Took elevator to foyer and to Usher's office and were joined there by Mrs.Johnson. With Mrs. Johnson, walked out on the North Portico and waited therefor about two minutes for President Marcos' arrival (South Lawn arrival ceremonyhad been cancelled because of heavy rains in Washington today -- 4 1/2 inches)In the rain, the only people in front of the White House were a small cordon of troopsand a group of troops lining the driveway along which President Marcos' car is todrive. The press corps was h there, and an Army Band was playing--all in pouringrain. The cars drove from Blair House--President Marcos' car was first.The President greeted President Marcos as he alighted from his car, and thenintroduced him to Mrs. Johnson, Secretary of State and Mrs. Rusk, ^

General and Mrs. Wallace Greene ^>The eight participants stood on the North tHHHHHH Portico for the playing of "Ruffles andFlourishes," and both national anthems--stood facing Lafayette Park. Th e twoPresidents walked in the front door and walked into the East Room and to the stage,(the whole first floor was jammed with people--in the state dining room, in the east ^ ^room)^REMARKS by both Presidents^Seated on the stage were 20 members of the Welcoming Committee:

After exchange of remarks, the two Presidents came down from the stage and tothe ^HHHHH ̂Green Room for Receiving line, made up of Welcoming Committeeand those who accompanied President Marcos in his motorcade. As the peoplewent through the receiving line they were ushered to their card on the North Driveand when the receiving line was finished, the President ushered President Marcosto his car and both Presidents departed the Northeast Gate w/ their ladies followingin other cars and drove to Blair House

Dr. Lleras has come to Washington on a special mission for Colombian PresidentCarlos Lleras Restrepo. --Mission is to inform the President of a project todevelop the Choco Valley of Colombia across which the Pan American highwayclosing the Darien Gap will run.

"Dr. Alberto Lleras Camargo explained that President Carlos Lleras Restrepowanted him to know about the Choco Valley Development Project before theHudson Institute preliminary study on the project was made public and brieflydescribed the project. The President said that we are interested in projectsof this nature, and wished to see Colombia continue with more detailed feasibilitystudies.
