SCHEDULE - A

(See Clause 10.1)

SITE OF THE PROJECT

1 The Site

1.1 Site of the Single lane/ Two-Lane/ Four lane Project shall include the land, buildings,

structures and road works as described in Annex-I of this Schedule-A.

1.2 An inventory of the Site including the land, buildings, structures, road works, trees and

any other immovable property on, or attached to, the Site shall be prepared jointly by

the Authority Representative and the Concessionaire, and such inventory shall form part

of the memorandum referred to in Clause 10.3.1 of the Agreement.

1.3 Additional land required for construction of works specified in the Change of Scope

Order issued under Clause 16.2.3 of this Agreement shall be acquired in accordance with

the provisions of Clause 10.3.6 of this Agreement. Upon acquisition, such land shall form

part of the Site and vest in the Authority.

Annex - I (Schedule-A)

Site for Project

1. Site

The Site of project package (NAG-130) consists of project road “Nagpur-Hingana-

Hingani-Ghorad”. The Project road is a State Highway (SH-321) in the State of

Maharashtra and falls in Nagpur and Wardha Districts. The Project road starts near CRPF

Gate junction in Nagpur and ends at Ghorad in Wardha District. The length of the project

road is 52.720 km and it passes through Hingana, Mangli, Ambazari, Dabha, Pendhari,

Hinganiand ends at Ghorad. The project road also includes a 500 m long road section in

Hingani village. The existing project road has varying carriageway configuration of Single

Lane /Intermediate Lane /Two Lane. Nagpur City Sub-urban area (between CRPF Gate

and Outer Ring Road), the existing road is four lane divided carriageway (dual two lane).

The Project Road, hereinafter called the “NAG-130”, is to be developed as Two/Four

Lane road with/without Paved Shoulder.

The land, carriageway and structures comprising the Site are described below.

Note: The ROW would be minimum of legal ROW and undisputed land available for works i.e.

available ROW (available ROW means the land where no dispute is raised by adjoining formers

or property owners along the project stretch).

The cross section shall be revised by the Concessionaire with prior written approval from

Authority as per the available ROW along with the necessary precautions. Wherever dispute is

raised by the former or property owner along the project stretch,the cost of necessary

additional safety precautions to be taken on account of such reduced ROW shall be borne by

concessionaire to the extent of 1% of project cost.

DEVELOPMENT OF THE PROJECT

1 Development of the Project

Development of the Project shall include design and construction of the Project Highway

from Design chainage km 9.480 to km 61.700 (Nagpur – Hingana – Hingani – Ghorad) as

described in this Schedule-B and in Schedule-C.

2 Two laning and Four laning with or without paved shoulders1

2.1 Two laning and Four laning with or without paved shoulders shall include Widening,

Strengthening and Reconstruction of the Project Highway as described in Annex-I of this

Schedule-B and Annex-I of Schedule-C.

2.2 Two laning and Four laning with or without paved shoulders shall be completed by the

Concessionaire in conformity with the Specifications and Standards set forth in Annex-I

of Schedule-D.

2.3 Width of Carriageway

The paved carriageway shall be provided as per the TCS schedule and Typical cross

sections shown in Appendix B1. The width of the carriageway as well as the shoulders

may be reduced where the land is not available with the authority

3 Specifications and Standards

The Project Highway shall be designed and Constructed in conformity with the

Specifications and Standards specified in Annex-I of Schedule-D for Two laning and Four

laning.

4 Other Features of the project

&Specifications of Two Laning of Highways on Public Private Partnership” and IRC:SP: 84-

2014 “Manual of Standards &Specifications of Four Laning of Highways on Public Private

4.2. Alignment Plan and Longitudinal Section

The indicative alignment plan & profile drawings are given at Appendix B-II. However,

the geometrical design and finished levels shall be as per manual of specifications and

standards as given in Schedule D. The geometric standards adopted and Finished Road

Levels (FRLs) given in alignment plan & profile drawings shall be achieved as a minimum

by the Concessionaire.

4.3. Bypass and Realignment

The details of realignment to be provided are given at Appendix B-III.

4.4. Service Road/ Slip Road

Service/Slip Roads shall be provided in length indicated in Appendix B-IV.

4.5. Type of Shoulder and Footpath

(a) As per typical cross sections and furnished in Appendix B-I.

4.6. Four Lane stretches

Details of stretches to be constructed as Four Lane are as indicated in Appendix-V.

4.7. Proposed Right of Way (ROW)

The details of the available ROW that will be made available are given in Appendix B-VI.

4.8. At Grade Intersection

At grade intersection shall be provided as per locations specified in Appendix B-VII for

major and minor intersections.

Note: The concessionaire shall take up the ‘Detailed Engineering Study’ to ascertain

further details of all intersections and treatment of the intersections shall be designed in

accordance with the latest guidelines mentioned out in section-3 of Manual.

4.9. Pavement Design

Pavement design shall be carried out in accordance with Section 5 of the Manual.

4.9.1 Type of Pavement

Type of pavement shall be flexible except at locations mentioned in Section 4.9.2.3 of

this Schedule where rigid pavement shall be provided.

4.9.2 Design Requirements

New Flexible Pavement, New Rigid Pavement and Flexible PavementOverlay design shall

be as per IRC:37-2012, IRC: 58-2015 and IRC:115-2014 respectively.

4.9.2.1 Design Period and strategy

Flexible pavement for new pavement or for widening and strengthening of the existing

pavement shall be designed for a minimum design period of 15 years for flexible and 30

years for rigid pavement. Stage construction shall not be permitted.

4.9.2.2 Design Traffic

a) Notwithstanding anything to the contrary contained in this Agreement or the Manual,

the Contractor shall design the pavement considering traffic loading of not less than 10

million standard axles for entire project length or actual whichever is higher considering

2017 as Base Year and actual projections for traffic growth, but not less than 5% per

annum.

b) Traffic is considered less than 20 MSA in design calculations prepared by authority

however, the concessionaire shall asses and anticipate probable increase in the traffic

during the concession period, and shall quote the offer duly considering the increase in

design of any. No variation on account of change in traffic during the Concession period

will be compensated by the Government.

Pavement Composition

A) Main Carriageway (Design Traffic Loading of 10 msa): Flexible pavement shall be

designed in accordance with IRC: 37-2012 for a minimum Subgrade CBR of 8% with

or without soil stabilization; however, the minimum pavement composition shall be

as given below:

BC 40 mm, DBM 60 mm. WMM 250 mm, GSB 200 mm, Subgrade 500 mm.

B) Main Carriageway (Rigid): As per Clause 5.2.3

A) Main Carriageway (Rigid): Rigid pavement shall be designed in accordance with IRC: 58-

2015; however, the minimum pavement composition shall be as given below:

i) The thickness of Pavement Quality Concrete (PQC) shall not be less than

280 mm and rest over Dry Lean Concrete (DLC) sub base of 150mm thickness.

ii) The DLC will meet the minimum cement and compressive strength

requirement as prescribed in IRC:SP:49. DLC will extend beyond the PQC

(including that in shoulder, if any) 0.750 m on either side.

iii) Below DLC layer, a properly designed drainage layer Granular Sub Base (GSB) of

150 mm thickness shall be provided throughout the road width.It shall be

designed to obtain a drainage coefficient of not less than 20 m per day.

4.9.3 Reconstruction Stretches

The existing road shall be reconstructed with flexible and rigid pavement in selected

reaches as mentioned in Section 4.1 of this Schedule.

4.9.4 Overlay Stretches

Overlay stretches shall be as per Para 4.1 of this Schedule. The overlay to be provided

shall have a with minimum thicknesses of 40 mm BC, and 60 mm DBM.

4.10. Grade Separated Intersections

The grade separated intersections shall be as provided as given at Appendix B-VIII.

4.11. Utility Structure

The details of the Utility Structure are given in Appendix B-IX

4.12. Underpasses

Vehicular underpass and Light Vehicular Underpass shall be provided at location given at

Appendix B-X and

Pedestrian /cattle underpass shall be provided at location given at AppendixB-XI.

4.13. Major bridges

All bridges, culverts and structures shall be designed and constructed in accordance with

section 7 of the Manual and shall conform to the cross- sectional features and other

details specified therein.

Width of all new bridges shall be as follows:

The width of the bridge shall be 16.0m inclusive of crash barriers at both the ends.

All bridges shall be high-level bridges.

Major bridges as listed in Appendix B-XII shall be provided, widened, reconstructed or extended

4.14. Minor bridges

Minor bridges as listed in Appendix B-XIII shall be provided, widened, reconstructed or

extended.

4.15. Culverts

Culverts shall be provided, widened, reconstructed or extended as listed in Appendix B-XIV

4.16. ROB/RUB

Details of ROB/RUBs to be provided are given at Appendix B-XV following points shall be taken

care of:

4.17. Slope protection

The side slope shall be protected by using suitable slope protection measures wherever required

along project highway as per the relevant guidelines.

4.18 Utilities

Various utilities like electric and telephone poles, OFC lines, water pipe lines/sewage pipes and

Hand pumps are located close to the Project Highway. With the proposal of widening of the

existing road to 2-lane/4-lane with divided carriageway, it will be necessary to shift the utilities

falling in the widening alignment, in consultation with IE/Authority.

4.19 Type and Width of Median

The minimum width of median, subject to availability of Right of way, for various locations shall

be as in Appendix B-XVI according to clause 2.5.1 of IRC:SP:84-2014.

4.20 Location of Footpath and drains

Drain cum footpath shall be provided in urban stretches as Appendix B-XVII. The dimensions of

the footpath and drain shall be approved by Independent engineer.

4.21 Provision for extra widening at sharp curves

4.22 Roadside Drainage

Drainage system including surface and subsurface drains for the Project Highway shall be

provided as per Section 6 of the Manual and Para 2.2.

Typical Cross Sections

The detailed cross sections of the project road shall be developed by the Concessionaire in accordance with the Manual indicated in the Schedule D as

applicable for plain / rolling / mountainous terrain for rural/built up areas. Typical cross-sections recommended are as follows. Any change in typical

cross-sections required due to Site conditions shall be made in accordance with this Concession Agreement.

SPECIFICATIONS AND STANDARDS

1 Specification and Standards for the Project4

The Concessionaire shall comply with the Specifications and Standards set forth in

Annex-I of this Schedule-D for construction of the Project.

[Note 1: The Authority shall prepare a “Manual of Specifications and Standards for State

Highways”. Only the basic/fundamental requirements of design and construction shall

be laid down in the Manual, and greater emphasis shall be placed on prescribing the

output Specifications that have a direct bearing on the level and quality of service for

users. The manual shall be published and applied to all Annuity Road Projects of the

Authority. This would remove the element of uncertainty in Project Design and help in

laying down cost-effective Specifications and Standards across the Country.

Annex - I (Schedule-D)

Specifications and Standards for the Project5

1 Manual of Specifications and Standards to apply

All Materials, works and construction operations shall conform to the “Manual of

Specifications and Standards for Two Laning of Highways with Paved Shoulder (First

Revision)” published by the Indian Roads Congress – IRC:SP:73-2015 for 2 laning

stretches, and “Manual of Specifications & Standards for Four Laning of Highways

through Public Private Partnership (First Revision)” published by the Indian Roads

Congress – IRC:SP:84-2015 for Four Laning stretches shall be applicable. Where the

specification for a work is not given, Good Industry Practice shall be adopted to the

satisfaction of the Independent Engineer and Authority.

2 Deviations from the Manual

Notwithstanding anything to the contrary contained in the Paragraph 1 above, the

following Specifications and Standards shall apply to the Project Highway, and for

purposes of this Agreement, aforesaid Specifications and Standards shall be deemed to

be amended to the extent set forth below:
