Reference Scenario for LISBON AIRPORT

• Final game between a team from a Schengen space country and another non Schengen;

• A Full Stadium;

• 30.000 adepts travelling by plane to and from Lisbon Airport on the days 4 e 5 of July;

• 150 anticipated flights - 110 were expected to perform lay over;

• 200 Pax/aircraft with a load factor of 100%;

• Land Side Parking Capacity: 60 Buses/hour with 50 pax/Bus;

• Minimum acceptable delay for processing the additional movements- 14 hours;

• Reinforcement of all Airport facilities.

Enhancement of the Passenger Terminals Capacities

• Protocols were established with the various entities involved in the traffic processing (Police, Immigration, Customs, Traffic Police, Euro2004 Society and handlers);

• The necessary procedures were established with all the entities involved;

• Alternative circuits of embarkment were created to allow the segregation of the organized supporters groups;

• Individualized circuits for VIP’s were created, even for the national teams.

Additional Parking Positions (Cont.)

• Articulation between INAC, NAV EPE, ANA SA, Air Force and Tires Aerodrome and national coordination of slots for the use of air bases made available by the Air Force for the temporary parking of aircrafts (Cortegaça and Beja for commercial aviation, Montijo, Monte Real and Tires Aerodrome for general and private aviation).

• Reinforcement of the Immigration and Customs effectives assigned to the actual terminal and to the temporary facilities at AT1.

Coordination

• The Euro2004 Society had the responsibility to make the logistics coordination of the passengers movements from and to the Airport;

• The Airport Director had the responsibility to coordinate the operation in the Airport;

• Creation of the PACEO (Permanent Accompanying Committee for the Euro Operations) presided by the Airport Director or his representative and by the representatives with the power of decision from the entities that follows: INAC, Euro2004 Society, NAV, EPE, Immigration, Customs, Police, Traffic Police, handlers, ICEP and ATL .

The movements and passengers pick day occurred on the 5th of July (Monday), one day after the last game, with a number of 582 movements and 52.270 passengers processed on Lisbon Airport.This values represent respectively an increase of 37% on the movements and 15% on the passengers in relation with the pick day of the year 2003.

Traffic classification for the EURO 2004The expected passenger traffic was divided in three categories related with the type of flights and time of stay in Lisbon, Porto and Faro as follows:

• Passengers flying on regular flights.• Passengers flying on Charter flights to stay 2 or tree days.• Passengers flying on Charter flights to stay only during the day of the

games.

For the passengers who travelled on regular flights, no special procedures were adopted.All the passengers that flew on charter flights were processed through a temporary terminal that was installed for this purpose, located on the area of platforms B or C.

All the flows during pick hours were calculated for a maximum of 7200 pax/h “one way” corresponding to the double of the actual Passengers terminal capacity.

• Land side AccessesWere assured from th e Maintenance area of the airport, for that purpose was build a road with an extension of 60m that made the connection with the Military Zone ;

In this road the circulation was made only by buses, navettes and maintenance vehicles

• Air side accessesThe Charlie platform (military) functioned as a gyratory platform, it allowed the passenger to disembark by foot;

The Bravo platform, due to its proximity; also allowed that kind of procedure;

That procedure implied less rotation time and a better rationalization of the existent handling equipment;

Local Rules

A set of special rules were implemented to validate "slot requests" for the period of JUNE 10th to JULY 6th, 2004.

• The name of the handling agent had be informed on the slot request. Exception: historical regular flights;

• The additional capacity authorized for the flights directly related with Euro 2004:

Lisbon: + 4 movements per hour

the night flights related with the event were not considered on the limit imposed by the noise night curfew .

• Lisbon, Porto and Faro refused as alternative airports . Exception: National based operators.

FILTERING OF FLIGHTS WITHOUT AIRPORT SLOTS

To be effective, such measures had to be taken upon receipt of the flight plan each time it did not match with an allocated airport slot.

The action to take would consist of a standard message to the origin of the flight plan calling the aircraft operator´s attention to the imminent violation of the Portuguese CAA regulation.

An agreement has been made between INAC (Instituto Nacional de Aviação Civil) and EUROCONTROL, concerning assistance by CFMU IFPS to ANA in the verification of slot lists by CFMU IFPS, sending an “Alert message” to aircraft operators filing a “Flight Plan” to destination Lisbon, Faro or Porto during EURO2004 without having an “airport slot” allocated by the Portuguese Slot Coordination Unit . The message read as follows:

“No match was found between your flight plan and an allocated airport slot at destination. Therefore according Portugal AIC 02/04 your flight risks either not to be accepted at destination or to be subject to a fine”.

Eurocontrol issued approximately 200 warning messages for a total of 6036 inbound FPLs during the period.
