DESCRIPTION OF THE PC4IR
❖ A cosmopolitan of representatives from private sector, academia, civil society, labour and government set-up to coordinate and develop South Africa’s national response action plan to deal with the 4IR.
❖ It is an advisory structure set-up by President to develop a National Integrated Strategy and Plan on 4IR.
❖ The Commission is not a permanent structure and has no policy power but advisory capacity.
❖ Its work will be aligned with the NDP and key government priorities.

Review of National Industrial Policy to align 4IR paradigm:
• To inform SA trade and industrial policy and enhance the manufacturing sector/industries
• To accelerate global competitiveness of key economic sectors

• Development of a Digital Industrial Policy & Strategy
• CSIR MOU, 4IRSA Platform and scaling of partnership projects incl. TVETs/SETAs projects
and Industrial Innovation – NACI
• 4IR programme: Intsimbi Future Industrial Production Technologies Initiative, Industry
Cluster - PtSA, Manufacturing Circle, Export Councils – SACEEC, E-TEC, SAIMC
• Participation: Parliamentary 4IR Roundtables; SA-EU Dialogue
• 4IR International: BRICS & BRICS PartNIR, WEF, G20, COMMONWEALTH, UNIDO

• 4IR included as a new area of growth in the 2019 White Paper on Science, Technology and
Innovation
• Core responsibility is the building of scientific capability in the full range of core
technologies that will drive 4IR
• Establishing a platform to direct core capabilities (together with partners) to help support
economic sectors and social delivery priorities (for example, Mandela Mining Precinct, Next
Generation Health, etc.)
• WEF Affiliate Centre to support the development of technology governance. Social partners
crucial in shaping the agenda of the Affiliate Centre
• Working with private sector, social sector, and other government departments to
consolidate various digital and technology hubs and centres into a coordinated network
underpinned by cutting-edge data collection and use
• Building the research base through work at HSRC and CSIR on impact of 4IR on Jobs and
social structures including assessing opportunities in areas such as Health, Education, human
settlements, etc.

WAY FORWARD
• Need for strong Government Position through a Country 4IR Strategy (Presidential
Commission)
• Prioritise 4th Industrial Revolution Technologies/Approach relevant to SA e.g.
(Germany – Digital Production (I4.0), Argentina – Digital Government, Japan –
Artificial Intelligence, USA – Cloud technologies, Sweden – Financial Technologies,
Estonia – Digital Society, China – Manufacturing and e-Commerce, Russia – e-
Commerce, etc.
• Most countries lean on their productive sectors (Mining, Industrial Development,
Tourism, Energy; Transportation, E-Commerce, etc.)
• Need to foster collaboration
