Refund Policy

If ESC Region 12 cancels an event or if the event exceeds maximum enrollment, a pre-paid participant will be issued a full refund or fee transferred to a future event.

If an unpaid registered participant is unable to attend an event, they must cancel their registration online via their account at txr12.escworks.net, or email [email protected] before the end of the day of the event. Otherwise, the participant/district will be invoiced for the cost of the session.

If a pre-paid participant cancels their registration, payments made via credit/debit cards or electronic check will be automatically refunded. For events paid using cash, check or Purchase Order, participants should email [email protected] before the end of the day of the event to receive a refund or transfer fee to a future event.

Administrators & Leadership Support provides professional development and expert assistance to superintendents, central office administrators, campus leadership and school boards. The service provides a link of communication between ESC Region 12, TEA and local education agencies.

ADMINISTRATORS & LEADERSHIP

Administrator Leadership Support & Training

We offer a wide array of training and services to help new administrators start off right.

• Accountability – navigating the ever-evolving rules and requirements of both state and federal accountability, including PBMAS and Data Validation Monitoring

• Administrative/Campus Leadership – team and culture development, T-TESS, T-PESS, GPC and new teacher orientation

• Campus & District Snapshot – observation, analysis and detailed feedback on classrooms, facilities and environment, including the new MAPSS web-based campus snapshot tool

• Curriculum Council – updates on legislative changes, resources and timely curriculum and assessment initiatives with an opportunity to network with other administrators

• Instructional Rounds – systemic improvement effort that allows administrators and teachers to learn from each other to identify best practices that will increase student achievement

Superintendent Leadership Services

Our Field Service Agents provide a liaison to connect district superintendents with ESC Region 12 programs and services. They act as a link of communication between ESC Region 12, TEA and education agencies, providing crucial policy and governance assistance.

Superintendent Leadership Academy Co-op

This academy is designed to combine networking, dialogue, technology, field-based experience and expert presenters to meet the needs of both beginning and experienced superintendents. Topics are based on current issues and superintendents’ interests.

School Board Training

The School Board Training Program provides professional development and required training to school board members.

Topics include: • Orientation to the Texas Education Code• Update to the Texas Education Code• Team building• Finance and budgeting• Customized training

The Instructional Leadership Network is designed to provide professional development, expert assistance and support for today’s busy administrators. The network is based on research and best practices and is focused on timely content and information that is sustained throughout the year.

Administrator Leadership Coaching

Administrator Leadership Coaching provides district and campus leaders with job-embedded expert assistance and leadership support to improve district and campus performance through enhancement of leadership skills and capacity.

By reviewing documents specific to the program area and interviewing campus administrators, program staff and teachers, we can provide an organized report that includes findings, areas where improvement is needed (along with recommendations), strengths and additional resources/support.

HUMAN RESOURCESHuman Resources Support provides services to human resources personnel and campus/district administrators. These services include background checks, certification services, network meetings, temporary staffing for select positions and an annual educator job fair.

Personnel On Demand

Does your district need a part-time counselor, librarian, nurse or communications consultant? We can currently provide part-time contract employment for districts in these positions, as well as additional positions your district may need. We will customize our offerings based upon your individual need.

The Alternative Certification Programs at ESC Region 12 are designed to offer a cost-saving alternative to traditional colleges and universities for prospective teachers, paraprofessionals or current educators seeking certification. Services are offered at convenient times, using a blended model of face-to-face and online instruction at an accelerated pace that makes them a viable option for working professionals.

Counselor Certification

ESC Region 12, in partnership with ESC Region 4, provides online counselor certification. The program courses are offered online through ESC Region 4, with internships supervised by ESC Region 12. Participants must have a master’s degree and submit an application to ESC Region 4.

Benefits include:• Flexibility of online course• Integrated theory and practice• Practicums can be completed anywhere in state of Texas• Cohorts beginning February and August of each year

ALTERNATIVE CERTIFICATION

Master Teacher Certification

A certified Master Teacher teaches content and serves as a content teacher mentor. The ESC Region 12 Master Teacher Preparation Program provides approximately 100 hours of instruction, preparing participants to take the appropriate certification test for possible master teacher certification in Reading (K-12), Math (EC-4, 4-8, 8-12) or Science (EC-4, 4-8, 8-12).

Principal Preparation & Certification Program (PPCP)

The Principal Preparation and Certification Program (PPCP) provides an alternative to the traditional certification path for ESC Region 12 customers. Educators who enter this program must possess a master’s degree and have completed at least two years of creditable teaching experience.

Benefits include:• Professional cohort with members in other districts• Classroom presentations by experts in various areas of

education and administrative roles• Preparation for successful completion of TExES exam• Mentoring by program directors during and after

program completion

Master of Arts in Teaching with TPCP

ESC Region 12 facilitates the offering of a Master of Arts in teaching through Louisiana College as a dual enrollment in conjunction with our teacher certification program. Students will receive 15 hours of credit toward the 33 hours required to obtain the Master of Arts degree when completing the Pre-service Training of the TPCP program.

INFORMATION SERVICES – We provide a variety of business software packages and accounting services that are designed to assure district financial data is accurate and available in a timely manner. The services are performed in accordance with the requirements of TEA’s Financial Accountability System Resource Guide and assist districts in complying with federal, state and local requirements and regulations.

TxEIS Business Software & Support

The TxEIS Business Software is a web-based, fully featured financial accounting package designed exclusively for Texas schools with accompanying support by ESC Region 12 business staff.

TimeClock Plus

The TimeClock Plus Software is an automated time keeping system that provides accurate data for Department of Labor and Department of Education purposes and fully integrates to TxEIS Software with support from ESC Region 12 business staff. Hosting service is provided by ESC Region 12.

Tools include: • Record employee hours for payroll while providing real-time labor reporting functions• Options to use computer login or time clock to record time• Provides reliable records of documented time• Reduced cost as part of the ESC Region 12 pricing

Customized Accounting, Bookkeeping & Payroll Services

ESC Region 12 can provide full service bookkeeping on an annual or as needed basis. These services are also available as short-term emergency assistance and can be considered part of a district’s disaster plan.

Services include, but are not limited to:• Financial oversight for districts that have had financial

difficulties• 911 services for unexpected staff illness or departure• Support for districts that may have staff without the

appropriate/adequate background• One-on-one, hands-on training for new or interim personnel• Assistance with state funding questions• Bond accounting issues• Tax rate adoption and reporting• Assistance with budget preparation and analysis• Assistance with grant coding and analysis • Payroll preparation• Accounts payable processing• Monthly bank reconciliations• Quarterly and annual reporting for TRS/IRS

Financial Audit Preparation

Our experienced staff of CPAs and accountants will review your district’s financial data in order to assure the books and records are complete and accurate prior to the outside auditor’s annual scheduled visit.

Services include:• Review the balance sheet portion of the general ledger• Review/reconcile state revenue• Review/reconcile federal grant revenue and reporting• Record year-end accrual entries• District audit report is reviewed prior to and in anticipation

of board approval

FOR-C Software

The Financial Organizational Review and Compliance (FOR-C) Software is a comprehensive web-based financial audit toolkit supported by ESC Region 12 business staff. The software creates a template for district policies and procedures allowing for easy ongoing updates and maintenance.

A variety of student administrative software and support packages is available based on school need. These web-based products and services assist schools in complying with state and local reporting and tracking student progress. Training and support is provided with workshops and email/phone assistance.

TSDS/PEIMS Co-op

ESC Region 12 provides training on TSDS/PEIMS data elements and requirements and facilitates TSDS/PEIMS services to meet statewide submission requirements with all ESC Region 12 districts.

MASTER TEACHERCERTIFICATION

A Master Teacher is an individual who holds a Master Teacher Certificate and whose primary duties are to teach the content

and to serve as a content teacher mentor to other teachers. Master teacher certification will result in deeper content and

pedagogy knowledge to effectively instruct struggling students and to effectively mentor campus teachers.

The ESC Region 12 Master Teacher Preparation Program (Master Reading, Master Math or Master Science Teacher Certification) provides approximately 100 hours of instruction, which includes:

Profiling Engaged Learning using the IPI tool is a systemic improvement effort designed to help educators build a common language, process and structure around student engaged learning.

Direct services and support is offered to migrant students and families in Region 12 LEAs under the Title I - Part C Migrant Education Program, which was designed to support programs that help migrant students overcome the challenges of mobility, cultural and language barriers, social isolation, and other difficulties associated with a migratory lifestyle.

This shared service arrangement method will allow districts to utilize Title II, Part A funds to implement innovative programs of training and professional development in core academic areas for paraprofessionals, teachers and principals, as well as campus/district leadership skills for principals and small school superintendents. District participants in the SSA direct the flow of these funds to ESC Region 12 to obtain training and professional development.
