NOTICE FOR PRE-QUALIFICATION (PQ) OF BIDDERS


1. “Director, North Eastern Space Applications Centre (NESAC), Shillong invitesapplications from bidders for pre-qualification for the following composite work:

3. Bidders who fulfil the following requirements shall be eligible to apply for pre-qualification with a copy of the self-attested documents:

a. The bidder should have satisfactorily completed the similar composite works comprising Civil, PH, Electrical and other allied works as mentioned below during the last Seven years ending previous day of last date of submission of PQ document: i) Three similar composite works each

costing not less than ₹ 6.80 Cr i.e., 40%of the estimated cost (or)

ii) Two similar composite works eachcosting not less than ₹ 10.20 Cr i.e60% of the estimated cost (or)

iii) One similar composite work costingnot less than ₹ 13.60 Cr i.e. 80% of theestimated cost.

Note: Similar nature of composite work shall mean: “Construction of RCC framed building with G+1 configuration or building having minimum height of 6m including allied PH, Internal electrical works and other services.” In respect of detailed design including structural, plumbing and electrical, AC, lift etc.,, the bidder has to engage either one of the Department empanelled consultant or to engage any reputed agency with the prior approval from Department.

i) Certified copy of work orders andcompletion certificates for compositework issued by authority concerned toestablish work expoerience.

ii) Completion certificates for worksissued by private parties shall besupported by TDS certificates.

The bidder should clearly indicate how they are proposing to carry out the Electrical works of the contract i.e. whether directly or through sub-contractor giving full details & declaration which is binding. The agency who is going to execute electrical works (either main bidder or subcontractor) shall possess valid electrical contractor’s license of appropriate class and category issued by Central or State electricity authority.

Certfied copy of valid electrical contractor’s license (of the primary bidder or sub-contractor) shall be submitted at the time of bidding i.e. along with technical bid.

Note: The value of executed works shall be brought to current costing level by enhancing the actual value of work at simple rate of 7% per annum, calculated from the date of completion to last date of receipt of application for PQ bids.


4. On request in writing, with requisite fee of ₹. 1,000/- in the form of crossed DemandDraft for appropriate amount issued by a scheduled Bank in favour of the “AccountsOfficer, NESAC. ” Pre-Qualification (PQ) documents can be obtained from Office of theDirector, NESAC, Ph. No. 0364 2570774, on any working day during the periodmentioned in Para 1 above, except on Saturdays, Sundays and Public holidays.

Requisition for issue of PQ documents by post shall be accompanied by account payee Demand Draft for ₹. 1,500/- towards cost of PQ document and stationery & postage charges (non-refundable) drawn in favour of “Accounts Officer, NESAC ” payable at Umiam, Meghalaya. The documents can also be downloaded from ISRO website: http:// www.isro.gov.in (or) www.nesac.gov.in

The PQ document downloaded by the agencies from the website shall also be valid for participation in the pre-qualification process. Those making use of the PQ documents downloaded from the website shall have to pay the cost/ fee of PQ document as specified above in the form of crossed Demand draft for Rs. 1,000/- issued by a scheduled Bank in favour of the “Accounts Officer, NESAC” along with the submission of PQ bids. PQ bids received without the requisite fee shall be considered as invalid.

b. Should have had average annual financial turnover not less than ₹ 5.10 Cr i.e., 30 % of the estimated cost of the work during the last three years ending 31st March of preceding year i.e. 31-03-2016.

Certified copy from Chartered Accountant for the Annual financial turnover and balance sheet showing Profit & loss.

c. Should not have incurred any loss in more than two years during the last five years ending 31st March 2016.

d. Should have a solvency of ₹.6.80 Cr. i.e., 40% of the estimated cost of the work.

Certified copy of current solvency certificate issued in the financial year 2016-17 from any Scheduled Bank.

e. The bidding capacity of the applicant should be more than the estimated cost (₹. 17.00 crores) of the work put to Pre-qualification. The bidding capacity shall be worked out and declared by the applicant/ bidder and enclosed with the request for document based on the formula: (A x N x 2) - B where, A- Maximum value of work executed in

one year during last 5 years at current price level taking into account the work completed as well as work in progress.

B- Value of existing commitments and ongoing work to be completed during the next ‘N’years at current price level.

N- (N=1.00) Number of years prescribed for completion of the subject contract for which bids are invited.

i. Statement showing the value ofexisting commitment and ongoingworks as well as the stipulated periodof completion remaining for each ofthe works listed to be furnished.

2. About NESAC

NE-SAC, located at Umiam (near Shillong), Meghalaya, is a joint initiative of DOSand North Eastern Council to provide developmental support to the North Easternregion using space science and technology. The centre has the mandate to develophigh technology infrastructure support to enable NE states to adopt space technologyinputs for their development. At present, NE-SAC is providing developmental supportby undertaking specific application projects using remote sensing, GIS, satellitecommunication and conducting space science research.

3. About the facilities

The work site is a newly acquired 01 acres of land at Umiam, Shillong opposite toOffice complex of NESAC. The details of the facilities planned in the land are asfollows.
