Fonds Level Description Presbyterian World Service and Development (PWS&D) fonds. --1972-1998. -- 9.44 m The Committee of Inter-Church Aid, Refugee, and World Service (ICA) of The Presbyterian Church in Canada was formed shortly after the end of World War II. Its main purpose was to provide refugee and disaster relief. For some time, it operated as a committee of volunteers and staff seconded from other departments in the Church, activated only when emergencies struck. The Committee was activated to produce publicity materials, and to collect funds from congregations and forward them for disaster relief. Funds were collected through independent appeals, from congregations and individuals. These funds were then forwarded in several ways. Emergency aid was directly forwarded to areas in response to calls for assistance. Funding was also forwarded to assist in a regular and ongoing project with the World Council of Churches. The Committee also sent funds through the World Alliance of Reformed Churches to assist with their projects. ICA’s work was distinctly crisis-oriented with some grants being provided for aid, development and ecumenical work. These projects were not run by the Committee or by The Presbyterian Church in Canada, rather funding was sent to them in support of their activities. Another agency of importance to the Committee was the Canadian International Development Agency (CIDA). CIDA provided matching grants for some of the funds raised by the Inter-Church Aid, Refugee and World Service. The focus of CIDA’s matching grants was on development projects. ICA had a small number of development projects in the early 1970’s and as the Committee’s focus changed to a greater emphasis on development, their involvement with CIDA grew. The Committee of Inter-Church Aid, Refugee, and World Service was also very involved with several ecumenical efforts during the early 1970’s. Their association with the Anglican, Lutheran, Roman Catholic and United Churches in the Inter-Church Consultative Committee on Development and Relief began in 1971. Some of the sub-committees included:

• Campaign Committee ~ Prepared materials for pre-Easter campaigns (annual campaign) • World Development Education ~ Sponsoring “Ten Days for World Development”. • Church Action for Emergency Aid ~ coordinating response to disasters and joint news

releases on response. • Church/CIDA relations ~ discussing new working relationships with CIDA. • PLURA ~ aid to low-income self-help groups in Canada. • GATT-fly project ~ supporting Third World interests in trade and monetary negotiations. • Approach to Canadian Corporations ~ possible joint approach to business and industry for

development funds. The Committee reported directly to Assembly as a Standing Committee. The work of the Committee of Inter-Church Aid, Refugee, and World Service is closely related in a number of ways to work of the Board of World Mission. Funds for the work were raised separately from the Assembly Budget Funds, through an annual appeal. The Board of World Missions was represented

on the Committee and was used for consultation and approval on policy matters. The Committee of Inter-Church Aid, Refugee, and World Service met a couple of times a year. The Convener and Secretary, made emergency decisions between meetings. In 1973, the number of Committee members was increased from six to nine. These committee members were appointed by the General Assembly. It was at this time that the Committee began to receive funds from the General Assembly for administrative costs. An administrative half-time clerical secretary was hired in 1974. By 1976 this was a full time position. In 1974 a new information procedure was started to respond to emergency requests for aid. An emergency “News Flash” was sent to all Church ministers after a grant had been made from the Emergency Reserve. Contributions from congregations or individuals earmarked for that particular crisis were used to restore the reserve fund to its ordinary level and afterward forwarded to that area. According to the 1977 Acts and Proceedings of the General Assembly of the Presbyterian Church in Canada, ICA’s mandate was stated as: “To clothe the naked, to feed the hungry, and to seek justice for the oppressed.” By 1978, the Inter-Church Aid Committee could be divided into three separate but closely related parts: relief, development and reform. Most of the funding received from individuals and congregations was in response to natural disasters. The funds raised continued to be sent through partner organizations or local churches. At the 105th General Assembly, a name change was proposed. The matter was referred to the Committee of Inter-Church Aid, Refugee, and World Service for action. The Committee recommended the name “Presbyterian World Service and Development” to the 106th Assembly. Their recommendation was adopted. This was in 1980. The revised name, Presbyterian World Service and Development (PWS&D), first appears in TheActs and Proceedings of the 107th General Assembly of the Presbyterian Church in Canada in 1981. Their mandate was expressed as follows: “To act as the agency within The Presbyterian Church in Canada for undertaking development activities, disaster relief and education of congregations to these world-wide needs.” The newly named Committee maintained its connection with several countries, emphasizing development aid and ecumenical activities. In 1982, General Assembly agreed to change the constitution of the Administrative Council to allow the addition of three members. This meant that the Convener of PWS&D was made a constituent member of the Administrative Council. At the 112th General Assembly in 1986, it was approved that the PWS&D establish an executive staff position at the Associate Secretary level.

In 1989, CIDA began a review process of its own funding strategies, which eventually lead to a change in its relationship to organizations like PWS&D. The results of CIDA’s review were made available to the General Assembly in 1991. CIDA made two significant recommendations. The first was that PWS&D should concentrate on fewer countries so as to focus development efforts. This recommendation was to encourage longer term projects with funding budgets of at least $10,000 including CIDA funding. The second recommendation was that PWS&D should place a higher priority on fundraising throughout the PCC.

With these recommendations in mind, PWS&D proposed that the Developments Projects Program be divided into two portions. The breakdown reflected that 80% of the funds would be designated for specific ongoing projects and the other 20% of the funds would be available for responsive projects (emergency relief). The Committee also decided to concentrate efforts in Eastern and Southern Africa, Central America and on community health projects in India and Pakistan. Projects of particular focus for the Committee would be in areas of direct benefit for families, women and children and would feature community health programs, skills training, basic literacy and small income generating schemes. In 1995, the Committee’s audited accounts became separate from the Church’s in accordance with government requirements. It was at this time that The Presbyterian Church in Canada also began a review process. The results of The Presbyterian Church in Canada’s restructuring were made available in 1992. As a result of restructuring, the Presbyterian World Service and Development became a Committee under the newly formed Life and Mission Agency. However, as before, the Committee would continue to raise funds through independent appeals. Following the process of restructuring, representation from the Board of Congregational Live and the Board of World Mission ended. Other changes to PWS&D included the removal of responsibility from the board from the WMS’s Glad Tidings and the Presbyterian Church’s Presbyterian Record magazine. From this time on, only one general representative was required from the Women’s Missionary Society (W.D.). Any other changes were done through the Life and Mission Agency through whom PWS&D reported to General Assembly. Throughout the 1990’s, PWS&D continued its development efforts and provided relief in response to emergency situations. In 1992, PWS&D became a member of the Canadian Foodgrains Bank (CFGB). In 1997, PWS&D as a member of CFGB, took sole responsibility for a food-for-work program in the Mwanza Region of Blanytre Synod, Church of Central Africa Presbyterian (CCAP). In addition to funds collected from individuals and congregations, PWS&D began receiving grants from Live the Vision in 1994. Another focus for PWS&D throughout the 1990’s was on development education in Canada. The Committee produced educational materials such as videos, and Lenten and Advent liturgies. The Committee also began to produce a spring and fall newsletter called “PWSDevelopments”, which was distributed as an insert in the Presbyterian Record magazine. The fonds consists of records produced by the Committee of Inter-Church Aid, Refugee, and World Service and the Presbyterian World Service and Development Committee, encompassing the years 1972 to 1998. The records were created during the course of business of the Committee which included administrative recordkeeping including human resources records and correspondence, meeting materials, project records, resources created and records relating to associated partner organizations. The fonds is arranged into eight series; Administration and Office files, Committee and Sub-Committee files, Correspondence files, Human Resources files, PCC Constituency files, Project and Emergency/Appeals files, Related Organizations files and Resources & Publications. Materials such as photographs and architectural plans have not been removed from their files. Attempts have been made to include information regarding other materials at the file level of description.

Title based on the contents of the fonds. – For access information, consult the series level description. – The extent refers to linear meters which in this case is equivalent to 75½ Hollinger boxes. -- File numbering has been preserved but does not appear to have continued meaning for the current PWS&D committee. These numbers have nothing to do with the arrangement of the records.
