If it sounds too good to be trueLucky you — you just won a foreign lottery. The problem

is, you have to pay a portion of your winnings back in taxes. So, you cash the check they sent you and wire them back the money. Everyone’s happy, right?

Wrong.

The Postal Service, along with the Postal Inspection Ser-vice, has launched an awareness campaign to help con-sumers avoid being the victims of fraudulent check schemes like this one. It’s available at www.fakechecks.org.

Northern starThe Evergreen state

has added another Vol-untary Protection Pro-gram (VPP) worksite.

The Vancouver, WA, Main Post Office achieved the coveted status in the Occupa-tional Safety and Health Administration’s (OSHA’s) VPP.

“The safety and health achievements obtained at this facility are truly remarkable, resulting in a record rate 65 percent below the average postal worksite,” OSHA’s Seat-tle Regional Administrator Richard Terrill said.

OSHA created VPP to recognize and encourage excel-lence in occupational safety and health protection. Only facilities that exceed OSHA’s tough safety standards and pass its rigorous onsite evaluation obtain Star status.

Vancouver Postmaster Robert Ayers said it took the worksite a year and a half to develop and implement its goal of earning VPP status. 185 employees work at the Vancouver Main Post Office.

Citizens’ Stamp Advisory Committee celebrates 50th anniversary

In 1957, Postmaster General Arthur Summerfield, in an effort to encourage citizen involvement in postal policy, created the Citizens’ Stamp Advisory Committee (CSAC).

This year, CSAC is observing half a century as guardian and protector of the Postal Service’s stamp selection and design process. Over the years, its members have included such well-known Americans as artist Andrew Wyeth, nov-elist James Michener, actor Karl Malden and sports com-mentator Richard “Digger” Phelps.

CSAC operates largely behind the scenes, acting as an independent buffer between the PMG and the public in the often intense campaigns for stamp designations. Its char-ter mandates the committee to provide USPS a “breadth of judgment and depth of experience” in designating stamp designs.

Connecting to winDexter, MI, Postmas-

ter Robert Ridenour took the checkered flag in Race 2 of the Business Connect Race2Miami contest. He wins a trip for two to Miami, includ-ing VIP tickets to the final NASCAR race in Homestead, FL, next month.

During Race 2, post-masters and station managers were asked to conduct at least five Business Connect activities and to base at least two of those activities on direct mail. Ridenour conducted 10 visits — seven relating to direct mail — gen-erating more than $1,200 in new sales during that time frame.

The Race2Miami contest is designed to encourage postmasters and managers to participate in Business Con-nect and to generate revenue for the Postal Service.

She’s worth watchingPritha Mehra, the

Postal Service’s man-ager of Marketing Tech-nology and Channel Management, has been recognized by the jour-nal, Profiles in Diversity,as one of its “Women Worth Watching.”

Women who make the list are nominated by colleagues, peers and mentors for show-ing outstanding initia-tive and professional achievements. The special issue of Profiles in Diversity, to be published this month, focuses on Mehra’s contributions in helping USPS achieve its goals and her ability to guide other women toward success.

Mehra’s current project is focused on leveraging tech-nology, including the Postal Service’s Intelligent Mail bar-codes, to make sure mail remains a key communications medium in the digital age.

DMM Revision: Revised Periodicals Preparation StandardsEffective October 11, 2007, we are revising mail prepa-

ration standards for bundles of Periodicals flat-size mail-pieces on pallets and Periodicals flat-size mail in trays. The new standards allow 40-pound bundles of carrier route and 5-digit Periodicals flat-size mail on destination delivery unit pallets and require green lids on all trays of Periodicals flat-size mail.

Tray preparation is optional for flat-size Periodicals and allows mailers to prepare all machinable-rate (barcoded and nonbarcoded) pieces in flats trays, rather than in sacks. The green lids will ensure that this mail is treated expeditiously during processing. Mailers must continue to use pink tray labels to identify the contents as Periodicals mail not intended for air transportation.

The new bundle weight limit will create consistency by aligning bundle preparation for palletized mail with the cur-rent bundle preparation for bedloaded (unsacked) mail entered at a destination delivery unit, and allows mailers to create fewer bundles of 5-digit and carrier route mail.

We are revising sections 705.8.9.3 and 707.20.4 of Mail-ing Standards of the United States Postal Service, Domes-tic Mail Manual (DMM®) to reflect these changes, as noted below.

DMM Revision: New Standards for Mailing Sharps Waste and Other Regulated Medical Waste — “Medical Professional Packaging”

Effective September 25, 2007, we revised the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) section 601.10.17.5 for mailing med-ical waste so that medical professionals, as well as individ-uals, can use a larger container to mail medical waste to disposal sites. The new standards allow a maximum mail-piece weight limit of 35 pounds for packages approved as “Medical Professional Packaging.”

The rule allows a variety of sharps receptacles, currently used in doctors’ offices, to be contained in one mail-back parcel. Small medical facilities will be able to package whichever brand of sharps containers they use in one mail-piece to be picked-up by their Postal Service™ carrier or taken to the Post Office™ to be shipped through the mail for disposal.

1. The mailpiece must meet all the requirements in 601.10.17.5 except for the primary receptacle capacity limits of 10.17.5b1.

2. Only rigid, securely closed, puncture and leak-resistant pre-primary sharps receptacles that meet or exceed Occupational Safety and Health Administration standards as identified in 29 CFR 1910.1030 may be placed inside the primary receptacle. Each pre-primary sharps container may contain no more than 50 ml (1.66 ounces) of residual waste liquid. Several pre-primary sharps receptacles may be enclosed in the single primary receptacle.

3. Multiple tie-closed plastic bags of regulated med-ical waste may be placed inside the single primary receptacle.

4. The primary receptacle must be lined with a plas-tic bag at least 4 mil in thickness and must include sufficient absorbent material within the liner to absorb all residual liquid in the primary receptacle.

5. The mailpiece must not weigh more than 35 pounds.

d. Mailpiece Labeling, Marking, and Documentation.***

DMM Revision: New Move Update Standards for First-Class Mail and Standard MailThe Postal Service™ is extending its effort to improve

the percentage of deliverable mail by revising Move Update standards in the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®). The Move Update standards provide ways for mailers to reduce the number of mailpieces that require forwarding or return by the periodic matching of a mailer’s address records with customer-filed change-of-address orders. Our final rule, effective November 23, 2008, includes the following changes related to Move Update processing: (1) Increase the minimum frequency of Move Update processing from 185 days to 95 days prior to the date of mailing; (2) Extend the revised Move Update requirement to all Standard Mail®

items.

In order to give mailers enough time to prepare for these changes, the revised rule will become effective on November 23, 2008. At that time, we will incorporate these changes in the update of the DMM as noted below.

b. National Change of Address Linkage System (NCOALink).

c. FASTforward MLOCR processes if used each time before mail entry (for letter mail only). If a mailpiece that initially uses FASTforward MLOCR processing is rejected and then entered into a Direct View Encoding Desk (DVED) operation (or similar system), the piece does not meet the Move Update standard. The name and address information on the piece must then be processed through a FASTforward RVE sys-tem to meet the Move Update standard. FASTforward RVE processes also meet the Move Update standard if used each time before mail entry.

d. Ancillary service endorsements under 507.1.5.3, Standard Mail, except “Forwarding Service Requested.”

3.9.3 Mailer Certification

The mailer’s signature on the postage statement certifies that the Move Update standard has been met for each address in the corresponding mailing presented to the USPS.

The new label issued by the U.S. Postal Inspection Ser-vice and Retail Marketing for retail entrances, Label 120, Security Alarm Warning, is now in stock at the Topeka Material Distribution Center (MDC).

For Post Offices™ with windows adjacent to retail lobby entry doors, place Label 120 at eye level on the right-side window of customer entrances. If this is not possible, place the label at the bottom left of the main entrance door. Do not display Label 120 anywhere else in the Post Office. For offices with multiple retail entrances, order additional cop-ies of Label 120 and display the label at each entrance.

To order additional labels, call the Topeka MDC’s touch-tone order entry (TTOE) system at 800-273-1509. Enter your 10-digit access code, your FEDSTRIP number, the postal stocking number (PSIN) 7690-10-000-0803, and the quantity you need.

If your Post Office is not registered to use TTOE, call 800-382-0317, and select option 1, extension 2925, and follow the prompts to leave a message. You must wait 48 hours after registering for TTOE before you can access this service.

Verifying U.S. Postal Service Money Orders

Follow these steps to cash a Postal Service™ money order:

1. Check that the amount does not exceed the legal limit: $1,000 for domestic, and $700 for international postal money orders.

2. Check that the proper security features are present:

When held to the light, a watermark of Benjamin Franklin is repeated from top to bottom on the left side.

When held to the light, a dark line (security thread) runs from top to bottom with the word “USPS” repeated.

There should be no discoloration around the dollar amounts, which might indicate the amounts were changes.

These appear in Postal Service Notice 299, U.S. Postal Money Order Reference Card, or online at http://www.usps.com/missingmoneyorders/security.htm.

3. If the money order seems suspicious, call the U.S. Postal Service Money Order Verification System at 866-459-7822.

Please provide this information to local banks and retail-ers, as they also receive Postal Service money orders for cashing.

Known mailers are exempt from providing customs documentation on non–dutiable letters, and printed matter weighing 16 ounces or more. (A known mailer is anyone who legally applies a permit imprint to a mailpiece. Mail with meter postage is not considered to be from a known mailer.)All federal, state, and local government agencies are exempt from providing customs documentation on mail addressed to an APO or FPO, except for those APOs/FPOs to which restriction B2 applies.Prepaid mail from military contractors is exempt, providing the mail-piece is endorsed “Contents for Official Use — Exempt from Cus-toms Requirements.”

B1. PS Form 2976 or 2976–A is required. Articles are liable for customs duty and/or purchase tax unless they are bona fide gifts intended for use by military personnel or their dependents. When the contents of a parcel meet these requirements, the mailer must endorse the customs form, “Certified to be a bona fide gift, personal effects, or items for personal use of military per-sonnel and dependents,” under the heading, Description of Contents. Exceptions: All other exceptions listed in restriction B above are applicable to this restriction.

B2. All federal, state, and local government agencies must complete cus-toms documentation when sending mail addressed to or from this APO or FPO weighing 16 ounces or more.

C. Cigarettes and other tobacco products are prohibited.C1. Obscene articles, prints, paintings, cards, films, videotapes, etc., and

The restriction for mail to this APO/FPO ZIP Code does not apply to firearms mailed from this APO/FPO ZIP Code, provided ATF and USPS regulations are met. Antique firearms are a separate category defined in DMM 601.11.2 and ATF regulations; they do not require an ATF form.

The Postal Service™ collects appropriate federal, state, and, in some cases, local taxes directly from the pay of our employees who are subject to these deductions. Based on agreements between individual local taxation authorities and the United States Treasury Department, the Postal Service collects a number of occupational license taxes, city and/or county income taxes and license fees, revenue taxes, senior citizen taxes, mental health taxes, residence taxes, local service taxes or, in some locations, two of these taxes. This updated local tax code listing changes the title of one tax, adds one new tax collection location, and indicates the type(s) of taxes collected directly from our employees via payroll deduction procedures.

Some of the taxes shown below are automatically deducted from the salaries of Postal Service employees who live or work within the geographic boundaries of spe-cific taxing authorities. However, most of these taxes have not been established as automatic deductions. If you are subject to any of these local taxes, you must be proactive and complete and submit the proper taxation paperwork. Frequent contact between the Postal Service, Treasury, the Internal Revenue Service, and these taxing authorities indi-cates that many employees are not having the appropriate amounts withheld from their pay. You are reminded that, as

a Postal Service employee, you are personally responsible for ensuring that the correct local taxes are deducted from your pay.

All Postal Service employees are reminded that they are bound by the materials contained within the Code of Ethics, Principles of Ethical Conduct for Government Officers and Employees. This includes Principle 12, which states: “An employee shall satisfy in good faith their obliga-tions as citizens, including all just financial obligations, especially those — such as federal, state, or local taxes — that are imposed by law.”

If you live or work in a locality that is subject to one (or more) of the taxes listed below and the correct deduction(s) is not being assessed from your pay, you should immedi-ately complete a PS Form 4, Employee’s City or County Withholding Certificate. Employees providing auxiliary assistance or serving auxiliary routes under provisions of article 9, section 2.J.5, receive an EMA of 51.0 cents per mile or $5.70 per hour, whichever is greater. This EMA should not exceed the amount provided in the special equipment maintenance allowance for the route stops and miles.

Notice to All Post Offices With Rural Delivery Service: Rural Carrier Guarantee PeriodPostal Service™ managers must effectively manage

rural carriers who work under the provisions of the Fair Labor Standards Act (FLSA) section 7(b)(2). Those carriers are paid overtime for all hours actually worked in excess of 2,080, up to 2,240, within the 52-consecutive-week guar-antee period.

If a carrier works more than 2,240 hours within the guar-antee period, the agreement under FLSA, section 7(b)(2), is considered void, and the carrier must be compensated for all hours worked during the guarantee period in accor-dance with FLSA, section 7(a).

It is important that we make every effort to minimize the number of hours carriers work over 2,080 and strictly mon-itor these carriers to ensure that no carrier works in excess of 2,240 actual work hours.

The 2006–2007 guarantee period for the past year was from Saturday, October 28, 2006, through Friday, October 26, 2007. This year’s 2007–2008 guarantee period will begin on Saturday, October 27, 2007, and con-tinue through Friday, October 24, 2008.

As a community service, the Postal Service™ offers pic-torial postmarks to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial postmarks are authorized appears below. If available, the sponsor of the pictorial postmark appears in italics under the date. Also provided are illustrations of those postmarks.

People attending these local events may obtain the postmark in person at the temporary Post Office™ station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail® post-age. Items submitted for postmark may not include

postage issued after the date of the requested postmark. Such items will be returned unserviced.

Customers wishing to obtain a postmark should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: PICTORIAL POST-MARKS, followed by the NAME OF THE STATION, ADDRESS, CITY, STATE, ZIP+4® CODE, exactly as listed below (using all capitals and no punctuation, except the hyphen in the ZIP+4 code).

Customers can also send stamped envelopes and post-cards without addresses for postmark, as long as they sup-ply a larger envelope with adequate postage and their return address. After applying the pictorial postmark, the Postal Service returns the items (with or without addresses) under addressed protective cover.

How to Order the First Day of Issue Digital Color or Traditional PostmarksCustomers have 60 days to obtain the first day of issue

postmark by mail. They may purchase new stamps at their local Post Office™, by telephone at 800-STAMP-24, and at The Postal Store® Web site at www.usps.com/shop.

Customers may submit #6 or #10 covers constructed of paper rated as “laser safe.” The Postal Service™ rec-ommends 80-pound Accent Opaque, acid-free envelopes, 9/16" side seams with no glue on the flap. There is a min-imum of 10 covers at 50 cents per postmark required at the time of servicing. You may submit a check, money order, or credit card for payment. Two test envelopes must be included. For covers with graphics or lettering, please note the maximum size of all digital color post-marks is 2" high x 4" long. The Postal Service reserves the

right not to accept hand painted and other cachets that are not compatible with our digital color postmark. The Postal Service also reserves the right to substitute traditional black rubber postmarks if use of non-specified envelopes results in poor image quality or damage to equipment.

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked within 60 days of the first day of issue date.

They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to the fol-lowing address:
