Project New Road to e-Government

Why?• Need to expand IT use base to improve

productivity and competitiveness• Leveraging Government and SME scales as

both are largest IT users• E-Government is not an option but the

government’s end state. Why procrastinate? • Government efficiency is Thailand’s tipping point

in the regional IT race• Demonstration of Government’s determination to

transform the nation

Page 2: Project New Road to e-Government

Perception on existing e-Government

• Low impact and low visibility

• A function of IT, not overall management’s responsibility

• Lack of sense of ownership

• Overall impression: Lip service and ineffective program

Page 3: Project New Road to e-Government

Key issues

• Large and bureaucratic organization• Silo based organization, redundant applications,

disparate data centers, limitation to interoperability

• Inflexible Business Processes• Difficult to migrate from legacy systems• Battling against cultural change• Tightly coupled Business Process and IT: Inflexible. Time consuming. Difficult to integrate/interoperate. Expensive to change

Page 4: Project New Road to e-Government

Needs• Redefine and realign business processes and IT

system• Break down Business Processes and IT into

reusable components. Create loosely coupled services. Assemble services for flexible BP

• Employ Service Oriented Architecture (SOA) and Web 2.0

• Utilize open standards for interoperability, Web Services

• Apply SaaS concept

Page 5: Project New Road to e-Government

Objective• To build an IT infrastructure enabling flexible

Business Processes for e-Government applications

• To uncover and tap into the capability of hidden IT talents from all citizen

• To distribute e-Government coordination power among the regions instead of Bangkok clustered

• To consistently apply SOA approach across e-Government applications

• To accelerate the migration SW developers to SaaS environment

• To build government BP services and share their uses

Page 6: Project New Road to e-Government

Approach • Involve all Changwads to participate in the e-

Government applications• Changwads identify and mobilize IT resources;

manpower, academic, private sector to engage in e-Government applications/services development

• Challenge Changwads to identify and develop local/hands-on e-Government applications

• Let Changwads uncover and tap into hidden IT abilities and talents within their areas

• Instantly set out for SOA journey across the whole nation• Establish e-Government Center of Excellence for

Bangkok and Regional areas to provide technical and architectural training for all Changwads

• Mandate SOA and open standards Web Services to support SW services and interoperability

• Recognize Changwads’ developed services and register for repository

Page 7: Project New Road to e-Government

Project time-line and funding

• Project pilot period is xx months with the budget of xxx million baht

Page 8: Project New Road to e-Government

MICT’s roles

• Declare the project as a national priority• Secure the budget• Coordinate and manage training through

outsourcing• Negotiate with vendors for free license tools• Identify/assign professional guidance and advice

for the project• Set project milestones, measurements and PR• Transfer the project to pertinent government

agency after the pilot period

Page 9: Project New Road to e-Government

Benefits • A chance uplift Thai IT to the next level and demonstrate Thai IT strength• Underscoring MICT’s core mission• Set the new pace for the development of Thai SW industry (Mass migration of SW developers to SaaS space)• Leveling the playing field of the entry point of SW/Service

competition• Leveraging Changwads’ IT potentials; breaking Bangkok

clustered and bridging the nation’s digital divide• Long term IT investment savings for the government• Direct contribution to the efficiency of the government • Direct contribution to the social and economic development
