State (State Workforce Agencies): administers programs; provides systemic technology framework; and coordinates local outlets of services.

The National Labor Exchange (NLx) is the only nonprofit national online labor exchange system in the United States.
Established through a partnership between NASWA and DirectEmployers, the NLx is a workforce system tool providing high
quality job openings into state job banks.
Mission: To provide the most accurate and comprehensive collection of real
online job openings in order to achieve the highest level of efficiency for the nation’s labor exchange - at no additional cost to state

Workforce has a data problem
People are unemployed and underemployed because they don’t know what skills they
need, where best to acquire needed skills, and how to signal to the marketplace that
they are qualified for work.
The data that can solve these problems is fractured across education & training
institutions, employers, and government agencies.
The Workforce Data Initiative has partnered with the National Labor Exchange and a
network of data providing institutions serving job seekers and employers to establish a
workforce data collaborative that securely and responsibly creates new data
connections, openly available valuable insights, and ultimately better outcomes for
individuals and institutions.
