CHAPTER – 1EXECUTIVE SUMMARY

1. Executive Summary

The Ramco Cements Limited (formerly Madras Cements Ltd) isproposing to install a Cement plant of capacity of 3.15 Million TPAClinker & 2.0 Million TPA (MTPA) of cement at Kalavatala Village,Kolimigundla Mandal, Kurnool District, Andhra Pradesh.

The cement plant will be supported by the following Captive limestonemines to meet the requirement of limestone.

1. Nayanapalli Limestone Mine2. Kanakadripalle Limestone Mine3. Kolimigundla Limestone Mine4. Chintalayapalli Limestone Mine

The subject mine spreading over an area of 775.57 Ha consists ofwaste land of which 592.56 Ha own patta lands and 183.01 Ha ofGovt. land. under the jurisdiction of Kolimigundla and PetnikotaVillages, Kolimigundla Mandal, Kurnool District, Andhra Pradesh.Mining Lease were granted by Govt of A.P vide GOMs No. 137 dated15.02.2000 is enclosed as Annexure – I. Industries & Commerce (M-III) Department, issued Order vide Memo No. 576/M.III(1)/2015,dated: 16.10.2015 for granting the Mining Lease. The copy of the sameis enclosed as Annexure - II. The subject area will be a captiveLimestone mine of Ramco Cement plant which is located at 3.2 km.

The mine has about 89.70 Million Tonnes of mineable reserves(approx.) which will last for about 63 years with proposed productioncapacity of 1.5 Million Tonnes Per Annum (MTPA) due to the proposedtotal maximum production in first five years is 3.2 Million Tonnes. Thetotal mineable reserves will be about 86.5 million tones after 1st

mining plan of 5-years.

The mine operation will be by Opencast Mechanized method ofmining. The limestone produced will be directly transported to thecrusher located at Plant site. Hence a separate area for stacking of thelimestone is not required.

The soil generated during the course of mining will be transported totemporary dump yards. This material will ultimately be utilized forback filling once the entire mineral is mined out. It is not possible torefill the entire mined out area, hence a part of the area will beretained as water reservoir for future use and also as part oflandscape beautification.

Water requirement for the proposed mine is about 100 m3/day fordust suppression, plantation and domestic purposes. Thisrequirement will be supplied by existing pits of the other mines of thegroup and rain water collected in the mine pit will be used.

There is no wildlife sanctuary, national park, Tiger Reserve, ElephantCorridor, eco-sensitive area within the 10 km radius of the projectsite.

All infrastructure facilities such as education, health facilities andother social facilities are adequate at nearest populated area.

The capital Investment Cost for environment management isestimated as Rs. 1.075 crore. All the infrastructural facilities will beprovided.

The capital Investment Cost is estimated as Rs. 11.00 Crores.

CHAPTER – 2INTRODUCTION OF THE PROJECT /

BACKGROUND INFORMATION

2.0 Introduction of the Project / Background information

i. Identification of project and project proponent. In case of miningproject, a copy of mining lease / letter of intent should be given.

The Ramco Cements Limited (RCL) proposes to produce 1.5 milliontonnes per annum of limestone from the subject mine i.e., NayanapalliLimestone Mine (775.57 Ha) located at Kolimigundla and PetnikotaVillages Kolimigundla Mandal, Kurnool District, Andhra Pradesh.

The cement plant at Kalavatala will be supported by four Captivelimestone mines to meet the limestone requirement. To conserve themineral by blending the limestone obtained from various mines, thesubject mine i.e., Nayanapalli Limestone Mine located at Kolimigundlaand Petnikota Villages Kolimigundla Mandal, Kurnool District, AndhraPradesh is identified which is having good quality of limestone.

The mine has about 89.70 Million Tonnes of mineable reserves(approx.) which will last for about 63 years with proposed productioncapacity of 1.5 Million Tonnes Per Annum (MTPA).

The present proposal is for obtaining Environmental Clearance forNayanapalli Limestone Mine (775.57 Ha) from Ministry ofEnvironment, Forests & Climate Change (MoEF&CC) as per EIAnotification SO1533 dated 14th Sep. 2006 and subsequentamendments.

PROJECT PROPONENT

The Ramco Cements Limited have been in cement manufacture andallied fields for more than 5 decades and its products command avaluable brand image in cement market in South India as well asother parts of India.

ii. Brief description of nature of the project

The limestone mine is spread over 775.57 Ha with 89.70 MillionTonne of limestone reserves and total mineral resources are 142.3Million Tonne. It is proposed to produce 1.5 MTPA of Limestone fromsubject mine i.e., Nayanapalli Limestone Mine located at Kolimigundlaand Petnikota Villages Kolimigundla Mandal, Kurnool District, AndhraPradesh.

The method of working is opencast mechanized mining with deep holedrilling & blasting. It is proposed to work this deposit by maintaining8m bench height. The width of working bench will be not less than theheight of the bench. The mine approach ramp gradient will be kept ata minimum of 1 in 16.

It is proposed to stack the generated soil in temporary dump yardwithin the mining lease area. The afforestation will be taken up oncethe bund is stabilized. This stacked soil will be utilized forafforestation and backfilling part of the mined out areas (i.e., at theconceptual stage of 63 years).

iii. Need for the project and its importance to the country and orregion.

Cement industry is one of the main beneficiaries of the infrastructureboom. While on the one hand several big and small cement companies

are actively considering expansion plans in anticipation of furthergrowth in demand for cement, on the other, a phase of acquisitionsand mergers among the existing players is also going on.

In India, the South consumes maximum of 30% followed by East at17%, North at 19%, central at 16%, and West 18%. Also, there is anincrease in the consumption of PPC cement from 48% to 50%.

Weaker sections’ housing, construction of public toilets, schools inrural area apart from several private and public infrastructureprojects will also give tremendous boost to the cement consumption inthe state. Most importantly, irrigation projects, worth nearly Rs 1 lakhcrore, will trigger unprecedented demand for the next 5-7 years.

As per the industry sources, demand has mainly come from theconstruction sector with the three main cities in the South -Bangalore, Chennai and Hyderabad - witnessing hectic constructionactivity, be it for the information technology sector, shopping malls orintegrated townships. The growth in demand has prompted manycement industries to consider for proposal of present Limestone minesin present locations and in Greenfield locations.

The chemical characteristics of limestone extracted from this mine donot warrant any mineral beneficiation, since the quality of limestoneproduced from this mine is suitable for cement.

To meet the limestone requirement of the proposed cement plant,RAMCO has obtained the lease for the subject mine, and it isproposed to produce 1.5 MTPA of limestone from this mine.

iv. Demand– supply Gap

Since Limestone is the main raw material for cement production, thedemand is always there with that of cement. Moreover, the subjectmine produces good grade limestone leading to conservation ofmineral resources.

The cement market has growth due to the central governmentliberalization policies and new schemes for housing, road projects.Cement demand growth is anticipated to be about 11% increasemainly through road projects & Housing Projects.

Continuous demand for exports to China and other South-East Asiancountries along with the increased requirement of the domestic sectorhas been lead all the cement manufacturers in the country to plan forincreased capacities.

v. Imports Vs Indigenous production.

The limestone produced from this mine is meant for the captiveconsumption in RAMCO cement plant.

vi. Export possibility.

No exports of limestone are proposed.

vii. Domestic / export markets

The limestone produced from this mine is meant for the captiveconsumption in RAMCO cement plant.

viii. Employment generation (direct and indirect) due to the project.

The Managerial, supervisory, Skilled, Semi-skilled and unskilledworkmen totaling to 60 persons will be engaged as per requirement.

CHAPTER – 3PROJECT DESCRIPTION

3.0 Project Description

i. Type of project including interlinked and interdependentprojects, if any.

The proposed project (Nayanapalli Limestone Mine) is a limestonemine of 775.57 Ha with production capacity of 1.5 MTPA. The mine isspread over an area of 775.57 Ha at Kolimigundla and PetnikotaVillages Kolimigundla Mandal, Kurnool District of Andhra Pradesh.

With about proved mineral reserve of 89.70 Million Tonne will last for63 years. The limestone produced from the mine is of good gradelimestone and can be utilized for blending with other limestone mines.

Mineral produced will be utilized in Proposed Cement plant atKolimigundla and Petnikota Villages Kolimigundla Mandal, KurnoolDistrict of Andhra Pradesh, which is at a distance of about 3.2 kmfrom the mine.

It is categorized as Category A Project under Schedule 1(a) as themining lease area is more than 50.00 Ha hence it necessitatesobtaining Environment Clearance from Ministry of Environment,Forest & Climate Change (MoEF&CC).

The Mine is located at Kolimigundla and Petnikota VillagesKolimigundla Mandal, Kurnool District, Andhra Pradesh.

The Mining Lease area is a part of the Survey of India Topo sheet No.57 I/4. The site falls between 15°04'51.2" N - 15°06'44.4" N and78°03'35.0" E - 78°06'23.7" E Latitude and Longitude with an averagealtitude of 297 m above MSL.

The location map of the mine site is shown in Fig – 1.

Nearest railway line connecting Nandyal – Proddutur (Yerraguntla) ofSouth Central Railway line is located at a distance of 24.0 km to ENEdirection from the site.

Nearest railway line connecting Gooty Junction– Kadapa of SouthCentral Railway line is located at a distance of 24.0 km to SWdirection from the site.

Key map showing the location of various features around the Minesite is show in Fig – 2. Kadapa is major town is located at a distanceof 105.0 km in SE direction.

iv. Size or magnitude of operation.

Mine area is 775.57 ha. The proposed rate of production of limestoneis 1.5 MTPA.

v. Project description with process details (a schematic diagram /flow chart showing the project layout, components of the projectetc. should be given)

The mining will be opencast mechanized mining, employing DTHdrilling for blast holes, after blasting the mineral will be loaded intothe tippers using hydraulic excavator. The limestone will betransported to the plant by tippers.

The bench height proposed is 8 m and mining will be carried up to adepth of 35 m.

a) Drilling

Exploration activity was done by drilling 20 bore holes with grid of 600 x600 m for a cumulative meterage of 489.65 m. Bore holes are drilledup to a depth of from 7.60 m to 52.2 m. Core drilling was carried outat variable grid pattern in such a way that boreholes could yieldmaximum sub-surface data over the largest possible extent of thedeposit.

Primary Drilling

Bench Height

It is proposed to work with 8 m benches and width of working benchwill be not less than the height of the bench. The mine approach rampgradient will be kept at a minimum of 1 in 16.

Burden

30% to 40% of the bench height depending on the height of the benchand also depends upon the thickness of individual litho unit.

Spacing

Based on geological condition of this area, grid pattern with 4 mBurden and 3 m spacing for blast hole drilling

Angular Holes

The blast hole shall be sloped at angle of 100 to 150 from vertical.

Depth of Holes

The depth of the hole shall be kept at 9 m equal to bench height withsub grade drilling.

Secondary drilling

No secondary drilling will be carried out. The boulders will be brokenby deploying rock breaker or by using secondary blasting if required.However with the precise method of blasting and adopting the methodof decking in between the fractured zone, shall try to avoid the boulderformation.

b) Blasting

The blasting operation will be carried out by using milli second delaydetonators with sequential blasting using slurry explosives along withANFO to achieve better fragmentation, less fly rock and groundvibrations.

c) Loading

Loading of limestone will be carried out with Backhoe excavator of3.00 CUM bucket capacity.

d) Hauling

Tippers of 20 tonne capacity will be used for transport of limestonefrom pit to crusher (located at plant).

e) Raw material required along with estimated quantity, likelysource, marketing area of final product/s, mode of transport ofraw material and finished product.

No raw material is required.

f) Resource optimization / recycling and reuse envisaged in theProject, if any, should be briefly outlined.

There is no specific spoil will be generated in the project area. The soilgenerated will be stacked in respective temporary dump yards and willbe used for back filling at conceptual stage. No overburden will begenerated.

g) Availability of water its source, energy /power requirement

Water requirement for the proposed mine is about 100 m3/day fordust suppression, plantation and domestic purposes. Thisrequirement will be met from the Ground water source initially. Rainwater collected in the mine pit will be used.

The power required for illumination and dewatering (if any) will besupplied from grid / captive power plant.

vi. Quantity of wastes to be generated (liquid and solid) and schemefor their management / disposal.

There is no specific spoil will be generated in the project area. The soilgenerated will be stacked in respective temporary dump yards and willbe used for back filling at conceptual stage. No overburden will begenerated.

Wastewater generated from domestic use will be treated in septic tankfollowed by soak pit.

4.0 Site Analysis

i. Connectivity.

The mine area under reference extends over an area of 775.57 ha inKolimigundla and Pentikota Villages of Kolimigundla Mandal, KurnoolDistrict, Andhra Pradesh.

Nearest railway line connecting Nandyal – Proddutur (Yerraguntla) ofSouth Central Railway line is located at a distance of 24.0 km to ENEdirection from the site.

Nearest railway line connecting Gooty Junction– Kadapa of SouthCentral Railway line is located at a distance of 24.0 km to SWdirection from the site.

Kadapa is major town is located at a distance of 105.0 km in SEdirection.

The proposed mining lease area of 775.57 ha out of 592.56 Ha ownpatta lands and 183.01 Ha of Govt. land. Present land use is wasteland with outcrop of limestone.

Topography (along with map)

The topography is undulating with surface reduced level varying from300 to 420 m above MSL with gradient from west to east. Fig - 4shows the surface plan of mining lease area.

iii. The proposed mining lease area of 775.57 ha out of 592.56 Ha ownpatta lands and 183.01 Ha of Govt. land. Present land use is wasteland with outcrop of limestone.

Mada vagu is at 4.5 km in SE, OWK Reservoir is at 6.5 km in NNEand Pedda Vanka is adjacent to the Mine in S direction to the Minesite.

There are no wild life sanctuaries, national parks, elephant / tigerreserves within 10 km radius of the study area.

v. Soil classification

The limestone formations are covered by black cotton soil all throughthe mine area. The thickness of soil varies from 0.0 m to 2.0 m withan average thickness of 1.0 m.

vi. Climatic data from secondary sources

The tropical climate of the region is manifested in hot and humidsummer, moderately monsoon and mild winter seasons. May is thehottest month in the year. The maximum temperature during the daytime was recorded as 45.60C and December the coldest with thetemperature during the day time falling down to about 6.70C. Themonths of December, January & February are considered to havepleasant climate.

The rainy season is generally from June to September represented bySouth West Monsoon.

vii. Social infrastructure available

Nayanipalle is the nearest populated area situated at about 0.2 km onS side of Mine site. It is a major village with well connected to allmajor cities by rail/road. All basic amenities such as school, hospital,market, etc. are available here. Kurnool is major city andadministrative headquarters around Kurnool - 83.0 km km in northdirection from Mine site.

The subject mine is located at Kolimigundla and Pentikota Villages ofKolimigundla Mandal, Kurnool District, Andhra Pradesh. The subjectmine is captive limestone mine of Ramco Cement Limited with mineextent of 775.57 ha and the proposal is for limestone production of1.5 MTPA.

Total employment potential in the mine is 60 covering the MiningEngineer, Geologist, Skilled, semiskilled and unskilled etc.

Apart from the jobs, the company will provide medical and educationalfacilities to the employees which can also be availed by the peoplearound the plant. Adequate recreational facilities for the staff of thecompany will be provided.

Infrastructural facilities like Post office, Telephone and OccupationalHealth Centre etc., will be established along with cement plant ofRAMCO. The mine office with first aid rooms, rest shelters, toilets,tool/store room etc., will be provided at site.

CHAPTER – 6PROPOSED INFRASTRUCTURE

6.0 Proposed infrastructure

i. Industrial area (processing area)

No processing is involved

The mine will be operated by means of opencast fully mechanisedmethod of mining which includes deep drilling and blasting, loadingthe broken material by heavy machinery like hydraulic excavators andtippers for transporting the limestone to crusher (located at cementplant) by road.

ii. Residential area (non-processing area)

No residential area is proposed at mine.

iii. Greenbelt.

7.5 m of mine periphery will be under plantation in an area of 22.2ha. Afforestation will be done every year covering an area of 0.50 hawith 500 saplings along haul roads. Native species like Species likeSisoo, ganuga, Neredu, Neem, Mango, Chinta and Amala, etc., areproposed.

iv. Social infrastructure.

The mining activity carried out in the area rather has a positive socio-economic impact upon the nearby human settlement as indirectemployment potential is created due to mining and allied activities inthe area. Apart from these, the company promotes health andeducation awareness in the area time to time by organizing health andeducation camps.

In addition Ramco shall take various social welfare programmes in thesurrounding villages. The focus areas include:

Corporatedevelopment invariably contributes towards acceleration of theprocess of socio-economic upliftment of the rural society by meansof employment, health & study programme, medical camps etc.,

Employment: Preference will be given for locals for employmentbased on qualifications & requirement.

Medical facilities: Medical facilities are being provided for employeesas well as people of nearby villages.

Educational facilities: Basic educational and vocational facilities arebeing provided for the children of employees as well as nearby villages.

Infrastructure facilities: Approach roads will be developed at parwith mine roads.
