Under the Every Student Succeeds Act 2 , schools are accountable to provide students with access to a well-rounded curriculum and to prepare students for postsecondary success. AP participation and performance are one of various ways in which the Maryland State Department of Education determines students to have met criteria for these measures. HCPSS students continue to perform at high levels on AP exams. The percent of exams scoring at college- ready performance levels has increased from 79.7 to 82.6 percent from 2017 to 2019. However, the percentage of students taking AP exams has decreased in this same period. The percent of students in Grades 9-12 taking an AP exam decreased from 30.3 percent in 2017 to 28.9 percent in 2019. The number of AP exams taken also decreased, from 11,343 to 11,188 exams. By student group, Black/African American (Black) and Hispanic/Latinx (Latinx) students and students receiving Free and Reduced-price Meals (FARMs) continue to have lower percentages of AP exams scoring 3 or higher than their peers. AP exam performance gaps have widened for Latinx students and students receiving FARMs, and somewhat narrowed for Black students, in 2019 compared to 2017. 72.3 percent of the graduates in the Class of 2019 took at least one AP course and 56.3 percent took at least one AP exam during their high school career, reflecting a slight decrease since 2017. Gaps in access to AP coursework, AP exam participation, and AP exam performance have widened or remained similar among student groups between 2017 and 2019. HCPSS students outpace state and national performance on AP exams. In 2019, 83 percent of the AP exams taken by HCPSS students scored a 3 or higher, compared to 67 percent of the exams taken by public school students in the state of Maryland and 58 percent nation-wide. OVERVIEW: The Howard County Public School System (HCPSS) Advanced Placement (AP) program

offers rigorous college-level content to high school students. Those who earn AP exam scores of three or

higher may be awarded college course credit. The top ten colleges to which 2017-2019 HCPSS graduates

applied all award college credit for AP exam scores of three or higher1. Under the Every Student Succeeds

Act2, schools are accountable to provide students with access to a well-rounded curriculum and to prepare

students for postsecondary success. AP participation and performance are one of various ways in which the

Maryland State Department of Education determines students to have met criteria for these measures.

HCPSS students continue to perform at high levels on AP exams. The percent of exams scoring at college-

ready performance levels has increased from 79.7 to 82.6 percent from 2017 to 2019. However, the

percentage of students taking AP exams has decreased in this same period. The percent of students in Grades

9-12 taking an AP exam decreased from 30.3 percent in 2017 to 28.9 percent in 2019. The number of AP

exams taken also decreased, from 11,343 to 11,188 exams. By student group, Black/African American

(Black) and Hispanic/Latinx (Latinx) students and students receiving Free and Reduced-price Meals

(FARMs) continue to have lower percentages of AP exams scoring 3 or higher than their peers. AP exam

performance gaps have widened for Latinx students and students receiving FARMs, and somewhat

narrowed for Black students, in 2019 compared to 2017.

Advanced Placement (AP) Program Participation and Performance Trends of the

Howard County Public School System: 2017–2019

The Howard County Public School System (HCPSS) emphasizes high-quality learning

experiences for all students, with equitable supports to ensure that every student achieves. The

Advanced Placement (AP) program includes a variety of rigorous, college-level courses to our

high school students. HCPSS offers 353 AP courses in the areas of art, computer science, English,

mathematics, music, science, social studies, and world language. The corresponding exams,

developed by the College Board, rate a student’s content mastery on a scale of 1 to 5. Students

who take and pass AP exams are more likely than their peers to complete a bachelor’s degree in

four years or less4,5.

This report first presents three-year trends in AP exam participation and performance for all

students in HCPSS high schools. Then, AP program participation and performance trends,

including AP coursework, for the most recent three graduating classes are presented. This report

concludes with an overview of the instructional strategies that HCPSS leverages to narrow

opportunity and performance gaps, and increase overall student success in the AP program.

AP Exam Performance Trends: All Students

HCPSS students outpace state and national performance on AP exams. In 2019, 83 percent of the

AP exams taken by HCPSS students scored a 3 or higher, compared to 67 percent of the exams

taken by public school students in the state of Maryland and 58 percent nation-wide.

HCPSS students continue to participate and perform at high levels on AP exams between 2017

and 2019. The number of AP exams taken decreased from 11,343 in 2017 to 11,188 in 2019. On

the other hand, the percentage of exams with a score of 3 or higher increased from 80 percent in

2017 to about 82 and 83 percent in 2018 and 2019. Figure 1 displays the total number of AP exams

taken and the percentage of exams with a score of 3 or higher from 2017 through 20196.

Figure 2 displays the percent of AP exams with a score 3 or higher by race/ethnicity, FARMs

status7 and special education status. Highlights from the data include:

The percentage of AP exams that received a score of 3 or higher increased from 2017 to

2019 for all racial/ethnic groups except Latinx students.

The greatest increase was observed for Black students—a 5.4 percentage-point increase

from 61.8 percent in 2017 to 67.2 percent in 2019.

The performance gap between Black and non-Black test takers persists; however, this gap

has narrowed over this three-year period.

For Latinx students, the percentage of exams with a score of 3 or higher decreased by 1.1

percentage points from 2017 to 2019.

The performance gap between Latinx and non-Latinx test takers has widened over this

three-year period.

The percentage of AP exams that received a score of 3 or higher in 2019 increased by 1.7

percentage points for students who received FARMs and increased by 2.9 percentage

points for their peers who did not receive FARMs since 2017.

This reflects an increase in performance gap by FARMs status by 1.3 percentage points.

score of 3 or higher for HCPSS students by students who receive FARMs for each race/ethnicity.

Results with fewer than 10 test takers and performance greater than or equal to 95% are suppressed to protect

student privacy. Complementary data suppression is applied.

AP Exam Participation Trends: All Students

The percent of HCPSS students in Grades 9 through 12 who took an AP exam decreased from 30.3

percent in 2017 to 28.9 percent in 2019. Most student groups have decreased in students sitting for

an AP exam. Except for Asian students and those who received special education or English

Speakers of Other Languages (ESOL) services, lower percentages of students in each student

group took an AP exam in 2019 compared to 2017. Participation gaps by racial/ethnic group and

Free and Reduced Meals (FARMs) status have remained the same or widened.

Figure 3 illustrates AP exam participation by race/ethnicity8. Highlights from the data include:

Decreases in AP exam participation rates ranged from 0.8 percentage points for

Black/African American (Black) students to 3.3 percentage points for Hispanic/Latinx

(Latinx) students. There was a 2.6 percentage-point and 1.1 percentage-point decrease for

White students and Two or More Races students, respectively. Asian students had 1.6

percentage-point increase.

From 2017 to 2019, the participation gap between the highest-participating (Asian) and the

lowest-participating (Black) student groups widened from 33.9 percent to 36.2 percent.

Participation gaps are more pronounced when Grade 9 students are excluded from the

results (not pictured).

Figure 4 illustrates AP exam participation rates by FARMs status.

AP exam participation rate decreased by 1.4 percentage points for students who received

FARMs, and decreased by 1.3 percentage-point for their non-FARMs peers.

A 23.1 percentage-point participation gap in 2019 was observed between students who

received FARMs and their peers who did not receive FARMs, which remained the same

since 2017.

Less than 5 percent of students who received special education services, as well as students

who received ESOL services took an AP exam; data for these student groups are not

reported to protect student privacy.

Top AP Exams Taken and Corresponding AP Course Enrollment

Table 1 presents the 20 AP exams taken most frequently by HCPSS students in 2019, and the

number of students who enrolled in the corresponding AP course9. The top five exams taken were

U.S. Government & Politics, English Language & Composition, Calculus AB, Psychology, and

World History. For these top five most common exams, 68 percent or more of the students who

took the AP course also elected to take the corresponding AP exam.

HCPSS Graduates: AP Course Participation Trends

Under the Every Student Succeeds Act2, schools are accountable to provide students with access

to a well-rounded curriculum and to prepare students for postsecondary success. AP participation

and performance are one of various ways in which the Maryland State Department of Education

determines students to have met criteria for these measures.

The percent of HCPSS graduates who have ever enrolled in at least one AP course during high

school decreased by 0.6 percentage points from 72.9 percent (2,733 of 3,749 graduates) in 2017 to

72.3 percent (2,839 of 3,925 graduates) in 201910.

Figure 5 presents the percent of graduates who had taken at least one AP course in high school by

race/ethnicity.

The percent of graduates who enrolled in at least one AP course during high school

remained relatively stable from 2017 to 2019 for all racial/ethnic groups except for Latinx

graduates, whose AP course participation decreased by 6.1 percentage points.

Black and Latinx graduates continued to have lower AP course participation rates than

their Asian, White, and Two or More Races peers.

For Latinx graduates, the AP course participation gap compared to non-Latinx graduates

widened over these three years.

Figure 6 presents the percent of graduates who had taken at least one AP course by FARMs and

special education status. AP course participation gaps persist by special service status and have

widened for graduates receiving FARMs or ESOL services; AP course participation gap by special

service status has narrowed over this three-year period.

The percent of graduates who enrolled in at least one AP course during their high school

experience decreased by 2.2 percentage points for graduates who received FARMs, while

it remained relatively stable for those who did not receive FARMs.

AP course participation gap by FARMs status was 29 percentage points in 2019, which

widened by 1.9 percentage points since 2017.

The percent of graduates who enrolled in at least one AP course during their high school

experience increased by 5.5 percentage points for graduates who received special education

services, while it remained relatively stable for their peers in general education.

AP course participation gap by special education status narrowed by 6.1 percentage points

from 2017 to 2019.

AP course participation for ELs decreased by 9.3 percentage points from 2017 to 2019.

HCPSS Graduates: AP Exam Participation Trends

Overall, the percent of graduates who took at least one AP exam decreased by 1.1 percentage

points from 57.5 percent (2,154 of 3,749) in 2017 to 56.3 percent (2,211 of 3,925) in 2019. Still,

participation gaps exist among student groups. Figure 7 displays the percent of graduates who took

at least one AP exam by race/ethnicity11.

The percent of graduates who took at least one AP exam increased for Asian and Two or

More Races graduates, but decreased for Black, Latinx, and White graduates from 2017 to

2019.

The decreases were 0.6 percentage points for Black graduates, 0.8 percentage points for

White graduates, and 8.4 percentage points for Latinx graduates.

The increases were 0.6 percentage points for Asian graduates and 0.9 percentage points for

Two or More Races graduates.

These trends reflect widened AP exam participation gaps among racial/ethnic groups,

especially for Latinx graduates.

Figure 8 displays AP exam participation by special service group.

The percent of 2019 graduates who received FARMs and took at least one AP exam

decreased by 4.3 percentage points from 32.9 percent in 2017 to 28.6 percent.

For graduates who did not receive FARMs, AP exam participation decreased by 0.5

percentage points from 62.5 percent in 2017 to 61.9 percent in 2019.

A 33.4 percentage-point gap in AP exam participation by FARMs status is observed in

2019, which widened by 3.8 percentage points since 2017.

A 52.3 percentage-point gap in AP exam participation by special education status is

observed in 2019, which narrowed by 1.1 percentage points since 2017.

A 50.7 percentage-point gap in AP exam participation by EL status is observed in 2019,

which widened by 2.1 percentage points since 2017.

HCPSS Graduates: AP Exam Performance Trends

With decreased AP exam participation rates, the percent of all graduates who scored a 3 or higher

on at least one AP exam also decreased, from 48.7 percent (1,826 of 3,749) in 2017 to 47.9 percent

(1,881 of 3,925) in 2019. For the subpopulation of graduates who took at least one AP exam, about

85 percent of test takers scored a 3 or higher on at least one AP exam.

Figure 9 displays the percent of graduates who have ever earned a score of a 3 or higher on an AP

by race/ethnicity12. Highlights from the data include:

The percent of all graduates who scored a 3 or higher on at least one AP exam remained

within a percentage point since 2017 for all racial/ethnic groups except Asian and Latinx

students.

For Latinx graduates, 32.3 percent of 2019 graduates had a passing AP exam score, which

decreased by 10.9 percentage points compared to their peers in the Class of 2017.

For Asian graduates, 71.9 percent of 2019 graduates had a passing AP exam score, which

increased by 2.8 percentage points compared to their peers in the Class of 2017.

AP exam performance gaps by race/ethnicity persist, with Black and Latinx graduates

having lower percentages with a passing AP exam score than their peers in all three years.

Especially for Latinx graduates, this performance gap has widened over these three years.

Figure 10 presents the percent of graduates who earned a score of a 3 or higher on an AP exam

during their high school experience by special service groups. Highlights from the data include:

The percent of graduates who received FARMs and scored a 3 or higher on at least one AP

exam also decreased by 3.4 percentage points from 23.5 percent in 2017 to 20.1 percent in

2019.

For graduates who did not receive FARMs, the percentage who scored a 3 or higher on at

least one AP exam decreased by 0.4 percentages points from 53.9 percent in 2017 to 53.5

percent in 2019.

In 2019 a 33.5 percentage-point performance gap by FARMs status in the percent of

graduates who had at least one passing AP exam score is observed, which widened by 3.1

percentage points from 2017.

Trends for graduates by special education and by EL statuses are not interpreted due to

data suppression to protect student privacy.

Conclusion and Future Directions

The Maryland State Department of Education2 holds schools accountable for providing students

with access to a well-rounded curriculum and preparing students to be ready for postsecondary

success. One way in which students are considered having access to a well-rounded curriculum is

through participation in AP coursework; scoring a 3 or better on an AP exam is one way by which

students are considered to be ready for postsecondary success. HCPSS’s commitment to prepare

students for postsecondary success is reflected in the increasing trends in Grade 9 through 12

students’ AP exam performance. The proportion of exams receiving a score of 3 has remained near

80 percent over this three-year period, outpacing state and national performance. In 2019, 83

percent of the AP exams taken by HCPSS students scored a 3 or higher, compared to 67 percent

of the exams taken by public school students in Maryland and 58 percent nation-wide.

Although increasing trends are seen in the percent of AP exams with a passing score, AP exam

participation has decreased. This decreasing trend is also observed in the percentage of HCPSS

graduates who have participated in the AP program. Moreover, participation gaps among student

groups persist. The percent of graduates who earned at least one passing AP exam score decreased

or remained within one percentage point from 2017 to 2019 for a majority of student groups. The

largest decreases in both participation and performance are observed for Latinx students. Table 2

HCPSS’s AP Program continues to seek ways to address participation and performance gaps. The

persistent gaps in AP participation and performance by race/ethnicity as well as by FARMs, special

education, and English Learner statuses require improved strategies that support both teachers and

students. HCPSS will continue to implement strategies that support students in being prepared for

college or a career. For example, in SY2017 HCPSS began administration of the PSAT to all Grade

9 students. Information gleaned from the PSAT supports teachers and counselors in talent-spotting

students who might benefit from opportunities to be appropriately challenged in AP coursework.

This information, or AP Potential, is especially useful for this group of students who have newly

transitioned to high school so that course decisions are more consistently based on academic

performance in addition to individual student needs.

Currently, there is variance in how schools use the AP Potential tool. Starting in school year 2019-

20, HCPSS has officially begun monitoring high schools’ use of the AP Potential tool in supporting

all students’ access to AP coursework. In the shorter-term, HCPSS aims to increase consistent

application of the AP Potential tool across all high schools. In the longer-term, HCPSS will

monitor the success of students in their course placements, course trajectories, and the

representation of student groups in the various course levels. Other strategies to support students’

access to a well-rounded curriculum as well as readiness for postsecondary success via AP

programming include:

conducting vertical articulation throughout the system to increase the opportunity for

students to be prepared to participate in the AP program in high school;

providing funding to support staff professional development for implementing the AP

program and intentionally “talent-spotting” students who have demonstrated potential or

high interest in participating in the AP program;

leveraging the AP Potential tool based on PSAT performance to identify students with the

knowledge and skills to succeed in specific AP courses by offering the PSAT to all

students in Grades 9 through 11;

supporting principals in leveraging the master schedule to increase opportunities for

students to select AP courses;

supporting School Improvement Teams in analyzing individual students’ quarterly

grades to ensure that AP course instruction aligns with curricular requirements of the

College Board course framework and assessment;

ensuring that AP course instruction is uniform across schools and aligns with curricular

requirements of the College Board course framework and assessment;

providing guidance to high school administrators to use students’ quarterly grades and

other performance data to gauge students’ readiness to be successful on AP exams;

creating AP teacher professional learning communities to share instructional strategies,

create common assignment/assessment calendars, gauge progress through curriculum,

organize study sessions for students, and discuss ways to support students taking high level

courses;

supporting students in attaining an AP exam score of 3 or higher as it is a strong predictor

of a student’s ability to succeed in college and earn a degree;

increasing awareness of AP registration deadlines and testing dates by publishing this

information in school newsletters and electronic messages, posting it on school websites,

and conveying it through personal conversations and phone calls to parents; and

coordinating the distribution of exam fee waivers to families in financial need.
