Background of activity
PPC gave the instruction to develop operation manuals for dam reservoirs with gates which have a total volume larger than 1 million m3.
Some earth-fill dams in Quang Binh Province collapsed due to heavy rainfall in 2010.
There are quite a lot of dams without good maintenance. Sometimes their gates and other facilities can not work well by electrical or mechanical system’s problems.
Sometimes downstream area was struck by discharge from dam. So citizens request more proper and safety dam operation.

Introduction
In Quang Binh Province, there are 6 target dam reservoirs,
including Sông Thai that has already developed manual.
“Côngty Thủy Nông” (hereinafter referred to as “Provincial
Irrigation Company”) manages all of them.
At first, we checked the name of target dam reservoirs.
And we confirmed Rào Đá was not target dam reservoir,
because it has already developed manual that was
approved by PPC in Nov. 2009.
Provincial Irrigation Company agreed to cooperate to
develop manuals. So we took charge of part of development
manuals. Provincial Irrigation Company took charge of
Vực Tròn and Phú Vinh, and DIFSC took charge of Phú
Hoà and Minh Cầm.

Study meeting
We conducted capacity development assistance for verification of DIFSC, we held study meeting 4 times about the enhancement of dam safety, and we introduced Japanese dam.

Field study
To develop more practical manuals, we went to the target dam sites and other, such as major dam sites or disaster areas in 2010.

Run-off analysis
It turn up that there
was no hydrological data
itself in river basin of
Phú Hoà, so Japanese
side supported
extrapolation method by
using adjoining areas
data, such as Kien
Giang and Cao Khe

Achievement
Japanese side think we did all necessary
support and reached needful outcome.
DIFSC has already formulated the manual of
Minh Cầm with the technical support of
Japanese side and it will be used as a
reference.
For Phú Hoà, Japanese side supported run-off
analysis.
The other two manuals of Vực Tròn and Phú
Vinh have already formulated by Provincial
Irrigation Company and consultant. 15

Minh Cầm
DIFSC thinks the manual is efficient to
as a reference.
And DIFSC will be able to analyze run-
off and reservoir operation by
themselves on the basis of past activities
such as study meetings or other.

DIFSC has completed the run-off
analysis, but DIFSC will analyze
reservoir operation and etc. continually.
DIFSC will need a support of prescribed
certified consultant to complete as a
manual that is approved by PPC.
