that “Winter Solstice is as formal as the Spring Festival,” showing the great importance attached to this day.

In some parts of Northern Chi-na, people eat dumpling soup on this day; while residents of some other places eat dumplings, saying

doing so will keep them from frost in the upcoming winter. But in parts of South China, the whole family will get together to have a meal made of red-bean and glutinous rice to drive away ghosts and other evil things. In other places, people also eat tangyuan, a kind of stuffed small dumpling ball made of glutinous rice flour. The Winter Solstice rice dumplings could be used as sacrifices to ancestors, or gifts for friends and relatives. The Taiwan people even keep the custom of offering nine-layer cakes to their ancestors. They make cakes in the shape of chicken, duck, tortoise, pig, cow or sheep with glutinous rice flour and steam them on different layers of a pot. These animals all signify auspi-ciousness in Chinese tradition. People of the same surname or family clan gather at their ancestral temples to worship their ancestors in age order. After the sacrificial ceremony, there is always a grand banquet.

As early as 2,500 years ago, about the Spring and Au-tumn Period (770-476 BC), China had determined the

point of Winter Solstice by obser-ving movements of the sun with a sundial. It is the earliest of the 24 seasonal division points. The time will be each December 21 or 22 ac-cording to the Gregorian calendar.

The Northern hemis-phere on this day ex-periences the shortest daytime and longest

nighttime. After the Winter Solstice, days will become longer and longer. As ancient Chinese thought, the yang, or muscular, positive things will become stronger and stronger after this day, so it should be cele-brated.

The Winter Solstice became a festival during the Han Dynasty (206 BC-220 AD) and thrived in the Tang and

Song dynasties (618-1279). The Han people regarded Winter Solsti-ce as a “Winter Festival”, so officials would organize celebrating activi-ties. On this day, both officials and common people would have a rest. The army was stationed in, frontier fortresses closed and business and traveling stopped. Relatives and friends presented to each other de-licious food. In the Tang and Song dynasties, the Winter Solstice was a day to offer scarifies to Heaven and ancestors. Emperors would go to suburbs to worship the Heaven; while common people offered sa-crifices to their deceased parents or other relatives. The Qing Dynas-ty (1644-1911) even had the record

China to cut 2016 import tariffs on 800 products

China will cut import tariffs on nearly 800 items from

January 1 next year, the Ministry of Finance said in a state-ment yesterday.

The range of goods for which tariffs will be cut include fresh food, nuts, industrial materials, equipment, and con-sumer goods such as suitcases, clothing, scarves, blankets, and sunglasses, according to the statement.

Import tariffs for skin care products will be cut from 6.5 percent to 2 percent, plastic and fabric suitcases from 20 to 10 percent, leather coat from 23 to 10 percent, air purifier from 15 percent to 5 percent, and sun glasses from 20 to 6 percent, the statement said.

Tariffs on industrial items will be cut to support econom-ic upgrading by encouraging the imports of advanced tech-nology and products, while preferential tariffs on consumer goods will be extended, the ministry said.

The Ministry of Finance already inb May 2015 stated that it will cut duties by half, on average, on imports including suits, fur garments and shoes beginning June 1. A tariff on cosmetics will fall to 2% from 5%, while a duty on diapers will decline to 2% from 7.5%, according to the ministry.

The tax cuts come as China’s government looks for ways to boost spending within its borders. The country’s retail-sales growth has been sliding and its economy grew 7% year-over-year in the first quarter, its worst performance in six years.

The slowdown has swayed policy makers who had once worried that a duty reduction might hurt tax revenue, ana-lysts say. The goal of the duty cuts is to encourage consum-ers to spend more domestically. Chinese tourists traveling abroad often buy goods as diverse as diapers and handbags to avoid import and consumer taxes back home. Chinese du-ties can make some luxury goods about 20% more expen-sive than they are overseas, consultants say.

The yuan, which has strengthened against the euro and many other currencies, has made shopping abroad even more appealing.

Because of both rising tourism and increased shopping, China’s tourists spent about $165 billion overseas in 2014, up 28% from 2013, according to the State Administration of Foreign Exchange.

Some industry watchers said the cuts are a win for global companies.

“This would be good news for international players in China, as the lower tariff would entitle the imported prod-ucts to apply relatively more competitive prices in China than before,” said Linda Li, a senior research analyst at mar-ket-research firm Mintel Group Ltd.

Mintel said 90% of Chinese consumers who went abroad in 2014 bought personal-care products and cosmetics, 85% bought clothes and footwear and 64% bought baby food or baby-care products.

French cosmetics major L’Oréal SA and apparel com-panies Gap Inc. and Hennes & Mauritz AB said they were evaluating the changes. Sportswear company Nike Inc., luxury brand Gucci, cosmetics maker Procter & Gamble Co. and travel retailer World Duty Free SpA didn’t respond to requests for comment.

The new policies should boost Chinese stores that have lost customers to French and South Korean cosmetics coun-ters, Erwan Rambourg, head of consumer and retail research at HSBC, said in a report on China’s tax overhaul.

Apparel company Hennes & Mauritz says it is evaluating the changes.

The EU-South Korea Free Trade Agreement

The EU-South Korea Free Trade Agreement (FTA) entered into force in December 2015. It is the first of a new generation of FTAs. It goes further than any previous agree-ments in lifting trade barriers and it is also the EU’s first trade deal with an Asian country.

The agreement eliminates duties for industrial and agricultural goods in a progressive, step-by-step approach. On July 1st 2016, import duties will be eliminated on all products except for a limited number of agricultural products.

In addition to eliminating duties on nearly all trade in goods, the FTA addresses non-tariff barri-ers to trade with specific focus on the automotive, pharmaceuticals, medical devices and elec-tronics sectors. The agreement also creates new opportunities for market access in servic-es and investments, and includes provisions in areas such as competition policy, government procurement, intellectual property rights, transparency in regulation and sustainable development.

The agreement was amended in 2014 to also allow Croatia to benefit from the same preferenc-es as the other 27 EU Member States since its date of accession to the EU on 1 July 2013. This amend-ment was needed because Croatia was not member of the EU when the agreement was signed in 2010.

Trade picture• The EU and South Korea are important trading partners. South Korea is the EU’s eighth largest export

destination, whereas the EU is South Korea’s fourth export destination (after China, US and Japan).

• In 2014, EU exports of goods to South Korea amounted to 43.2 billion EUR, whereas imports from South Ko-rea totaled 38.8 billion EUR. In terms of EU exports, the most important categories of products are machin-ery and appliances, transport equipment and chemical products. As far as EU imports from South Korea are concerned, the main product categories are machinery and appliances, transport equipment and plastics.

• The EU records a significant surplus in trade in services with South Korea. In 2013 EU exports of services to South Korea amounted to 10.6 billion EUR, compared to imports of 5.6 billon EUR.

• South Korean investments in the EU have increased substantially from 13.1 billion EUR in 2010 to 18.9 billion EUR in 2013, representing 0.5% of the total inward foreign direct in-vestment (FDI) in the EU. Over the same period, EU investments in South Korea decreased slightly from 37.5 to 32.6 billion EUR, representing 23.8% of the total FDI in South Korea.

Impact of the Free Trade Agreement

1 July 2015 marked the 4th anniversary of the EU-South Korea FTA. Comparing figures between the fourth year of the FTA being implemented

with the year before the entry into force of it, we see that:

• EU exports to South Korea of goods increased by 55% from 30.6 billion EUR to 47.3 billion EUR. EU exports of fully liberalised goods

increased by 57%.

• EU imports from South Korea EU imports from South Korea totalled 39.9 billion EUR, a slight increase since the reference period. The main

reason for the weaker performance of the imports from South Korea has been the decreased demand in the EU due to the economic down-

turn. However, in the third and fourth year of FTA implementation imports from South Korea increased annually by 5-6%.

• Imports of fully liberalised goods from South Korea increased by 35%. This gives a clear indication that the FTA has worked well also for

South Korea.

• As a result, the EU’s trade deficit with South Korea has turned into a trade surplus of 7.4 billion EUR.

Upper Tiber Valley represents a small Umbrian oenological production. This place has a proper climate; infact

it is influenced by the Appenini mountains and the Tevere river. This sourrounding influences the characte-

ristics of Donini wines: they have a good acid consistancy. Wines are always fresh, young, fragrant but full

and with a good alcoholic content. We suggest to taste the wines with the typical spicy and perfumed dishes.

The company Vini Donini started producing and selling wines in 1921 when Donini Domenico, born

in 1899 and his brother Donini Ruggero, born in 1895 returned from the first world war and decided to

open a shop to sell their home-made wine. They choose Verna, a village close to Umbertide. With the help

of their sons, Dino and Mario, the wine production was enlarged and oriented toward the local market.

In the early 1980s, in the attempt to spread the flavor of the Upper Tiber Valley, they began to produ-

ce wine with selected local grapes and grapes cultivated from the neighboring region of Valtiberino.

Experts said the de-cline in foreign trade is due to continue for the remainder of this year, while 2016 is also going to be tough for China’s imports and exports, as activity is weighed down by weak demand at home and abroad, fac-tory overcapacity and

cooling investment.

The outlook for for-eign trade in 2015 was not rosy, thanks to weak global economic recov-ery, poor demand at home and abroad and the poor implementa-tion of trade facilitation measures, said Zhang Jianping, director of the International Economic Cooperation Institute at the National Develop-ment and Reform Com-mission.

Zhang predicted next

year faces challenges in exports and imports just as severe and stern, and called for more effec-tive measures to boost China’s domestic market and further streamline related regulations.

“While China’s for-eign trade has a lot to do with the international economic situation and external demand recov-ery, accelerating foreign trade zones and promot-ing trade and investment facilitation will also help China’s foreign trade re-

cover,” he said.

Bai Ming, deputy di-rector of the market re-search department at the Chinese Academy of International Trade and Economic Cooperation, share the same view.

China’s traditional competitive advantag-es in foreign trade are weakening along with economic restructuring and industrial upgrading, which is partly to blame for the poor performance of exports, Bai said.

A downturn in ex-ports during the first 11 months illustrates the unprecedented chal-lenges facing China’s for-eign trade, with enduring severe export pressure predicted throughout this year and due to last until next year.

China’s exports in November fell 3.7 per-cent year-on-year in yu-an-denominated terms, which is worse than the

2.9 percent that experts predicted, according to figures released on Tues-day by the General Ad-ministration of Customs.

Against the backdrop of a weak global eco-nomic recovery and poor domestic and overseas demand, total exports from January to Novem-ber fell by 2.2 percent year-on-year to more than 12.7 trillion yuan ($1.97 trillion), while im-

However, China’s free trade agreements with South Korea and Australia, together with the demand for indus-trial upgrading, are likely to prompt an in-crease in foreign trade in the long run, espe-cially imports, he said.

According to the General Administration of Customs, China’s to-tal foreign trade-im-ports and exports-fell by 7.8 percent year-on-year to 22.08 tril-lion yuan in the first 11 months.

In November alone, total foreign trade fell by 4.5 percent to 2.16 trillion yuan, with ex-ports dropping by 3.7 percent year-on-year to 1.25 trillion yuan and imports dropping by 5.6 percent to 910 billion yuan and trade surplus expanding by 2 percent to 343.1 bil-lion yuan.

Yuan to be a freely traded, convertible currency by 2020The yuan will be a convertible and freely tra-

ded currency by the end of 2020, accor-

ding to the head of China’s central bank.

Within the same timeframe, more than a third of

China’s total payments will be settled in yuan, Zhou

Xiaochuan, governor of the People’s Bank of Chi-

na, was quoted as saying in an article in yesterday’s

People’s Daily outlining the nation’s financial re-

form targets for the next five-year plan period.

“We will drive the yuan to be a convertible and

freely usable currency ... and facilitate its use

within neighboring countries and emerging mar-

kets, before extending to international finan-

cial centers and developed countries,” he said.

Zhou’s comments were made as the yuan is set to be

included among the International Monetary Fund’s

basket of currencies, which is a key step in its move

to be accepted as a global reserve currency along-

side the US dollar, yen, British pound and euro.

To help achieve its goals, China will drive its Belt

and Road initiative, which aims to boost China’s

trade and investment links with countries across

Asia, Europe and Africa, while also relaxing cross-

border foreign exchange regulations, Zhou said.

Meanwhile, he stressed the importance of buil-

ding an effective financial security system, des-

cribing it as “essential to national security.”

The currency reforms are among 17 ma-

jor targets set by the central bank.

Others include boosting the role of bonds and equity

markets in corporate fundraising, developing a “green”

bond market for funding environment-friendly pro-

jects, creating data platforms to support Internet finan-

cing, and allowing the opening of more private banks.

The policy change led to instant advertisements on tel-

evision and social media attempting to connect preg-

nant females with doctors.

China is attempting to improve its birthrate through this

policy and as a result would give rise to the sector ca-

tering to the healthcare of pregnant and new mothers. A

welcome indicator was last week on Singles Day, which

is China’s equivalent of the Black Friday and cyber Mon-

day, the baby-goods category outperformed.

Venture Capitalists who invest in high risk startup busi-

nesses believe that there is a higher chance for this

industry to boom than the technology industry and

would be more likely back the baby products after this

policy shift in China. Parents want to spend on getting

healthier and safer products for their children and are

also considering ordering from abroad through E-com-

merce giants Alibaba Group. They have been offering

baby supplies through the internet as China had a baby-

formula scandal which rocked China in 2008.

While China is better known for fiery, 100-proof baijiu than prized vintages, its fast-growing middle class is increasingly demanding Western delights. And that includes fine wine.

Chinese drinkers quaffed more than 1.5 billion bottles of red wine in 2014, double the level of 2008, according to IWSR, a research firm based in London. Over all, China ranks fourth in red wine consumption, behind France, the United States and Italy. Wine production in the country has surged to meet that demand. From virtually nothing in the early 1980s, it is now the world’s seventh-largest winemaker.

Aided by the same long-range planning and government support that have brought success in everything from tex-tiles to high-end electronics, China made 120 million cases of wine in 2014. That’s a bit less than a third of what is pro-duced in the United States, and just behind the export pow-erhouses Australia and Argentina.

But Chinese wine is made almost exclusively for the domes-tic market, says Ma Huiqin, a professor at China Agricultural University in Beijing who works closely with Ningxia’s wine industry. And until recently, most of it was barely drinkable by Western standards, produced by giant industrial win-emakers.

Now a new generation of Chinese winemakers is trying to upgrade quality in an effort to win over local wine drink-ers as their tastes become more discerning, as well as cap-ture the aficionados who drink mostly imports from France, America and elsewhere. And eventually, as with many other Chinese industries, the most successful will look to sell their wines overseas.

“They’ve got all the money in the world, they’ve got all the ambition in the world, and they’ve hired all the top consult-ants,” says Steven Spurrier, the British wine merchant who organized the “Judgment of Paris,” the 1976 blind tasting that stunned the wine world when California wines beat the French. “It’s inevitable the Chinese are going to make better and better wines.”

YINCHUAN, China — On a fall evening in a fluorescent-lit classroom at Tsinghua University in Beijing, a dozen students listened intently. The speaker, Emma Gao, held a glass to the light and asked them to study the swirling liquid inside. Tsinghua is known as the “M.I.T. of China,” but this was no freshman seminar in fluid mechanics. It was a gathering of the student wine club.

Ms. Gao, a diminutive woman with a quick smile, was conducting a tasting of recent vintages from her family-run winery in Ningxia, a remote Chinese region on the edge of the Gobi Desert. Behind desktops lined with glasses, the students sniffed and sipped, comparing a fruity red with a richer, oakier French-style wine.

Since her winery has begun to win international ac-claim, Ms. Gao, who is 38, has emerged as the unlikely new star of an even more unlikely new Chinese industry. The winery, Silver Heights, has been a pioneer in China, bringing sophisticated Western winemaking techniques to what had been an industry focused on bulk produc-tion.

Taking a cue from that boutique-winery model, Ningxia has ambitions to become the Napa Valley of China. Lo-cal winemakers have won prestigious awards, and plans are underway to double the region’s vineyards and create a wine tourism hub. Foreign investors have also taken notice. The French Champagne maker Möet & Chandon makes sparkling wines there, while the spirits giant Pernod Ricard is spending heavily to modernize its local winery.

“People know Napa makes the best wines in America and Bordeaux makes the best wines in France,” says Hao Linhai, a top regional official who oversees the
