Local construction industry professionals are contracted to complete the weatherization upgrades, providing work and income for Alabamians. INVESTMENT IN ACTION A disabled Montgomery resident living in a single- wide mobile home received assistance through the Central Alabama Regional Planning and Develop- ment Commission. The ductwork in the home was replaced, the drain to the tub connected and multiple electrical issues corrected. The insulation in the flooring and windows also needed repair. Small electric heaters were used to heat the home, but could not create a suitable environment. The agency repaired these issues, including the central heating and air unit. Priority areas The program prioritizes improvements to the homes of elderly, people with disabilities and low-income families with children. Reduction of energy consumption Energy savings average 35 percent of consump- tion for the typical home receiving weatherization improvements, significantly lowering monthly energy bills for those on extremely limited incomes. Return on investment For every $1 invested, the Weatherization Assis- tance Program returns $2.51 to the household and society. This includes: $1.80 returned in reduced energy bills $0.71 returned to ratepayers, households and communities through increased local employ- ment, reduced uncollectible utility bills, improved housing quality and better health and safety. The Alabama Weatherization Assistance Program is managed by ADECA’s Energy Division through funds made available by the U.S. Department of Energy and the U.S. Depart- ment of Health and Human Services. ADECA coordinates with 16 local agencies to deliver weatherization assistance to low-income house- holds in all 67 counties. The program reduces energy costs for low-income residents by improving the energy efficiency of their homes while ensuring their health and safety. Since April 2015, ADECA has administered $4.2 million in weatherization grant funds to make improvements to 662 households across Alabama.
