Background
• March 2020 – State approved $150M to address homelessness and reduce the spread of COVID-19
• Long Beach received $1.13M • City team utilized this funding to lease a hotel facility to operate a 133 bed
non-congregate shelter from April 22, 2020 – September 30, 2020 • Facility provided private rooms for people experiencing homelessness at high
vulnerability to COVID-19 to shelter in place safely

Background
• July 2020 – Governor Newsom announced $600M in grants for the Homekey Program to further expand housing for persons experiencing homelessness and impacted by COVID-19
• Eligible uses include acquisition and conversion of hotels into interim housing and permanent housing
• Interdepartmental City staff team conducted evaluation of potential sites
• September 2020 – Homekey application accepted and funds reserved for acquisition
• Total cost of acquisition will be $21M, funded through $15M in Homekey Funds and $6M in other grant funds
• Total cost of operations for the first two years will be approximately $4M, funded through $2.4M in Homekey Funds and $1.6M in other grant funds
• October 2020 – Governor Newsom announces an additional $200M in available grant funds for a total of $800M available for Project Homekey programs

Housing Program • Isolation/Quarantine
Overview of Homekey Program
• The State of California made more than $800 M of its Coronavirus Relief Fund (CRF) allocation available for local jurisdictions to acquire properties to use as temporary or permanent housing for people experiencing homelessness (PEH) who are affected by COVID-19.
• Los Angeles County received: • $108 M in capital and operating funds for 10 PHK
properties ($90 M capital/$18M operating) • ~850 rooms
• Other jurisdictions within the County were also awarded Homekey funds, e.g. Cities of LA, Long Beach and El Monte.

Homekey Locations • Homekey locations are located in the Los Angeles
County areas identified above. • The County deferred to the City of Los Angeles to
apply for sites in LA City.

Homekey Site Operations
• Nine of the County’s Homekey Sites will initially be used as interim (temporary) housing sites. They will then be converted to permanent supportive housing (PSH) by the end of 2022.
• One Homekey Site will be used immediately as PSH.
• The Department of Health Services (DHS) and the Los Angeles Homeless Services Authority (LAHSA) will oversee PHK operations. They will contract with homeless service providers to operate and provide supportive services onsite.

Homekey Site Operations
• Homekey sites will provide varying levels of clinical support to meet clients’ needs. Clients will be referred to sites with appropriate levels of service to meet their needs.

PSH and who could potentially “transition in place” from interim housing to PSH once the sites are converted.

Currently 4 Isolation/Quarantine units or "medical shelters“ in LA County- 383 beds.
Operating since 3/12/20.
Medical shelters take in people who are COVID positive OR have symptoms concerning for COVID OR have high risk exposure to COVID AND they can't isolation/quarantine in their home EITHER BECAUSE they don't have a home OR they cannot stay at home and keep other people in the home safe.
Staffed 24/7 by medical providers, nurses, MAs, EMTs, CNAs/RAs, LICSWs, peer counselors, case managers, program managers, administrative assistants.
Served over 2600 individuals/families; 50% homeless
Average length of stay 10 days or until person is deemed non-infectious and safe for discharge to the community.
Most PEH are discharged to interim housing sites and have received case management services so that their clinical, housing and social services needs are addressed.

Interim Housing Program DHS Interim Housing Program-serves individuals with complex health and/or behavioral health issues and offers temporary housing in a stable environment to assist clients in increasing independence and completing permanent housing goals.
Stabilization Recuperative Care
Medically and psychiatrically stable patients requiring low-level medical oversight for: Wound care Recovery from surgical procedure Need additional time to recuperate from illness and/or
injury
Common Health Conditions: End Stage Renal Disease Congestive Heart Failure (EF > 20%) Cancer Decubitus (Stages I-III)
Medically and psychiatrically stable individuals who may be vulnerable to decompensation if not placed into shelter housing.

HHH has served approx. 80 pregnant women. HHH has served approx. 20 families HHH has served approx. 400 adults. HHH has housed approx. 75 families since inception. HHH has served 700+ COVID patients total since March with a 100% survival rate at Sherman Oaks site.

• City staff identified 1725 Long Beach Boulevard as potential site for conversion to interim housing
• The property includes a 102-room, four story hotel, operated as the Best Western of Long Beach, with parking, fitness, dining, and other amenities
• Located near transit, employment centers, schools, grocery stores, medical care, and permanent supportive housing
• Will serve people experiencing homelessness transitioning to permanent housing solutions
• The site will need minor modifications; however the condition of the site is move in ready
• Best western signage will be taken down

• Projected opening in February 2021 • A Request for Proposals will be released in the
next week to select a nonprofit to operate services at this site.
• Two years of operations anticipated to cost $4,000,000
• The State of California is providing $2.4M in operating subsidies to support the first two years
• Remainder of cost funded through existing Continuum of Care grant funds
• The site will practice Safer at Home guidance and will follow all public health orders
• There will be security on site at all times

• The site will serve adults experiencing homelessness with the following: • Are over 65 years of age or older; or • Have an underlying health condition that puts them in a high-risk
category for complications from COVID-19; or • Are engaged with services and are in the process of being referred to a
housing resource • Participants will be referred through the Coordinated Entry System. The City
will be engaging its service partners within Long Beach for referrals • Participants will be screened and will sign agreement regarding program rules
and expectations • The City will be also working with the County of Los Angeles to provide
referrals to their sites and ensuring people are matched with the service provider that will best meet their individual needs
