internet.

The SRC is more interconnected than ever, with a presence on 6 different online services, including Gmail, Lion’s Den, Facebook, Twitter, YouTube, and Formspring. It is our hope that future Councils will decide to use a similar network to talk about their own plans and to listen to you.

A Promise Made. A Promise Kept.This year, we have done what is right and best for the students at CAIS. Over the past school year, we have brought to the SRC many important reforms and new ideas that we hope the student body will approve of. In the end, we see all the effort and drastic change as bitter medicine that has created a better and stronger student council.

There are a great deal of things I have not included in this report to you. These include our efforts to create mid-term elections, establish fair apportionment for voting, hold open meetings, etc. Most notably, we have also introduced a new rule where you can initiate your own ideas and remove your Rep from office for misconduct or poor performance. These are minor but essential steps to creating a more democratic and open council.

Through this message, I trust that you can see how I have fulfilled my contract and delivered to you the promises I said I would achieve. As we pass on the responsibilities and duties of service to the next council, I ask you to decide whether I have completed my last promise: to fight for a stronger and better future for all students.

With the achievements and performance of the 15th Student Representative Council, I hope that I have.
