57.3 Record A motion was made by B. Davis and seconded by J. Day to approve the 10/7/15

Permanent School Building Committee meeting minutes. No discussion, motion passed

unanimous by those attending.

57.4 Record J. Seeley distributed and reviewed the Budget Tracking Form thru 9/30/15, attached, for

the Total Project Budget.

57.5 Record J. Seeley distributed and reviewed Change Order No. 4, and the Change Order and GMP

Contingency Budget Summary Form, both attached.

A motion was made by F. White and seconded by J. Day to approve Change Order No. 4,

dated 10/27/15 in the amount of $74,261.00 and recommend signature by M. Moore. No

discussion, motion passed unanimous.

57.6 Record J. Seeley distributed and reviewed PFA Budget Revision Request No. 5, dated 10/28/15

corresponding to Change Order No. 4.

A motion was made by F. White and seconded by J. Day to approve PFA Budget Revision

Request No. 5, dated 10/28/15. No discussion, motion passed unanimous.

57.7 Record Vouchers for reimbursement to Gatehouse Media for Masonry Bid Advertisement for

$341.22, MHT&L for legal services for $558.00, Eric Kinsherf for $736.25 for CPA services,

FAI for $408,000.00 for Contract Document services, Consigli for $19,350.00 for

Preconstruction services, Consigli for $1,289,681.76 for Construction, SMMA for

$42,044.86 for OPM services, SMMA for $18,026.99 for OPM Construction Phase

services, SMMA for $16,500.00 for Contract Document Cost Estimate, SMMA for

$3,960.00 for Owner’s Structural Peer Review, SMMA for $1,937.85 for Bid Document

Printing were reviewed.

A motion was made by F. White and seconded by B. Davis to approve the Vouchers. No

discussion, motion passed unanimous.

57.8 Record K. Kovacs distributed and reviewed the Fire Department meeting minutes, dated 10/21/15

attached herein.

57.9 Record K. Kovacs distributed and reviewed the Final Educational Meetings Action Items log, dated

10/28/15 and attached, which tracks all the action items and their resolutions. The

Committee reviewed all responses in detail.

57.10 K. Kovacs K. Kovacs will update the model to reflect the final interior materials.

57.11 K. Kovacs K. Kovacs distributed and reviewed a listing of the specified types and percentages of attic

stock material, dated 10/28/15 and attached.

Committee Questions:

1. S. Towne asked if FAI can provide an approximate amount of the materials, in

addition to the percentages.

K. Kovacs indicated yes, and will provide for the next Committee meeting.

2. J. Day indicated the MEP materials appeared to be missing some items.

The Committee indicated the specified types and percentages of attic stock material was

acceptable and to continue with the Bid.

57.12 K. Kovacs K. Kovacs distributed and reviewed the analysis of potential new roads at the existing

wetlands to the north and east of the site, attached, that FAI developed and presented

during the Schematic Design Phase. K. Kovacs to present the information at the next

Committee meeting.

57.13 K. Kovacs K. Kovacs will organize a follow-up tour of the West Bridgewater school.

57.14 C. Riordan C. Riordan introduced T. Vautour to the Committee and explained that Phil Brault, the

Consigli Project Manager, has had the Boston Public Library project extended with a

significant change order, which has impacted his time on the PK-12 project. J. Laperle

provided an overview of T. Vautour’s experience. C. Riordan requests approval to replace

P. Brault with T. Vautour as Project Manager.

C. Riordan will provide a resume.

A motion was made by F. White and seconded by B. Tolson to approve T. Vautour as

Project Manager. No discussion, motion passed unanimous.

57.15 Record J. Laperle distributed and reviewed an updated summary construction schedule, attached,

and provided a construction status update. The concrete foundations are complete in

Wing B, are about 20% complete in Wing A and will commence in Wing C in about two

weeks. All foundations are on target for completion in December. Structural steel is on

schedule for December/Early January delivery and masonry bearing walls are scheduled to

commence in two weeks.

57.16 K. Kovacs

C. Riordan indicated Consigli has been in contact with the well drilling company that drilled

the irrigation well for Sumner Field and Consigli is reviewing several locations with FAI,

with the intent to drill the third well prior to winter.

57.17 Record B. Davis expressed gratitude to Consigli, particularly J. Laperle, for participating in Student

Government Day and providing a tour of the site.

57.18 Record Next PSBC Meeting: November 18, 2015 at 7:00 pm at the H-Cam Studios.

57.19 Record A Motion was made by F. White and seconded by S. Towne to adjourn the meeting. No

discussion, voted unanimously.

Meeting Notes DATE:   October  21,  2015    PROJECT:   Holbrook  PreK-­‐12  School    PROJECT  NO:   1314.00    PRESENT:   Chief  Luke  McFadden  –  Holbrook  Fire  Department       Mike  Dowhan  –  Veri/Waterman  Associates     Vincent  Dubé  –  Flansburgh  Architects        DISTRIBUTION:   Attendees    Fire  Department  (2:00pm-­‐3:00pm)    

•   The  purpose  of  this  meeting  was  to  followup  a  meeting  with  the  Fire  Department  earlier  this  month  to  review  the  new  school  site  access.  

•   FAI  presented  graphics  which  indicated  on  a  site  plan  zones  of  access  for  the  fire  

department’s  ladder  truck.  The  red  areas  showed  a  65  foot  offset  which  provides  adequate  space  for  the  ladder  truck  to  reach  the  28  foot  high  roof  areas.  The  blue  zone  provides  access  to  the  highest  roof  area  48  feet  at  the  gym.  

•   In  addition  to  the  site  plan  access  zone  graphic  two  section  views  were  provided  to  

indicate  the  ladder  reach.    

•   Chief  McFadden  wanted  to  verify  the  length  of  the  ladder  on  his  truck  and  had  a  crew  member  measure  the  ladder.  The  FAI  graphic  indicated  a  65’  length,  but  the  actual  measured  length  of  the  Holbrook  ladder  truck  is  a  70’  ladder  –  five  feet  longer  than  shown.    

•   The  Chief  was  satisfied  that  the  zones  around  the  school  would  provide  the  ladder  

access  to  the  new  school  roofs,  and  the  high  roof  in  particular.  The  high  roof  while  accessible  is  limited  to  one  zone.  The  sloped  loading  dock  area  really  does  not  work  since  the  Holbrook  ladder  truck  does  not  sit  well  on  sloped  staging  areas.  However,  the  west  end  of  the  gym  roof  is  accessible  from  the  rear  parking  area.

•   The  Chief  wanted  to  confirm  the  hydrant  at  the  northeast  corner  of  the  building  was  

included.  Mike  called  his  office  and  was  sent  a  screen  shot  which  showed  the  hydrant  location  and  verified  it  with  the  Chief.  

•   FAI  noted  that  the  fire  control  room  was  located  near  the  rear  entry  and  fire  

department  staging  area,  as  well  as  the  Storz  connection  which  had  been  requested  by  the  Chief  at  the  early  meetings  with  the  engineers.  

   •   Mike  reviewed  the  access  road  with  the  Chief  which  was  a  followup  to  their  

previous  meeting.  Mike  indicated  that  the  main  access  drive  would  have  a  white  line  ten  feet  off  the  east  curb,  designated  with  “No  Parking    Fire  Lane  Standing  Only”  stenciled  on  the  pavement  in  several  locations  along  the  roadway.  The  purpose  of  this  line  is  to  notify  the  public  not  to  park  along  the  roadway,  yet  recognizing  the  need  to  que  along  the  road  for  drop-­‐‑off  and  pick-­‐‑up  times.  

 •   The  Chief  provided  a  section  from  the  code  18.2.3.4.1.1  noting  the  required  width  

for  a  fire  department  access  road.  The  purpose  was  to  make  sure  a  20  foot  width  is  provided,  which  is  wide  enough  to  allow  for  the  fire  truck  to  plant  the  outriggers  which  requires  17’-­‐‑3”.  

•   The  Chief’s  main  concern  for  the  roadway  is  that  during  drop-­‐‑off  or  pick-­‐‑up  times,  

the  roadway  would  be  jammed  with  cars  and  potentially  restrict  the  access  of  the  fire  department.    

•   FAI  noted  that  the  school  would  have  a  Resource  Police  Officer  on  site  as  part  of  a  

state  requirement.  One  of  the  duties  of  the  officer  would  be  to  provide  traffic  control  during  the  heavy  perioods.  The  officer  is  in  addition  to  the  school  staff  that  would  be  outside  assisting  the  student  transfer.  

•   The  Chief  wanted  to  make  sure  that  the  best  possible  arrangement  is  indicated  on  

the  plans  given  the  space  available.  After  reviewing  the  plan  and  options,  the  Chief  was  satisfied  that  the  proposed  areas  to  be  restricted  lanes  and  markings  were  adequate.

•   The  Chief  asked  if  the  design  team  could  suggest  a  school  that  had  a  similar  site  access  arrangement.  The  design  team  suggested  that  the  Chief  could  visit  the  West  Bridgewater  school  that  is  was  just  completed.  The  West  Bridgewater  school  has  a  similar  one  way  roadway  around  the  school  with  queing  lanes.  The  Chief  indicted  he  would  swing  by  the  West  Bridgewater  school  to  get  a  feel  for  how  the  new  Holbrook  school  site  might  work.

• A  composition  of  three  “wood”  LVT  tiles  was  confirmed,  laid  in  a  random  staggered  pattern.    It  was  agreed  three  colors  provide  a  texture  and  scale  appropriate  to  the  corridor  width.  

• Solid  vinyl  tile  for  each  wing  was  laid  out  in  the  proposed  pattern.  Revised  pattern  at  PreK-­‐2  neighborhood  limiting  green  to  approximately  10%  of  overall  pattern  was  approved.    Similar  adjustments  to  percentages  of  color  for  grades  3-­‐5  were  discussed  and  approved;  pattern  will  match  PreK-­‐2  wing.  Blue  tile  at  PreK-­‐2  and  3-­‐5  neighborhoods  will  be  increased  to  approximately  50%  of  pattern.  Mocked-­‐up  patterns  were  revised  and  approved.  

• Patterns  were  laid  out  using  16”x16”  tile.    Available  equals  are  limited  to  12”x12”;  if  smaller  tile  is  submitted  in  construction,  pattern  will  be  adjusted  to  smaller  size.  

• Committee  members  noted  that  corridors  between  neighborhoods  stitch  nodes  together  with  bars  of  accent  colors  dispersed  within  neutral  field.    

• In  neighborhoods,  wall  color  will  be  p.lam.  wainscot  with  neutral  paint  above  and  a  white  ceiling.    Flooring  provides  main  color  with  a  few  painted  accent  walls  located  strategically.  

• Three  options  for  carpet  were  presented  in  two  colorways,  one  for  6-­‐12  Media  Center  and  a  second  for  PreK-­‐5  Media  Center.    The  committee  overwhelmingly  preferred  the  Milliken  option,  which  continues  the  “woody”  language  of  the  LVT  planks  from  the  hallway.    Carpet  will  be  located  in  spaces  directly  adjacent  to  LVT  or  porcelain  tile.

• Proposed  carpet  consists  of  three  planks:  grey,  grey  with  an  accent  color,  and  a  third  plank  predominantly  an  accent  color  with  streaks  of  grey.    Accent  color  in  6-­‐12  Media  Center  is  red,  and  in  PreK-­‐5,  blue.    Based  on  plank  layout,  grey  gradually  becomes  accent  color.    

• Carpet  will  also  be  provided  in  admin  spaces  such  as  front  offices  for  each  wing  and  central  office.    The  grey  plank  with  blue  streak  is  appropriate  for  offices  and  will  complement  the  painted  accent  walls.  

 PreK-­‐5  Cafeteria:  Revised  elevations  of  the  cafeteria  were  presented  and  discussed.  

• Per  previous  discussion  on  7/21,  exterior  material  palette  and  texture  were  considered.  Pattern  of  horizontals  on  exterior  will  be  articulated  at  interior  with  reglets  in  GWB  wall.    Simlar  to  exterior,  wall  surface  depth  will  be  varied  by  2”  in  alternating  panels.  

• Surround  of  proscenium  and  servery  entrance  have  been  revised  to  a  frame  of  hardwood  veneer  panel.    Datum  of  p.lam.  wainscot  extends  up  and  over  doors  to  capture  servery  entrance.  

• Acoustical  wall  panels  are  located  within  2”  recessed  GWB  and  flush  with  adjacent  GWB  panels.  Acoustical  panel  will  be  wrapped  in  varying  shades  of  grey  fabric.      

• Skylight-­‐like  fixtures  at  ceiling  provide  an  opportunity  for  color.    Frames  suspended  from  ceiling  to  be  the  light  blue  used  at  West  Bridgewater  ceilings.  

 Locker  Rooms:  

• Epoxy  flooring  will  be  two  colors;  perimeter  of  room  at  lockers  will  be  grey  with  blue  at  area  under  benches.    Grey  flooring  will  continue  into  restroom  area.  

• Lockers  will  be  blue.  • Toilet  partitions  are  to  be  dark  grey.      • Ceramic  wall  tile  will  be  light  grey  at  shower  enclosures.  

 Restrooms:  

• Restrooms  will  typically  have  12”X12”  grey  floor  tile  and  a  4”x8”  wall  tile  at  wet  walls  only.    At  restrooms  on  A  and  C  wings,  the  wall  tile  will  correspond  to  an  accent  paint  color,  and  at  B  wing  restrooms,  the  wall  tile  would  be  neutral.  White  and  grey  were  presented  as  options,  and  the  majority  of  committee  members  preferred  white.  

• Ceilings  will  be  white  gyp  board.  • Toilet  partitions  are  to  be  dark  grey.  

 Administrative  Offices:  

• The  vinyl  “wood”  LVT  will  be  utilized  at  corridors  within  office  suites  (high  traffic  areas),  with  carpet  at  offices  and  conference  rooms  to  match  the  predominantly  grey  carpet  proposed  for  the  PreK-­‐5  Media  Center.    Nurses’  suites  will  be  neutral  SVT.  

• Accent  wall  color  at  Reception  and  Conference  rooms  will  coordinate  with  the  blue  accent  within  the  carpet.  

• Accent  wall  color  at  offices  will  be  pale  blue-­‐green  accent  paint  color  utilized  in  offices  at  West  Bridgewater,  a  subtle  color  on  exterior  wall  with  remaining  three  walls  the  typical  neutral  color.

turf panel layout (no curves). Inlay lines involve cutting the

turf panels and weaving a separate line of colored turf to the

underside of the main turf panels. These line types are also

permanent, however they create additional seams in the

field and may require maintenance over time. These lines

are typically utilized for field markings, graphics/logos, and

any lines that cannot be readily tufted by the factory.

Permanent or temporary painted lines require the most

maintenance and are typically utilized when a sport is added

to the field program post-construction. The actual types of

line markings that can be tufted may vary depending on the

final turf system selected.

may be inlaid in the synthetic turf field as desired. These

reference marks would likely be limited to 90º "L" markings

located at the corners of the field of play associated with each

sport unless more reference marks are desired. If multiple

sports are required, but share a common field size, a single

set of reference marks could be utilized for those similar

sports. The width of such reference marks can either be 2" or

can match the width of a typical outer line associated with the

referenced sport. At this time, it is WDA's understanding that

only football and soccer are planned for the new field. Based

on meetings with the Athletic Field Subcommittee (the

Committee), WDA further understands that the Committee is

undecided as to whether permanent reference marks are

desired. WDA will require further direction from the

Committee as to whether inlaid permanent reference marks

are desired, and if so, for which additional sports. WDA will

also need direction from the Committee as to the desired

color for these markings. If the markings are exclusively for

one sport, they should match the future line color of that

particular sport. If the reference marks service multiple

sports, it is recommended that the marks match the future

line color of the sport that is considered dominant (i.e.

football is striped as dominant over soccer).

vicinity of the proposed parking lot. New main would be installed at a depth to allow for

construction entrance. This installation would occur in the Summer of 2015 in order for the

PreK-5 Academic Wing: A blue tone was shown in the ceiling of library and Cafeteria. Barbara

Davis commented on liking the blue chosen for the West Bridgewater project that could be

studied here. The blue sits within a field of white acoustic ceiling tiles. The use of wall graphics

will be explored to provide unique images or text on the walls.

heavy gauge metal framing with a solid core and textile covering. A retracting seal at the

bottom of the panels both provides an acoustical barrier and secures the partition to the floor

up on the finish of the lowest portion of the partition and whether pads similar to the walls can

be provided.
