Preface: The spatial dimensions of water management -Redistribution of benefits and risks

Many spatial aspects of hydrology andwater management are discussed inthese proceedings of the 7thInternational Water ResourcesManagement Conference of IAHS-ICWRS.The main topics of the conference, specified in the call for papers, were:1. Spatial aspects of water supply and
the redistribution of benefits fromwater2. Floods and spatial aspects of floodrisks3. Spatial aspects of water scarcity4. Scale problems of watermanagement – when the summationof individual measures becomes aproblem5. Hydrological regionalization issues6. The spatial dimension insocio-hydrology
The response of the scientific communitywas very unevenly distributed. The mostsubmissions were dedicated to thetopics 2 and 4. Floods are hotspots ofapplied hydrology and so many differentresearch questions were raised in thesecontributions, e.g. methods for designflood estimations, impact assessmentsand operational flood forecasting.
The second main component of theconference were hydrologicalregionalization issues. It became evidentthat after the completion of the PUB-Initiative of IAHS, which wassummarized by Günter Blöschl at theconference, many research activities are
still going on to transfer hydrologicinformation from gauged to ungaugedbasins by new methodologicalapproaches.
Surprisingly, the “classical” fields ofwater management, water supply andwater scarcity, were less represented. This could be caused by two reasons:there are some tools available which arewidely used (e.g. stochastic optimization)but not further improved, or (and thisseems to be more probable) there is alow interest to apply new scientific toolsin practical water management tooptimize existing systems or to improvethe planning of new ones. Neverthelessvery interesting and (in some cases)sophisticated methodologicalapproaches were presented in this fieldat the conference under the topics 1, 3and 4.
With regard to future challenges of water research, dynamic interactions and feedbacks between water and people become more and more important. One part of the conference was dedicated to these questions. Unfortunately the interesting presentations and discussions cannot be reflected completely in the proceedings. Nevertheless the participants got a comprehensive overview about the problems of socio-hydrology and the need for interdisciplinary research.
This conference was organized thesecond time at the Ruhr-University

Bochum. In September 2006 scientistsfrom all over the world met in Bochum forthe 3th IWRM Symposium. In that timethe conference accounted for theheterogeneity of world water problemsby addressing the basic questions ofIntegrated Water ResourcesManagement. Now, ten years later, thecoherence between surface andgroundwater, water quality and quantityor water and ecosystems are widelyaccepted aspects of modern watermanagement. However the differencesbetween hydrological conditions and thehuman expectations are still in the focusof research. More and more we becomeaware that water management is notable to serve societies in the solution oftheir water problems in a sustainableway if interactions and feedbacksbetween hydrological conditions andsocieties are not considered. The stationarity assumption has longbeen compromised by humandisturbances in river basins. Thedynamics of changing societies will facewater management with new andunexpected problems. To give anexample: If a water poor country likeJordan with 6 Million inhabitants host 1.5Million refugees, the long-term planningof water management issues will beovertaken by operational constraints. Ihope that we will be able to find ways todirect our research activities towardsthese new problems of a fast changingworld. Conferences like this one canmake a contribution in this direction.
