Introduction

On 5 March 2017, prior to the 5th plenary of IPBES and its stakeholder day in Bonn/Germany, a

preparatory workshop was organised by BSPIN (the Biodiversity Science-Policy Interfaces Network

for Early Career Scientists). This initiative of young scientists dealing with biodiversity-related

science-policy interfaces, like IPBES, wanted to provide space for exchange and discussion in order to

support early career scientists in getting engaged in such interfaces, including by informing about the

progress of the IPBES deliverables and the IPBES fellowship programme.

The aims of the workshop were to:

Exchange and discuss science-policy related research

Meet participants of the IPBES fellowship programme

Update on the IPBES process and deliverables

Discuss how early career scientists can get engaged in science-policy interfaces

Any early-career scientist or professional was welcome to join the workshop to exchange views and

ideas and to get to know participants in a less formal and busy context than during the actual plenary

of IPBES-5.

Workshop details

The workshop was opened by Kristina Raab, who welcomed participants on behalf of the organizing

team1. Katja Heubach then facilitated an ice-breaking session in which the group could get to know

its own composition a little better. Geographical representation by UN group was mixed with all five

groups represented among the ca. 28 participants. A large majority came from the Western

European and Others Group, three participants from each of the African, Asia-Pacific, Latin American

and Caribbean Groups, and one participant from the Eastern European Group. Many considered

themselves to be interdisciplinary, and many more were natural scientists than social scientists.

Science-policy topics were already of interest to most, very few came from the pure policy world. The

workshop continued with a presentation on the development and objectives of the BSPIN network

(Kristina Raab) and insights into to work of the hosting institution, the- Zoological Research Museum

Alexander Koenig (Matthias Geiger). The introductions were followed by an overview of the current

stage of the IPBES work programme and expectations for the fifth IPBES plenary (Katja Heubach).

Three early career scientists presented their work on IPBES related issues and on the IPBES

process(Jaya Upadhyay, Aleksandar Rankovic, Malte Timpte).Two IPBES fellows

(Cosmas Lambini and Mireia Valle) provided insights into the fellowship programme and talked about

their experience as fellows. Every presentation was followed by a Q&A session. The workshop ended

with a discussion of future BSPIN activities in break-out groups.

Presentations

Kristina Raab: BSPIN - A network for early career scientists engaged in biodiversity governance

Kristina Raab, Network Forum for Biodiversity Research Germany (NeFo), Helmholtz Center for

Environmental Research, Germany, gave a presentation about the BSPIN network, its mission, aims

and its members. She explained that BSPIN is an international and interdisciplinary network of

emerging or early career scientists (ECS) from all possible research fields interested in engaging in

science-policy interfaces (SPIs) related to biodiversity (for example CBD/SBSTTA, IPBES, IPCC). BSPIN

believes that ECS have great added-value for SPI processes: introducing new perspectives and

framings of real-world problems and, thus, making SPIs more inclusive and more effective. The BSPIN

members come from all UN regions but the last count showed that most of them are from Germany

(probably because that is where BSPIN originated). Therefore, one of the network’s goals is to attract

new members from other countries. The scientific scope of the network ranges from the natural to

the social sciences and can be viewed as comprising activities in three areas: Capacity Building, IPBES

and thematic exchange.

Matthias Geiger: Zoological Research Museum Alexander Koenig - Biodiversity Research -

As an introduction to the workshop hosting institution, Matthias Geiger, Zoological Research

Museum Alexander Koenig, gave a presentation about the Museum’s history, its founder and its

research activities. He talked in greater detail about Taxonomy (the science of describing and

distinguishing species - one of the main research areas of the Museum) and the lack of early career

scientists in this field, new methods to interpret taxonomic data, and the importance of taxonomy

for understanding the evolution of species. Furthermore, Matthias introduced some of the latest

findings that confirm the dramatic loss of biodiversity, as well as some suggestions on how the

monitoring of different species could become more efficient. Another aspect of his presentation that

led to an interesting discussion among the workshop participants was a technique called DNA-

barcoding. Matthias coordinates the German Barcode of Life project (GBOL) that creates inventories

for the genetic characterization of the animals, fungi and plants of Germany, using DNA-Barcodes.

Until now with the help of more than 250 external experts they collected samples from around

200.000 individuals that represent 25.000 species.

Katja Heubach: IPBES-4 & 5

Katja Heubach, Deutsche Gesellschaft

für Internationale Zusammenarbeit

(GIZ) GmbH, Germany, prepared the

group for IPBES-5. She talked about

the major results from IPBES-4, what

happened since then, and she

explained the agenda of the IPBES-5

plenary. Some assessments as well as

capacity building tools were developed

further during the last year, but new

problems (for example regarding the

financial situation of IPBES) arose. Next to the work programme, this was to become one of the main

points of the discussion during the plenary. Katja introduced a complete timeline for the plenary

week that facilitated BSPINs engagement and the coordination of joint activities during the plenary.

Cosmas Lambini: IPBES Fellowship Programme African Regional Assessment

experience

In the subsequent presentation, Cosmas Lambini, IPBES Fellow of the African Regional Assessment,

Bayreuth Center of Ecological and Environmental Research, University of Bayreuth, Germany, spoke

about the IPBES fellowship programme and his own experiences as a fellow. IPBES currently has 33

fellows who work in four of the regional and in one of the thematic assessments. The selected

fellows vary greatly in age and country of origin and

most of them are PhD students. Cosmas also talked

about the different tasks and responsibilities of the

fellows and how they work with the authors of their

chapters. He also mentioned some of the challenges

the fellows face, like capacity building on the IPBES

process, or financial issues. Afterwards he presented

some statistics which showed that most fellows are

satisfied with the programme and that it will most

likely highly influence their future work.

Mireia Valle: IPBES Fellowship Programme - Our

experience

Mireia Valle, IPBES Fellow of the Regional

Assessment for the Americas, talked about the

application process of the fellowship programme and her work in the synthesis chapter of the

Americas Assessment. Her Coordinating Lead Authors (CLAs) were very inclusive which made it easier

for her then for some other fellows to

communicating with them. Furthermore she

talked about the meetings and workshops she

was able to attend through her participation

on the programme and closed with pointing

out the value that the fellows add to IPBES.

Jaya Upadhyay: Community stewardship for

conservation in Eastern Himalayan

Landscape, India

Jaya Upadhyay, Project Officer WWF-India,

Fellow, UNEP/UNESCO/BMUB CIPSEM, TU

Dresden, gave a presentation about

community stewardship for conservation in the Eastern Himalayan landscape to

give an example of what BSPIN members are currently working on. At first she gave an overview over

the situation of the forest areas and the priority species in India. The area her project focuses on, the

Arunachal Pradesh has the maximum concentration of biodiversity in all of India. Furthermore 60% of

the forests and its natural resources in Arunachal Pradesh are under community ownership, making

it essential to have community support for conservation. The community-based conservation model

aims to support communities to set aside large portion of their forests as conserved area – for

managing forests for conservation and sustainable use for livelihood needs. They want to reach their

goal through 1. collective decisions through a participatory process, 2. institution building, 3.

participatory mapping and demarcation of the conserved area, 4. community-based economic

incentives for conservation, 5. participatory Community Conserved Area (CCA) monitoring, and 6.

participatory management planning and capacity building.

Aleksandar Rankovic: IDDRI’s work on IPBES (in just a few words, promised!)

Aleksandar Rankovic, Institute for Sustainable Development and International Relations (IDDRI),

SciencePo, talked about IDDRIs work on IPBES which focuses on knowledge production and use. Main

questions are: What knowledge is covered in the assessments, on what topics? Is something missing?

How to fill the gaps? How is this knowledge used (or not) by actors? What “impact” does IPBES have

on biodiversity debates and practices? IDDRI for example noticed that in the pollination assessment

public policies and international trade as indirect drivers have barely been addressed. Furthermore

media coverage of the assessment was rather insignificant.

Malte Timpte: Expert Engagement in the IPBES Process - An analysis of the first

IPBES work programme

Malte Timpte, Institut für Biodiversität - Netzwerke.V (ibn), talked about expert engagement in the

IPBES process. The core objective of IPBES is to synthesize existing knowledge on biodiversity and

ecosystem services acknowledging different knowledge systems, including indigenous and local

knowledge. This is implemented by over 1000 volunteering experts, nominated by member states

and stakeholder organisations. Furthermore he talked about the selection criteria for experts

working in the task forces and in the assessments as well as the selection and nomination process.

Malte pointed out that the procedure for the selection of experts led to a pool of nominations that

suffers from geographic, disciplinary and gender gaps and he presented IPBES’ approach to fill these

gaps as well as recommendations developed by his project group. Afterwards he raised some

question concerning IPBES and BSPIN that the participants could discuss.

were asked to group around a topic of

their choice which was determined during

the day by collecting input from the group

(photo) and their interests in discussing

particular topics (facilitated by Yves

Zinngrebe).

The information gathered was collected in a Google document and placed online for further

development in smaller groups.

The workshop was closed by 18h and many participants proceeded to have a joint dinner in Bonn city

centre to close the day and event in a more leisurely way.

BSPIN Activities during the plenary of IPBES-5

Interested participants of the workshop who stayed in Bonn for the plenary could stay in touch by

email, and BSPIN organized a few get-togethers during the week. These get-togethers were open for

any other interested attendees as well as BSPIN members. For instance, the students of the Masters

programme on Global Change Ecology (Bayreuth University, Germany), who were supporting the

plenary logistics, as well as some early-career stakeholders joined several BSPIN activities.

At these informal meetings, more experienced and newer members of BSPIN could exchange and ask

questions on particular topics. The IPBES stakeholder day was held on Monday 6 March and plenary

lasted from Tuesday 7 to Friday 10 March and nearly every day a BSPIN activity took place: a lunch

meeting was held to update eachother; Kristina Raab presented BSPIN during the Stakeholder Day

and Yves Zinngrebe and Malte Timpte gave and introduction to the network in an evening session for

the Masters students from Bayreuth, followed by an Q&A on science-policy interfaces; a meeting

with experienced IPBES players Suneetha Subramanian (United Nations University-Institute for the

Advanced Study of Sustainability in Japan and coordinating lead author of the Global Assessment)

and Günter Mitlacher (WWF International in Germany and lead organiser of the IPBES-5 Stakeholder

Day) was organized to allow BSPIN participants to gain insights into the history and complexities of

particular topics. On the last day of the plenary, BSPIN organized a social get-together in Bonn city

centre for participants to reflect on the week and unwind together before leaving IPBES-5.

BSPIN origins/background

BSPIN was set up around IPBES-2 by a small group of volunteers and has been active mainly around

important science-policy events, particularly IPBES and the Convention on Biological Diversity (CBD),

which allow for meet-ups, and virtually in the intersessional periods.

BSPIN's objectives are to:

link early career scientists (ECS) among each other and to other stakeholders in science-

policy interfaces (SPIs) processes

improve the capacity of ECS to engage in global biodiversity-related SPIs

foster inter- and transdisciplinary research

communicate the potential of ECS regarding IPBES and related SPIs

encourage practical involvement of ECS in these SPIs.

Past meetings included meet-ups at IPBES-2, IPBES-3 and IPBES-4, an international

network meeting prior to IPBES-3, as well as a side event at CBD Conference of the Parties (COP)-12,

and informal meet-ups at CBD COP-13.

The aim of my doctor project is to understand historical Grinnellian niche dynamics in three selected radiations endemic in the Atlantic Forest biome. By combining macroecological and phylogenetic information signatures of niche conservatism and evolution will be identified.
