    All backbone transmission assets will be aggregated into the Federal Grid Company (FGC)

    Distribution will also be disaggregated from AO-Energos and horizontally integrated into

    5 regional DistCos

    Draft legislation requires a separation of Transmission and Distribution from generation and supply until 2005

    Price regulation will be done primarily by Federal regulator
