Resolution 2020-34 declares that the City will take all actions possible for the timely and safe reopening of local businesses and services. Resolution 2020-33 prioritizes City funding in regard to the fiscal impact due to the COVID-19 closures. “The City Council of the City of Wildomar therefore will be pursuing all avenues available and within our jurisdiction to help our residents and businesses return to a pre-COVID-19 normal lifestyle while also strongly recommending to those that are or feel they are more susceptible to COVID-19 take necessary precautions such as face masks, social distancing, and/or self- quarantining until such time they feel comfortable,” Resolution 2020-34 reads. The City Council also made it clear in Resolution 2020-33 that City funding will not be used to enforce State and County orders related to COVID-19. Sales tax revenues from local businesses generate 28% of Wildomar’s revenues and the impact of revenue loses could limit additional COVID-19 imposed services. High Priority Items for General Fund Revenue: Police and Fire Emergency Core Service Levels Building, Safety and Code Enforcement Services Road Repair Quality of Life Services Animal Control 20% General Fund Reserve Items Not Funded by General Fund Revenue: The Enforcement of State and County Orders related to COVID-19 is not a local priority The Priority Funding Order was first issued on May 8, 2020 by the Emergency Services Director and was presented to the City Council at its regularly scheduled meeting on Wednesday May 13, 2020 where it was ratified. Mayor Nigg introduced the Resolution to get businesses reopened during that same Council Meeting; both Resolutions were executed on May 13, 2020.

“We cannot allow these strict business closures to continue one minute longer than they need to,” said Mayor Dustin Nigg. “People who are concerned can continue to quarantine, but we have residents and business owners losing everything and not able to provide for their families. We need balance here.”
