• Path Diversity using Satellite to achieve COOPProviding satellite connectivity
whenterrestrial connection (frame relay, MPLS, T1, etc.) is not
available.
Routing Overview:Routes traffic over wire-line or satellite paths based on policy based rules
Loss of primary path will result in all traffic being re-routed over the other path
Upon restoral of primary link, all traffic re-routed back to primary path

DoD/GSA Partnership A Combat Support Agency
• DISA and GSA working together to procure COMSATCOM services for the Government
• Establish a common marketplace for all Government customers and Industry suppliers
• Leverage GSA’s multiple supply channels to optimize delivery of services
• Ensure all Government customers receive solutions that consider Government Information Assurance and Protection requirements
• Support the Administration’s agenda for cooperation among Federal organizations
19
Integrated Technology Services
COMSATCOM Requirements
• Transponded Capacity
• Subscription Services
• Custom End-to-End Solutions
21
Integrated Technology Services
Transponded Capacity
• Dedicated satellite bandwidth and power in any commercially available frequency band
Anything from a single data stream, to a partial transponder, to whole transponders, to entire satellites 22
Integrated Technology Services
Subscription Services
• Pre-existing, pre-engineered Fixed Satellite Service (FSS) or Mobile Satellite Service (MSS) solutions, including terminals tied to a service, in any commercially available frequency band

Integrated Technology Services
Acquisition Approach Details
• New GSA Information Technology (IT) Federal Supply Schedule 70 Special Item Numbers (SINs) for Transponded Capacity and Subscription Services• Contractors define and price their commercial offerings
• New GSA ID/IQ Contracts for End-to-End Solutions• Customers defined the requirements, vendors engineer custom solutions• Full and Open competition for large-scale requirements• Small Business set-aside for remaining requirements
• Contract holders in each Service Area will be able to compete for requirements on a task order basis
25
Integrated Technology Services
COMSATCOM Schedule 70
• Evergreen Clause offers 20 year Period of Performance (PoP) (5yr base + three 5yr options)
• Allows addition of qualified vendors at any time• Contractors define and price their commercial
offerings • Posted Schedule prices based on Most Favored
Customer pricing• For most task orders, final pricing determined by
Task Order Solicitation and competition• New technologies and offerings can be added at any
time through contract modification26
Integrated Technology Services
Custom SATCOM Solutions (CS2)• Contracts for End-to-end Solutions
• Customers define the requirements; Contractors engineer custom solutions• Establishing two ID/IQ vehicles:
• Full and Open (F&O) Competition ID/IQ (Custom SATCOM Solutions) for large-scale requirements ($2.6B ceiling)
• Small Business Set-Aside (SB) ID/IQ (CS2-Small Business) for remaining requirements ($900M ceiling)
• Fixed price Task Orders• 5 year Period of Performance (3-year base + two 1-year options)

CConnections II Acquisitiononnections II Acquisition
• CNX II will be a multiple award, Indefinite Delivery - Indefinite Quantity (IDIQ) contract procured as a FAR 15 acquisition.
• Ten year period of performance:
• Base period of four (4) years;
• Six (6) one year options.
• Geographic scope is GLOBAL – however minimum award eligibility requires vendor to deliver services nationwide.
• Contract ceiling: $10 Billion

Integrated Technology Services
Connections II StructureConnections II Structure• CNX II will not have the same structure as Connections today - but
retains the “spirit” of the existing vehicle
• CNX II will not have three separate categories (Equipment-Services-Solutions)
• CNX II is a solutions vehicle with four areas of solution sets • Offerors must propose labor pricing for all 10 years of contract• Minimum equipment catalog for initial award• Davis-Bacon & Service Contracting Act language incorporated• Vendors who compete for Task Orders (post award) can use
labor/equipment from any or all solution areas in their proposals• Task Orders can be fixed price and/or T&M. • Network Services that provide transport and access to and between
customer sites, will be OUT OF SCOPE.
37
Integrated Technology Services
Connections II’s Solution SetsConnections II’s Solution Sets• Communications and Networking
• Building/Campus Facility Preparation
• Operations, Administration, and Management (OA&M)
• Customer Service and Technical Support
Note: For all Solution Types, the contract can: 1. Provide labor or equipment or both.2. Provide new solutions and support for legacy facilities.3. Provide solutions which are combinations of any or all of the above four solution
types.
