II. PRESENTATION:

A. Rialto Report

Mr. Green discussed the circumstances that prompted the Rialto Theatre to request an advanced payment of the City's quarterly support to the Theatre. He also discussed the need to replenish the Artist Fund which is money utilized to cover performer booking expenses.

The Mayor, Council, and Mr. Green discussed concerns regarding the Rialto's financial obligations, ongoing cash flow throughout 2015, and the possibility of closing the Rialto Theatre.

Mayor O'Dekirk informed Mr. Green the City is agreeing to advance the Rialto the remaining 2015 allocated support of $300,000, and stated the City will not be giving the Rialto any additional funds.

Councilwoman Quillman gave accolades to the volunteers serving at the Rialto Theatre.

B. Combined Land Use / Economic Development

ECONOMIC DEVELOPMENT COMMITTEE Councilman Hug stated the Economic Development Committee discussed the contract of the caterer located at Union Station and staff will be performing a market analysis of the rental rate for Union Station. Councilman Hug stated a Gaming Parlor/Salon came before the Committee with a business plan to operate video poker machines. He stated the Committee called for a review of the City’s current position regarding the locations of video poker operations throughout the City.

LAND USE & LEGISLATIVE COMMITTEE Councilman Morris stated the Land Use Committee discussed changes to the animal and fowl Ordinance and determined the Ordinance should be tabled pending the outcome of lawsuits in Chicago. He stated the Committee also discussed a directional sign for VFW post. He stated Alfredo Melesio gave an update regarding the adoption of the 2015 International Property Maintenance Code. Councilman Morris stated Mr. Rick Levin, President of Rick Levin & Associates, Inc., an auctioneering company, discussed options for Silver Cross Stadium.

C. Public Service

Councilman McFarland stated the Committee discussed the roadway resurfacing contract, analysis of a stop sign at Bayberry and Wake Island Drive, stop sign requests from Reedwood homeowner associate. Councilman McFarland stated the Committee discussed a Change Order for the Knight E/A, Inc. Professional Architectural and Engineering Services Contract for the Joliet Multi-Modal Regional Transportation Center.

The City Manager discussed the City's monetary commitment to the Multimodal Transportation Center Project and project changes to keep the City within budget, construction of the new train station, Union Station stabilization and the necessary repairs at Union Station. He also discussed the use of CenterPoint contributions dedicated to the Multimodal Transportation Center.
