Programme Overview

November and December 2018, has seen the 3 waters project team further continue to design

and tender for design partners and be well placed to start 2019 on the front foot to deliver our

large capital works programme.

Some key areas we have concentrated on in the last 2 months are;

- Building relationships with landowners, resulting in approval to construct a test bore, which

with positive flow and quality results may lead into our production bore for the Waipukurau

second water supply

- Working with Hawkes Bay Regional Council to finalise the resource consent extension for

the Otane Wastewater treatment plant upgrade

- Great progress with the Porritt place water renewal project (at 75% complete).

- Commission the new wastewater pump and complete all physical works at the Otane land

development site.

- Complete the 150mtr water pipe between the Otane land development and the new

Otane alternate supply

- Receive a 3 year extension for the Takapau wastewater treatment plant.

- Continue to develop relationships and understand what the community wants as we move

towards a best practicable option for the CHB wastewater project

PROJECT: Otane Alternate Water Supply Project

Road intersection into new network at

the intersection of Knorp Street and White Road

ACHIEVEMENTS

Completion of the small section of pipe between the Dee street and Higginson Street along White

Road whilst working on the Otane land development project.

Award the design component of this project to WSP-Opus and carry out a walk of the site and

project start up meeting to clarify expectation and deliverables

PLANNED

Finalise the concept design of the pipeline route

Finalise the application for a permit from Kiwirail to install a pipeline under the racecourse road rail

crossing.

RISKS

There are some unknown risks on this project,

namely around construction;

- Unknown ground conditions

- Location of existing services

- Crossing Kiwirail railway crossing on

To install a new water source bore near

the Tukituki River, to the east of

Waipukurau, pipe a rising main to a reservoir on Mangatarata Road hill site (Proposed), and

provide treatment and gravity feed back into Waipukurau to supply a second water supply.

ACHIEVEMENTS

Signed a memorandum of understanding (MoU) with our landowner to construct a test bore and

undertake testing, as well as discussed the requirements to potentially turn into production bore.

Conversation started with HBRC around reservoir site, and first stage approved by forest manager.

Baylis Bros awarded contract to drill test bore 7-21 Jan 2019.

PLANNED

Progress the proposal to install an approx. 4000m3 reservoir on Mangatarata with Hawkes Bay

Regional Council who own the land.

Complete drilling of test bore in early Jan 2019 by Baylis Bros, undertake testing of bore through

Jan to March 2019

To renew approx. 2200m of 375mm glazed earthenware pipe that is known to have poor leaking

joints and allows a great deal of infiltration into the pipework through tree root intrusion and cracks

along the pipeline, council preferred solution would be to reline/ replace as much of the pipeline

as possible, three priority areas have been identified to start with.

ACHIEVEMENTS

Awarded design component to GHD to undertake feasibility study, and optioneering of solutions

based on data available, completed site visits and start-up meetings.

Completed optioneering workshop with 3 waters and asset team to discuss available options, at

20 Dec 2018, the recommended option is to pipe-burst with an upgraded 400mm PE, and small

pump station upgrade.

PLANNED

Update optioneering study with CHBDC feedback following workshop, finalise preferred option

and commence concept design drawings.

Undertake extensive stakeholder engagement with the stakeholders that may be affected by the

renewal works.

To upgrade the bores and electrical

configuration at the SH2 water source

that supplies Pukeora reservoir and

Waipukurau. The scope involves

upgrading and refurbishing 4 bores,

pipework configuration, the electrical components, transformer, fencing and a tank for surplus

water.

Additional components are to install flow and turbidity meters to contribute towards drinking

water standard New Zealand (DWSNZ) compliance.

This is a historic project that has carried forward to #thebigwaterstory.

ACHIEVEMENTS

Further site meeting with design consultant, concept design complete (photos), we are finalising

the detailed design in preparation for tender in Feb 2019.

Meeting held with centralines to discuss relocating and upgrading transformer, as well as fencing

contractor to firm up estimates to undertake these pieces of work.

PLANNED

Undertake Casing assessments of Bore B,C,D, E prior to tendering to ascertain the integrity of the

structures, plan to also take a sample of the AC rising main, to understand rating and class of main

and how it will fare with upgrades.

Further meetings held with community reference group

on 13th Nov 2018, along with Taiwhenua on 12th Nov 2018,

released survey to the community to gather information

from 18 Dec to 27 Jan 2019.

Recruited four additional community members to assist

informing council on the options.

Created a funding stream project team to research what

options council may have in conjunction with our journey

to a BPO by April 2019.

PLANNED

Planning session set for 16 Jan 2019, review survey findings

at the end of Jan 2019, and next community reference

group meeting set for 5th Feb 2019.

Work with Iwi early in Jan 2019, and to commission a

cultural impact assessment as part of our consenting journey.

*Note: the project is currently on hold, awaiting a resource consent extension to 31 March 2021.

ACHIEVEMENTS

Submitted a resource consent application to Hawkes

Bay Regional Council (HBRC) on 1 November 2018,

two rounds of questions have been returned

including a comprehensive I&I mgmt. plan.

Currently awaiting the final affected personal

approval form to be returned, five others have been

successfully returned.

PLANNED

An I&I study will be commissioned in Feb 2019 to

identify the issues and a plan to rectify and recue the

volume of unnecessary wastewater the plant is

required to treat.

Continue to assess and develop options for the future

of the Otane wastewater network in conjunction with

the CHB wastewater project.

Completion of all physical works, all network laid, commissioned and backfilled.

Wastewater pump commissioned and handover completed with maintenance contractor.

Final hot mix reinstatement of roading network, contractor

Waipukurau CBD has had challenges with

managing stormwater flows. This project

will look to address this and alleviate

flooding in shops and houses during large

rainfall events.

ACHIEVEMENTS

Highlighted three key sub-projects as part of these planned improvements at Russell Park, Gaisford

Terrace and in the Waipukurau CBD around the service lane.

Held a workshop with our consultant GHD in Dec 2018 and completed a survey and 3d laser scan

of the network to understand levels and the consequential effects of directing stormwater to other

flow paths.

PLANNED

Due to receive an interim report on the 21st Jan 2019 to understand the project(s) and plan for

designs. Working to tender works in Feb/ March 2019.

To improve the water supply system in Takapau and Porangahau to remove iron and manganese,

and hardness in Porangahau whilst ensuring we meet DWSNZ compliance. The project will also be

looking to improve security of supply and storage whilst meeting the long-term needs and

addressing the community concerns.

ACHIEVEMENTS

Presented a procurement plan to Council on

13 Dec 2018 to recommend a design/ build

packaged project, this was approved and

the project published on GETs as an RFP on Fri

21 Dec 2018 to receive proposals by 14 Feb

2019.

PLANNED

Setup site visits, interviews and support the

tender process through Jan/ Feb 2019, once

we have awarded contractor we will

commence the design phase, including

community engagement to understand all

the concerns.

PROJECT: CHB Water Renewal – Porritt Place, Waipukurau

The replace approx. 170m of aging

50mm PVC watermain with new 63mm

PE watermain, change over 15 connections to the new watermain. Install three new service valves

and reinstate all surfaces. The works will be undertaken in the footpath, the roadway and the

grass berm.

In addition due to site findings an additional 90 mtrs and 3 service laterals are now included in the

scope.

ACHIEVEMENTS

170 meters of new PE pipe has been laid

and 15 laterals changed over, site has been

reinstated and concrete reinstatement has

been completed. Site made safe over the

Xmas period and overall 75% of the project

is complete.

PLANNED

Returning in Jan 2019 will see the contract

team renew the additional 90mtrs, and

replace 3 laterals onto the new network,

whilst backfilling site and completing final

reinstatement, this is all due to be

completed by the end of Jan 2019

Continue to work with Iwi early in Jan 2019,

and to also commission a cultural impact

assessment as part of our consenting

journey.
