VILLAWOOD IMMIGRATION DETENTION CENTRE REDEVELOPMENT

Description of project: The Vil lawood Immigration Detention Facil i ty Redevelopment project involves the
$180 mil lion expansion of the existing detention centre. Rainbow is the Major
Works Civil Contractor for the project and has been on site since May 2011
successfully completing the Early Works package in September 2012 and Stage
1 works in December 2013 and now undertaking Stage 2A works.
Early Works largely involved the remediation of over 50,000m2 of asbestos
contaminated soils, including the excavation and offsite disposal of
approximately 2,000 tonnes of fr iable asbestos soils and the on -site remediation
of approximately 10,000 tonnes of bonded asbestos soils for validation and re -
use across the site. Early works also involved the bulk and detailed earthworks
for future building pads, roads and car parks, construction of access ring roads
around the development, demolit ion works and the relocation of multiple heritage
structures.
Stage 1 Works commenced in May 2012 and largely involves the construction of
over 20,000m2 of heavy duty roads and car parks to service the new detention
centre. Rainbow’s scope of works includes:
Bulk excavation and road box-out
In-situ cement stabilisation of over 20,000m2 of subgrade to ensure it is
suitable for a range of l ight and heavy traffic during its occupation
Flexible pavement construction to AUS-SPEC standards including:
- Subsurface drainage
- In-situ stabilised subgrades
- Unbound modified pavement courses
- Kerb and gutter construction
- Intra-pavement drains
- Sprayed bituminous surfacing
- Asphalt placement
- Pavement markings
Rigid pavement construction including:
- Unbound modified pavement courses
- Integral kerb construction
- Jointed concrete base construction
The construction of over 1.7km of new stormwater systems and over 6km
of new subsoil drainage, including the construction of over 70 trafficable
in-situ concrete pits ranging in size from 900x600mm to 3 000 x 3000mm
integrated within the pavement construction
The construction of a large onsite detention basin to capture the entire
stormwater system of the site including the construction of three

headwalls, a major outlet discharge structure
Construction of earth-retaining structures including both corefil led
concrete block walls and keystone block walls
Concrete and paving works including footpaths, pram ramps, stairs and

Complex design management and consultant coordination
Complete quality, safety and environmental management
Traffic management
Stage 2A works commenced in May 2014 after successfully completing Early
Works and Stage 1 works over the past 3 years . Stage 2A works involves similar
civi l works completed in Stage 1 above, also including bulk excavation and on-
site management of over 25,000m3 of spoil, the construction of over 1000m of
f lexible pavement roads, stormwater construction, earth -retaining structures and
streetscape works.
Special features of
project:
The Vil lawood Detention Centre project is an extremely high -profi le and polit ical
project with a multitude of special features, namely:
1. Working within the active detention facili ty meant strict security
protocols were in place to prevent the escape of detainees. Special
consideration had to be given to works directly adjacent to the perimeter
fencing and extra care was given to plant, tools, equipment or any other
instrument that could be used for escape
2. Building a new detention facil i ty means there are strict security design
requirements. All aspects of our works from design to construction
considered security. For example, the entire stormwater system features
grates with unique anti -tamper locking mechanisms and Rainbow used
large pre-cast capping beams epoxy grouted to retaining walls in l ieu of
conventional capping stones to ensure that could not b e removed by
detainees
3. As an alternative design, Rainbow offered in -situ cement subgrade
stabilisation in accordance with strict UCS and CBR design criteria for
the construction of heavy duty pavements across the site to save our
client t ime and money during construction.
4. Implementing and maintaining quality management procedures to
achieve strict project and Aus-spec requirements, including witness and
hold points, conformance reporting and corrective and preventive action
implementation. Over the 3 years Rainbow has been working on the
Vil lawood Detention Centre project we have submitted over 520
Inspection and Test Plans for every element of our work for review and
acceptance by the client and design team.

Description of project: The HMAS Penguin Redevelopment project involves the $70 mil l ion upgrade and
modernisation of Royal Australian Navy Diving School and the Submarine and
Underwater Medicine Unit . Rainbow has been working on the project since
November 2011 completing the civi l works and road construction as part of the
new development.
Rainbow’s scope of works includes:
Bulk excavation of the headland including saw cutting and hammering of
rock

Special features of
project:
The navy base has been operational throughout the works, so ensuring that the
project works are undertaken with l i tt le disturbance on the day-to-day operation
of the navy base has been a critical element during the completion o f all stages
of the works. This involved complex traffic management and staging plans, and
detailed community and stakeholder management with Navy base personnel, the
client, Sydney Harbour Federation Trust, and local Council.
Being located directly on Sydney Harbour and given the steep gradient of the
site, sediment and erosion control has been a key factor in ensuring the works
are undertaken with no environmental impacts on the harbour. This included the

installation and maintenance of a 180m silt boom p laced in the harbour to catch
any run-off material. Other sediment controls along the harbour foreshore
include the construction of concrete upturn walls and installation of haybales and
geofabric being the existing rock walls to catch sediment and prevent run-off into
the harbour.

ABERCROMBIE PRECINCT REDEVELOPMENT

Description of project: The Abercrombie Precinct Redevelopment involves the construction of the new
flagship $180m facil i ty for the Universit y of Sydney Business School located in
the inner-city district of Darlington. The Abercrombie Precinct Redevelopment is
a transformational opportunity for the Business School to consolidate its
facil it ies, which are currently spread across 20 buildings of varying standards on
the Camperdown/Darlington campuses.
Rainbow Group was selected as the main Civil Contractor for the project, and
has become a key member of the Abercrombie Precinct project team with our
client, John Holland. Rainbow’s scope of works includes:
Site clearance and remediation
Complex shoring construction including soldier pile and contiguous pile
walls
Anchoring

Reinforced concrete construction for pad footings, edge beams and

Special features of
project:
Being located in inner-city Sydney and surrounded by local residents, small
businesses and the University of Sydney, regular community l iaison and effective
traffic management is crit ical during completion of the works. Rainbow has
participated in multiple community consultation initiatives with our client
throughout the work and is proactive in managing the local community and
surrounding neighbourhood.
With a high flow of traffic in the area, particularly pedestrian traffic associated
with the neighbouring university, effective traffic management and coordination
has been key to the successful completion of the works andprotection of the
public. Together with our client and City of Sydney Council, Rainbow has
developed and implemented traffic management initiatives to facili tate the
effective day-to-day operation of the site and maintain the safety of vehicles and
pedestrians surrounding the site.
In addition to community l iaison and traffic management, and given the restricted
nature of the site (being a deep excavation on a relatively small inner -city site),
complex project management and thorough coordination between the client,
subcontractors, suppliers and other trades was crucial to ensuring the effective
completion of the works, as well as the maintenance of safety and environmental
controls throughout the works.

Description of project: Endeavour’s Unanderra site, known as Springhill Field Service Centre (FSC), is
undergoing a comprehensive upgrade including staged demolition of all existing
buildings, construction and fit out of several new buildings and improvements to
external works and site services.
Central to the project is the construction of over 30,000m2 of new eastern car
parks, roads, connecting driveways and pavements. Rainbow’s scope of works
includes:
Demolish existing asphalt and concrete pavements including beddings,
kerbs and associated ancil lary structures
General excavation including cut and fi ll for building pads, roads and
carparks
Lime stabil ization of exposed subgrade prior to commenc ement of fi l l ing
Construction of heavy duty pavements for new roads and carparks

Prior to project starting Rainbow worked closely with project engineers and client
to develop solution for pavement construction. The site is geographically located
at the bottom of a large water catchment area causing the ground to become
water logged and unsuitable for any form of construction.
Rainbow was responsible for the remediation of the poor ground conditions and
ultimately for the construction of all vehicular pavements , bulk excavation in
poor quality fi l l material to natural ground level, re-use of onsite materials,
including screening & sorting fi ll material, and earthworks construction in
presence of Level 1 Geotechnical engineer. The construction of expansive areas
of heavy duty rigid truck pavement, including weigh scales.

SEVENTH STREET CAR PARK, SYDNEY AIRPORT

Description of project: The proposed Sydney Domestic Precinct Seventh Street Multi -Storey Carpark
involves the $17 mil lion upgrade of the existing parking facil i ties at the domestic
airport precinct. The objective of the project was to increase the capacity of the
existing car parking facili t ies for the Domestic Airport through the construction of
a multi -storey carpark. The principal components of the project comprised of the
design and construction of a seven level car park, built to support the potential
future expansion of the carpark to ten levels.
Key to the overall project, Rainbow’s works involved the complete realignment of
the on-grade carpark aisles and bays within the footprint of the building to
accommodate the new building alignment and rationalisation of the existing
parking and proposed traffic routes, including all necessary in -ground services
relocations or diversion.

project:
The domestic precinct of the Sydney Airport is notoriously busy and it was a
requirement of SACL that traffic was not impeded at all between the hours of
5:00am and 11:00pm. Strict traffic control measures had to be implemented to
ensure the safety of our workers and the public and a majority of the works was
completed at night in the curfew hours between 11:00pm and 5:00am. The area
is also notorious for numerous underground services, so service location was a
key aspect of the project to ensure the safety and i ntegrity of the services within
the area.

Hil l Technology Park project involved t he subdivision of the site and the
construction of Broadcast Way, the roadway running through the centre of the

including complex pavement design and service reticulation.
Being located on 50Ha site on a steep gradient, Rainbow was responsible for
sediment and erosion control across the site, including the construction of
multiple permanent and temporary on -site detention basins.

CAMPBELL STREET & PACIFIC HIGHWAY INTERSECTION UPGRADE

Description of project: Associated with the Gore Hil l Technology Park development, and as part of t he
development conditions, the Gore Hil l project also included the upgrade of the
Pacific Highway, Campbell Street and the Pacific Highway and Campbell Street
intersection surrounding the development. Rainbow was the Principal Contractor
for the entire works which involved:

Rainbow worked closely with the RTA during the upgrades to ensure that all

traffic management throughout the works, including the l iaising the RTA
Transport Management Centre regarding road closures and contra flows along
Pacific Highway and Campbell Street.

Description of project: The Putney Hil l Residential Development involved the subdivision of part of the
Royal Rehabili tation Centre to establish a residential community of 791
dwellings, with a mix of detached housing, town houses and apartments – within
a high-quality landscaped setting. Rainbow’s scope of works included:
earthworks associated with the expansive subdivision including
excavation of residential allotments and remediation works
construction of the new stormwater system including excavation of a
large detention basin and construction of custom pits and large
headwalls
all activit ies associated with the construction of the internal roads
around the site, including subgrade, subbase and base course
preparation, kerb construction and asphalt works

The project was completed amongst the established neighbourhood and adjacent

DOMESTIC TRAFFIC IMPROVEMENTS INITIATIVE
Location: Ross Smith Avenue, Sydney Domestic Airport, Mascot

Description of project: Multiple roadworks around the Sydney Domestic Airport precinct including both
day and night works and involving demolit ion and removal of road pavements,
kerb and gutters and line marking; road widening and turning l ane construction,
including construction of concrete and asphalt pavements; kerb and gutter
construction; footpath construction; traffic signal installation; stormwater and
services relocation; new line marking and signage; and traffic control.
Special features of
project:
The domestic precinct of the Sydney Airport is notoriously busy and it was a
requirement of SACL that traffic was not impeded at all between the hours of
5:00am and 11:00pm. Strict traffic control measures had to be implemented to
ensure the safety of our workers and the public and a majority of the works was
completed at night in the curfew hours between 11:00pm and 5:00am. The area
is also notorious for numerous underground services, so service location was a
key aspect of the project to ensure the safety and integrity of the services within
the area.

Description of project: Construction of new Woolworths building that included diversion of roads and
services. Rainbow scope included bulk excavation, pil ing, anchoring, shotcrete,
stormwater, new road pavements including K&G, roundabout, l ine marking,
landscaping and all associated traffic & pedestrian management

project:
The road diversions and new pavement works were adjac ent to a primary school
and at the mouth of the only road corridor that accessed the loading docks of the
existing shopping centre. Curfews were managed such as truck access times,
road closure times, noise generating activit ies daily by Rainbow staff
