Workgroup Basics

•Under the umbrella of the EPA’s Clean Air Act Advisory Committee (CAAAC)• Members come from the CAAAC Mobile Sources Technical Review Subcommittee and experts in the field (industry, port authorities, EJ groups, one tribe)•Some face-to-face meetings and many phone calls•Work to be completed in spring/summer 2016

Charge to the WorkgroupThe EPA seeks recommendations on development and

implementation of…

•A Voluntary initiative to improve environmental achievement and air quality for port communities

•Air quality needs to be measured, along with GHG performance•Looks at ports and/or terminals within ports•Engage communities•Explore opportunities to address other media

Definition of a “Port”“This program will focus on maritime activities directly related to the movement of cargo, products, or people including those associated

with either state/local public port facilities or private terminals. These activities include operation of vessels, cargo handling equipment, rail,

truck/vehicle and storage/warehousing directly related to the transportation of maritime cargo and passengers. Activities can be

related to infrastructure development and maintenance.”

Challenges we Face

• Ports are all different• Ports are not the same as port tenants• Ports cannot always control what their tenants do• Ports use different measures for environmental

outcomes• Ports already use different programs to measure

sustainability• Actions have to be voluntary because there are

no regulations applicable to ports at this time.

Possible Approaches•New equipment standards exist – try to turn fleet over faster•Encourage faster phase-in of existing emission controls (retrofits, upgrades, best practices, etc)•Technological solutions•Incentives for ports and port customers (ex. DERA funds)•Environmental management systems•Info sharing of best practice technologies•Developing relationships with surrounding communities(Photo by Robert Welton)
