REGULAR MEETING of the Council of the City of Joliet, Illinois was held on Tuesday, December 2, 2014 at 6:30 P.M. in the Council Chambers, Joliet Municipal Building, 150 W. Jefferson Street, Joliet, Illinois.

II. PRESENTATION OF THE PROPOSED 2015 BUDGET
City Manager Jim Hock gave a presentation of the proposed 2015 budget, requested a Special Meeting of the City Council, either December 8th or 9th, to further discuss the budget proposals and prepare a final document to be adopted at the next Regular City Council Meeting.
Councilman O'Dekirk and the City Manager discussed the portion of the budget designated as the Unassigned Fund Balance.
The Mayor and Council discussed their date preference for the Special Meeting to discuss the proposed budget and tentatively decided to hold the meeting on Monday, December 8, 2014.

A. Land Use and Legislative
Councilman Morris stated the Land Use and Legislative Committee met Wednesday, November 19, 2014 in the Planning Conference Room and had a lengthy discussion regarding Council Member's job description. Councilwoman Gavin further defined the discussion the Committee had regarding the job description. He stated Jim Haller presented development policies regarding truck/trailer parking within City limits.

Mayor Giarrante and Assistant Corporation Counsel had a brief discussion concerning the City's current Ordinance and the proposed changes to the Ordinance regarding Council Member’s job description.
Mr. John Sheridan, Councilman Morris, Councilwoman Gavin, and Councilman McFarland briefly discussed reviewing the minutes to the Land Use Meeting as to whether or not the revised Ordinance should go back to the Committee before being presented to the Full Council.
B. Public Service
Councilman Turk stated the Public Service Committee met yesterday afternoon at 4:45 p.m. in the Executive Conference Room and reviewed the contracts, change orders, pay estimates, and final payments and found them all to be in order and recommended their approval.
Councilman McFarland briefly discussed the construction work on Black Road between Larkin Avenue and Springfield Avenue. He also asked residents to contact City Hall with the locations of any restoration work that has not been completed from City water main repairs from last winter.
Mr. Jim Trizna, Director of Public Works, addressed the Mayor and Council concerning the project on Black Road.

Funds for these purchases are available in Capital Line Item 320-2548-421-90-85.

Councilwoman Quillman asked Councilman O'Dekirk if any Rialto Square Theatre Board members would be present at the Council meeting to address the new marquee for the Theatre.
Councilwoman Gavin asked Mr. Haller to investigate special use permit requests for 809 Woodruff Road.
Councilman Hug asked for clarification of the expiring electrical aggregation program. The City Clerk and City Manager responded.
Ms. Mary Beth Gannon, 513 Western Avenue, addressed the Mayor and Council concerning the Rialto Square Theatre.
