Using Commercial Networks
• Astrid – Blue Light Mobile• MVNO Arrangement• 1 operator, 3 networks• Based on 3G Networks 4G in the future• An opportunity to gain experience of mobile
data applications

LTE Standardisation
• The LTE standard has been developed by 3GPP• 3GPP continues to develop more functionality• Work Items accepted into 3GPP for GCSE and ProSE• Isolated base station work item agreed (IOPS)• 2013/14 Call for Mission Critical PTT
Presentation on behalf of the TETRA + Critical Communications Association
MCPTT Standardisation
• MCPTT is a complex task• Further work to be based on existing work from
– 3GPP– OMA– ETSI-TCCE
• 3GPP has created a dedicated working group to deal with Mission Critical Applications for LTE – SA6
Presentation on behalf of the TETRA + Critical Communications Association
Spectrum
• For critical communications users to truly benefit from LTE - spectrum is essential
• TETRA– 380-400 MHz– 410-430 MHz
• 700MHz band likely to be allocated to Mobile use at WRC 2015
• Lobbying regulators at a national level is essential

TETRA Implementations
• Sweden Just complete• Norway Under construction• Germany Under construction• Netherlands New network
planned• Belgium New network
plannedMany networks likely to be supplemented by high speed data
services based on LTE
Presentation on behalf of the TETRA + Critical Communications Association
Implementation Options
• Take service from standard commercial networks
• Operate as a Mobile Virtual Network Operator (MVNO)
• Take service from Commercially Owned Dedicated Network
• Build, Own and Operate Dedicated Network• A Combination Approach
Presentation on behalf of the TETRA + Critical Communications Association
Proprietary Technologies
• Faster route to product availability than standards based solutions
• Users and industry benefit from standards based solutions– Lower prices– More choice– Greater innovation– etc.
BUT

Making choices
• Many applications do not need broadband• TETRA was designed for Mission Critical Voice– excellent ambient noise performance– High degree of specialised functionality– Large choice of purpose built terminals
• For Broadband applications consider supplementing TETRA with a commercial LTE service
• Avoid proprietary solutions
