Each Section (Conformity Assessment (CAS), Construction Materials Engineering and Testing (CMET), Environmental Sciences (ESS), and Food Sciences (FSS)) Chair along with the Government Relations Committee Chair will sit on this panel and take part in the discussion about coordinating ACIL advocacy between the ACIL Government Relations Committee (GRC) and the ACIL sections. Each Section has recently worked through the process of developing a Charter specifically for their Section that describes the current and future focus as well as their role and responsibilities. Likewise the GRC charter will be discussed. Denise Bode, Cornerstone Government Affairs

Denise Bode is considered one of Washington’s top lobbyists. Denise focuses her practice on policy advocacy, particularly coalition management and development and implementation of public policy strategies, especially at the federal level and before federal and state regulatory commissions. She has testified before Congress, has extensive public speaking experience including numerous appearances on network and cable television.

Denise’s experience of more than 30 years in the tax and energy fields is extensive and diverse. She has led energy, food, telecommunications and financial industry lobbying efforts during her career. She holds a Bachelor of Arts from the University of Oklahoma, a Juris Doctor from the George Mason School of Law, and a Masters of Law in Taxation from the Georgetown University School of Law.

Richard Bright, ACIL

Founder of Bright Concepts Inc., a full-service association management company providing sales and marketing consulting, CEO coaching and sales training, Richard Bright has sold over $25 million in revenues for various organizations, achieving significant growth for all of his clients since founding the company in 1997. Part of the management team that manages ACIL, Richard serves as ACIL COO. Born and educated in Manchester, England, Richard also sits on the advisory board of The Entrepreneurship Institute (TEI).

Michelle Briscoe, Brooks Rand Labs

As the President/CEO of Brooks Rand Labs, Michelle Briscoe is responsible for all business operations, including laboratory services, research and development, quality assurance, customer service, and business development. Michelle believes in creating a culture of fun and scientific inquiry for the laboratory staff, and she brings more than 20 years of experience in the analysis of and method development for trace metals and metals speciation, providing BRL staff with strong leadership and oversight in her role as Technical Director.

Michelle travels often and she is passionate about experiencing the local culture and cuisine wherever she goes. Ms. Briscoe is a graduate of Western Oregon University, where she earned a BS degree in Chemistry and Physics.

Milton Bush, ACIL

Principal and owner of The M Companies, a government affairs and association management company heavily focused in conformity assessment (inspection, testing, certification, accreditation and quality systems registration), Milton Bush has held increasingly responsible positions in major international trade associations and professional societies over the last 30 years, culminating with his current position as ACIL CEO.

Milt has represented clients before Congress, Federal agencies and international bodies in the following issue areas: defense, R&D, appropriations, international trade, telecommunications, taxation, admiralty, product liability, information technology, energy, homeland security, food and drugs, labor, transportation, environment, technology and science. He has chaired and served on a number of Boards of Directors as well as Federal Advisory Committees and has been a technical advisor to the Federal government.

Milt earned a law degree from George Mason University, is a magna cum laude undergraduate, a registered lobbyist and a Certified Association Executive (CAE).

Gregory D. Cline, P.E., Federal Aviation Administration (FAA HQ)

The Airport Pavements Civil Engineer at the Federal Aviation Administration (FAA), Airports Safety and Standards, Airport Engineering Division (also known as AAS 100) at FAA headquarters since 2010, Greg Cline develops technical and policy documents, including pavement related advisory circulars and engineering briefs; provides technical assistance and guidance to FAA management,

regional and field offices; oversees research projects and tech-transfer for the IPRF and AAPTP programs; and maintains liaison with industry and organizations including the Tri-Service Pavement Working Group and Canadian Airfield Pavement Technical Group (CAPTG), and serves as FAA US representative to the ICAO Aerodome.

Greg brings over 30 years of wide ranging experience to the Airport Engineering Division as a result of his previous positions with the NAVFAC Engineering Service Center as airfield pavements subject matter expert; and as principal of ACCESS Consulting, chief engineer of BTC Laboratories, Inc., project engineer for the Naval Civil Engineering Laboratory and pavements O&M engineer for the US Forest Service.

An engineering graduate from the University of Wisconsin-Platteville, Greg received his MS in Systems Management from the University of Southern California. He is a licensed Professional Civil Engineer in both Wisconsin and California; and a member of ASCE’s T&DI Airfield Pavement Committee.

David Friedman, ACIL

After a 42-year federal government career involving environmental protection, David Friedman advises ACIL’s Environmental Sciences Section, presenting seminars on environmental technology validation and on EPA analytical methodology, advising commercial environmental laboratories on business development, assisting analytical instrument manufacturers with designing and conducting validations of new instruments and obtaining EPA approval, and

helping facilitate ACIL’s partnership with EPA. He also directs the Independent Laboratory Institute’s (ILI) workshop series and its SPE method development and validation program.

At EPA, David served as Senior Advisor on Monitoring to the EPA Science Advisor and Assistant Administrator of the Office of Research and Development (ORD), coordinating the ORD monitoring research programs; coordinating EPA efforts to help establish a national environmental laboratory accreditation program; providing authoritative advice and assistance on issues dealing with EPA monitoring regulations, policies and statutes; directing the EPA program to convert a former Soviet biological weapon operations into a commercial environmental analytical laboratory, and helping EPA prepare to respond to emergencies requiring the mobilization of large amounts of analytical laboratory capability. To improve EPA monitoring policies and procedures, he helped establish the EPA’s Forum on Environmental Measurements (FEM) and the Environmental Laboratory Advisory Board (ELAB).

He began his federal career at FDA looking for industrial chemicals entering the food chain and then moved to the EPA to help develop the hazardous waste regulatory program, directing the development of the hazardous waste characteristic testing methods and creating the annual National Environmental Monitoring Conference (NEMC), serving as its chair for 20 years.

Gordon Gillerman, NIST

As the Chief of the Standards Services Division in Technology Services at the National Institute of Standards and Technology (NIST), Gordon Gillerman coordinates and advises federal agencies, US industry and other stakeholders on standards and conformity assessment policy. The Standards Services Division operates the US inquiry point for the World Trade Organization’s Technical Barriers to Trade Agreement, a key information source for US industry on standards-related market access issues.

With extensive experience coordinating standards policy and development across a wide range of issues critical to the US, including homeland security, cloud computing, safety, health and protection of the environment, Gordon has led NIST in designing and implementing conformity assessment programs as well as assisting in the development of performance standards to meet other federal agency and industry needs and fulfill NIST’s role in coordinating standards and conformity assessment in the US. Gordon is the Public Sector Co-Chair of the American National Standards Institute’s (ANSI) Homeland Security Standards Panel, a member of the Toy Industry Association, Toy Safety Certification Program’s Oversight Council and lectures on standards, conformity assessment and regulation.

Brian Johnson, AASHTO Accreditation Program

Brian has been with AMRL and the AASHTO Accreditation Program since 1998. The AASHTO Accreditation Program is the largest construction materials testing program in the United States accrediting over 1700 laboratories that test a wide range of materials. He is a graduate of Pennsylvania State University. He is an active participant in standards development activities, including being a liaison to several technical sections of the AASHTO Subcommittee on Materials, a member of several ASTM committees, and the Chair of ASTM Subcommittee D04.30 on sampling.

David Kennedy, David Kennedy & Associates

With over 45 years experience in environmental monitoring and food safety, including industrial research and development, environmental engineering, environmental testing laboratory management and analytical instrument manufacturing, David Kennedy provides professional services for business development, business process improvement and technology acquisition. He earned a BS in Chemistry and a PhD in Analytical Chemistry from Iowa State University.

Minh Le, U.S. Department of Energy (DOE)

Minh Le is the Director of the Solar Energy Technologies Office within the U.S. Department of Energy (DOE), where he helps manage and balance a roughly $1B multi-year portfolio of research, development, demonstration, and deployment programs to achieve the goals of the SunShot Initiative. The DOE SunShot Initiative is a collaborative national initiative to make solar energy technologies fully cost-competitive with other forms of energy by reducing the cost of solar energy systems by about 75% before 2020. Reducing the total installed cost for

utility-scale solar electricity to roughly 6 cents per kilowatt hour without subsidies will result in rapid, large-scale adoption of solar electricity across the United States. Prior to his current role at the DOE, Minh spent his career in the semiconductor and solar industry developing technologies and scaling new technologies to high volume manufacturing. Minh earned his B.S. and M.S. degrees from MIT, where he held fellowships with DOE, the Department of Defense, and the Bose Foundation.

Steve Maxwell, TechKNOWLEDGEy Strategic Group (TSG)

Steve Maxwell formed TechKNOWLEDGEy Strategic Group (TSG) in 1992 to provide strategic consulting and advisory services to the environmental industry. The firm offers transactional advisory services, as well strategic and management consulting assistance to a broad array of public and private entities in the envi-ronmental and water industries. Mr. Maxwell is involved with assisting and sup-porting successful corporate transactions, developing more practical strategic planning processes, and helping to implement stronger management organiza-

tions for many of the leading companies in the environmental and water resources industry. Over the years, Mr. Maxwell has been active in assisting numerous major corporations to evaluate and build new businesses in various sectors of the environmental services industry.

Mr. Maxwell is the founder and Editor of the Water Market Review – one of the industry’s most comprehensive reviews of currents trends, developments and competitive and financial data. He is the author of The Future of Water, as well as hundreds of articles on the commercial water business. He is active across the industry, serving on various boards and speaking often at industry conferences. He also serves on the Board of Directors of WaterAid America, one of the largest water charitable organizations. He is a contributing editor to American Water Works Association Journal, the Environmental Business Journal, American Water Intelligence, Water Underground Infrastructure Management, and the Environmental Lab Washington Report. Mr. Maxwell holds Masters Degrees in Public Policy and in Geology from Harvard University, and is a Phi Beta Kappa graduate of Earlham College. Prior to founding his current company, he served as Manager of Strategic Planning for Union Pacific, and Executive V.P. of Recra Environmental, an environmental testing and consulting firm.

Judy Morgan, ESC Lab Sciences

Ms. Judith Morgan is the Vice President and Chief Regulatory Officer for ESC Lab Sciences. Judy’s 24 year tenure at ESC includes the design and implementation of corporate programs for Regulatory Compliance, which includes Quality Systems, Green initiatives, Ethics and Confidentiality, Safe Practices, and Waste Disposal/Minimization. An experienced analyst in organic and inorganic methods, she directs the regulatory technical staff, and oversees accreditations and audits. Judy has a BS in Chemistry and a MS in Analytical

Chemistry with research completed at Vanderbilt University. She serves on the Board of Directors for ACIL, TNI, A2LA, and is the former Chair of the EPA ELAB Federal Advisory Committee. In addition to her Board involvement, she serves on a number of committees in support of national accreditation activities.

Craig Morr, NSF International

Mr. Craig Morr is the Quality & Compliance Director for NSF International. Craig’s nine year tenure at NSF includes the management of over 60 global accreditations, licenses and recognitions; as well as the global implementation and maintenance of the organization’s QMS. Prior to joining NSF, Craig spent 10 years as a Quality and Regulatory Manager in the medical device and pharmaceutical diagnostics industries. He and his staff have managed over 100 audits with regulatory and accreditation bodies in the past five years. Craig holds

a BBA in Marketing and Economics from Adrian College and a MS in Engineering Management from Eastern Michigan University. He is the Chair for the ACIL Government Relations Committee. He has been a member of both the ANSI Conformity Assessment Policy Committee and ANSI Accreditation Committee since 2007. Craig is the current IAF Task Force Convener on Remote Assessments.

Walter A. Poggi, Retlif Testing Laboratories

Walter A. Poggi is president of Retlif Testing Laboratories a 36 year old indepen-dent testing laboratory providing conformity assessment and product approval testing services in the areas of Electromagnetic Compatibility, Telecommunica-tions, Environmental Simulation, Acoustic Noise and Product Safety. RETLIF maintains testing facilities in Ronkonkoma, Long Island, NY, Goffstown, NH, Harleysville, PA and a regulatory compliance office in Arlington, VA, along with a sales and engineering office in Charlotte, NC.

Mr. Poggi has always been deeply involved in the American Council of Independent Laboratories (ACIL) this country’s leading trade association representing the interests of independent laboratories. Mr. Poggi is a Past President of ACIL, and it its 75 year existence, one of only 17 recipients of it’s Lew Harris Fellow Award for outstanding service to the independent testing industry.

Beyond his ACIL involvement, Mr. Poggi is a member of numerous trade, engineering and business associations, such as the Long Island Forum for Technology (Board Member), the MacArthur Busi-ness Alliance ( Past President), the Institute for Electronic and Electrical Engineers, the Society of Automotive Engineers and the Navy League (Corporate Life Member). Mr. Poggi is also a trustee at his local church.

Mr. Poggi is a graduate electrical engineer, receiving his B.S. degree from New York Institute of Technology in 1969. He has been certified by the National Association of Radio and Telecommunica-tions Engineers as both a Senior EMC Test Engineer and a Senior EMC Design Engineer and by the International Trade Association as a Certified Trade Expert.

Michael Rafalowski, Federal Highway Administration

A materials engineer at the Federal Highway Administration’s (FHWA) Office of Technology, Michael Rafalowski oversees materials quality assurance, including 23 CFR 637 quality assurance procedures for construction; technician qualifica-tions; laboratory qualifications, including accreditation and materials, and quality assurance related training.

His major projects include quality assurance stewardship reviews, development of specification development software, materials-related training and representing FHWA at the National Cooperation for Laboratory Accreditation (NACLA), including serving on the Operations Council and chairing the Recognition Committee.

Mike earned his MS in Civil Engineering from George Washington University in 1987 and his BS in Civil Engineering from Penn State in 1976, and is a registered Professional Engineer in Illinois. Chair of the Joint Sealant Project Panel of the National Transportation Product Evaluation Program, Mike belongs to ASTM and the Asphalt and Asphalt Mixtures Section of the American Association of Highway and Transportation Officials Subcommittee.

Ramona Saar, NIST

As the Program Manager for the NIST Telecommunications Mutual Recognition Agreements (MRA), Ramona Saar oversees the US Designating Authority responsibilities for multiple EMC and Telecom MRAs, including those with APEC, the EU, Japan, Mexico and Israel. She has worked in the field of conformity assessment for over 20 years.

Gregory J. Schmidt, GeoTest, Inc.

Mr. Schmidt is founder and President of GeoTest and has over 30 years of experience in materials testing technology and construction observation. He has been involved in providing testing services and quality assurance management on a wide variety of projects including road and bridge construction, multi-family housing, residential subdivisions, low-rise and high-rise commercial buildings, rock tunneling and landfills.

His experience includes laboratory and field testing of materials such as soils, rock, concrete, aggregates, asphalt, mortar, masonry, structural steel, fly ash, paper mill sludge, bentonite slurry, proppants (frac sand) and pervious concrete pavements.

Mr. Schmidt is also active with training and certification in the CMET industry and has been the Certification Committee Chair for the Wisconsin Ready Mixed Concrete Association since 2007.

Kelli Simon, Food and Drug Administration

Dr. Kelli Simon is a Postdoctoral Research Fellow at the Food and Drug Administration in College Park, MD. Her research is focused on the development and validation of methods for multi-residue (n>200) pesticides in fresh produce and veterinary drugs in finished dairy products using LC-MS/MS techniques. Kelli obtained her PhD in analytical chemistry from the University of Maryland, focusing on photochemical reactions in natural waters with guidance from Dr.

Neil V. Blough. Dr. Simon also worked as a scientist for the Northrop Grumman Corporation in Redondo Beach, CA after obtaining dual undergraduate degrees in chemistry and forensic chemistry from West Virginia University.

George Tannahill, FCC

An engineer at the FCC Office of Engineering and Technology Laboratory, George Tannahill’s responsibilities include serving as technical expert on the Equipment Authorization Electronic Filing System (EAS) and Mutual Recognition Agreements for conformity assessment.
