− TR22 is now with drawn

− Use for past historical reference

− Why the change

− Align to the new Highway Code of practice

− Applicable to a broader asset owner base

− Good asset management practice

− DMRB columns are minor structures

− Need to consider as such

− Align to good structures practices

Why GN22?

− The ‘new’ Code of Practice

− A review and consolidation of current codes

− Highways

− Structures

− Lighting

− To reflect current good practice

− In force October 2018

Code of Practice

− Risk & asset management based

− Reactive

− Time based

− Condition based

− Challenges

− Evidence of process

− Evidence of why this process is considered suitable?

− Skills and competencies

Code of Practice

5

− Understanding the asset

− Focus on risk and resilience

− If you don’t know what you have you can’t manage it

− What is needed

− Evidence of process

− Skills and competencies

− Tailored service to suit local needs / requirements

− Business case for service delivery

− HSE Guidance

− Selection of the minimum broadly acceptable failure rate to determine the ARL

− As Low As Reasonably Possible or ALARP

What Is The Risk Based Approach?

Where am I on this scale?

Page 7: PowerPoint Presentation - Highway Electrical Association · 2 −TR22 is now with drawn − Use for past historical reference −Why the change − Align to the new Highway Code of

7

− Why the change – well essentially the new CoP

− I have a long term contract so does it apply (or

words similar to this) – yes the CoP has changed,

contracts allow for change control etc.

− Can I carry on using TR22 – no it is withdrawn, the

new CoP requires a different approach based upon

asset management and risk assessment, if you

don’t follow the CoP and then GN22 you will need

to evidence why not and that your approach is

equivalent.

FAQ

− Structured cost effective inspection & testing

− Visual inspections based on defect rating:

− A to E for extent

− 1 to 5 for severity

− Downloadable condition software for free

− Software calculates stock Condition Index

− Condition Index related to other Asset Managed disciplines:

− Excellent/Good/Fair/Poor

− National Condition Indicator

− CCI

• A condition index to determine the overall condition

of the lighting stock and track deterioration

• Use as a means for monitoring whether adequate

steps are being taken to manage the stock in line

with the desired strategy

• Structural elements (shaft, bracket, base plate …)

− Adopted by UK Lighting Board as a future indicator

Column Condition Index (CCI)

10

− Each element assessed

− Element Condition Score (ECS)

A – E for extent

1 – 5 for severity

ie A1 to E5

− Results fed into model

− Element Condition Factor (ECF) – takes account

of influence on overall condition

2017 NDT test houses report an average of 3.5% are

red/critical columns

They report a growing number of amber assessed

columns

(2010-11% to 2016-37%)

10% of amber columns have turned red over 3 years

PFI’s have been replacing cc 80% of their authorities

stock over a five year investment period

Understanding your asset has never been so important
