Introduction
Pursuant toproject taskandwithin theproject EnergyBargemanagedbyPortAuthorityVukovar,Transnational implementation plan has been created. Its objective is to identify developmentpossibilitiesofthePortbasedontherenewableresourcesofbiomass,whiletakingintoconsiderationgeographicalpositionofthePort, itshinterland,availableresources,currentsupplyanddemandofbiomass,aswellasconditionsandpossibilitiesfortransportofbiomassalongtheDanubeRiver.
OneofthechallengesfacedwhiledevelopingthePlanwasinformationavailability,especiallywhenitcomes to different types of biomass. Bodies in charge are usually different professional andauthoritativebodies,andthestatisticsisnotformedonthelevelofcounties,butonthelevelofthewholestate.Whenconductinganalysis,wewereconstrained touseavailabledataand interpret itcarefully,citingsourcesandgivingnecessaryexplanations.
Although all stakeholders are familiarwith the fact that Vukovar, aswell as eastern Slavonia, hassufferedwardamages, it isnecessarytoemphasizethatthisstillhasabig impactontheeconomicdevelopment of Vukovar port, and on the intensity and capacity for development of the region.Vukovar port itself has to face many problems that stem from non-compliance of developmentconceptions and development plans of rail transport and Vukovar port. As part of the projectUpgradeandelectrificationofexistingrailwaylineforinternationaltrafficM601Vinkovci-VukovaraninternationalrailwaylineM601willbebuiltanditshallpassthroughVukovarport,causingittolosethatpartofitsterritory.
Alltheaforementionedcircumstanceshaveaffectedthetext,dataandspecificationsdeliveredinthisPlan.
1.GeographiclocationandembeddneesofVukovarportVukovarportissituatedonrkm1335+000ofthedownstreamflowoftheDanubeRiver,onitsrightcoastinthemiddlepartoftheDanube.
ThePortstretches fromtheEast to theWestand it is1700m longand45mwide.Theport isverywell situated to themain current of the riverDanube,whichmakes it possible for the port to benavigableduring thewhole year regardless ofwater level. It is locatedon the crossroadsof traderoutesbetweenCroatiaontheWestandBosniaandHerzegovinaontheSouth,andHungaryontheNorth and Romania and Serbia on the East. Vukovar port can receive ships Class 5, while thenavigability and reliability of theDanubeRiver throughout thewhole yearmakeVukovar port themost importantport inCroatia.Theport isoperationalevenduringtheperiodofthe lowestwaterlevels of the Danube, except in the cases when it is not allowed to navigate along the Danube.Vukovarporthasasignificantgeographicalandtransportposition.It’s locatedonthecrossroadsoftransportlines,on3500kmlongtrans-EuropeanTheRhine–Main–DanubeCanal(CorridorVIINorthSea-BlackSea),anditisconnectedbyrailandroadtrafficwiththeAdriaticSea(CorridorVc).
WithintheTrans-EuropeanTransportNetworks(TEN-T),portVukovarhasbeendefinedasthecorenetworkport,whichhighlightstheimportanceoftheportandthecorridor.
Theoverallcapacityoftrans-shipmentofallportoperatorsisestimatedtobearound2milliontons.

TrafficconnectionofVukovarport
Croatia is locatedonthetwocorridorsof themaintransportnetwork:TheMediterraneanandtheRhine-Danube corridor. The Mediterranean corridor connects the south of the Iberian Peninsula,acrossSpanishandFrenchcost,itgoesallthewaytotheAlpsinthenorthofItaly,thenitcontinuestoSloveniaandcarriesontotheHungarian-Ukrainianborder.TheMediterraneancorridorisaroadandrailcorridor,anditsconstituentpartisRijeka-Zagreb-Budapestline(railandroadlinealsoknownascorridorVb).ItcontinuesfurthertoroadandraillineZagreb-Slovenija,knownascorridorX.Thiscorridorwill connect Croatiawith the Baltic-Adriatic corridor, which stretches from the Baltic SeathroughPoland,acrossViennaandBratislavatonorthernItaly.TheRhine-Danubecorridorisariverline which connects Strasbourg, Frankfurt, Vienna, Bratislava, Budapest (one part goes towardsRomania,andtheothergoesthroughtheDanubebetweenCroatiaandSerbiaandtowardstheBlackSea),anditisknownascorridorVII.

RoadinfrastructureIntheCountyarea,therearefourA3highwayexists(BabinaGrda,Županja,Vrbanja,Lipovac).Stateroadsinterconnectcities(Ilok,Otok,Vinkovci,VukovarandŽupanja),whileothersettlementswithintheCountyareaccessiblebymeansoflocalandcountyroads,aswellasstateroads.AtthemomentVinkovci,Vukovarand Ilokbypassesarebeingbuilt,while somepartshavealreadybeenbuilt andfunction as a part of public road networks. Vukovar port is located near the crossroads of theMediterraneanandVccorridor.

Railtransport
European rail corridorX crosses throughŽupanja. Bearing inmind that significant investments arebeing planned and implemented in rebuilding the railway, further increase of traffic is to beexpected.Onetrackrailway18.7kmlong isbeingrebuiltandelectrified(Vinkovci-Vukovar).This issignificantlyimportantnotjustfortheeconomyofVukovar-SrijemCountyandSlavonia,butforthewholeregion.Therailwaywasbuiltin1878,andtodayitconnectsRH1corridor(exXpan–Europeancorridor) and TEN-T the Rhine-Danube corridor, i.e. rail line Salzburg-Villach-Ljubljana-Zagreb-Beograd-Skopje-SolunandinlandwaterwayontheDanube.
Alongside, better integration of railways andusing theDanubeRiver for transport, i.e. intermodaltype of transport, should also contribute to the increase in traffic. Moreover, it is necessary toemphasizetheexistenceofRO-LAterminal (a terminal for thetransportof roadtractors inrailwaywagons)inSpačva.
CurrentlyrailtraffichassevendifferentroutesintheCountyarea.
TherailwaynetworkshowsconstructionalongsidecorridorX.Electrified,twotrackinfrastructureofrailwayshasacapacityof250trains(freightandpassengertrains),whichcanbeincreasedupto350trains.Thecapacityofelectrified,one track railway is60 trainsperday,and it couldgoup to100trains.Vukovarporthasitsowninfrastructureofrailways(railtracks300mlong),and,becauseofitsvicinitytotheimportantrailwaycorridorsXandVc, isverywellgeographicallypositioned-only20kmfromtheregionalrailwaycentreVinkovci.

Waterwaytransport
Waterwaynetworkof inlandwaterinSlavonijaandBaranjaconsistsoftheDanubeRiver,137.5kmlong,theSavaRiver,446kmlongandtheDravaRiver,198.6kmlong.
Waterwayof theDanubeRiver (E-80) inCroatia, fromBatina to Ilok (from its 1433 rkm to1295.5rkm)issuitablefordailyandnightlynavigationanditscapacityisinaccordancewithinternationalVIcClassrequirements.
Waterway of the Sava River (E-80-12) in Croatia from the estuary of the Kupa River to Jamene –borderwith Serbia (from583 rkm to 207 rkm)meets the requirements of Class III,while thepartfrom583rkmuntilRugvice,653rkm,meetstherequirementsofClassII.
Waterway of the Drava River (E-80-08) in Croatia from the estuary of the Danube River rkm 0 toOsijekrkm22meetstherequirementsofClassVI,thepartoftheDravafromOsijekrkm22toDonjiMiholjacrkm82hasClassIII,andthepartfromDonjiMiholjacrkm82torkm198,6hasClassII.Fromthe estuary to the Danube to the new port rkm 13 waterway is suitable for daily and nightlynavigationanditishighlynavigated,whilethepartfromrkm13to198,6isusedfordailynavigationonlyanditmainlyservestoexploitgravel,sandandwoodmass.

inland waterways of international importance (AGN) it has Class Vic. The Danube is suitable forinternational, regional and local traffic. The Sava is conditionally navigable, i.e. there are somerestrictionsand it isconnectedwithapoorlyconstructedwaterway(insufficientdraught inspecificsectors, critical points, unmarkedwaterway, etc.) Traffic on the Sava River depends on thewaterlevelanditismainlyoflocalandregionalcharacter.
According to the Regulation on inlandwaterway classification (the Official Gazette NO 77/11 and66/14) waterways where load-carrying vehicles can navigate and to which international rules ofnavigationapplyare:

IntheVukovarhinterlandthereisTranzitportinOsijek.ThepositionofTranzitportinOsijekisrkm12+265to16+428theDrava(portarea),anditcoversasurfaceof160hawith240mofobliqueshoreand100mofverticalshore.Theporthas6industrialtracks3264mlong,4loadingplaces,twoportcraneswiththeloadcapacityof20(200t/h),4portcraneswiththecapacityof5twithgrabsand6t(100t/h)withhooks,andafloatingcranewiththecapacityof5t(100t/h).
AlthoughTranzitporthasacapacityofaround3 million tons per year, it actually transhipsaround 120.00 tons of goods. The reason forthisisthatthenavigationthroughtheDravaishighlydependenton itswater level, sogoodsoftenendupinVukovarport.Intheproximityof the Port there is a cogeneration plant indevelopment(investmentofHEP).

2.Vukovarhinterlandinthecontextofbiomass
VukovarporthinterlandAcceptingasaframeworkcriteria100kmdistanceformVukovarport,inourfurtheranalysisasVukovarporthinterlandwewillanalysefivecounties:
Vukovar-SrijemCountywiththeseatinVukovar,Osijek-BaranjaCountywiththeseatinOsijek,Brod-PosavinaCountywiththeseatinSlavonskiBrod,Požega-SlavoniaCountywiththeseatinPožegaandBirovitica-PodravinaCountywiththeseatinVirovitica.

These five counties form the region of Slavonija and Baranja, the least economically developedregioninCroatia,below1/3ofEUaverage.TheareaconsistsofthevalleysoftheDrava,SavaandtheDanubewhichareutilisedinagriculturalpurposes,butalsoforcattleandforestry.Bearinginmindallmineral resources, oil, gas,water andwaterwaysherewe can find themost fertile soil in Croatia.HillsarelocatedalongsidetherightcoastoftheDanube,whileneartheSava,DravaandDanubewecan findwetlands (the biggest is Kopački rit Nature Park in Baranja). In the proximity of the Savathereareoakgroves.
According to the data from 2012 thepopulationoftheobservedareais806.998.There are 22 cities (picture 5), and thestructure according to the population isshowninpicture6.

The areaof Slavonija andBaranja is rich in forest,which is in themostpart propertyof the State(80%),anditismanagedbyHrvatskešume.ThetotalsurfaceofforestsinVukovarporthinterlandis425.175ha.

According to the Study of the Faculty of Electrical Engineering Osijek, the University of J.J.Strossmayer inOsijek, the largest sourceof biomass in the agricultural production in Slavonia andBaranjaisgeneratedthroughcultivationofcornandgrains,whichaccountsformorethan80%oftheannual quantities of biomass from agriculture,while the larger part of the remaining quantities isaccountedforbypruningoffruittreesandvineyards.

For the production of biogas, it has been assumed that the total amount ofmanure producedonfarmsinthehinterlandwouldbeexploited.Theamountofwastefromlivestockfarming,generatedonanannualbasis,iscalculatedonthebasisofthenumberoflivestock.Thepotentialofthissourceistheoreticalanddependsonthemethodoflivestockfarmingandfarmsize.ThedataweresummedupusingtheREPAMprojectdatafrom2012.

Biomass fromwaste will largely be disposed of through collection and disposal systems in wastedisposalcenter’sanditisnotadvisabletocountontheseresourcesforotherpurposes.Accordingtothe2015data,about63%ofthetotalmunicipalwastedisposedofisbiodegradable.
Since small household boilers are the most widely used type of bioenergy plants in Croatia, thelargestpartoffuelwoodisusedfortheiroperation,i.e.forheatingthelivingspacesandpreparinghotwater inhouseholds. Inareas thathavenotbeencoveredby thegasdistributionnetworkandwhere there are no heating plants or district heating, fuel wood is the main source of primarythermalenergy.Mostofthefuelwoodisharvestedbycuttingforestsforenergypurposes.Exceptforheating,largeamountsoffuelwoodarealsousedforthepurposesofcookinginhousehold’sdueto

low fuel wood prices, specific type of food preparation and tradition. According to 2010 data,approximately3.5%oftotalprimaryenergyisobtainedfromfuelwood.However,regardlessoftheestimatedtotalconsumptionatthenational level,reliablestatisticaldatafortheregionalandlocalleveldonotexistandareestimatedbasedonthedataavailablefromtheCentralBureauofStatisticsthat contain the number and surface area of households that usewood as the primary source ofthermal energy. For Slavonia and Baranja, annual consumption is estimated at 1-2m3 per capita,whichamountstoabout1.5millionm3peryear.
AtthelevelofCroatia,accordingtoEIHPdata,intheperiodfrom2008todate,asteadyincreaseinbiomass exports has been recordedwith an annual rate of 25%. Export data at national level areshowninTable13.Outoftotalenergyexports,biomassaccountsformorethan10%,andthisalmostinthetotalamountas forestbiomass.Accordingtothesamesourceofdata, thetrendofbiomassimports increasedby32% intheobservedperiod.Giventhe lackof localizeddata for theneedsofthis demand and supply analysis, it will be assumed that national data are applicable to thehinterlandoftheportofVukovar.
Considering:
- the trend of continuous annual growth of forest biomass trade exchangewith theneighboring countries, most notably in the Danube River Basin area countries(Austria,Slovenia,Bulgaria,GermanyandSerbia),
- thequantitiesofpotentialforestbiomassshownabove,- thevolumeofdemandon thedomesticmarket as rawmaterials in theanalysisof
theproductionofrefinedproducts,aswellas- forestcapacitiesinthehinterlandoftheportofVukovar,
it becomes fully logical to look at the development of the port of Vukovar through furtherdevelopmentofthebiomassmarket.
4.Supplyanddemandofrefinedproducts
Belowaredataonthenumberoflegalentitiesforwoodprocessingbycounties.Forthepurposesofthisanalysis,therespectivelegalentitiesrepresentthepotentialofthesupplyofrefinedproducts(inparticularwoodbiomass).Residuesfromthewoodprocessingindustryaregeneratedon10sawmillslocatedintheobservedhinterlandwiththemaximumcapacitiesshowninTable10,andthreepelletsand4woodchipmanufacturersareinvolvedintherefiningoftheproducts.

pellet production amount to 79,040 tons per year. Of the total production of pellets, 88% waslaunchedonforeignmarketswhiletherestwasusedonthedomesticmarket.
Domestic demand for refined products is largely accounted for by households. Although mostbiomassinhouseholdsisusedinoldandnon-economicplants,accordingtothedataattheleveloftheRepublicofCroatiathedemandforplants,primarilythosefueledbypellets,issteadilyincreasing.Thisincreaseistheresultoftheco-financingprogramfortheprocurementofsmallheatingandhotwater installations forhouseholdsandpublic institutions.Thismay indicatepoorawarenessof theuseofrenewableenergysources,althoughoneshouldbear inmindthatthis isanareathat isstillrepairingthedamagecausedbythewar.Demandatthehinterland leveloftheportofVukovarorlocalizeddemandforrefinedproductsisnotrecordedinthedataavailable.
DuetotheunavailabilityofimportandexportdatafortheSlavoniaandBaranjaregion,anoverviewofimportsandexportsattheleveloftheRepublicofCroatiaisprovidedbelow.

5.LinkstotheBioenergySectorInthehinterlandoftheportofVukovar,orintheareaoftheobservedfivecounties,89powerplantsareinoperationorunderconstruction,outofwhich49powerplantsareusingorwillusebiomass,and40powerplantsuseorwillusebiogas for theproductionofelectricityand thermalenergy.Alarge number of biomass power plants have signed multi-year contracts with Hrvatske šume forsupplying wood biomass. Hrvatske šume provide about 800,000 tones of wood mass forcogenerationplantsonanannualbasisintheRepublicofCroatia.

AccordingtotheannualreportoftheCroatianEnergyMarketOperator(HROTE)fortheyear2016,sevenbiomasspowerplantsandelevenbiogaspowerplants inSlavoniaandBaranjahaveenteredinto agreements to become eligible electricity producers and they have also concluded powerpurchase agreements for the national grid. The same HROTE report shows that the number ofproducersofenergyfromrenewablesourcesincreasesyearbyyearandsodoestheirconnectiontothenationalgrid.However,knowingthatSlavoniaandBaranjahave394registeredrenewableenergysourcespowerplants,allofwhichhavethestatusofeligibleelectricityproducers,itisclearthatthedevelopmentofbiomassandbiogaspowerplantsisyettoberealized.
Such development has so far been stimulated through the regulations that make up the energyregulationoftheRepublicofCroatia.OnJanuary1,2016,theActonRenewableEnergySourcesandHighlyEffectiveCogeneration(OfficialGazetteNN100/15)(hereinafter:theOIEiVUKAct)cameintoforce,onthebasisofwhichtheearlierapplicableregulationsregulatingtheincentivesystemceasedtobeineffect.

Withtheentry into forceof theOIEiVUKAct,anewapproach forHROTE,amongother things,hasbeen envisagedwhen concluding power purchase agreements for energy from renewable sourcesand cogenerations. This approach involves implementation of public tenders for awardingmarketpremium aswell as conclusion of agreementswith a guaranteed purchase price, all based on thedecision on the selection of the bidder with the economically most advantageous bid. Since thenecessary by-laws have not yet been enacted, as envisaged by the provisions of the OIEiVUK Act(Regulation on quotas incentivizing generation of electricity from renewable energy sources,Ordinanceonrenewableenergysourcesandhigh-efficiencycogenerationsandStateAidProgram),HROTE has not concluded any new power purchase agreements for electricity from renewableenergysourcesandcogenerations.
This trend of development aswell as the factthat biomass power plants are entering intomulti-yearagreementsonbiomasssupplywithHrvatske šumewill certainlyhavea significantimpact on the quantities of biomass availableforexportorfurtherprocessinginthefuture.
The port of Vukovar has no businessconnections with the stated power plantsoperating inSlavoniaandBaranjaasthesearemostly supplied with biomass from domesticsources,guaranteedonthebasisofmulti-yearrawmaterialsupplyagreements.

6.BiomasstransportalongtheDanuberiverThere are four concessionaires operating in the area of the port of Vukovar: Luka Vukovar d.o.o.,Vupikd.d.,LukoilCroatiad.o.o.andNauticaVukovard.o.o.
Accordingtothetablebelowshowingtheequipmentoftheconcessionaires, it isevidentthatLukaVukovard.o.o.andVupikd.d.areequipped for solidandbulkcargo,andwith thepresent levelofequipment,theycantakepartinbiomasstransport.Theothertwoconcessionairesarespecializedinreloadingandstoring fuelandpetroleumproducts,andarenotableor interested inworkingwithbiomass.

The port of Vukovar currently does not participate in the transport of biomass along the Danuberiver,ascanbeseenfromthetablebelowprovidinganoverviewoftransshipment.However,bothconcessionaireswould be able to transship biomass, as they, for themost part, already have theappropriateequipmentandavailablecapacities.

IthasalreadybeenmentionedthatinthehinterlandofLukaVukovar,thereisaportTranzitinOsijekwhich is equipped for biomass transshipment and transport but does not participate in theseoperationsfortworeasons.Thefirstreasonisthattherearenooptimalquantitiesthatwouldrendertherivertransportacceptableintermsofprices,andthesecondandperhapsevenmoresignificantisthat theport is limited inoperationduringthe lowwaterseason,butonly forgoodsthatarriveorleavebywaterwaywhiletherearenolimitationsforgoodsarrivingbyroadandrailway.
It is this low water problem that gives Luka Vukovar a great advantage in directing potentialquantitiesofbiomasstorivertransport,aswellas indicatorsonthe importofbiomassandrefinedbiomass products to the territory of the Republic of Croatia aswell as exports from Slavonia andBaranja.
By analyzing thepracticewhich shows that truck transport is themost common typeof transportused today to export biomass and biomass products from the region of Slavonia and Baranja,wehave come to the conclusion that there are two reasons for this. The first reason is that thequantities are too small, while the other reason is logistic in nature, the costs of reloading areavoidedbecausethegoodsaretransportedbytruckfromoneyardtoanother,withoutreloading.
This circumstance also points to the need to establish a collection and logistics center in LukaVukovar, which would allow the optimal quantities for transport along the Danube river to becollected.

7.PresenttechnicalequipmentofLukaVukovarforbiomasshandling
TechnicalcharacteristicsoftheportsystemaccordingtotheInlandWaterwayNavigationandPortsAct: port facilities are operational quays, breakwaters and other hydro-engineering infrastructurefacilitiesintheport,portroadsandrailways,watersupply,sewageandpowergrid,navigationsafetyfacilitiesintheport,administrativebuildings,warehouses,silosandreservoirs.
OperationalquayThetotal lengthoftheshorewithintheportareaoftheportofVukovar isapproximately1700,ofwhich205metersareconstructedasaverticalquayonpilots,55metersareverticalfull-profilequay,1000misconstructedasaslopingquaywhileapproximately400misundevelopedshoreline.Onthetotallengthoftheoperationalquaythereare7berthsforreceptionanddispatchofvessels.
Roads TheinternalroadsystemoftheportconsistsofthemainportroadwithaconnectiontostateroadD2.Theinternalportroadnetworkis4,000meterslong.Attheentrancetotheportthereisafurther12,000m2ofparkingspaceandspaceformotorizedindividualtrafficforarrivalanddeparture.
RailwaytracksIntheareaoftheexistingport,betweenthebuildingsandtheshoreline,therearethreeoperationalrailwaytracksforhandlingship-to-shoreandloading/unloadingfromwhichitispossibletocarryoutdirect transshipment into/from rail wagons into vessels. Within the area of the Vukovar railwaystation there are four operational railway tracks with manually operated parking and trainsetswitches,whichcanbeusedformarshalingoftrainsetsforallportoperators.

8.SummaryofpreliminarydevelopmentideasoftheportVukovar
Accordingtothereferreddata,theareaofSlavoniaandBaranjaistherichestbiomassareainCroatiawith not even one biomass trade and logistic center (hereinafter: biomass center). The trafficpositionoftheVukovarPortenablesittobeanexcellentchoiceforestablishmentofthecenter.
Themaingoalsofthebiomasscenterwouldbe:
• theestablishmentoftheregionalbiomasscenterthatincludestheareaofthefivecountiesofSlavoniaandBaranja,
• centerwouldprovidethewoodybiomassfuel,woodchips,andotherbiomassfuels,• preservationofthesupplyingsafety,astheproviderofallkindsofthebiomass• providing the service of transshipment while using the inland waterway transport of the
biomass• strengtheningoftheconsistentqualitystandards(fuelquality,serviceprovidence)
Aftertheestablishment,thecenterwouldprovideanofferwhichwouldincludeenergywood,woodchipsandsplit logs. Infurtherdevelopment,theproductrangeofthePortcouldbesupplementedwithpelletsandotheralternativeproductsoftheagriculturalorigin.
Within the existing port area there is the area of approximate 26 h that is occupied with theprevalent concession agreements so there are three available locations suitable for theestablishmentofthebiomasscenter. Port’sVukovarharborareawillbedeniedof itsshareoftheexisting tract thatwill be excluded from the port area by passing the international railroadM601whichisthepartoftheprojectcalled:“UpgradingAndElectrificationoftheExistingRailwayLinesofImportanceFortheInternationalTrafficM601Vinkovci–Vukovar”.
Withtherailwaypassingthroughanddividingtheportareaintotwo,thepartnexttoPriljevoStreethastheapproachtotheoperablequayonlythroughtwolevelcrossings.
Threepotential locationsarechartedon the followinggraphicdisplay inorder tochoose themostconvenient location according to the needs of the future center and minding the size and thepositionwithintheportarea.
Whencomparingthepossiblebiomasscenterlocations,itisnoticedthatthefirstlocation(yellow)isthesmallestareaof9.126,62m2,thesecondlocation(green)isbigger-11.127,09m2,,andthethirdpossiblelocation(blue)isthebiggestwith22.682,01m2.

In its background, the first suggested locationhasnot got adirect approach to theoperablequaywhichissituatedinaparalleldirectionwiththestatedparticles.Theonlypossiblewayofconnectingwiththeoperablequayisthroughthetwo-levelcrossings.

Thesecondpossible location includestheparticleswhosedirectapproachtotheundevelopedpartof the cost (180m of the coast) could be enabled by themeans of the existing road. Suggestedparticlesarenotsituatednexttoeachother.Theyareseparatedbytherailwayroute,butthemutualapproachisinsuredthroughthelevelcrossing.

It isexpected for theport toparticipate in the river transportof thebiomass in the future, so thethirdlocationhasthesignificantadvantagesduetotheavailabilityoftheriverbank,whichshouldbebrought to port purpose in order to perform the transshipment of the biomass. It is possible to

organize theunregulatedriverbankas theverticalcoastor the leaningcoast.Also, thepositionofthecranemovingonthecranetrackorthemobilecranehastobeforeseen.
Thebiomasscenterequipment implies thegadgetsand transshipmentmechanization intended forthe biomass loading and unloading: fork-lift trucks, scattered biomass loader, log loader. It isnecessarytoprovidethebasicutilities(gas,electricity,water,sewerage,telecommunications)
TheadvantageofthirdlocationpresentedinthispaperisthatithasbeenrunbytheconcessionaireVukovarPortd.o.o.thatalreadyownstheharborequipment:cranes,fork-lifttrucksandthe3000m2closedwarehousenearby.Itcanstarttheproductionofthebiomassevenbeforetherepurposingofthelocation.
At the same time,we find that the sizeof the third locationenables theexistenceof thebiomasscenterandthebiomassstoragewhichwillbetransportedortransshipped. Itssizealsoenablestheestablishmentofthepelletsproductionwhichisthenextphaseinthebiomasscenterdevelopment.
The fourth location that could be possible would be outside the existing port area. According toVukovarPortMasterplandevelopment,itwouldbesituatedupstreamtheexistingport,intheNewPort–Westareafrom1336+000to1337+000ontheriverbankorinthehinterland.
Regardlessofthebiomasscenterlocationchoice,futureconcessionaireshould:
- buildclosedandopenedwarehousebuildings,- pavedmanipulationarea,- providemoisturemeasurementinwarehousebuildingstoensureproductquality,- providecalibratedplatformscale,- provideonemobilecrane,- fork-lifttrucksandloadertrucks,- providetuckaccess,- providesuitableoffice-salesspaceaswellasaccesstofuturecustomersoftheCenter
Inordertoensurethesuitablebiomassandrefinedproductsporttransportservicesrequirement,itisnecessarytoregulatetheunregulatedpartoftheriverbankonthethirdlocation.
As we have already stated, the second phase of the biomass center development foresees theestablishmentofthepelletproductionplant.
With thesecondphaseof theproject the feasibility studywillbemadeand itwillbenecessary toanalyzelocationmentionedabovetochoosethemostappropriateandoptimalsolutionthatwouldenable long-term Center development, together with enabling the biomass and refined productstransport port capacity development. Therefore, given the possible alternative solutions, it is notpossibletoindicatetheframeworkvalueoftheinvestmentsrequiredatthismoment.
However, it shouldbe stressedagain thatboth the futureCenterand thePorthave the reason tobelievethatquantitiesofbiomasslocatedinthehinterlandofthePortandthefactthateventodaymost of the rural areas of Slavonia and Baranja use biomass for the production of energy, eitherthermalorelectricalaregoodargumentsfordevelopmentofthisproject.Theimmediateproximityofurbansettlementsalsoopensupthepossibilityofpromotingbiomassusageasacheapersolution,andallindicatorsindicatethatthisareaisdevelopinginCroatiaaswellastherelevantmarket.
To increase overall volumes of cargo in ports is to make inland navigation more attractive incomparison with other transport modes. According to some interviews to our stakeholdersconductedinWP4andcollectedresults,itisobviousthatbiomassitselfandfinalproductsmadeof

biomass are not suitable for too many transshipment operations (loading/unloading) because itraisesoveralltransportationcosts.
Oneofthemeasurestomovebiomassfromroadtransportwouldfindthemodelofreducingoverallexpenditures(transshipmentfee,portdue,storagefee)givingthepotentialcustomersopportunityto use ports as centers where they could store higher quantities of biomass that could later betransportedwithvesselstothefinaldestination.
Anotherpositiveeffectinrehabilitationofinlandnavigationcouldbeinstallationofnewcapacitiesofbiogasandbiomasspoweredplantsnearportsandinclosevicinityofagriculturalandforestsareasthatcouldbemutuallysourceforplantsbutalsosourceofrawmaterialforthemarket.
InCroatia, improvementsonplanofrehabilitationofinlandnavigationandbiomasssectorareonlypossiblewith commoneffort and joint approach to this issue, involving all interestedparties fromMinistry of sea, traffic and transportation- Directorate for inland navigation, Croatian chamber ofeconomy,Ministry of economy, entrepreneurship and crafts,Ministry of Environment andEnergy,policymakersbutalsoallstakeholderswhocarryoutpoliciesandactivities.
