OBJECTIVES
• To make DOT accreditation system more inclusive
• To encourage collaboration and support from the local governmentand industry stakeholders in the implementation of the new system
• To motivate stakeholders to maintain and improve the quality of theproperty’s facilities and services

ACCOMMODATION ESTABLISHMENTS
HOTEL- a full service accommodation with reception and guest roomsgenerally offering private facilities with an onsite restaurant,room and bar services
RESORT- a full service accommodation located in a more natural, relaxedenvironment, with reception and guest rooms generally offeringprivate facilities with an onsite restaurant, room and bar serviceand recreation facilities
ACCOMMODATION ESTABLISHMENTS
Apartment Hotel- a serviced apartment offering self-contained units with accessto kitchen and laundry facilities. A number of bedrooms may share one bathroom in the unit
Guest Accommodation- shall apply to Tourist Inns, Pension Houses, Motels, Bed andBreakfast and other accommodation establishments that maybe classified and included
ACCOMMODATION ESTABLISHMENTS
Homestay- an alternative tourism where tourists will stay with the host’sfamily in the same house to experience the everyday way of life of the family and local community

Tour Operator- any person or entity engaged in the business of inbound and/orlocal tour operation such as organizing and/or conducting tourstours as well as making online reservations , arranging andbooking for transportation and accommodation for a fee,commission, or any form of remuneration
Travel Agency- any person or entity engaged in the business of providing travel-related service such as transportation or accommodation reservations/bookings, documentation of travel papers, saleand /or issuance of tickets and selling of outbound tours for afee commission, or any form of remuneration

Travel and Tour Agency- regularly engaged in both Tour Operator and Travel Agency

BASIC REGISTRATION (COMPLIANT)
Applicant shall accomplish the Self-Assessment Form (SAF) and submit to the concerned DOT-RO together with the Reply Form/Letter of Intent.
An inspection shall be conducted in the presence of the owner or his authorized representative
If compliant with the requirements for Basic Registration, the DOT-RO shall issue the Certificate of Registration to the owner or authorized representative of the tourism establishment and shall be valid for a period of one (1) year.
The registered tourism establishment may request for the extension of its validity for a maximum of one (1) year only provided that they have met the minimum qualification for Basic Plus.

ACCREDITATION FEES AND OTHER CHARGES
Sticker Fee. DOT Stickers shall be issued to tourism establishment granted with Regular Accreditation upon payment of ₱300.00.
Plaque Fee. DOT Plaques shall be issued to tourism establishment granted with Premium/Star-Rated Accreditation as an incentive. However, request for duplicates shall be processed upon payment of ₱2,200.00.
ACCREDITATION FEES AND OTHER CHARGES
Re-assessment Fee. For any re-inspection request, a fee of ₱5,000.00 shall be charged to the tourism establishment who wishes to be upgraded in their existing classification while the Accreditation is still valid.
Name Change Fee. An amount equivalent to 50% of the accreditation fee shall be charged to tourism establishment which modifies its Business Name while the Accreditation is still valid.
Lost Certificate/ID. An amount of ₱1,000.00 shall be collected for an authenticated copy of Accreditation Certificate upon submission of Letter Request and Affidavit of Loss.
Surcharge. An additional amount equivalent to 50% of the accreditation fee shall be collected for renewals made after the prescribed application period in accordance with Section 6. And another 100% shall be collected for every succeeding year thereafter.

Main Office Accreditation. The main office should be accredited prior to the accreditation of branch office.

Access of Department Representatives to Establishment’s Office and Records. Access to a tourism establishment’s records during business hours
Display of Tourism Quality Seal and Accreditation Number. Accreditation Sticker/Plaques shall be displayed in a conspicuous place.

Advertisement of Business. Must display the Tourism Quality Seal and Accreditation Number with Validity
Non-Transferability of Accreditation. Accreditation shall be non transferable.
Dormancy. Dormant application shall be withdrawn after 45 days of inactivity. Warnings shall be sent on the 30th
day.
SUPERVISION TOURISM ESTABLISHMENTS
• Making any false declaration or statement, making use of any document containing the same or committing fraud or any act of misrepresentation for the purpose of obtaining accreditation;
• Failure to comply with the standards and requirements for accreditation;
• Failure to pay outstanding surcharges, fines and penalties;
GROUNDS FOR DENIAL OF APPLICATIONS FOR ACCREDITATION OR ITS RENEWAL
• For applications for Regular and Premium/Star-Rated Accreditation, a determinative finding of liability for complaint/s filed against the tourism establishment with the DOT;
• Provided, that, this disqualification will only apply to the next accreditation period and will be automatically lifted thereafter upon payment of any unpaid fines and penalties.
• Any other act or omission deemed to be detrimental to the tourism industry.

FINES AND PENALTIES
• The aggrieved party may appeal the decisionof the Undersecretary for TRCRG to theSecretary of DOT within ten (10) working daysfrom receipt of a copy of the assaileddecision.
FINES AND PENALTIES
• A DOT-accredited establishment shall be downgraded from its Premium/Star-Rating Accreditation if the OTSR-SMED determined that it has failed to maintain compliance with the minimum standards within its accreditation validity.
• The Regular Accreditation of a tourism establishment shall be cancelled if the OTSR-SMED determined that it has failed to maintain compliance with the minimum standards therefor within its accreditation validity.
GROUNDS FOR DOWNGRADING AND CANCELLATION OF ACCREDITATION
The DOT shall likewise issue a Notice of Violation to the concerned LGU to recommend the suspension or revocation/cancellation of issued licenses/permits of the establishments found to have violated the terms of their accreditation.
The DOT shall also issue Tourism Advisories pertaining to tourism enterprises found to have violated the terms of their accreditation,which shall contain the following details:
• Complete identification of the pertinent tourism establishment;• Location of the entity;• Its registered owner or proprietor and the business address;• The specific term or terms of accreditation violated; and• The statement that the advisory shall only be lifted upon continued
compliance of the enterprise with the terms of accreditation.
GROUNDS FOR DOWNGRADING AND CANCELLATION OF ACCREDITATION
Confidential Character of Certain Data. Information and documents received or filed with the Department in pursuance of the requirements of these rules shall be treated as confidential and shall not be divulged to any private party without the consent of the party concerned.
Issuance of Additional Circulars/Orders. The Department shall, whenever necessary, issue additional Circulars/Orders for a more effective implementation of these guidelines.
Separability Clause. The provisions of these rules are hereby declared separable, and in the event that any one or more of such provisions are declared invalid, the validity of all other provisions shall not be affected thereby.
Repealing Clause. All existing rules and regulations or circulars issued by the defunct Board of Travel and Tourist Industry or previously issued by the Department of Tourism which are inconsistent with the provisions of these rules are hereby repealed and/or modified accordingly.
