A. Technical Backup from the Head Office The company is committed to carrying out the tasks required to the full satisfaction of clients and to achieving high quality work in a safe and timely manner through a well prepared schedule and close supervision of the project’s progress.

B. Project Organization (Typical)Although the Project Manager is the main decision-maker for the project, some of the Project Personnel report directly to their managers in the Head Office, namely, the Quality and the H.S.E. personnel.

The Construction Manager/Engineer is the person responsible for direct construction works on site; all construction personnel report to him either directly or through someone who reports to him directly. He co-ordinates with the Project Manager in relation to technical issues, sub-contractors, materials and such activities.

C. Contract Management and SupervisionContract Management and Supervision generally comprises all contractual issues related to any project, supervision of the project and handling of all the coordination activities between the Client and the Company in order to execute the works smoothly and in the best possible way.

At the commencement of the project, contract management ensures implementation of contract from both the Client and Company’s point of view, laying down strategies for execution, transfer and implementation of senior management strategies and emphasises, monitors and directs the Project Manager as well as the project.

Contract management and supervision is achieved through:

1. Contracts DepartmentThe company covers three major areas as per the geographical locations within the region: Abu Dhabi and Western Area, Dubai and Northern Emirates. The Contracts Manager is responsible for coordinating all necessary requirements of the projects between the site locations and the Head Office.

2. Operations and Project Control Operations management and project control have the responsibility of several departments within the Head Office, Regional Offices and/or Site Offices, depending on the type and location of the project.

3. PlanningFor planning, programming and scheduling construction activities, coordinating equipment, manpower and material delivery and incorporating those main items within the approved construction programme. The planning department may designate a full time planning engineer on site for some projects, depending on the scale, scope of work, location and contract documents for the project.

4. Estimation & Cost ControlThe role of the Estimation & Cost Control Department is to control all the project cash-flow and cost estimations and to monitor all site expenses up to the completion of the works. It must also balance the actual costs against the necessary costs to complete the work for each project and establish feasibility studies for the senior management’s review and recommendations.

5. EHSS ManagementHealth and safety issues are dealt with by this department which also controls environmental issues between the Head Office and Site Locations. Safety personnel will supervise the safety precautions particularly on sites in order to prevent accidents and injuries.

At least one safety officer/inspector is designated on site on a full time basis until the completion of the construction activities.

6. Construction EngineeringThe company produces detailed method statements for each task at every stage of the construction and maintenance phases.

These method statements are prepared by specialised and experienced engineers to ensure that they are adequate, professional and functional. They also take into account provisions for safety and quality.

7. Shop Drawings and As Built PreparationProject Managers and Landscape & Irrigation engineers are responsible for supervising the Draughtsmen in executing shop drawings. As-built drawings are the responsibility of the Draughting Coordinator and are usually prepared during the construction, handing over and snagging phases using AutoCAD latest release.



8. Procurement & Purchasing This department is specialised in the procurement of landscaping materials especially international and long lead orders and deliveries. It is also responsible for sub contractor agreements and negotiations. Depending on the scope and location of the project a procurement and/or materials engineer could be designated on site to coordinate between the Head Office and site.

9. FinanceIt is centrally located at the Head Office and is designated to serve all Head Office facilities as well as different Departments, Branches and all the operational project sites. The Department is responsible for financial operations and provides project managers with required financial support in addition to preparing all bonds and other banking activities.

10. H.R. & AdministrationIt is centrally located at the Head Office and is designated to serve all personnel matters such as recruitment, benefits and other related matters are dealt with by this department. It is also responsible for liaising with government departments.

11. Equipment Maintenance and WorkshopsThe Company’s equipment utilised at various site locations are stored on site and are maintained in the onsite workshops, however for major overhauls they are sent to the dealer’s workshops. The Procurement and Administration Departments are responsible for arranging these overhauls, hiring/purchasing equipment (if and when required) for construction utilisation and all the movement of the machinery between the site locations. Periodic maintenance of equipment and replacement of the irreparable or inadequate ones is also part of their duties.



CAD Capabilities and Systems UsedTulipa Landscaping L.L.C. is an automated company using a network of computers linked to the different departments concerned.

Tulipa Landscaping L.L.C utilizes around 30 Computers with the latest configuration of COMPAQ / HP / FUJITZU / LENOVO / DELL brands.

Tulipa Landscaping L.L.C. has a wide range of Hardware peripherals consisting of Laser Printers, Plotters, Scanners and Photocopiers of reputed brand specifications.

The Company staff use the latest release of licensed software and hardware.

In particular, Tulipa Landscaping L.L.C. is using the latest edition of AutoCAD, Primavera, Microsoft Office, Adobe, Corel and Microsoft Project software programs. Drawing submittals (Shop Drawings, As Built Drawings) are prepared using CAD software.

Equipment Policy StatementTulipa Landscaping LLC Policy regarding Equipment utilization is to own the necessary specialist equipment and tools.

However, in cases where Plant and Equipment used by the Company is not sufficient or suitable, Tulipa Landscaping LLC would purchase additional new or second-hand equipment or hire a suitable piece of equipment to cater for its needs.

Equipment AvailableThe Company has substantial stock in terms of Equipment and Machinery suitable for all kinds of Landscaping and Irrigation purposes.

The equipment is supported by on site workshop and maintenance facilities for regular, periodic and preventive maintenance to keep up the level of performance for this machinery.

Equipment Maintenance PolicyThe Company’s maintenance policy consists of:

• On Site Maintenance Service

• Major Machinery Maintenance/Repair

On Site Maintenance ServiceAt site, machinery and equipment are serviced and maintained as follows:

Daily: Wheeled equipment goes to Site Workshop upon finishing its daily routine work. A visual check is usually performed followed by cleaning, washing and greasing if no repair is required.

Periodic: Regular equipment servicing is done as per periodic maintenance schedules, which could be on a weekly, bi-weekly or monthly basis. For some specific machinery it could be done on a mileage/hour running meter.

Preventative: This is done according to the manufacturer’s manual for recommended services and parts’ replacement.

Major Machinery Maintenance / RepairAny major repair such as engine failure or transmission problem is dealt with by the respective dealer’s workshop to ensure proper handling of the repair.
