JOB PURPOSEThe purpose of the Analyst, Data Quality is to ensure that the data collected under the National Greenhouse Gas Inventory programme meets the highest standards of quality against a specified Quality Control/Quality Assurance framework.
The role also includes checking the quality of natural forest plot data collected under the LUCAS programme to ensure that the National Inventory Report and associated data tables meet specified quality assurance and quality control criteria.
JOB CONTEXTThe Ministry for the Environment provides environmental leadership and encourages effective decision-making at all levels across both the government and the private sector. The Ministry’s objective is to make a visible difference to our environment by working with and through other government agencies, local government, industry, and community organisations. Its focus is providing leadership in determining environmental priorities and coordinating seamless government environmental policy.
The position is based in the Climate Change Analysis team who are responsible for the reporting and forecasting of New Zealand’s greenhouse gas emissions. This includes contributing to emissions reporting and projections to help build the evidence base to support our position in international negotiations and meet reporting obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol.
The position will also support the Land Use and Carbon Analysis System (LUCAS) team responsible for collecting data and reporting on the land sector in New Zealand. The work of the LUCAS team includes mapping land-use change from satellite imagery, measuring forest sample plot networks, and modelling national carbon stock change.

Check the plot data with reference to the relevant LUCAS quality assurance and quality control plans
Ensure the plot data are accurately stored within the LUCAS database
Ensure landowners who have requested a copy of data collected on their land have a copy of it
Ensure that the National Greenhouse Gas Inventory Report and related data tables meet the specified quality assurance and quality control criteria
Perform line by line checks of stem diameter, dead wood and shrub measures to identify and eliminate transcription errors from the plot data
Ensure consistency of fields, especially around unobserved or null volumes
Liaise with external contractors during data upload
Check accuracy of the upload and report and resolve any issues.
Liaise with landowners who have requested copies of data and deliver data

Administration of statutory obligations and commitmentsContribute to the administration of statutory obligations and commitments, including implementation, monitoring, evaluation, reporting and reviewing of specific policy recommendations, programmes and statutes, in cooperation with relevant internal stakeholders
