I. JAMOUS ESTABLISHMENT MISSION STATEMENT
Jamous Establishment has the ability as Design Engineers and Consultant Project Managers to
deliver capital building projects in accordance with defined objectives specified in relation to
Time, Cost and Quality. They understand that Design &Project Management services involve
the overall implementation of latest technology, quality control program, planning, organization,
co-ordination, monitoring and control of a project from inception to completion aimed at
meeting the Owner’s requirements in order to produce a functionally and financially viable
project that will be completed on time within authorized cost and to the required quality
standards.
II. GENERAL SERVICES
a. Jamous Establishment will comply with the adopted codes, standards and
manuals, and any other applicable and internationally recognized standards
normally acknowledged in completing a similar type mixed-use project of
commensurate complexity.
b. Jamous Establishment, with the support of the Client, will obtain all information
necessary for the design and construction of the project including local code
requirements and regulations, as well as utility availability and capacity prior to
the preparation of a detailed program for each component of the project and its
areas. Jamous Establishment will be responsible for design consistency and
compliance with base material such as site surveys, development regulations,
design and operations guidelines etc.
c. Jamous Establishment will consider the infrastructure and points of connection for
all underground utilities (domestic water, irrigation, district cooling, fire fighting,
sewage water, storm water, low current, telephone, low and medium voltage
electricity).
d. Jamous Establishment will prepare Engineering and system design, construction
documents, specifications, and related calculations and keep the Client informed
of any cost implications of Design development or changes. As the Design
documentation is progressed, Jamous Establishment will check and verify pricing
throughout the Design process until the final prices for all Works have been
agreed and the estimated Construction Cost finalized.
e. Jamous Establishment will ensure that the construction cost of the project is in
line with the project budget and as adjusted and approved by incorporating the
Client's comments thereon.
f. Jamous Establishment will assist in value engineering of the project; provide
recommendations to the Client in respect of material additions, deletions or
changes in plans/ designs to be in the best interest of the project. Jamous
Establishment’s recommendations will include, without limitations to, comments
on the area schedule, type of material, ways to enhance operational efficiencies,
ways to minimize project development coasts as well as ongoing repairs and
maintenance while ensuring the project’s luxurious image/ experience is not
compromised.
g. Design Review Procedure Jamous Establishment will implement a Design
Review Procedure as follows:
1. Based on the Project Schedule, Jamous Establishment will provide in
advance a submissions’ schedule indicating when to expect receipt of
certain submissions (this will assist the Client to better organize time and
put reviewers on notice).
2. Jamous Establishment will provide all submissions in electronic format
(both original files such as ACAD drawings and high resolution jpegs
and pdfs) including transmittal form listing content of each submission.
3. Jamous Establishment will provide hardcopies of all submissions
delivered directly to their final destination. Prior to a submission, the
Client will agree with Jamous Establishment on the distribution list and
the number of requested copies to be delivered to each address.
4. Immediately after each submission or re-submission of a design phase,
Jamous Establishment and the client will schedule a presentation for the
submitted material to the Client.
5. The Client will have 15 calendar days to review the submitted
documents and compile its team’s comments and submit them back to
Jamous Establishment for action.
6. A workshop is then scheduled to review any outstanding comments and
agree on next steps forward.
7. Jamous Establishment will also give local authorities having jurisdiction
the opportunity to review and comment on submissions as applicable.
8. Jamous Establishment is required to submit the following, and any other
required by authorities, for the approval of the Client, and concerned
authorities:
a. Conceptual Design including:
i. Site analysis report with all applicable codes and
regulations.
ii. Concept design report including a cost assessment
report.
b. Schematic Design including but not limited to the following:
i. Mass plan
ii. Traffic and environmental impact studies(if required
by authorities – theywill be quoted separately if and
when required they will be considered not part of
this scope)
iii. Infrastructure Networks
iv. Schematic structural and engineering specifications,
drawings and calculations.
v. Schematic MEP design, specifications, calculations
and analysis.
c. Building permit documents within 3 months of the Client approval
of the Schematic design (All permit fees including those of Order of
Engineers, Authorities, facilitator are Excluded).
i. A schedule of the construction phases
d. Design Development including all Construction documents for all
trades
e. During Construction Administration and Technical Supervision
f. Post- Construction
i. Assist in providing Occupancy permit
ii. As-built drawings reviews
h. Meetings, Conferences and Presentations
Beside routine, operational Project management meetings with the Client’s staff, Jamous
Establishment will be responsible for meeting with and making presentations to the
officials, local authorities having jurisdiction, boards of directors, and other parties as
determined by the Client. The following is a list of required meetings and presentations:
1. One kick-off meeting/visioning work session at the beginning of the
project and after each major milestone.
2. Jamous Establishment will meet with Local Authorities as required in
order to attain their approval.
3. Progress meetings with the Client’s management staff every other week
during which the monthly progress report will be presented by the Jamous
Establishment.
4. Work sessions for reconciling Project Scope and Project Budget Plan
following each cost estimate submittal.
5. Review meetings with the Client following submission of deliverables as
agreed or required.
This section is not intended to list every meeting Jamous Establishment may need to
conduct during the execution of their services. During the progress of the Project, Jamous
Establishment is responsible for conducting whatever routine meetings Jamous
Establishment or the Client feels necessary to collect / present data, obtain decisions and
generally carry out the tasks of this Contract, so that the Project Schedule can be adhered
to.
i. Compliance with Codes and Standards
1. Services to be performed by Jamous Establishment (and sub-Consultants)
under the Contract will conform to all applicable codes and standards as well
as all requirements and criteria set forth in the Contract. Jamous Establishment
will compile a complete list of standards and criteria that are applicable to the
completion of the Project. The Client may add to this list any other standards
and criteria that are applicable. This list should be compiled and submitted as
part of the Schematic Design.
j. Code Analysis
1. Jamous Establishment will prepare a full code analysis specifically tailored to
the Project. The code analysis will be related but not limited to building,
zoning, finishing, structure, mechanical including plumbing & HVAC , all
electrical disciplines, seismic, fire, quality, safety and environmental. The
analysis will entail the following work:
a. Jamous Establishment will compile a list of latest applicable codes.
b. Jamous Establishment will list applicable review methods, processes and
durations of responsible authorities.
c. Jamous Establishment will prepare a comprehensive analysis that
references each of the specific subsections and paragraphs in the
governing code.
k. Cover Sheet
1. Jamous Establishment will provide a code certification statement for
compliance with specified codes and standards by each discipline with the
professional seal and signature. The intent is to formally recognize the
responsibility for compliance.
l. Drawings
1. All drawings and documents produced in connection with the Contract will
consistently be of the same size and will use cover sheets, title blocks, scale
layouts, symbols, and details in a standard format. In addition to PDF files and
Hard copies of all submitted documents, original files of all documents in their
native format (i.e. the original file type used in Creating said document) are to be
submitted to the Clienton a labeled and indexed DVD disk.
2. Jamous Establishment will abide by the government law and Municipality
regulations.
m. Reports
Jamous Establishment will submit all graphics, text, photos, and any other
electronic materials used to create any report in original format on a single,
clearly indexed compact disc. One file will be titled “Index”; this file will be in
standard desktop software (MS Office). This file will clearly list and identify each
file on the disc, with the file name, content of the document. Also on this disc,
Jamous Establishment will include a single PDF copy of the entire report ready
for printing.
n. Presentation Materials
We expect the Concept Architect to provide all presentation materials including
mounted boards, handouts, and electronic or slide presentations.
o. Project Design Documents Management
The following documents are required to be submitted by Jamous Establishment
1. Detailed time schedule: Jamous Establishment will submit a schedule of services,
in bar chart format, which identifies Project milestones, target dates, design
activities and required submissions, formal presentations, duration of
phases/tasks, and concurrent activities. This schedule will be presented by Jamous
Establishment at Project commencement and will be updated monthly or as
requested by the Client.
2. Responses to the Client comments: Jamous Establishment will provide written
responses to each of the Client’s comments made on the previous submission's
review.
3. Meeting agenda: Jamous Establishment will prepare an agenda for all meetings
and/or presentations. A draft copy will be submitted to the Client for review as
soon as possible and before a meeting is scheduled.
4. Recording of minutes: Jamous Establishment will be responsible for recording all
meetings attended and official telephone / video conferences made in reference to
the Project. These will be submitted to the Client for review and approval within
five (5) working days of each such occurrence. If required, they will be revised
and then submitted in final form to the Client for distribution to the appropriate
Client parties.
5. Document control system; during all phases of the Project from beginning to end,
Jamous Establishment will implement a document issuance, numbering, coding
and distribution system and manage an electronic project-wide document control
system that includes all types of documents (word files, excel spreadsheets,
drawings).
6. Mail and document submittal:
i. Mail: All documents such as plans, specifications, cost estimates, design
analysis, correspondence, etc., will be hand delivered or similar fast mail
delivery services.
ii. Electronic Copies: Jamous Establishment will provide a DVD disk
containing the completed drawings, specifications, reports, narratives,
design analyses, cost estimates, etc... for all design phases and packages.
iii. Submittal of documents: Jamous Establishment will furnish one original
and five (5) copies of the required material for the Client’s review.
iv. Transmittal: A transmittal sheet listing all submitted documents is to
accompany each submittal.
p. The Design process will be as follows:
1. Jamous Establishment will engage all required sub-Consultants and disciplines to
deliver the Project.
2. Jamous Establishment will implement a Design management process to
coordinate all design and technical issues across the board and ensure consistency
and high standards.
q. W. Cost estimate and priced BOQ
Cost estimates or priced BOQ will be provided at various stages of the design
process and submitted to the Client in accordance with the Cost estimating
requirements outlined below. A priced BOQ will be provided at the end of the
Construction Document phase and submitted to the Client in accordance to the
Cost estimating requirements. Original MS Excel files loaded with formulas used
in generating cost estimates and showing estimated quantities and unit rates will
be submitted to the Client or to whomever Consultant the Client designates.
1. Jamous Establishment will prepare cost estimates as a minimum at the following
stages of the Design Phase of the Project:
a. Conceptual Design
b. Schematic Design:
c. Design Development/ Construction Documents
d. Bid and Award
2. Each submitted estimate will undergo an audit by the Client or by the Client’s
designated Consultant. Jamous Establishment will provide all necessary
documentation for these estimates and be available to support this activity.
Jamous Establishment will present each Cost Estimate to the Client and advise in
relation to all such documents and provide assumptions used in the preparation of
the estimates.
3. Cost estimates will be produced in an electronic spreadsheet format (MS Excel).
Each of the cost estimate submissions will contain as a minimum the following
details:
a. Executive summary
b. Basis of estimate, rationale and assumptions
c. Summary reports as per CSI master formats as applicable
d. Detail line item cost reports
e. Priced BOQ (if applicable)
III. PROVISION OF SERVICES:
Jamous Establishment will perform the services as per agreed schedule.
Should it be required, Jamous Establishment will provide the Client with a full list of the
Specialty Consultants to be engaged with a full identification of their Scope of Services and
List of Deliverables at an early stage.
Prior to initiating each phase of design, Jamous Establishment and the Client should meet to
review design program expectations and to exchange ideas, lessons learned, and concerns.
Such technical sessions allow a clearer definition of expectations while remaining within the
Project’s scope and budget.
A. PROGRAMMING AND CONCEPTUAL DESIGN
A.1 PROGRAMMING/ PROGRAM DEFINITION PHASE
Jamous Establishment, based on the discussions and comments, will assist the Client
in the refinement and finalization of an exact and complete development program
detailing all theproject requirements in addition to the project components.
Jamous Establishment will analyze the total area of the project and each component,
the relationships between its functions to be determined as part of the analysis.
We will provide Jamous Establishment with:
A detailed and well prepared program document for the project and the space
requirements of each project component.
Horizontal and vertical stacking and adjacencies of areas and their use, the basic
qualities of the various building development components, common areas and
accesses to the various building’s components.
The best layout related to accesses, views, orientation, etc.
Jamous Establishment will carry out the integration of the proposed building layout on
the site, the landscape, the general architecture and its impact on the environment and the
organization of the elevations and the integration of the building on the site.
Jamous Establishment will compile all information and provide a Cost Estimate.

A.2 CONCEPTUAL DESIGN PHASE
Based on the mutually agreed upon program of requirements and Construction Budget,
Jamous Establishment will review applicable statutes, regulations, codes and by-laws and
where necessary review the same with the authorities having jurisdiction and then prepare
for the Client's review and approval conceptual design documents to illustrate the scale
and character of the project and how the parts of the project functionally relate to each
other.
Jamous Establishment will prepare engineering responses to the project's program. These
studies will describe organizational concepts, themes, and/or the architectural approach,
as well as major building or engineering systems concepts.
Jamous Establishment will outline descriptions and prepare designs that illustrate the
general scope of the Project with interrelationship of project components. Drawings will
be schematic in character, based on the programmatic and conceptual requirements
developed and agreed upon by the Client in the previous phase.
Jamous Establishment will perform a thorough code investigation for all spaces and
provide coordination with the appropriate Sub-Consultants.
In general, this submission will consist of drawings and sketches, a narrative report that
addresses major site and building systems, gross and net area calculations, a massing and
detailed model, and a Cost Plan for each project component.
Jamous Establishment will provide a submission that will demonstrate compliance with
the buildings program (space tabulation of buildings program) including all adjacency
and functional requirements. This submission will also show that the proposed Project is
within the zoning area and that the building and massing are compatible with the
surroundings. The aesthetics should support the project’s overall design theme. Building
systems and building envelopes appropriate for the conceptual design should be defined
in order that they can be evaluated early for effectiveness and efficiency related to
operation, maintenance and energy consumption.
Jamous Establishment will be performed while giving special attention to the following:
a. The design concept, blocking and stacking diagrams.
b. Building form, proportion, scale, orientation, setbacks, spacing of structures
anticipated life of the building and type of construction.
c. Building Exterior Materials.
d. Building Efficiency; Occupied Area and Net Usable Space (net to gross ratio).
e. Basic Configurations, Core Placement and distances, and circulation patterns
f. Placement of Core Elements and conveying systems which include Entrances,
staircases, elevators, toilet areas, laundry rooms, janitor closets, landscape
maintenance, mechanical and electrical rooms and piping/duct shafts.
g. Materials handling and servicing.
h. Building Elements:
i. Exterior Closure: wall, window, door, roof construction.
Jamous Establishment will provide a complete study of all Infrastructure Elements; this
includes, but is not limited to the following:
a. Road Network.
b. Stormwater Drainage Network.
c. Sewerage Network.
d. Water Distribution Network.
e. Irrigation Network.
f. Fire Fighting Network.
g. Treatment Plant (Optional).
h. Power Network (MV & LV).
i. Telecommunication Network.
j. Street Lighting Network.
k. Power plant for stand-by power generation (will be quoted separately if and when
required).
l. House Connections
m. Substructure: waterproofing, under-slab insulation, compressed air, water and
sewer.
Jamous Establishment will provide a study of Landscape Elements; this includes, but is
not limited to, plant/shrub materials, courts and plazas, fountains, planters, landscape
irrigation elements, Site Fixtures/Furniture and lighting.
Handicapped Accessibility Conceptual design will be performed while giving special
attention to the following:
a. Access from public sidewalks and parking.
b. Access to areas, features, and amenities of the building interior.
c. Other measures necessary to assure full accessibility.
Jamous Establishment will perform the Structural Conceptual design while giving special
attention to the following:
a. Construction or erection limitations.
b. Description of equipment to be attached to structural elements.
c. Permanency of construction and expediency of erection; competitive structural
systems in view of local construction parameters to include potential use of
building systems.
d. Possible seismic event, wind and storms.
Jamous Establishment will performMechanical systems Conceptual design while giving
special attention to the following:
a. Placement of mechanical systems in building: size and location of mechanical
rooms and mechanical equipment.
b. Number of temperature control zones for personnel comfort.
c. Equipment HVAC requirements, Air and water distribution methods, routes,
plenum air returns and floor drain requirements.
d. Heating Systems: hot water, steam, electric and forced air furnace.
e. Cooling Systems: chilled water and direct expansion.
f. Ventilation, Filtration, Humidification, Noise Control, Building Pressurization
Systems.
g. Acoustical Isolation and Seismic Design Features for Mechanical Systems.
h. Thermal Insulation Systems.
i. Hoists, Lifts, guard rails and access ladders.
j. Calculations of the number of fixtures per plumbing code.
k. Elevators / Vertical transportation study (this will have impact on cores and
number of elevators).

controls, boiler pumps and fire pumps.
h. Un-interruptible Power Systems required for sensitive equipment and Generator
Capacity.
i. Electrical Closet locations.
j. Illumination levels: Lighting locations and types; general lighting, task lighting
and visual quality.
k. Distribution of Computer Center Power.
l. Raceway/conduit/wiring devices.
m. Telephone System.
n. Audio Visual requirements.

B1. SCHEMATIC DESIGN PHASE
Based on the conceptual design approved by the Client and taking into account any
modifications, comments or complements to the project which may be recommended by the
Client, Jamous Establishment will prepare the Schematic Design including all the elements
checked reviewed and agreed to during the previous design phases.
The project size, final plan layouts, façade design, building and systems interrelationships,
color, materials and finishes should be fully defined.
Operational and maintenance strategies (Servicing, Security, etc.) should be further
elaborated during this phase in close coordination with the Client.
Jamous Establishment will make a formal presentation. Three colored sets will accompany
the presentation and exterior renderings, in addition to exterior Material Boards that will
clearly show the relation of all materials and finishes. Jamous Establishment will also present
an updated statement of probable cost.
The Architectural Schematic Design will achieve a full development of the project while
tackling the following areas:
1. Details for the exterior wall defining the parameters for the building enclosure.
2. Site Development: Landscape Architecture drawings and urban design and site
development:
a. Adjoining Structures, including retaining walls, fences, railings, gates, number of
floors, etc.
b. Landscaping, including plantings and relation with the proposed street trees and
fixtures.
c. Existing and new grade elevations and land slopes.
d. Basic surface utilities, including drainage, lighting, electrical, water, fixtures,
controllers and subsurface structures.
e. All proposed site-related details, including site-related structures and furnishings,
footings, foundations and reinforcement. Include pertinent drainage structures,
pavements, lighting, signage, hardware and other relevant materials and all
dimensions and finishes.
f. Based on a surveyed point of beginning, a Proposed Layout describing entire site
within the property lines, sidewalks and other access ways.
g. Elevations and Sections of such key elements as fences, walls, gates and site
furnishings.
3. Outline Specifications with a written description of the materials and systems proposed
for the project, in narrative format, to further explain the design intent. Outline
specifications will be coordinated with the drawings.
The Schematic Infrastructure Design will achieve a full development of the following trades:
1. Road Network.
2. Stormwater Drainage Network.
3. Sewerage Network.
4. Water Distribution Network.
5. Irrigation Network.
6. Fire Fighting Network.
7. Treatment Plant (Optional).
8. Power Network (MV & LV).
9. Telecommunication Network.
10. Street Lighting Network.
11. Power plant for stand-by power generation (Optional).
The Schematic Structural Design will achieve a full development of the Foundation and
Structural Systems of the project while tackling the following areas:
1. Applicable codes, soil bearing values and pile capacities.
2. Basis of Schematic Structural Design Calculations.
3. Proposed Material Characteristics Including strength of concrete, grades
of steel and piling materials.
4. Loading Schedule: Including live loads and special loads.
5. Typical details and footing schedule.
6. Support of adjoining structures.
7. Floor Framing Plans.
8. Fireproofing
9. Waterproofing.
The Schematic Mechanical Design will achieve a full development of the project while
tackling the following areas:

The Schematic HVAC and Fire Protection systems Design will achieve a full development of
the project while tackling the following areas:
1. Type, Capacities and Zoning of all the HVAC, fire protection and other
special systems.

3. All Ductwork and Vertical Risers: Shafts, stacks and chimneys.
4. Calculations: Heating and cooling load calculations, summary of loads and
a breakdown of individual peak loads and ventilation loads, Schematic
hydraulic, pump sizing and water reserve calculations for sprinkler
systems.
5. Design Temperatures and Percent Humidity.
The Schematic Electrical Design will achieve a full development of the project while
tackling the following areas:
1. Electrical and telephone outlet criteria.
2. Service entrance equipment and other electrical equipment such as panel
boards and fused switches.
3. Location of electrical service room, telephone service, property lines,
manholes, hand holes, duct banks for power, telephone, cable television.
Coordinated electric service room location and anticipated points of entry.

B2. END OF SCHEMATIC DESIGN PHASE: BUILDING PERMIT
Once the Schematic Design has been approved by the Client, Jamous Establishment will
prepare the Building Permit documents in parallel with the design development phase.
The submission documents for the project will be coordinated with the Client.
Jamous Establishment will provide all the information or documents, within his competence,
which may be requested by the Technical Services or Public Authorities in charge of this
stage and Jamous Establishment will follow-up with the authorities and any other authority
that requires approvals until obtaining the building permit.
a. PHASE (B.2) DELIVERABLES

C. DESIGN DEVELOPMENT/ CONSTRUCTION DOCUMENTS PHASE
Once the Schematic Design has been approved by the Client, Jamous Establishment will
initiate the design development phase and the construction documents preparation in parallel
with the building permit documents.
All previous comments made by the Clientwill be accounted for.
The complete design development documents (Construction Documents) will be presented at
the usual scale of 1:50, completed with all the necessary information for the construction
details.
Jamous Establishment will prepare a full set of detailed design development documents
composed of Construction Documents and supporting materials, which clearly demonstrate
project design progress, adherence to project scope and design criteria, and coordination
between disciplines. All disciplines will exhibit equivalent levels of completeness. The final
Construction Documents will be complete and priceable in every Design aspect.
Jamous Establishment will provide a set of detailed and coordinated submissions to the
Client for review. The notes on these should result in a single interpretation of a specific set
of data or facts and, therefore, become the basis of a competitive price proposal.
The Construction Documents is aimed to allow for the constitution of Tender Invitation Files
in the best understanding conditions, inducing unambiguous Tenders in order to avoid claims
for additional works and time extension during the construction.
During this phase Jamous Establishment will prepare all necessary Tender documents, the
Bill of Quantities, the Specifications, the Method of Measurement and the Fair Price
Estimate for the different components of the infrastructure and buildings. Jamous
Establishment will also be responsible to provide the General Conditions of Tender in close
coordination with the Client.
Jamous Establishment will keep track of the project construction cost and advise of any
changes. If cost limits are exceeded, Jamous Establishment will review areas where
economies can be achieved, and submit recommendations for approval to keep construction
costs within budget.
The Construction Documents will include all required submissions for all disciplines and will
show completion and meet the project requirements. Drawings will use appropriate drafting
scales and include symbols, legends and abbreviations.
It will be the responsibility of Jamous Establishment to coordinate the design of the
architectural, structural, equipment, MEP etc. so that interference between the trades can be
avoided.
Jamous Establishment will prepare composite sections, drawn to scale, showing the work of
all trades in equipment rooms and all other areas involving the work of more than one trade.
The drawings and specifications will contain all pertinent information. They will be prepared
with construction details completely shown and dimensions given. Jamous Establishment
will write specifications describing the characteristics of the product for each item specified.
At this stage of the project all submissions to utility companies and regulatory agencies
should be completed. Jamous Establishment will submit a status report on all required
submittals showing actual submittal dates.

D.PROJECT AND CONSTRUCTION MANAGEMENT & TECHNICAL SUPERVISION
The supervision of the construction works will proceed upon receiving the Client’s instructions
to Jamous Establishment to issue the Notice to Commence and staff to be deployed on site in
accordance with the attached Deployment Schedule.
During the construction phase of the Project, Jamous Establishment shall:
a) Assume responsibility for supervising the construction activities including
architectural, structural. MEP and external works, in addition to the inspection and
testing of all materials, plant and equipment both during the construction period and
the Defects Liability period.
Jamous Establishment will carry out the role of the Engineer defined under the
Construction Contract (FIDIC) with due expedition and without delay. Jamous
Establishment will perform all duties listed herein with delegation of powers by the
Client in matters stipulated under the Construction Contract including of contractor’s
compliance, site inspections, workmanship and quality control. Jamous
Establishment will maintain effective coordination with the Client’s Representative
and follow its directives on all aspects regarding the performance of the Contractor(s)
and Supplier(s) all in accordance with the Construction Contract terms and
conditions. Jamous Establishment will also assist in settling disputes or differences
between the Client and Contractor. It is duty of Jamous Establishment to coordinate
with the Contractor, as necessary to ensure compliance with Contract Documents.
b) At the time of certification of completion of the Works (i.e. issuing the Taking Over
Certificates), prepare and submit to the Client’s Representative a report giving all
information about the “as-built-conditions” including (but not limited to)
calculations, drawings, specifications, test reports and warranties. Jamous
Establishment will check and forward to the Client’s Representative the operation
and Maintenance instructions as well as the relevant warranties for all equipment and
plant incorporated in the Works, as prepared by the Contractor.
c) Review Performance Bonds and Advance Payment Bonds submitted by the
Contractor and confirms their compliance or otherwise with the Construction
Contract. Check that the Contractor complies with its insurance obligations under the
Construction Contract.
d) Arrange regular site meetings to monitor and discuss the progress of the Works and
other matters relating to the construction of the Project including chairing the
meetings.
e) Jamous Establishment will review and report on all claims submitted by the
Contractor and deal with such notifications and submissions as stipulated under the
terms and conditions of the Construction Contract.
f) Prepare and submit to the Client’s Representative each calendar month a report
including progress charts and photographs in color giving all information regarding
the progress of the Works, actual extent and nature of the Works completed, record
of all technical submissions with the approval status of each as well as details of any
problems relating to the Works including alerts about foreseeable delays, claims
and/or variations, and recommendations of possible remedial measures. The report of
the test results. Action taken with regard to poor results must be stated. The report
will give a detailed account of the drawing and material submissions to be made
during the coming month, as well as inspections performed.
g) Stipulate the criteria, the planning and the procedure for all tests and warranties
necessary/specified for the materials, equipment, plant and workmanship and the
commissioning of the works. Jamous Establishment will compile a record of all such
tests and warranties and will compare the results with the specifications, standards or
with the performance that has been guaranteed by the approval suppliers or
contractors. Where specified in the Contract Documents or required by the Client’s
Representative, tests and inspection will be carried out at the place of manufacture
during fabrication and/or prior to shipment. It is the duty of Jamous Establishment to
inform the Client’s Representative, well in advance about any performance test
foreseen to enable the Client’s Representative to participate in these tests.
h) Review, comment on and approve the Contractor’s material submittals, (Based on
the clients approval), shop drawings, construction and fabrication quality assurance,
testing and commissioning procedures. Jamous Establishment will also attend and
participate in the periodic meetings by the Client’s Representative.
i) Obtain the Contractor’s schedule for works manufacture and testing, agree an
inspection plan with the Client’s Representative and attend tests/perform inspections
etc., as specified and/or directed by the Client’s Representative.
j) Arrange and instruct inspection, surveys and investigations as necessary to ensure
satisfactory quality of work. Unless otherwise specified in the Contract Documents,
establish clear unambiguous standards of workmanship to be met for works on Site
using, where practicable, acceptable samples for comparison.
k) Supervise the work on Site, examine the plant, materials and workmanship
employed, receive the Contractor’s notices of work being ready for inspection or of
tests to be carried out and attend as soon as possible but not later than 48 hours from
receipt of the Supplier/Contractor’s notices, reject any work, plant, materials or
workmanship that is unsatisfactory in meeting the requirements of the contract
specification. Notify the Client’s Representative in writing of the impact of such
rejection on the progress of the Works together with the recommendations for the
necessary remedial measures by the Contractor.
l) Maintain comprehensive inspection records including items inspected, date and
location, tests etc. performed and the outcome, particularly if the item was rejected in
which case the reasons for rejection and the action to be taken should be recorded.
m) Identify unacceptable work to the Contractor as early as possible.
n) Compile defect lists for completed work and verify that defects are rectified, carrying
out further inspection as necessary to ensure that the work is completed.
o) Prescribe setting out information to the Contractor, check setting out, instruct
corrections where necessary and receive setting out records.
p) Receive Contractor’s applications to deliver materials, plant and equipment to Site,
verify that all materials, plant and equipment to be delivered has passed all tests
required, that the Contractor has any equipment certificates required by law or
Contract, and designate areas on Site for delivery of plant, ensuring that the Client’s
Representative is aware of intended delivery dates and intended delivery sites.
q) Ensure that the Contractor make good any loss or damage to materials, equipment or
plant in a timely manner and in line with the provisions of the construction contract
documents.
r) Agree arrangements with the Contractor for tests on completion, ensure that they are
carried out without undue delay, attend and supervise the tests, receive certified
copies of the tests results and order repeat tests if necessary.
s) Supervise the commissioning of all plant and systems and the reliability run and
decide if satisfactory or not. In the latter case, immediately instruct the necessary
corrective action notifying the Client’s Representative in writing of the contractual
and technical implications.
t) Carry out intermittent inspections and on need basis, and instruct and supervise
remedial works by Contractor until satisfactory completion during the Defect
Liability Period.
u) Development the Project procedures and establish the line of communications and
implement accordingly.
v) Ensure that Contractor has in place adequate written construction method statements,
for all items of work well in advance of the scheduled commencement of related
construction activities, and approve/reject them on submission.
w) If the Contractor fall behind the approved schedule in part or overall, or if in the
Client’s Representative’s opinion the rate of progress is too slow, review and
comment on their proposals for recovering the schedule and completing on time.
x) Give any instruction, approval, decision, consent or rejection as appropriate in
respect of any matter as stipulated under the Construction Contract noting that
Jamous Establishment has the right or duty to issue such instructions, approval, etc.
within a reasonable time so as to avoid and delay to the planning or progress of the
works, and ensure their satisfactory completion. Confirm any such unwritten
instructions, approval, decision, consent or rejection in writing within 24 hours.
y) Review and Certify work completed and payment due so as to ensure that the
provisions of the Construction Contract are met in full and in particular to exclude
any unsatisfactory or incomplete work or deliveries. Payment processing will be
strictly performed as stipulated under the Terms and conditions of the construction
Contract.
z) Check advance, interim and final payment applications received from the Contractor,
adjust as necessary and prepare and issue certified payments.
aa) Check the Final Account submitted by the Contractor, adjust as necessary, and reach
agreement with the Contractor
bb) Carry out a final inspection after the end of the Defects Liability Period and prior to
the issue of the Final Certificate to confirm that the Works have been carried out and
completed in accordance with the Construction Contract.
cc) Review and validate variation orders after receiving the Client’s Representative
instructions to vary the works.
dd) Resolve contradiction about who is chairing the meetings, in this paragraph, and with
paragraph (d). Call for all site management, progress, construction coordination,
quality, and safety meetings as required. While the Client’s Representative will chair
these meetings Jamous Establishment will write the minutes thereof, this will not
absolve Jamous Establishment of its responsibilities for all quality, safety,
coordination and other matters, as specified herein. Jamous Establishment will
schedule, chair and write the minutes of all necessary meetings with the Contractor.
ee) Maintain the initiative and keep own comprehensive records covering the progress
on the construction and supply contracts, including correspondence, instructions,
drawing issues, technical submittals, variation orders, claims , schedule and progress,
photographs, inspections, tests and test results. Client supply/fitting work and
repossession, weather and any other matters that may affect the progress or conduct
of the construction works and supplies. Deliver and hand over all these records to the
Client upon initial certification of completion for the whole of the construction works
and supply contracts.
ff) Review and certify daily records, as well as labor and equipment returns, material
deliveries, tests performed and safety problems for the Contractor.
gg) Ensure that the site is satisfactorily cleared before certifying completion or taking
over for any section of the Works.
hh) Ensure that the Contractor provides the necessary supervision, labor, equipment etc.
to complete the Works satisfactorily, and keep the Site, Works and Supplies clean
and safe. Monitor the compliance of the Contractor with the contractual safety
requirements and governmental regulations, issue safety violations and ensure that
the necessary remedial measures are implemented.
ii) Advise the Client’s Representative on the adequacy of the requirements of
Contractor for Site access, site logistics, site safety and security, number and position
of cranes, temporary firefighting plan, temporary site offices, temporary storage and
workshop areas, etc.
jj) Recommend to the Client’s Representative to approve / reject the proposals of the
Contractor to remove plant/equipment from Site (together with any temporary access
fences) and remove defective works/supplies from Site for rectification/replacement.
kk) Ensure proper provision by the Contractor of temporary roads, paths, fences and
guards and clearing of adjacent roads to Site if used by Site traffic. In this
connection, ensure proper coordination with on-going construction works on adjacent
sites.
ll) Ensure that the technical and field staffs of Contractor are suitably competent. Issue
instructions to the Contractor for the removal or incompetent or negligent staff.
mm) Consider any Contractor’s objection to nominated subcontractors and advise the
Client’s Representative whether reasonable or not. Support such recommendation
with the necessary documentation.
Value Engineering
Value Engineering
Value Engineering is a conscious and explicit set of disciplined procedures designed to seek out optimum value for both initial and long-term investment. , it has been widely used in the construction industry for many years.
Value Engineering (VE) is not a design/peer review or a cost-cutting exercise. VE is a creative, organized effort, which analyzes the requirements of a project for the purpose of achieving the essential functions at the lowest total costs (capital, staffing, energy, maintenance) over the life of the project. Through a group investigation, using experienced, multi-disciplinary teams, value and economy are improved through the study of alternate design concepts, materials, and methods without compromising the functional and value objectives of the client.
JAMOUS EST as a professional entity dedicated to the advancement of VE through a better understanding of the principles, methods, and concepts can be applied at any point in a project, even in construction. However, typically the earlier it is applied the higher the return on the time and effort invested. The three main stages of a project and VE's application are described below.
At the Planning stage of development, there are additional benefits to be derived from a Value Engineering Workshop. JAMOUS EST can:
Planning
• Review the program • Perform a functional analysis of the facility • Obtain the owner/users definition of value • Define the key criteria and objectives for the project • Verify/validate the proposed program • Review master plan utility options (e.g. Central Utility Plant versus individual systems) • Offer alternative solutions (square meters needs per function, adjacency solutions, etc.) • Verify if the budget is adequate for the developed program

• Any changes to the program at this stage have very little if any impact on schedule and A/E time and redesign costs.
• The project will be developed with fewer changes, redesigns, and a greater understanding by all parties of what the final function and space allocations will be.
• JAMOUS EST team can bring a fresh outside view of alternate solutions from other similar projects.
This is the stage where ( JAMOUS EST) is used to becoming involved, when the design has at least made it to the schematic stage.
Design
The Workshop is an opportunity to bring the design team and client together to review the proposed design solutions, the cost estimate, and proposed implementation schedule and approach, with a view to implementing the best value for the money. The definition of what is good value on any particular project will change from client to client and project to project.
During the actual Workshop portion of the VE study, the five-step Job Plan is followed, as prescribed by JAMOUS EST :
Methodology and Approach
The VE Job Plan follows five key steps:

These five key steps are described as follows:
1. Information Phase
2. At the beginning of the VE Study, it is important to:

• Understand the background and decisions that have influenced the development of the design through a formal design presentation by the design A/E.
• Analyze the key functional issues governing the project. The functions of any facility or system are the controlling elements in the overall VE approach. This procedure forces the participants to think in terms of function, and the cost and impacts associated with that function.
• Define Owner's objectives and key criteria governing the project. • Determine Owner's definition of Value.
2. Speculation (Creative) Phase:
This step in the VE study involves the listing of creative ideas.

• The VE Team (JAMOUS EST) thinks of as many ways as possible to provide the necessary function within the project areas at a lesser initial or Life-Cycle Cost which represent improved value to the client.
• Judgment of the ideas is prohibited. • The VE Team (JAMOUS EST) is looking for quantity and association of ideas, which
will be screened in the next phase of the study. • Many of the ideas brought forth in the creative phase are a result of work done in the
function analysis. This list may include ideas that can be further evaluated and used in the design.
3. Evaluation (Analysis) Phase:
In this phase of the Project, the VE Team, together with the Client and/or Users,

• Defines the criteria to be used for evaluation. • Analyses and judges the ideas resulting from the creative session. Ideas found to be
impractical or not worthy of additional study are discarded. Those ideas that represent the greatest potential for cost savings and value improvement are developed further. A weighted evaluation is applied in some cases to account for impacts other than costs (such as schedule impacts, aesthetics, etc.).
4. Development Phase:(
During the development phase of the VE study, many of the ideas are expanded into workable solutions. The development consists of:

• Description of the recommended design change. • Descriptive evaluation of the advantages and disadvantages of the proposed
recommendation. • Cost comparison and LCC calculations.
• Each recommendation is presented with a brief narrative to compare the original design method to the proposed change.
• Sketches and design calculations, where appropriate, are also included in this part of the study.
5. Presentation Phase:
The last phase of the VE Study is the presentation of the recommendations in the form of a written report. A briefing/oral presentation of results is made to the Client and Users, as well as the Design Team representatives. The recommendations, the rationale that went into the development of each proposal, and a summary of key cost impacts are presented at that time so that a decision can be made as to which Value Management proposals will be accepted for implementation and incorporation into the design documents.

In addition to the monetary benefits, a VE Workshop provides a valuable opportunity for key project participants to come together, then step aside and view the project from a different perspective. The VE process therefore produces the following benefits:
