IPBES deliverable 3(d) “scoping for an assessment and guide on methodologies regarding diverse

conceptualization of values

• 2014年7月：ボンにて初会合（約40名出席・日本からは八木が出席）

生態系サービスや生物多様性の価値を計測する手法について一通り議論を行った。合意は存在せず、テキストをネット上のDropboxに置き、自由に加筆修正を行える状況に。

2014年9月会合（ボン、八木出席）• 価値を計る際には、（１）目的を明確化し（政策決定なのか当事者間の紛争解決なのかなど）、（２）価値の範囲を明確にし（何時の時点のものか、地理的範囲は何かなど）、（３）最適な手法を選択し（経済的手法か、文化的なものか、生物学的なものか、先住民の知恵に基づくものかなど）、（４）それを実際の対象に当てはめ（対象は生態系サービスか、人間の生活の質向上か）、（５）複合的な評価を更に行い（評価軸を多数用意して評価）、（６）報告を行う、というサイクルが存在する旨が認識された。

• 以上をドキュメントとしてまとめ、IPBES総会に提示できるようにした。

メンバー構成の特徴• 女性が多い• アジアは少ない（日本１、中国１、韓国１）• 経済学者は肩身が狭い場所。生態学者が数で勝っており、経済学そのものを疑問視。TEEBは経済的に偏っていることに対して、IPBESでは「人間のよりよい生活のため」という視点を入れて議論している点で、TEEBとは違うとの議論があった。Value

2015年6月 ハンガリー・ブダペスト（八木出席）

• IPBES総会からのフィードバックがあった• 作成した3（d）のドキュメントに対する各国政府などからのコメントでは、（１）多様な価値が網羅されているが経済的な価値（特にアカウンティング）の部分が弱いのではないか、（２）だれに向けて書いてあるのか明確ではない、特にregional studyに従事しているグループに向けたガイダンスになっているのかとの疑問が存在。

• これについて本専門家グループ（３（d））では，各チャプターをリファインするとともに。ケーススタディを付加すル方向で議論がなされた。

2016年5月UNESCOワークショップスペイン・ドノスティア（蒲谷Kabaya（IGES）、八木出席）

• IPBES３（ｄ）のコアメンバー20名程度を集めて議論。IPBES，TEEB，MAと違った角度から改めて生態系サービスを議論した。

• IPBESのMEPやDeliverable3(d)などの専門家，ケンブリッジ大学，ブリティッシュコロンビア大学など，文理融合を目指した最新の境界分野の研究を主導している機関の研究者を集めて議論。逆に新古典派エコノミスト（hardcore economistと呼ばれていた）や，自然科学一本槍の科学者は呼ばれていない。

• 自然科学の側面では，生態学を中心とした抱合的な領域を，また社会科学では経済学・社会学・哲学などを総合した知の領域をそれぞれ議論しており，学術的にもレベルの高い議論。

今回の公募（自然とその恵みに関する多様な価値観の概念化に関する方法論的評価（methodological assessment regarding the diverse conceptualization of multiple values

of nature and its benefits））（環境省HP）（１）共同議長（assessment co-chairs）• 評価報告書及び政策決定者向け要約（SPM）を監督する責任が

あります。評価報告書の一部を執筆することも可能です。関連分野においてシニアレベルであり、専門家との調整業務の経験があり、個人の業務時間の30％に相当する時間を本業務に貢献できる人が求められています。年間およそ４つの会合（海外出張含む）への出席が求められています。

（２）統括執筆責任者（coordinating lead authors (CLAs)）• 評価報告書の章毎に配置され、執筆に加え、主執筆者・フェ

ロー・協力執筆者（contributing authors）と執筆内容を調整し、各章全体を監督する責任があります。また、各章からキーメッセージを抽出し、各章の要旨を執筆する作業の調整を行うとともに、SPMの執筆も行います。個人の業務時間の20％に相当する時間を本業務に貢献することが求められています。年間およそ３つの会合（海外出張含む）への出席が求められています。

（３）主執筆者（lead authors (LAs)）• 評価報告書のうち指定された箇所を、既存の優れた科学、技術及び社

会経済的な情報に基づき執筆する責任があります。個人の業務時間の15％に相当する時間を本業務に貢献することが求められています。毎年開催される執筆者会合への積極的な参加に加えて、毎年およそ１つのIPBES関連会合に招へいされる可能性があります。

（４）査読編集者（review editors (REs)）• 評価報告書及びSPMのレビュープロセスにおいて、学際的専門家パネ

ル（MEP）及び執筆者チームに対し、レビューコメントが適切に検討されているか、専門的用語の統一、文章の整合性が取れているか等について助言を行います。評価実施期間中に２つの会合に参加し、第１回レビュー後から個人の業務時間の10％に相当する時間を本業務に貢献することが求められています。加えて、シニアレベルであり、自然科学または社会科学の専門性を１つ以上有し、伝統的知識についても理解のある専門家である必要があります。

（５）フェロー（fellows）• 経験の浅い専門家向けで、評価報告書のうち指定された箇所を、統括

執筆責任者や主執筆者と協力して執筆します。評価プロセスの理解のためのトレーニングを受けるとともに、専門家による指導を受けます。毎年開催される執筆者会合やトレーニング・ワークショップへの出席が求められています。
