Welcome to our first public exhibition on our emerging proposals for Weyside Urban Village – a new place on the Wey.

As the body responsible for driving the proposals forward, Guildford Borough Council has created a special project team to bring forward and deliver proposals for the site – this is the Weyside Project Team.

Over the next four weeks we’ll be running a series of online exhibitions which will deal with particular topics of interest. This evening we want to:

• Bring you up to speed with the background to the project,

• Explain the planning policy which creates a framework for us to work in,

• Share our vision for the development and

• Showcase a first draft of a masterplan.

Formerly known as the Slyfield Area Regeneration Project (SARP), the site currently has a range of uses including the existing Guildford Sewage Treatment Works operated by Thames Water, a Surrey County Council waste transfer station, a Guilford Council depot and existing allotments.

Over the last few years considerable effort has gone into creating the possibility of development on the site.

We have worked closely with Thames Water to secure funding for them to be able to build a new Sewage Treatment Works to the north of Slyfield Industrial Estate on land identified in the Surrey Waste Plan. Thames Water will be bringing forward a planning application for the new Sewage Treatment Works next year, and will be consulting fully with the community prior to submission.

Guildford Borough Council adopted its Local

Plan, which allocated a brownfield site to the

north east of Guildford Town Centre, known

as the Slyfield Area, for redevelopment.

Guildford Borough Council voted unanimously to approve £350million of

capital funding to enable the infrastructure phase of the development to be

carried out.

We secured planning permission from the

Council to facilitate the new allotments at North Moors and an extension to Aldershot Road. This will enable the Bellfields

Road allotment holders to move, freeing up the site

which forms a crucial part of the overall Weyside Urban

Village site.

An Environmental Impact Assessment Scoping

request was submitted to Guildford Borough Council

(as the Local Planning Authority) to agree the

parameters of the technical work that will be required

to support a planning application.

The Weyside Project Team is now ready to take the next step, which is to work with as many residents and community groups as possible on what they would like to see happen on the site within the established planning policy framework.

In 2019 Guildford Borough Council adopted its Local Plan which sets out its development and planning policy framework for the next 15 years. This site was allocated as a suitable place for redevelopment because it is a brownfield site and close to the town centre.

Within the local plan policy boundary, ongoing work between GBC, TW and SCC has shown that the existing uses on site can be moved as shown on the diagram to the right.

Based on site area, access and the proximity to services and facilities the local plan policy allocates the site for approximately 1,500 homes.

Delivering fewer homes would mean that the Council would face a shortfall on its housing numbers and be at risk of speculative developments on sites not allocated in the Local Plan.

The 1,500 homes at Weyside will be delivered in accordance with the Council’s housing mix policy, informed by local housing market assessments, to ensure the right types and sizes of properties are built.

Weyside Urban Village - A new place on the Wey.

Weyside Urban Village will deliver a green and thriving community alongside the River Wey. It will draw its reference from the River and the surrounding countryside, incorporating sustainable living and ways of working. The development will prove to be Regenerative in nature, Responsive to its surroundings and Resourceful for all to benefit.

To ensure the design quality of Weyside Urban Village, a Design Code will be produced to provide future housebuilders mandatory guidelines to inform future Reserved Matters Applications.

The design code document will focus on the following key areas:

• Design of the public realm, including streets and green and blue infrastructure

• Design of buildings, including key principles for their form, appearance, and detailing

• Sustainable design

• Creation of character areas, ensuring that Weyside Urban Village has a distinctive and varied appearance

• Technical design, including utilities provision, waste and recycling, parking and sustainable drainage.

The Weyside Project Team will conduct a second public exhibition,

presenting a draft masterplan.

prior to submitting a planning application.

The Weyside Project Team expects to be able to submit an outline

planning application. A more detailed ‘reserved matters’ application will

come forward in the next few years and residents will have the opportunity

to comment.
