Applications can be downloaded from the websites http://www.tnhealth.org and

www.tn.gov.in and the filled application along with necessary enclosures and 2 self

addressed envelopes measuring 24 x 10 cms sent to the Secretary, Selection

Committee, Kilpauk, Chennai -10 before the last date along with a Demand Draft for

350 /- towards the cost of application form drawn in favour of The Secretary,

Selection Committee and payable at Chennai. The name of the candidate and the

name of the course should be written on the reverse of the Demand Draft.

The template with requisite details available for download should be printed and

pasted on the cover. SC/SCA and ST candidate who have native of Tamilnadu are

exempted from payment of the cost of application form.

Candidates can download their call letters from the websites www.tnhealth.org /

www.tn.gov.in by entering their AR No allotted by the Selection Committee and their

Date of Birth and attend the counselling as per the date and time mentioned in the

counselling schedule which will also be available on the websites . Candidates are

requested to paste their photographs on the call letters which is to be attested by a

Gazetted Officer. ( The photograph must be a copy of the same one pasted on the

Application).

AR Number will be assigned by the Selection Committee. Candidates can track their applications on the above websites by entering their names

I. GENERAL INSTRUCTIONS:- Prospectus for admission to Post Basic B.Sc (Nursing)/ Course 2013-2014 session as per G.O(D).No.799 Health & Family Welfare PME Department dated: 29.07.2013 and as amended from time to time (a) Candidates seeking admission to Post Basic BSc (Nursing) course should submit the

application form with necessary enclosures which should reach:-

The Secretary, Selection Committee No.162, E.V.R Periyar High Road, Kilpauk, Chennai – 10 on or before 16-08--2013 by 5.00 pm

(b) The candidates shall ensure that the completed application form with all particulars

and enclosures reaches the Selection Committee within the date and time specified.

Applications received by Speed post / courier or any other means, after the last date &

time will not be accepted.

(c) The Selection Committee shall not be responsible for any delay in the receipt or for

the loss in transit of application form etc.,

(d) Request for extension of time for submission of documents called for, after the

specified date and time will not be entertained.

(e) Any supporting documents received after the due date or application without required documents / particulars will not be entertained.

(f) Photocopy/Fax copy of the application will not be accepted.

(g) Both upper limbs, vision and hearing should be normal for all candidates

including for candidates applying under physically disabled category.

(h) Candidates seeking admission under Special Category for Post Basic BSc.(N) Course

under orthopaedically physically disabled shall submit a separate Special Category

Form along with the main application in the prescribed format available along with an

additional fee of Rs.100/- by way of a Demand Draft enclosing with the relevant

certificates. If the Certificates are not enclosed by the candidates will not be

considered under the special category without any intimation to the candidate.

2. ELIGIBILITY: - Candidate should be a citizen of India. 3. NATIVITY :- i) Candidate should be a Native of Tamil Nadu

ii) Candidates who have studied XI Std to XII standard in schools and Studied Diploma in Nursing course for a period of 3 or 3 ½ years in Tamil Nadu need not enclose the “ Nativity Certificate”

iii) Candidates who are native of TamilNadu but studied XI Std to XII Std and Diploma in Nursing course for a period of 3 or 3 ½ years either partly or completely in schools situated outside Tamil Nadu should produce the “Nativity Certificate”.

iv) The Certificate of Nativity in Tamil Nadu should be issued by the competent authority only in the specified format available in the application form and supported by a copy of Passport/ Ration Card / Birth Certificate.If the copy of the supporting document is not produced, then the application form will be rejected. Nativity Certificate submitted later will be summarily rejected.

v) Applications without a proper Nativity Certificate will not be considered.

vi) Permanent Residence Certificate will not be accepted.

Note: a. Nativity Certificate should be produced as per Instructions for Nativity Certificate in

Annexure X a and b

b. Producing false nativity certificate if detected at any time later during the course of study will result in expulsion of the candidate and also initiation of criminal proceedings against the candidate as well as the Parents as per law.

4. AGE LIMIT: -

Candidates should not have completed 45 years as on 31st December 2013. Evidence should be produced.

5. EDUCATIONAL QUALIFICATION: -

(i) Candidates belonging to all categories should have passed Diploma in Nursing Examination with a pass in the Higher Secondary or Senior Secondary or Intermediate or 10 + 2 or an equivalent examination recognized by the University.

(ii) Should have obtained a certificate in General Nursing and Midwifery and registered as R.N.R.M. with the State Nurses Registration Council.

(iii) They should have put in a minimum of two years of experience on or before 31.05.2013 as a nurse in any Govt. Hospital / Institution or other Hospitals subsequent to completion of the course.

(iv) Service candidates should send their application through the head of the Medical College Hospital /Institution in which they are presently working.

(v) Service candidates serving in Tamil Nadu Medical Service on a regular basis should have completed two years of service as on 31.05.2013.

(vi) Candidates who are serving purely under temporary category in Tamilnadu Medical

Service will be considered for selection under open quota as non-service candidates only.

(vii) Service candidates taking allotment in Self-financing colleges will not be paid salary and they have to avail leave to which they are eligible for the period of study on their own after obtaining prior permission from their Head of the Department concerned.

(viii) One mark for each completed year of experience as on 31.05.2013 which is calculated from the last date of the month of passing Diploma in Nursing Examination subject to a maximum of 10 marks shall be awarded as experience mark for both service and non-service candidates.

(ix) The admission to Post Basic B.Sc. Nursing Course is open to both men and women in the ratio of 1: 9 (10% for men and 90% for women).

6. All selections for Post Basic B.Sc., (Nursing) Course are only provisional. The Selection and admission is liable to be cancelled at any time as and when the eligibility conditions are found to be defective in addition to revelation of suppressed and overlooked facts.

8. DURATION OF THE COURSE: - Post Basic B.Sc.,(Nursing) – Two years

9. The selection will be made on merit basis and by counselling applying the Rule of

reservation / Roster method followed by Government of Tamil Nadu whichever is

applicable.

10. CALCULATION OF MARKS :-

The total marks obtained in Diploma in Nursing Course must be reduced to the base of 90 marks and the weighted total marks obtained should be calculated accurate to two decimals. The marks is thus arrived at as shown below:-

Total Marks obtained to the = maximum of 90

Marks obtained in all subject from first year to final year X 90

Total maximum marks in all subjects from first year to final year (800 or 1200)

11. MERIT LIST : - (a) The merit list for the Post Basic B.Sc., (Nursing) course will be prepared by computing

the Diploma in Nursing marks for 90 and experience marks for 10 which would form

the aggregate marks for 100.

(b) Determination of Inter- se merit : -

In case of two or more candidates obtaining equal marks out of total aggregate of 100 marks, the inter-se merit of such candidates shall be determined on the basis of the following order of preference.

(i) Least number of appearances in the final year Diploma in Nursing Examination.

(ii) Marks obtained in the Psychiatry / Midwifery examination of Diploma in Nursing Examination.

(iii) Aggregate of marks in H.S.C., (in Physics, Chemistry and Biology or Physics, Chemistry, Botany and Zoology (or) Nursing as Vocational Subject, Foundation Science and Physics/Chemistry)

(iv) Seniority in age will be given preference.

12. The Secretary, Selection Committee will publish the merit list at the Selection Committee, Directorate of Medical Education, Kilpauk, Chennai – 10 and the same will be available in the websites:http://www.tnhealth.org. / www.tn.gov.in.

13. AGREEMENT BOND : - Candidates who are employees of the Government of Tamil Nadu shall execute an agreement to the effect that on successful completion of the course, they will undertake to serve the Government of Tamil Nadu till superannuation. If they fail to do so, the entire pay and allowances paid during the period of study shall be recovered from the individual or from the surety.

14. SPECIAL CATEGORY : - Seats reserved for Physically disabled in Post Basic B.Sc., (Nursing) Course :- 3% of the total number of seats available in Government Colleges are reserved for the Physically Disabled candidates. The reservation of seats will be provided for the candidates in the first instance with disability of lower limbs between 50% to 70%. In case, candidates are not available in that category then only candidates with disability of lower limbs between 40% to 50% will be considered. Seats will not be reserved for candidates with disabilities in vision or hearing.

As per G.O (Ms) No 200, Social Welfare and Nutritious Meal Programme Department, dated 22.12.2006 it has been ordered that for every 33 vacancies one disabled person is to be selected and the candidate is to be placed against his / her community in the communal roster. The candidates are required to produce a certificate from the District Medical Board of the area concerned constituted for this purpose assessing the nature and the extent of the Physical Disability in the format Prescribed in the Annexure – VI a & VI –b.

The candidates seeking admission under this category should produce a full size photograph exhibiting the deformity.

15. COUNSELLING (Single Window System) a) Selection & Admissions will be made on merit basis for all categories of seats in Post

Basic B.Sc., (Nursing) Courses through counselling, following the rule of reservation/ Roster method followed by Government of Tamil Nadu as per G. O. Ms. No: 206 P & AR(K) Dept, dated:6.11.08. whichever is applicable and availability of seats.

b) Any change or modification and relevant information pertaining to this admission process will be made available immediatelyon the websiteswww.tnhealth. org/ www.tn.gov.in).The candidates are instructed to visit the website from the date of application till the end of the counseling without fail. Please do not wait for counseling information to be received by post, as all information including the date of counseling will be put up in the websites. Call letters can also be downloaded from the websites. Candidates will be permitted for counseling accordingly.

c) Candidates who fail to attend the counselling sessions when called for by the Secretary, Selection Committee, will forfeit his / her right to claim for admission to Post Basic B.Sc., (Nursing) and his/her name will not be considered further. However the Selection Committee reserves the right to permit the candidate to attend the counselling later, if a valid reason for absence is communicated to the Selection Committee before the commencement of the counselling. The candidate so permitted can only claim the course and college available at the time of counselling when he/she actually attends.

d) The candidates and Parents accompanying them should make their own arrangements for attending the counselling session.

e) If the candidate opts out of a seat at the time of Counselling, he / she cannot claim the seat from which he/she opted out at any point of time for the current session

f) The movement of candidate from self financing to Government colleges and from one college to another college (only for Government colleges) will be based on the merit and following the rule of reservation / roster method.

g) Any remaining unfilled seats for want of adequate number of eligible candidates belonging to SCA community shall be filled by candidates belonging to SC community other than Arunthathiyar as per merit and vice versa. (GO (Ms) 55 P & AR Department dated:08.04.2010)

h) Any remaining reserved seats in ST Quota for want of adequate number of eligible candidates belonging to ST community shall be allotted to candidates belonging to SC Community as per merit. (GO (Ms) No.77 Health & Family Welfare Department (MCA1) dated 24.02.2011)

i) Any remaining unfilled seats in BCM Community for want of adequate number of eligible candidates after exhausting the merit list shall be filled up on merit basis by candidates belonging to BC community without exceeding the quota for BC community as a whole(G.O.Ms.No.30/H&FW Dept(MCA1)/dated 18/01/2012)

j) Even after filling up of the required seats reserved for Arunthathiyars on preferential basis, if more number of qualified Arunthathiyars are available, such excess number of candidates of Arunthathiyars shall be entitled to compete with the Scheduled Castes other than Arunthathiyas in the inter-se merit among them (As per G.O.Ms.No.65, dated:27.07.2009 of P &AR(K) Department).

k) Counselling for the special Categories will be done before the General Category. l) There will be no re- allotment/ change of college allotted for the Special Category.

16 (i) The candidates belonging to BC, BCM, MBC/DC,SC and SCA communities

should submit a xerox copy of the community certificate issued by the competent Revenue authority of the area concerned duly attested by a Group A or Group B officer of Tamilnadu or Central Government. The candidates who belong to Scheduled Tribe should submit a Xerox copy of the permanent community card obtained from the respective Revenue Divisional Officer of the Revenue Division duly attested by a Group A or Group B Officer of Government of Tamil Nadu or Central Government.

(ii) Community certificates obtained from other states will not be considered and such candidates will be treated as open category.

17. FEE PAYABLE AFTER ADMISSION to Post Basic B.Sc. (Nursing) Tuition Fee per year:

Registration fee and caution deposit will be collected as per rule in force.

SC/SCA/ST candidates are exempted from payment of tuition fee.

Note: (i) Candidates who have selected under Orthopaedically physically disabled category are also exempted from paying Tuition fee and special fee.

(ii) Students of SC/ST community, whose parents / guardian’s annual income is less than Rs. 2,00,000/- (Rupees two lakhs only) are exempted from payment of all compulsory Non refundable fees (Enrollment / Registration, Tuition, Games, Union, Library, Magazine, Medical Examination and such other fee compulsorily payable by the scholar to the Institution or University /Board ) and also exempted from all compulsory Non refundable fees fixed by the “Fee Committee”. The fees, so exempted shall be claimed by the respective Institutions under the Scholarship Programme the Government of India. (As per G.O.(MS) No.6 AD and TW Dept. dated: 09.01.2012)

18. Candidates should affix recent passport size photographs taken with name and date (as shown in the instructions- Annexure ix) in the places provided in the application form and the Scrutiny form. The photograph pasted in the common application form alone should be duly attested by Group A or Group B officer of the Government of Tamilnadu or Central Government or the Head of the Institution last studied.

19. All the entries in the application form should be written legibly by the candidate in his /

her own handwriting. The candidate should ensure that all information including the marks in the qualifying examination furnished by him/her in the application and the enclosures are correct. The candidate is informed that if after scrutiny of his / her application it is found that the marks furnished by him / her in the application are not correct or any other information is found to be incorrect, then:-

a) he/she will forfeit the admission, no matter at what stage of the course he/she will be at that time.

b) he/she will be debarred from pursuing any studies for a period of three years.

c) legal action will be instituted against him / her for furnishing incorrect information.

d) criminal action will be instituted against him / her for furnishing bogus mark-sheets / bogus Community certificate.

20. No document enclosed with the application will be returned. Candidates are required to enclose true copies of the following certificates along with the application. Attestation should have been made by Group A or Group B Officer of the State Government or Central Government or by Head of the Institution where the candidate was employed / studied.

(i) HSC Mark Sheet.

(ii) Diploma in Nursing Mark Sheet ( I year, II year & III year )

(iii) Midwifery / Psychiatry Nursing Mark Sheet

(iv) Transfer Certificate obtained after the completion of Diploma in Nursing Course.

(v) Nativity Certificate (wherever necessary)

(vi) Permanent Community Certificate Card (wherever necessary)

(vii) Service Certificate (The Service candidates should have completed 2 years of continuous service as on 31.05.2013 excluding the leave for which the candidate is eligible/ availed other than casual and compensatory leave.)

(viii) Provisional Certificate / Completion of Diploma in Nursing Certificate.

(ix) Permanent Registration Certificate in General Nursing and Midwifery / Psychiatry Nursing.

(x) Candidates of Tamil Nadu origin who had studied in other universities and other States have to produce Eligibility Certificate from the Tamil Nadu Dr. MGR Medical University, Chennai–600 032.

21. PROCEDURE FOR FILLING OF APPLICATION AND SCRUTINY FORM 1) a) Before filling up the application form and Scrutiny Form, read all the instructions carefully.

b) Fill up the Application form and scrutiny form legibly, neatly an correctly. The information will be processed by using a computer. Any mistake committed by the candidate will prejudice the selection.

c) Cutting, overwriting and erasing in the Application form and in the scrutiny form should be strictly avoided.

d) Application with incomplete or insufficient particulars or without enclosures or those received after the last date mentioned will be summarily rejected.

e) Filed up application without the signature of the candidates will be rejected.

2. Fill up the application form and Scrutiny Form legibly, neatly and correctly. The information will be processed by using a computer. Any mistake committed by the candidate will prejudice the selection.

3. Do not make hole pin or stapler on the scrutiny form. Do not fold any of the forms under any circumstances.

22. The Selected Candidates will have to produce the original mark sheet of the qualifying examination and other original documents, such as proof of age, certificate of social status, transfer certificates, etc., at the time of admission to the Deans of the Medical Colleges/ Institutions concerned. Selection will be cancelled if the candidates do not produce all the original documents and the original transfer certificate.

23. The candidates will be required to undergo Medical Examination at the College to which they are allotted before the Medical Board on the date notified by the authorities of the college. Only those candidates found medically fit will be admitted and be permitted to pay the fee.

24. Candidates selected for admission will have to sign the discipline declaration form (Annexure –IV). Failure to sign the declaration will result in cancellation of selection.

25. Private Candidates selected for admission to Post Basic B.Sc., (Nursing) Course are not guaranteed any appointment in Government Services

26. The candidate shall diligently complete his / her training for the said course at the said college, shall abide by the rules of the said college in force regulating the conduct of students at the said College and shall pass all the examinations prescribed for the said Course by the University or the Medical Institution concerned

27. Hepatitis – B Vaccination: All candidates selected for admission to first year Post Basic B.Sc.(Nursing) Course should take the Hepatitis – B vaccine before admission and to produce a certificate as in Annexure-VII

28.Ragging: - The candidates who join the Post Basic B.Sc.(Nursing) course should not indulge or participate in any kind of ragging. If they are found to have indulged in ragging at any time during the study period the candidate will be removed from the roll of the institution at whatever stage of study and criminal action will be taken against the candidate

INSTRUCTIONS FOR NATIVITY CERTIFICATE :

1. This Certificate should be issued by an officer of the Revenue Department not below the rank of Tahsildar in the Taluk concerned.

2. This Certificate should not be issued by the Special Tahsildars, Deputy Tahsildars such as Loans, Land Acquisition, Election, Excise and HQs, Deputy Tahsildars, Special Deputy Collectors, Assistant Commissioner of Agricultural Income, Excise, Elections etc.

3. This Certificate should be signed also by the Village Administrative Officer. 4. The Certificate should bear the stamp of the office of the Officer signing the

Certificate. 5. Any foreign national irrespective of the period of study in the State will not

become eligible to apply for this course. No certificate of Nativity in the State of Tamil Nadu, should therefore be issued to Nationals of other countries for this purpose.

6. The certifying officers should insist upon clear proof of the Nativity of the Parent or Guardian of the candidate and satisfy themselves on the genuineness of the residential qualification. They should be particularly careful in the case of candidates whose mother tongue is not Tamil and whose place of birth is other than Tamil Nadu and who have studied VIII to XII standards outside Tamil Nadu.

7. Residence Certificate will not be considered as Nativity Certificate. 8. The guidelines prescribed for the issue of Nativity Certificate and they are as

follows as per Letter No.RA.V(B)16932/2000, dated 3-4-2000 of the Special Commissioner and Commissioner of Revenue Administration, Chepauk, Chennai-5. (i) The parents/guardians of the applicants/students or the applicants

themselves should have permanently resided continuously for a period of five years in Tamil Nadu.

(ii) Permanently residing for a period of five years should be supported by documentary evidence.

(iii) The family ration card, Electoral Roll, Census List if taken recently, documents like sale deed, tax receipt etc. relating to the property owned by either of the parents or by the applicant may be verified.

(iv) The Transfer Certificate issued by the School authorities where the applicant had studied last may be verified to know whether he/ she was in the State for five years.

(v) Enquiry in the village / place of residence of the neighbour / Village Administrative Officers regarding continuous residing.

(vi) To ensure that wrong or incorrect address had not been furnished to obtain the certificate.

(vi) The birth place of the present, place of residence of the parent / father, permanent assets, mother tongue, place of education, place of marriage of the applicant / parents, the period of stay in and outside Tamil Nadu can also be considered before issuing certificate.
