Empowering Pastoral Leaders for Excellence in Leadership and Management
Goal: to develop pastoral leaders who have a solid foundation in financial literacy and appropriate skills in leadership and management so that their ministries flourish.
Some Components
• Leadership 360 process for priests and for lay leaders (5 cohorts - with trained feedback facilitators.
• Recognition of, and focus upon, Standards of Excellence for Catholic Dioceses/Parishes developed by the National Leadership Roundtable on Church Management (Echoes National Standards and Benchmarks for Effective Catholic Elementary and Secondary Schools)
• Develop, inaugurate and grow a Ministerial Excellence Fund: “…to offer
grants to our pastoral leaders who have significant debt caused in part by the type of salaries we offer and pastoral leaders who are experiencing a financial emergency.” (Somewhat parallel to TCE Endowment Fund)

An opportunity to gain insight/feedback on strengths as a pastoral leader according to competencies (14 for priest or 15 for lay leader)

– As announced in January, no new benefits will accrue after June 30, 2016
– Account balances will continue to earn interest every year at a rate equal to the 10-year Treasury rate
– Assessments for this plan will continue for the foreseeable future to eliminate a $26 million deficit

• May 18, 2016—US Dept. of Labor announced updates – For some positions, the minimum salary required
to be “exempt” from overtime pay under the FLSA is increasing.
– Minimum salary is $47,476 per year effective December 1, 2016 (was $23,660 per year)
– Clear job descriptions are key. Please contact HR if you would like assistance with development of or review of job descriptions.

Does not affect all salaried positions
• Teachers—Elementary and secondary school teachers, substitute teachers, and coaches are exempt without meeting the salary minimum.
• Preschool teachers and school librarians may also be exempt without meeting the salary minimum.
• Educational Administrative Exemption—Principals; Asst. Principals; Deans; School Counselors (IDOE licensed) or that type of academic counseling function; Athletic Directors—exempt if are paid at least as much as the salary of a beginning teacher in that school

What are the options if an exempt employee doesn’t meet one of these exemptions and earns less than $47,476 per year?
• Salary Increase—Please note that the minimum salary to be considered exempt will increase every 3 years at a rate established by the federal government
or • Reclassification as hourly—Track
time worked and pay overtime for all hours over 40 in a week (Sunday to Saturday)
or • Contact HR for consideration on
a case-by-case basis
Contracts and 12 month payment of salary
• Contracts—can be offered to exempt educators and educational administrators
– e.g., Teacher, Dean of Students, School Counselor, Athletic Director
– Please call OCS if you are going to change who gets contracts.
• Salary Payment over 12 months—ok for exempt employee with written agreement

Tax Credit Scholarships
Beginning July 1, 2017 the state will allocate $9.5 million for the fiscal year 2017. Who receives the scholarships? • Indiana K-12students who meet the income eligibility
guidelines and attend a participating school. Have you submitted your Team Captain to Ben? • Send name of captain and email address as soon as
possible. • Your school should be reaching out to donors this
summer to communicate the opportunity to donate July 1.
