POST ELECTION REPORT SCULLIN 2013 General outline. The original Scullin post election report was drafted in October 2013. The final report was not completed until late November 2013 due to reasons beyond the control of the author. Suffice to say the report covers the basic campaign structure of a Labor held electorate. 2013

General outline. The original Scullin post election report was drafted in October 2013. The final report was not completed until late November 2013 due to reasons beyond the control of the author. Suffice to say the report covers the basic campaign structure of a Labor held electorate. It must be noted that the resources put into the Scullin electorate using in-kind and monetary support forced Labor to reconsider its strategy by reinforcing the polling booths on polling day. History. The Seat of Scullin was first proclaimed in 1955. It was named after James Henry Scullin who was born in 1876 and passed away in 1953. The previous members to have won the seat of Scullin were Edward Peters from 1955 to 1969; followed by Henry Jenkins from 1969 to 1986, the seat was then won by his son Harry Jenkins who has held until his retirement. SEC and Branches. There are currently four Liberal party SECs’ in the area, Mill Park, Thomaston, Yan Yean and Bundoora. Bundoora and Yan Yean SECs' are split between Jaga Jaga, McEwen and Scullin. The Scullin community is made up of various cultures and ethnic groups, mainly Italian, Greek, Macedonian, Hellenic and Slavic), British, Indian, African and Asian. Despite the numerous campaigns in the area, Scullin remains steadfastly a Labor stronghold Objectives

The campaign team had but one primary objective: Reduce the political spectrum in Scullin by 5%. This objective was increased to a 6.1.9 % margin. A job well done by Jag Chugha the Liberal Scullin candidate and his campaign team. Secondary objectives were reached and overcome by prior preparation and planning. Details as shown below.

Stake holders

The Liberal candidate, Jag Chugha was instrumental in taking up the challenge on behalf of Scullin residents. Many thanks to Frank Greenstein for identifying and approaching Jag Chugha to stand as the Liberal candidate. Damien Mantach and his staff for their support throughout the campaign. However one must admit that the communication and coordination relationship between the Secretariat and that of the Campaign team was somewhat confusing in the initial stages, this improved as the campaign developed. See below for additional information.

Resources

Much use of in kind support was called upon to fill in the gaps of any budget expenses. Local resources were used to cut costs and create an environment that was conducive to good working relationships by all members contributing to the campaign. Special thanks to the Women section for their support, Johal Mandeep, Stockdale and Leggo for printing, Liberal Party Headquarters, Senator Scott Ryan, Sandra Mercer Moore, Vasan Srinivasan, Matthew Guy, Michael Gidley, Peter Chugha, Craig Ondarchie, Abalinx and their associated networks and a myriad of other supporters far too numerous to mention by name. All resources were contained and distributed within the confines of the Scullin Campaign office located in the leafy suburbs of Watsonia.

Administration

Administration was conducted by the campaign staff at the Scullin campaign office. The executive was responsible for all administrative aspects and for advising and keeping the candidate Jag Chugha up to date with local and external developments. Jas Mann was responsible as secretary for all correspondence and taking of minutes accordingly. All records were maintained and kept at the Scullin campaign office. The administrative relationship between the candidate and the campaign team was excellent and morale was high at all times.

Occupational Health and Safety. Geza Benke (Treasurer) was also instrumental in providing advice to the campaign team on Occupational Health and Safety systems measures to ensure that all members involved were supported throughout the campaign. Much emphasis was placed on supporting the numerous volunteers that flocked to man the Polling booths on the day of the election.

Campaign Strategy and Diary

A Detailed Campaign Diary is attached as Annex A. campaign strategies are contained within the diary. A comprehensive Political and strategic plan can be provided upon request from the author.

Separate strategies were planned and implemented for different phases of the campaign. Each strategy was complimented by support resources and risk management back up action systems and plans in the event of worse case scenarios. It will be of interest to note that the risk management back up action plans were successfully put into action during a minor crisis on polling day.

Polling Day

Support to Liberal Task Force. The campaign team had advised David Mantach, Liberal Party Director for Victoria that the Scullin Campaign team would take full responsibility for the conduct of the campaign without resorting to the use of Task for additional resources and manpower support. This was instrumental in releasing Liberal Taskforce to provide manpower support to other electorates. It is believed that this release of manpower enabled Jaga Jaga and the McEwen electorate campaigns.

Acton plans and risk management scenarios were practices and carried out prior to the election day. These were successfully implemented on polling day.

Polling booth training and scrutineering was conducted by experienced and well established staff members with the support of Administrative committee members. Sandra Mercer Moore and Samli Ozturk in particular.

OHS factors were also implemented by ensuring that Booth captains and Flying Squad members were adequately supplied with instructions, medical kits and water bottles. Food and refreshments were also provided with volunteers being rested accordingly.

Reserve polling booth members were kept in reserve and were used to fill in the gaps throughout polling day.

Centralised command and control. Communication and polling day management was coordinated by the Scullin Campaign Director Peter Adamis from the campaign office. Methods of communication was via mobile telephones, text messages, emails, reserve volunteers, Booth captains and Flying Squad members.

Polling Day responsibilities. Booth Captains and Flying Squad members were assigned specific roles and responsibilities with the additional role of making decisions on the ground and referring matters back to the command centre. The concept of releasing the Booth Captains and Flying Squad members to use their initiative paid dividends and released the pressure on the command centre.

Finance

A detailed budget was planned and implemented using local in kind support, fund raising and funds from the Scullin Federal electorate Committee. It is worthy to note that when funds raised by the campaign team were exhausted, that approaches were made to the Scullin FEC to release pre-approved funds. (Despite initial objections and approval being withheld, the matter was directed to the Admin Committee and relevant members at Liberal part headquarters to be finally resolved and funds released.) Although this put a damper on the campaign for a short period it was pleasing to observe that morale remained high.

A major fundraiser was conducted in conjunction with the campaign launch attracting in excess of 200 members all of who contributed lavishly towards campaign expenses. Expenses were all recorded and funds distributed in accordance with the receipts provided. The Scullin campaign Treasure has retained a detailed record of all expenses throughout the campaign. A detailed Campaign Budget is attached as Annex B.

Media

Advertising. Advertising on the last week of the campaign was undertaken with the Whittlesea Leader, Diamond Valley Leader, Ill Globo, Macedonian Weekly, Neos Kosmos, Indian media and Ta Nea. Funds were allocated for this purpose in accordance with the campaign strategy. This was made possible through the coordinating efforts on the part of the staff at Liberal party Headquarters.

Online Presence. Two web sites, a Face book page and email Bulletins were created for use throughout the campaign.

Web sites. Use was made of an existing Scullin website created 12 months prior to the election. this foundation was used to build upon and expanded to include an additional website that provide service to the Scullin electorate. The websites were hosted by Abalinx a Not for Profit organisation run by Peter Adamis. This was implemented as a "in kind support".

The websites attracted 15,000 hits within three weeks of its inception causing the sever to shut down on two occasions. It is of interest to note that the website was also hacked via denial of service attack (DOSA). Images and slogans were the main thrust of the messages all of the slogans were taken from Liberal party secure site and online website.

Face book. To compensate for any website shortfalls and despite initial scepticism a Face Book page was created for the Scullin Campaign director. (This face book page on line presence is continuing to this day).

Images were used extensively to sell the liberal party image into Scullin and the wider community This was an extremely successful useful tool enabling messages to be broadcast out to a wider audience. Unfortunately it was not possible to obtain the amount of visitors to the face book page. Soon it was not long to find that other campaign teams followed suit. this Face book page continues to this day.

Email Bulletins. Email bulletins and Newsletters were distributed to 5000 individuals based on the website subscribers and known political resources. This format kept interested individuals up to date with the election campaign. Admittedly the drawback was that the subscribers were overwhelmed by the daily deluge of emails and exposure to the election. this matter was addressed by reducing the amount of information being sent out online.

Flyers. Campaign Flyers came in two formats. One designed by Liberal party Headquarters and the second designed by the campaign team. Initially the template provided by Liberal Party Headquarters contained textual errors which unfortunately was unwarranted embarrassment. In any event flyers were approved by Liberal party headquarters prior to their distribution. The whole area of the Scullin Electorate was covered on two occasions. Enormous support was provided by Liberal Party Headquarters, Senator Scott Ryan and his staff, Matthew Guy and his staff Goldy Brar and Susan Turner, Craig Ondarchie and office staff (Jacky Douglass, Angela and Christine Stowe) and Johal Mandeep (and Manny) through his business contacts at Stockdale & Leggo in Thomastown.

Corflutes. Corflutes were installed three weeks into the election campaign to ensure that they were not tampered with. Each Corflutes was installed in a strategic location that the passing motorist or passerby was able to see them. Funds were allocated to obtain an additional 200 Corflutes for use on polling day. These were used extensively throughout polling day and meet the candidate on his visits throughout the Scullin electorate. It was of interest to note that only four Labor Corflutes were identified throughout the whole campaign.

Campaign Image Gallery. A Campaign Image Gallery was created to record for subsequent elections on the State and Federal level. A Campaign Image Gallery is attached as Annex C.

Booth Captains and Flying Squad Volunteers

Command and Control

Executive Team. The Scullin candidate Jag Chugha was supported by a small group of dedicated individuals intent on making a real change in Scullin. The campaign team comprised of a small team of individuals under the direction of the Scullin Campaign Director Peter Adamis. The Campaign Director supported by his executive team consisting of Geza Benke, Johal Mandeep, Goldy Brar and Jas Mann with the occasional support from "Manny".

Scullin Campaign Team and Scullin FEC Relationship. The success of the campaign team was the quality and size of the team. Other than in the initial forming stages, there were few interactions with the FEC committee. This was unfortunate as additional resources would have enhanced the campaign capabilities. The planning and subsequent execution of strategies were conducted in the leafy suburbs of Watsonia, a northern suburb of Melbourne. This was also the location of the Scullin Campaign Office.

Scullin Campaign Team and Secretariat relationship. As indicated above, there were initial communication and coordination issues that required to be resolved between the Scullin Campaign team and that of the Liberal Party Headquarters staff member allocated to provide assistance to Scullin.

In fact the comment was made directly to the candidate that "they (Liberal staff member) worked directly to him and not with the Campaign team". These comments did not sit well with the Scullin campaign team and was not conducive to a good working partnership. Suffice to say these issues were resolved and command and control of the Scullin campaign reverted to the campaign team.

Scullin Campaign Team adjoining electorates. The relationship between Calwell, Batman, Jaga Jaga McEwen and Scullin were excellent. Each was mutual supportive of the other and where possible attended functions and thus created an awareness of each other's attributes and methods of operation. However additional interaction is required to resolve minor overlapping of polling booths responsibilities.

Observations

New members and communities. New members or communities that have no knowledge or experience of matters of a political nature need to be nurtured, developed and exposed accordingly to their capabilities, needs and wants. Without this nurturing it will not be possible to attract new and retain members. As with all successful election campaigns, membership increased post election period.

Pre-Polling Centres. An unusual high concentration of voters thronged to the pre-polling booths necessitating additional resources to be thrown in to cover the shortfalls. Despite good planning, their value was underestimated and should be addressed for future elections. Suffice to say volunteers to many them will always be a contentious matter.

Training. Training formed an essential part of the Scullin campaign program and was used expensively using local and external resources. Mock-ups, face to face discussions, videos, debates, workshops, scrutineering, visits to polling booths and polling booth live scenarios were conducted. Special thanks to Samli Ozturk, Sandra Mercer Moore, Geza Benke.

Online Presence. An excellent response despite some conservative scepticism and arm chair critics.

During the Election. The candidate Jag Chugha and his campaign team had worked late into the nights, headed by the Campaign Director Peter Adamis and Campaign Treasurer, Geza Benke. The atmosphere was extremely positive, morale high and the enthusiasm demonstrated by the Liberal candidate Jag Chugha was translated into votes towards the Liberal Party. The campaign Team envisaged and planned for a 5% swing considering anything above that as a bonus for the Liberal Party. Suffice to say the Scullin Liberal campaign achieved better than the national average to reach a massive 6.1.9 % in favour of the Liberals.

Governing body and delegation of responsibilities. It is the view of the author, that there is only one governing body and that is the Administrative Committee of the Liberal party (Victorian Division), headed by the President Tony Snell. From that committee responsibilities are delegated to individuals responsible for their assigned roles. Therefore it is up to the Administrative Committee to regain control of the Liberal Party and its administrative mechanisms. This caused some minor angst at times throughout the campaign.

The role of Electorates versus the Liberal Party Headquarters staff. This is not a criticism but rather a fact of life and the authors observation. One must keep in mind at all times that there is a difference between the two. (Paid and unpaid employment.) Those at Liberal party headquarters from the role of the Director to that of the receptionist are all paid employers of the Liberal Party. They do not dictate but rather they should be consulting with members of the relevant electorate campaign teams. This matter needs to be addressed.

Letter Drops. Letters and flyers. These were distributed using local and hired staff to cover the electorate on two occasions. This was also an efficient and successful method of obtaining information pertinent to the electorate. This information was submitted to Liberal Party Headquarters and to the candidate accordingly.

Future Election Campaigns & Secretariat responsibilities In the event the Liberal Party headquarters wishes to centralise command and control without consulting the relevant campaign team. They should be made responsible for the raising of funds, maintenance, training, administration, meetings, meet the needs of members who all volunteers, insurance, man the polling booths and conduct training as required. This is a matter was not confined to Scullin electorate and needs to be addressed.

New Party members and communities. Without appearing racist, it is believed that it is Liberal Party political philosophy and administrative structure needs to be reviewed to attract new members and communities other than the Anglo/Saxon communities towards a Liberal party philosophy. Tis can only be achieved by education, training and all barriers to political structures removed. Responsibilities and political structures made available to all members no matter their origins. Realistic and programmes attractive to new member appear to be lacking.

Recommendations

The following recommendations are based on observations and real time incidents throughout the campaign. They are not criticisms but merely recommendations that need to be addressed at the administrative Committee level.

a. Command and Control issues be addressed to ensure that campaign team retain control of their campaign in consultation with the allocated Liberal party member for the electorate.

b. Media advertising should be checked to ensure that all material of a text or visual based format are correct and meet the needs of the electorate. That all material for public consumption should be in consultation with the relevant campaign team.

c. Training should involve workshops, videos, debates, face to face discussions, lectures, real life scenarios, visits to real life locations and visits from Liberal Party Headquarters or members of the Administrative committee.

Extensive use should be made of local resources and individuals who have past and accumulated campaign election experience.

d. Programs and strategies need to be created and implemented to identify, attract nurture and retain new members and communities within each relevant electorate. not all electorates are the same and if the integration of new communities are not exposed to the Australian political scene, it may be difficult to attract new members. Electorate need to identify suitable representatives to fill the void.

e. Pre-Polling Centres. Strategic campaign planning should be taken into account to ensure adequate support and reserve volunteers are available in the event of a rush at pre-polling booths.

f. Use of online media presence be enhanced prior to an election being called. this enables the candidate to be recognised prior to any election and raises their profile within an electorate.

Conclusion

The Liberal Scullin Campaign exceeded all expectations. It overcame the armchair critics, sceptics and those who did not believe it was possible using a new community with little exposure to Australian politics. The foundations have now been laid for new members and new ideas to filter through the grass roots and make their presence felt.

A well coordinated and strategically planned campaign ensured that all stakeholders were involved in accordance with their assigned responsibilities and roles. In light of the 6.1.9% swing, the electorate now has the potential to move forward with optimism and confidence that they had contributed to a Liberal party victory. Follow up action on the part of the Scullin FEC is required to retain the interest of all new members and welcome new communities within the Liberal Party umbrella.

Special mention. The author wishes to thank Damien Mantach and his staff for their patience and understanding during what was a difficult but rewarding campaign. ANNEX E - JAG CHUGHA - SCULLIN LIBERAL CANDIDATE.

Jag Chugha has lived in Scullin for over 30 years. He has studied at Thomastown Meadows Primary School and Merrilands Secondary College, and is now happily married with two children. Jag appreciates the needs of a young family, knowing at first-hand the everyday cost of living expenses. Jag has a Bachelor of Laws and Bachelor of Commerce and Masters of Laws. Jag has practiced law for over 15 years and is currently Senior Counsel at a top 100 ASX listed company, Federation Centres. In addition to practicing law, he is also a business owner and has a clear understanding of the challenges and demands facing small businesses. Playing football and soccer as a youngster, Jag knows well the positive aspects of sport and its emphasis on fitness and community spirit. As a committee member Jag has continued his passion for sport and has, for ten years, been a committee member of various sporting clubs and organisations. In doing so he has also been instrumental in participating, organising and volunteering in community and sporting events. Jag is determined to reduce the cost of living for local families, help local small businesses by reducing red and green tape and investing in critical infrastructure such as schools and hospitals. As part of Tony Abbott’s united team, Jag will deliver hope, reward and opportunity for Scullin locals.
