PSNEI Stand Towards NSTP Education and Implementation*

Presented by:

FLORIDA C. LABUGUEN, Ed. D.President of PSNEI

We, the members of the Philippine Society of NSTP Educators and Implementors Inc., support the continuing implementation of Republic Act 9163 otherwise known as the National Service Training Program Act of 2001.

The implementation of the program for the past four years

yielded effective accomplishments in developing civic consciousness and responsibility and sense of national service among the youth. The wealth of programs, projects, instructional materials and methodologies formulated to implement the dimensions of the program have been successful in addressing the needs of the desired youth formation for the service of the nation.

NSTP as implemented, not only addressed the issue of security

of the Philippine territory but also issues of security of the Filipino people and the Philippine environment as well. The program, through its components, has extended the paradigm of security to include the promotion of economic, political and social development, and protection from the non-military security threats such as ecological degradation, climate change, food shortages, drug abuse and electoral reforms.

NSTP has modules and methodologies designed to provide a

broader, wider and deeper perspective on the concepts of patriotism, discipline and Ethics of Service. It further provided richer opportunities for the development and practice of these values conducted in an atmosphere of Maka-Diyos, Maka-Tao, Maka-Bansa, Maka-Kalikasan and the core values of faith in the Almighty God, respect for life, order, work, concern for the family and future generations, love, freedom, peace, truth, justice, unity, equality, respect for the law and government, patriotism, promotion of the common good, concern for the environment, and furthermore, trust and promotion of democratic principles.

The options offered by the program allowed students to choose the kind of service training that would match their skills, expertise and interests reinforcing intent to pursue the training with the right meaning and motivation.

Finally, NSTP, through the years of its implementation initiated

and facilitated multi-stakeholder collaborations and alliances that strengthened the delivery of services to partner communities, and reinforced participatory development that brought the academe and other collaborating institutions together and closer to the people to the best interest of the state.

To maximize the purpose of the law, the NSTP Program of

institutions must be properly managed; proper implementation is the key to success of the program. Institutions can assure good results by having qualified trainors, complete learning materials and facilities, a strong support from the administration and proper utilization of funds for the project.

In a span of FOUR YEARS, innumerable and varied were the services done to institutions and communities by the program. We therefore urge the honourable members of the House of Representatives and the House of Senate to conduct an independent and scientific evaluation of the program accomplishments to justifiably assess its worth and provide sound bases for supporting R.A.9163.

Hence, we maintain and support R.A. 9163. Let us work as one NSTP Family!
